Vetter (1988) noted that her review of the estimation of the instantaneous natural mortality rate (M) was initiated by a discussion among colleagues that identified M as the single most impor ta nt but least well-estimated parameter in fishery models. A lthough much has been accomplished in the inter vening years, M remains one of the most difficult parameters to estimate in fishery stock assessments. A number of novel approaches using tagging and telemetry data provide promise for making reliable direct estimates of M for a given stock (Hearn et al., 1998 ; Frusher and Hoenig, 2001; Hightower et al., 2001; Latour et al., 2003; Pollock et al., 2004). However, such methods are often impracticable and fishery scientists must approximate M by using estimates made for other stocks of the same or similar species or by predicting M from features of the species’ life history (Beverton and Holt, 1959; Beverton, 1963; Alverson and Carney, 1975; Pauly, 1980; Hoenig, 1983; Peterson and Wroblewski, 1984; Roff, 1984; Gunderson and Dygert, 1988; Chen and Watanabe, 1989; Charnov, 1993; Jensen, 1996; Lorenzen, 1996).

A tese aqui apresentada tem como objeto de estudo a trajetória profissional da educadora Astrogildes Delgado de Carvalho, ao longo de um período situado entre as décadas de 1940 a 1980. A educadora em questão, católica militante, praticamente desconhecida no campo educacional, desenvolveu importantes ações tendo como foco, de modo particular, a educação infantil, área ainda pouco valorizada nos primeiros tempos de seu trabalho como educadora. Entre essas ações, situam-se a fundação de duas instituições educacionais que tiveram destaque na cidade de Petrópolis, entre as décadas de 1940 e 1960, a Escola Chapelinho Vermelho e o Externato Delgado de Carvalho, e a atuação na Organização Mundial de Educação Pré-escolar (OMEP), nas décadas de 1970 e 1980, como formadora de educadoras de creches e como responsável pelos Centros de Atendimento ao Pré-Escolar (CAPEs) criados pela instituição, em localidades habitadas por populações menos favorecidas. Este estudo de caráter biográfico pretende lançar luz sobre uma importante figura do campo educacional brasileiro, e contribuir, através da análise de sua trajetória, articulada, por sua vez, à história da OMEP, para a ampliação do conhecimento sobre ações direcionadas à educação infantil e, em particular, a crianças menos favorecidas da sociedade brasileira, nas décadas focalizadas. Na pesquisa, apoiada em uma base documental diversificada, incluindo de modo valorizado o acervo pessoal da educadora, a pretensão foi a de dar destaque a vozes, papeis, memórias vivas e deslindar os fios que foram sendo tecidos ao longo desses anos, valorizando a participação de Astrogildes Delgado de Carvalho na promoção e garantia dos direitos da criança de zero a seis anos.

Esta pesquisa tem por objetivo analisar as racionalidades que orientamas práticas de organizações da sociedade civil uruguaia na execuçãode políticas públicas na área educativa.A partir dos anos 1980, e com maior ênfase nos 1990, os organismos governamentais do Estado uruguaio começaram a vincular-se, por meio de contratos de prestação de serviços, com organizações da sociedade civil, para que estas se encarregassem da execução de alguns dos programas de política pública, principalmente aqueles desenhados para os setores mais pobres da população.A tendência à maior participação da sociedade civil nas políticas públicas se insereno processo de adoção de políticas neoliberais no Uruguai, principalmente após a redemocratização, em 1985.A sujeição a políticas exógenas elaboradas por organismos multilaterais favoreceu o mercado em detrimento dos serviços sociais. A pesquisa toma como material de análise entrevistas realizadas com profissionais de 5 organizações civis que atuam em programas educacionais para populações pobres da cidade de Montevidéu e da sua área metropolitana. As suas propostas, bem como as considerações que tecem os profissionais a partir da sua experiência, servem de base para uma análise microfísica de projetos educacionais adotados como solução para incorporar tal população ao sistema educativo e ao mundo do trabalho

In 1988, the Oregon Department of Fish and Wildlife began sampling and monitoring the development of a new fishery for Pacific hagfish, Eptatretus stouti, and black hagfish, E. deani. Hagfish landings by Oregon trap vessels have ranged from 11,695 kg in 1988 to 340,774 kg in 1992. Whole frozen fish were shipped to South Korea for the "eel skin" leather market. From 1988 through 1989, I sampled 924 Pacific hagfish and 897 black hagfish from commercial and research catches. Mean length of fish sampled from commercial landings was 39.6 cmf or Pacific hagfish and 34.5 cm for black hagfish. Weight-length relationships (W=aLb) were calculated for males and females of both species. Fifty percent maturity for male and female Pacific hagfish was 35 cm and 42 cm, respectively, while 50% maturityf or male and female black hagfish was 34 cm and 38 cm, respectively. Examination of gonads for both species indicated that spawning either occurs throughout the year or the spawning period is protracted. Mature females of both species had from one to three distinct sizes of eggs, but they usually carried only one group of eggs over 5 mm in length. Mature Pacific hagfish females averaged 28 eggs over 5 mm in length, and black hagfish females averaged 14 eggs over 5 mm in length. Hermaphroditism was found in 0.2% of the Pacific hagfish examined.

This paper provides an overview of Hawaii's marine fisheries from 1948 to the present. After three decades of decline following a brief period of growth at the conclusion to World War lI, Hawaii's commercial fisheries began a decade of sustained development in the 1980's. At the same time, fisheries management issues became more significant as different segments of the fishery came into more direct competition. This paper provides new estimates of commercial landings for the 1977-90 period, and summarizes limited information on recreational and subsistence fisheries in the 1980's. It also provides some historical context which may be useful in evaluating fishery development and management options.

Data quantifying various aspects of the Corps of Engineers wetland regulatory program in Louisiana from 1980 through 1990 are presented. The National Marine Fisheries Service (NMFS) habitat conservation efforts for this time period are described and averages involved delineated. From 1980 through 1990, NMFS reviewed 14,259 public notices to dredge, fill, or impound wetlands in Louisiana and provided recommendations to the Corps on 962 projects which proposed to impact over 600,000 acres of tidally influenced wetlands. NMFS recommended that impacts to about 279,000 acres be avoided and that more than 150,000 acres of compensatory mitigation be provided. During this period, marsh management projects proposed impounding over 197,000 acres of wetlands. On a permit by permit basis, 43% of NMFS recommendations were accepted, 34% were partially accepted, and 23% were rejected.

With its genesis in New England during the 1800's, the purse seine fishery for Atlantic menhaden, Brevoortia tyrannus, expanded south and by the early 1900's ranged the length of the eastern seaboard. The purse seine fishery for Gulf menhaden. B. patronus, is of relatively recent development, exploitation of the stock beginning in the late 1940's. Landings from both fisheries annually comprise 35-40% of the total U. S. fisheries landings, ranking menhaden first in terms of volume landed. Technological advances in harvesting methods, fish-spotting capabilities, and vessel designs accelerated after World War II, resulting in larger, faster, and wider-ranging carrier vessels, improved speed and efficiency of the harvest, and reduction in labor requirements. Chief products of the menhaden industry are fish meal, fish oil, and solubles, but research into new product lines is underway. Since 1955 on the Atlantic coast and 1964 on the Gulf coast, the NMFS has monitored the fisheries for biostatistical data. Annual data summaries of numbers-of-fish-at-age harvested, catch tonnage, and fishing effort of the fleet form the basis of routine stock assessments and annual catch forecasts to industry for the upcoming fishing season. After landings declined in the 1960's, the Atlantic menhaden stock has recovered through the 1970's and 1980's. Exceptional year classes of Gulf menhaden in recent years account for record landings during the 1980's.

World farmed salmon production reached 145,000 metric tons (t) in 1988 and an estimated 217,000 t in 1989. The latter figure is comparable to the U. S. annual salmon catch (about 250,000 t) and is approaching one-third the size of the world wild salmon catch (about 700,000 t). The rapid expansion of farmed salmon supplies in the late 1980's has led to sharp price decreases. Lower prices have forced some farmers out of business, but at the same time, a large number of farmers first began harvesting salmon on a commercial scale as the 1980's ended. Farmed salmon production could exceed 270,000 t in 1990.

Dataq uantifying the area of habitat affected by Federal programs that regulate development in coastal zones of the southeastern United States are provided for 1988. The National Marine Fisheries Service (NMFS) made recommendations on 3,935 proposals requiring Federal permits or licenses to alter wetlands. A survey of 977 of these activities revealed that 359,876 acres of wetlands that support fishery resources under NMFS purview were proposed for some type of alteration or manipulation. Almost 95 percent of this acreage was for impounding andl/or manipulation of water levels in Louisiana marshes. The NMFS did not object to alteration of 173,284 acres and recommended the conservation of 186,592 acres. To offset habitat losses, 1,827 acres of mitigation were recommended by the NMFS or proposed by applicants and/or the Corps of Engineers (COE). From 1981 to 1988 the NMFS has provided in depth analyses on 8,385 projects proposing the alteration of at least 656,377 acres of wetlands. A follow-up survey on the disposition of 339 permits handled by the COE during 1988 revealed that the COE accepted NMFS recommendations on 68 percent. On a permit-by-permit basis, 13 percent of NMFS recommendations were partially accepted, 17 percent were completely rejected, and 2 percent were withdrawn. The permit requests tracked by the NMFS proposed the alteration of 2,674 acres of wetlands. The COE issued permits to alter 847 acres or 32 percent of the amount proposed.

Celebrating centennials have been the U.S. Fishery Bulletin (1981), NMFS Woods Hole Laboratory (1985), Journal of the Marine Biological Association (1987) and the Association itself (1984), Pacific halibut fishery (1988), Marine Biological Laboratory at Woods Hole, Mass. (1988), and England's Ministry of Agriculture, Fisheries, and Food (1989). While the U. S. Department of Commerce turned 75 (1988), 50th anniversaries were nlarked by the NMFS Northwest and Alaska Fisheries Center (1981), The Wildlife Society and its Journal ofWildlife Management (1987), National Wildlife Federation (1986), International Game Fish Association (1989), and, of course, the Marine Fisheries Review (1988), which provided the raison d'etre for this special issue being devoted to "Marine Fisheries History."

This is the report from the Lune, Wyre and Furness Fisheries Advisory Committee meeting, which was held on the 30th June, 1980. It includes the report by the area fisheries officer on fisheries activities which comments on river conditions and fishing for salmon, sea trout and brown trout, and the recorded numbers of fish which passed through Duddon Hall, Haverthwaite, Halton, Broadraine and Basinghyll fish counters. Also covered in the report is an update on Middleton Hatchery which includes the numbers of salmon, sea trout and brown trout fry planted for various waters including the Lune, Keer, Duddon and Kent Catchment, and an update on the cage rearing of smolts for the River Leven. Finally the report adds fish mortalities, the pipeline project with the British Gas Corporation and the Rivers Leven and Kent fish distribution survey map. The Fisheries Advisory Committee was part of the Regional Water Authorities, in this case the North West Water Authority. This preceded the Environment Agency which came into existence in 1996.
