In the past few years, large-scale, high-seas driftnet fishing has sparked intense debate and political conflict in many oceanic regions. In the Pacific Ocean the driftnet controversy first emerged in the North Pacific transition zone and subarctic frontal zone, where driftnet vessels from Japan, the Republic of Korea, and Taiwan pursue their target species of neon flying squid. Other North Pacific driftnet fleets from Japan and Taiwan target stocks of tunas and billfishes. Both types of driftnet fishing incidentally kill valued non-target species of marine life, including fish, mammals, birds, and turtles. In response to public concerns about driftnet fishing, government scientists began early on to assemble available information and consider what new data were required to assess impacts on North Pacific marine resources and the broader pelagic ecosystem. Accordingly, a workshop was convened at the NMFS Honolulu Laboratory in May 1988 to review current information on the biology, oceanography, and fisheries of the North Pacific transition zone and subarctic frontal zone. The workshop participants, from the United States and Canada, also developed a strategic plan to guide NMFS in developing a program of driftnet fishery research and impact assessment. This volume contains a selection of scientific review papers presented at the 1988 Honolulu workshop. The papers represent part of the small kernel of information available then, prior to the expansion of cooperative international scientific programs. Subsequent driftnet fishery monitoring and research by the United States, Canada, Japan, Korea, and Taiwan have added much new data. Nevertheless, this collection of papers provides a historical perspective and contains useful information not readily available elsewhere. (PDF file contains 118 pages.)

Este artículo habla sobre la impresionante oleada de procesos de privatización que se han producido en muchos países de nuestro entorno económico. Las razones esgrimidas por parte de los responsables de llevar a efecto estos procesos son muy variadas. Así, parece demostrarse que existe cierta superioridad de la empresa privada en entornos competitivos. Sin embargo, cuando se trata de mercados que no son suficientemente competitivos, el grado de eficiencia está más condicionado por la propia competencia y la regulación que por la titularidad pública o privada de la empresa. En definitiva, el grado de eficiencia de una empresa no depende tanto de la titularidad de la misma como del entorno competitivo, de la efectividad de la política reguladora y de una gestión empresarial responsable.

This workshop was organized because of the increase between 1978 and 1980 in coastwide landings of widow rockfish, from less than 1,000 mt to more than 20,000 mt, and because of scientists' concern with the lack of knowledge both of the fishery and biology of the species. Most scientists active in research on Pacific groundfish, as well as some members of the fishing industry and fishery managers, attended the workshop. These proceedings contain the report of the workshop discussion panel, status reports on California, Oregon, and Washington fisheries through 1980, and a collection of seven papers presented at the workshop. The status reports provide an historical perspective of the development of an important fishery. The papers present a fairly complete survey of biological knowledge of widow rockfish, economic status of the fishery, and fishery-independent methods for estimation of abundance. The papers also contain some information developed after the workshop. Since the workshop, the fishery has matured. Largest landings were made in 1981, when more than 28,000 mt were landed. Maximum sustainable yield (MSY) is estimated to be slightly less than 10,000 mt, and the stock appeared to be at about the MSY level in 1985. The Pacific Fishery Management Council and National Marine Fisheries Service have implemented regulations that have maintained landings since 1983 at approximately the maximum sustainable yield level. Fishery-dependent stock assessments are being made on an annual basis for the Pacific Fishery Management Council. While these assessments are considered to be the best possible with available data, scientists responsible for the assessment have chosen to delay their publication in the formal scientific literature until more data are obtained. However, the stock assessment reports are available from the Pacific Fishery Management Council. In addition to the papers in this collection, three papers have been published on widow rockfish since 1980. BoehIert, Barss, and Lamberson (1982) estimate fecundity of the species off Oregon; Gunderson (1984) describes the fishery and management actions; and Laroche and Richardson (1981) describe the morphology and distribution of juvenile widow rockfish off Oregon. During the past decade, the fishery for widow rockfish has developed from a minor fishery to one of the more important on the Pacific Coast. Our knowledge of the biology and dynamics of the species has progressed from minimal to relatively extensive for a groundfish species. It is our intention in preparing this collection of papers to make this knowledge readily available to the scientific community. (PDF file contains 63 pages.)

The Alliance for Coastal Technologies (ACT) convened a Workshop on "Recent Developments in In Situ Nutrient Sensors: Applications and Future Directions" from 11-13 December, 2006. The workshop was held at the Georgia Coastal Center in Savannah, Georgia, with local coordination provided by the ACT partner at the Skidaway Institute of Oceanography (University System of Georgia). Since its formation in 2000, ACT partners have been conducting workshops on various sensor technologies and supporting infrastructure for sensor systems. This was the first workshop to revisit a topic area addressed previously by ACT. An earlier workshop on the "State of Technology in the Development and Application of Nutrient Sensors" was held in Savannah, Georgia from 10-12 March, 2003. Participants in the first workshop included representatives from management, industry, and research sectors. Among the topics addressed at the first workshop were characteristics of "ideal" in situ nutrient sensors, particularly with regard to applications in coastal marine waters. In contrast, the present workshop focused on the existing commercial solutions. The in situ nutrient sensor technologies that appear likely to remain the dominant commercial options for the next decade are reagent-based in situ auto-analyzers (or fluidics systems) and an optical approach (spectrophotometric measurement of nitrate). The number of available commercial systems has expanded since 2003, and community support for expanded application and further development of these technologies appears warranted. Application in coastal observing systems, including freshwater as well as estuarine and marine environments, was a focus of the present workshop. This included discussion of possible refinements for sustained deployments as part of integrated instrument packages and means to better promote broader use of nutrient sensors in observing system and management applications. The present workshop also made a number of specific recommendations concerning plans for a demonstration of in situ nutrient sensor technologies that ACT will be conducting in coordination with sensor manufacturers.[PDF contains 40 pages]

The Alliance for Coastal Technologies (ACT) Workshop on Optical Remote Sensing of Coastal Habitats was convened January 9-11, 2006 at Moss Landing Marine Laboratories in Moss Landing, California, sponsored by the ACT West Coast regional partnership comprised of the Moss Landing Marine Laboratories (MLML) and the Monterey Bay Aquarium Research Institute (MBARI). The "Optical Remote Sensing of Coastal Habitats" (ORS) Workshop completes ACT'S Remote Sensing Technology series by building upon the success of ACT'S West Coast Regional Partner Workshop "Acoustic Remote Sensing Technologies for Coastal Imaging and Resource Assessment" (ACT 04-07). Drs. Paul Bissett of the Florida Environmental Research Institute (FERI) and Scott McClean of Satlantic, Inc. were the ORS workshop co-chairs. Invited participants were selected to provide a uniform representation of the academic researchers, private sector product developers, and existing and potential data product users from the resource management community to enable development of broad consensus opinions on the role of ORS technologies in coastal resource assessment and management. The workshop was organized to examine the current state of multi- and hyper-spectral imaging technologies with the intent to assess the current limits on their routine application for habitat classification and resource monitoring of coastal watersheds, nearshore shallow water environments, and adjacent optically deep waters. Breakout discussions focused on the capabilities, advantages ,and limitations of the different technologies (e.g., spectral & spatial resolution), as well as practical issues related to instrument and platform availability, reliability, hardware, software, and technical skill levels required to exploit the data products generated by these instruments. Specifically, the participants were charged to address the following: (1) Identify the types of ORS data products currently used for coastal resource assessment and how they can assist coastal managers in fulfilling their regulatory and management responsibilities; (2) Identify barriers and challenges to the application of ORS technologies in management and research activities; (3) Recommend a series of community actions to overcome identified barriers and challenges. Plenary presentations by Drs. Curtiss 0. Davis (Oregon State University) and Stephan Lataille (ITRES Research, Ltd.) provided background summaries on the varieties of ORS technologies available, deployment platform options, and tradeoffs for application of ORS data products with specific applications to the assessment of coastal zone water quality and habitat characterization. Dr. Jim Aiken (CASIX) described how multiscale ground-truth measurements were essential for developing robust assessment of modeled biogeochemical interpretations derived from optically based earth observation data sets. While continuing improvements in sensor spectral resolution, signal to noise and dynamic range coupled with sensor-integrated GPS, improved processing algorithms for georectification, and atmospheric correction have made ORS data products invaluable synoptic tools for oceanographic research, their adoption as management tools has lagged. Seth Blitch (Apalachicola National Estuarine Research Reserve) described the obvious needs for, yet substantial challenges hindering the adoption of advanced spectroscopic imaging data products to supplement the current dominance of digital ortho-quad imagery by the resource management community, especially when they impinge on regulatory issues. The Alliance for Coastal Technologies (ACT) Workshop on Trace Metal Sensors for Coastal Monitoring was convened April 11-13, 2005 at the Embassy Suites in Seaside, California with partnership from Moss Landing Marine Laboratories (MLML) and the Monterey Bay Aquarium Research Institute (MBARI). Trace metals play many important roles in marine ecosystems. Due to their extreme toxicity, the effects of copper, cadmium and certain organo-metallinc compounds (such as tributyltin and methylmercury) have received much attention. Lately, the sublethal effects of metals on phytoplankton biochemistry, and in some cases the expression of neurotoxins (Domoic acid), have been shown to be important environmental forcing functions determining the composition and gene expression in some groups. More recently the role of iron in controlling phytoplankton growth has led to an understanding of trace metal limitation in coastal systems. Although metals play an important role at many different levels, few technologies exist to provide rapid assessment of metal concentrations or metal speciation in the coastal zone where metal-induced toxicity or potential stimulation of harmful algal blooms, can have major economic impacts. This workshop focused on the state of on-site and in situ trace element detection technologies, in terms of what is currently working well and what is needed to effectively inform coastal zone managers, as well as guide adaptive scientific sampling of the coastal zone. Specifically the goals of this workshop were to: 1) summarize current regional requirements and future targets for metal monitoring in freshwater, estuarine and coastal environments; 2) evaluate the current status of metal sensors and possibilities for leveraging emerging technologies for expanding detection limits and target elements; and 3) help identify critical steps needed for and limits to operational deployment of metal sensors as part of routine water quality monitoring efforts. Following a series of breakout group discussions and overview talks on metal monitoring regulatory issues, analytical techniques and market requirements, workshop participants made several recommendations for steps needed to foster development of in situ metal monitoring capacities: 1. Increase scientific and public awareness of metals of environmental and biological concern and their impacts in aquatic environments. Inform scientific and public communities regarding actual levels of trace metals in natural and perturbed systems. 2. The UNDP/FAO supported Federal Fisheries Project for the Development of Artisanal and Inshore Fisheries in Nigeria has the specific objective of increasing fish production through an integrated approach aimed at upgrading the rural coastal fishermen and improving their living conditions. The project has an operating life-span of three years and envisages a total outlay of nearly N3 million in terms of personnel and services. This paper attempts to review the activities of the project during the first two years of the operational phase and highlight some of its specific achievements.

Estimates of dolphin school sizes made by observers and crew members aboard tuna seiners or by observers on ship or aerial surveys are important components of population estimates of dolphins which are involved in the yellowfin tuna fishery in the eastern Pacific. Differences in past estimates made from tuna seiners and research ships and aircraft have been noted by Brazier (1978). To compare various methods of estimating dolphin school sizes a research cruise was undertaken with the following major objectives: 1) compare estimates made by observers aboard a tuna seiner and in the ship's helicopter, from aerial photographs, and from counts made at the backdown channel, 2) compare estimates of observers who are told the count of the school size after making their estimate to the observer who is not aware of the count to determine if observers can learn to estimate more accurately, and 3) obtain movie and still photographs of dolphin schools of known size at various stages of chase, capture and release to be used for observer training. The secondary objectives of the cruise were to: 1) obtain life history specimens and data from any dolphins that were killed incidental to purse seining. These specimens and data were to be analyzed by the U.S. National Marine Fisheries Service ( NMFS ) , 2) record evasion tactics of dolphin schools by observing them from the helicopter while the seiner approached the school, 3) examine alternative methods for estimating the distance and bearing of schools where they were first sighted, 4) collect the Commission's standard cetacean sighting, set log and daily activity data and expendable bathythermograph data. Die Tagung setzte den während der vorigen Jahrestagung zu beobachtenden Kurs einer Schwerpunktverlagerung generell fort. Diese ist durch die stärkere Berücksichtigung des Vorsorgeansatzes im Fischereimanagement auf der Grundlage wissenschaftlicher Empfehlungen des ACFM (Management-Komitee für Fischerei) des ICES gekennzeichnet. Damit traten die in der Vergangenheit fischereipolitisch dominierten nationalen Managementinteressen weitestgehend in den Hintergrund und trugen somit zu einer sachlichen Tagungsatmosphäre bei. Wichtigste Tagungsthemen waren die Ausnutzung der nationalen Quoten für 1997 und 1998 (1. Halbjahr), die Festlegung der zulässigen Gesamtfangmengen (TAC) für die internationalen Fischereien 1999, aber auch Strategien zur Nutzung der lebenden Ressourcen der Ostsee unter den Bedingungen des Vorsorgeansatzes im Fischereimanagement. An den Beratungen nahmen Ländervertreter und Experten Estlands, der EU, Lettlands, Polens und der Russischen Föderation sowie Beobachter des ICES (Internationaler Rat für Meeresforschung) und der HELCOM (Helsinki-Kommission) teil.

The purpose of this thesis is to present new observations of thermal-infrared radiation from asteroids. Stellar photometry was performed to provide standards for comparison with the asteroid data. The details of the photometry and the data reduction are discussed in Part 1. A system of standard stars is derived for wavelengths of 8.5, 10.5 and 11.6 µm and a new calibration is adopted. Sources of error are evaluated and comparisons are made with the data of other observers.

The observations and analysis of the thermal-emission observations of asteroids are presented in Part 2. Thermal-emission lightcurve and phase effect data are considered. Special color diagrams are introduced to display the observational data. These diagrams are free of any model-dependent assumptions and show that asteroids differ in their surface properties.

On the basis of photometric models, (4) Vesta is thought to have a bolometric Bond albedo of about 0.1, an emissivity greater than 0.7 and a true radius that is close to the model value of 300^(+50)_(-30)km. Model albedos and model radii are given for asteroids 1, 2, 4, 5, 6, 7, 15, 19, 20, 27, 39, 44, 68, 80, 324 and 674. The asteroid (324) Bamberga is extremely dark with a model (~bolometric Bond) albedo in the 0.01 - 0.02 range, which is thought to be the lowest albedo yet measured for any solar-system body. The crucial question about such low-albedo asteroids is their number and the distribution of their orbits.

[ES]Este proyecto consiste en el diseño de un sistema de control integrado para inversores de potencia monofásicos haciendo uso del algoritmo de eliminación de armónicos. De este modo, permite generar una señal de salida con frecuencia controlada, ideal para la alimentación de motores eléctricos monofásicos. El objetivo del mismo es lograr la implementación de un algoritmo de rendimiento superior a las alternativas PWM para casos de frecuencia de salida elevada. El sistema incluye el software y hardware necesario para implementación completa, así como los documentos necesarios para su fabricación en serie.
