The development of trade facilitation and regional integration is closely linked to the efficiency of public services and the competitiveness of the companies that support export activity. The importance of trade facilitation measures has been emphasized in various issues of the FAL Bulletin. On this occasion the subject is be discussed from the point of view of regional integration, and a case in Central America is considered of particular interest. El Salvador and Guatemala, by integrating their electronic systems for obtaining export licenses, have been able to reduce waiting times significantly. In Guatemala, in December 2000, there was a waiting time of 24 hours, whereas in November 2004 the procedure took 1.5 minutes via the Internet. This issue of the Bulletin is based on research into electronic government initiatives related to foreign trade, which is being conducted by the International Trade and Integration Division.

A Reforma Gerencial do Estado levou as Universidades Federais de Ensino Superior a buscar tecnologia para modernizar a Gestão acadêmica aumentando a qualidade no atendimento. O Sistema Integrado de Ensino (SIE) foi implantado em 2006. Lança-se os seguintes problemas: Quais gargalos encontrados na implantação do SIE foram responsáveis pelas não implementações do estabelecido? Em que medida o modelo do SIE para gerenciamento administrativo dos assuntos acadêmicos contribuiu para a eficiência da gestão na UFPA, assim fornececendo suporte para o avanço do ensino e da pesquisa? O processo de implantação foi suficiente para dizer que estava dentro das exigências da GesPública? Para atender o objetivo Geral de analisar se os modelos de gestão praticados pelos gestores na implantação do SIE estão de acordo com o instrumento de aplicação do Plano Nacional de Gestão Pública e Desburocratização – GesPública (PBQP), o Plano Diretor Institucional e os Planos Anuais de Gestão da UFPA utilizou-se de entrevistas, questionários e de análise documental. As categorias liderança, estratégia e Plano, cidadãos e sociedade, processos e pessoas; resultados; informações e conhecimentos são da GesPública. As hipóteses validadas parcialmente dizem que a instituição avançou na utilização das Teorias Organizacionais nos aparatos administrativos e tecnológicos estando em consonância com o contexto da Reforma do Estado. As práticas de qualidade são adequadas, em início de implantação, com pontos que precisam ser melhorados. Deixam enormes espaços na modernização da gestão acadêmica. Os líderes deveriam ter inseridos os usuários no processo e trabalhado suas experiências e necessidades buscando resultados conforme prevê a Teoria Neo-Institucional e a Teoria da Qualidade que envolve as pessoas nas tomadas de decisões, pois são elas que lidam diretamente com os equipamentos e com os clientes.

Esta dissertação de mestrado tem como objetivo refletir sobre o crescimento da Violência Homicida em Marabá e a Política de Segurança Pública, a partir de sujeitos que atuam em instituições de segurança pública, assim como, representantes da sociedade civil que atuam na defesa de direitos em Marabá, sudeste do Estado do Pará. Utilizando-se do método da teoria crítica realizou-se um panorama geral do quadro de violência homicida partindo do geral (Brasil) para o particular (Marabá), assim como, um panorama histórico da política de segurança implantada no Brasil do período ditatorial (violência e barbárie) até a pós- democracia, enfatizando os planos, projetos e ações que se efetivaram a partir da década de 90. Além disso, a pesquisa de campo, que enfatiza a fala de sujeitos que atuam na área de segurança pública e/ou em instituições de defesa de direitos no município, possibilitou compreensões acerca da violência homicida e da política de segurança em Marabá. O percurso metodológico utilizado realizou-se por pesquisa qualitativa, norteada por pesquisas bibliográficas, documentais e pesquisa de campo. Para apreender a realidade vivenciada por Marabá realizou-se sete (7) entrevistas, com os sujeitos que atuam na área de segurança e com os sujeitos representantes da sociedade civil que atuam direta ou indiretamente na defesa de direitos da pessoa humana no município. A partir desse estudo infere-se que o processo democrático rompeu com práticas utilizadas no regime ditatorial pelos agentes do Estado, porém até hoje existem práticas cristalizadas de cunho coercitivo, repressivo e punitivo herdados da ditadura.

China is now facing a sudden change of redistribution of population in space as her urban population exceeds rural population. It seems necessary to learn others’ lessons by analyzing the urbanization of other developing countries, especially Brazil’s. To an extent, Brazil and some other developing countries have been unsuccessful in coordination for urbanization and improving living quality. The megacities in Latin America are the examples of swollen cities, and large groups excluded from the system of public services. It reflects in both short of infrastructures in many areas and high-levels of violence unique in the big cities in Latin America. Then the author summarizes Brazil’s lessons. Firstly, he describes the determinants in Brazil’s urbanization, especially the industrialization between 1930 and 1980. Secondly, the incentives for internal migration are analyzed, especially the industrial centralization in the southeast and the recessions in other areas. Finally, the characteristics of the present round of absorption of labor and the roots for the severe social inequality are discussed.

Two high doses of ivermectin (630 mu g/kg and 700 mu g/kg) that are sold commercially in Brazil were evaluated in dose-and-slaughter trials with 144 naturally nematode-infected cattle from eight regions within the states of Minas Gerias, Sao Paulo and Rio Grande do Sul in Brazil. Treatment groups were based on fecal egg counts 1, 2, and 3 days before treatment; all animals studied had a minimum egg count of at least 500 eggs per gram of feces (EPG). Post-mortem analyses were conducted on day 14. The highest levels of resistance to ivermectin were found for Haemonchus placei, Cooperia punctata and Oesophagostomum radiatum; all populations of H. placei were resistant to the 630 mu g/kg dose, and 67% were resistant to 700 mu g/kg; 86% of C. punctata were resistant to the 630 mu g/kg dose, and 33% were resistant to 700 mu g/kg. A combined analysis revealed that 57% of O. radiatum were resistant to the lower dose of ivermectin. H. placei, C. punctata and O. radiatum, in order, were the nematode populations with the highest indices of resistance, whereas Trichostrongylus axei was the most susceptible to 630 and 700 mu g/kg dosages of ivermectin. The results of helminthic resistance to ivermectin for different populations of H. placei and C. punctata described in the present study support previous literature data, in which a small decrease in the average parasitic burden of C. punctata and a consequent increase of H. placei were observed in cattle from the Southeast, South and Center-West regions of Brazil. This paper describes a 3D virtual lab environment that was developed using OpenSim software integrated into Moodle. Virtuald software tool was used to provide pedagogical support to the lab by enabling to create online texts and delivering them to the students. The courses taught in this virtual lab are methodologically in conformity to theory of multiple intelligences. Some results are presented.

This paper discuss possibilities of use of 3D animation as a tool for teaching Chemistry support. The research proposes to investigate the conception process and development of educational animations to use in a Blended Learning environment in undergraduate chemistry. Associated with general chemistry teachers, were raised the demands and difficulties on the content transmission, and the most relevant topics, about "Atomic Theory" with propose to create appropriate animations to meeting needs of themes. Thinking about offering more dynamic materials, we elaborate animations in a format of "micro-documentary", with a length between 4 and 7 minutes. We use the narration aloud to the subject-matter understanding, leaving the external text as a complement of the animation. The conclusions are positives, students accepted well the format and they proved are able to remember, organize and systematize several information presented in animations. These skills don't ensure knowledge acquisition, but may be considered prerequisites to learning occur.

In this paper, we analyse several contributions made concerning investment theory in the last decades. The objective of the paper is to discuss the difficulties of the testable theory identified by Chirinko (1983), Fazzari et al. (1988, 2000), Kaplan and Zingales (1997) and Hubbard (1998) to better understand the results of empirical approach. These few authors we worked with provided theoretical arguments and empirical evidences that internal finance variable of the firms may work as an indicator of financial constraint. In several developed countries, financing constraints has been identified as important to understand the investment spending. The principal indicator of financing constraints, that is, cash-flow has been questioned. However, the evidences offer a support to its relevance. We try to justify such evidence based on the few authors listed above, which have been quoted by empirical works. We try to contribute to debate adding aspect of the corporate finance to offer a logical explanation to econometric difficulties.

Aim To assess the distribution, group size, seasonal occurrence and annual trends of cetaceans. Location The study area included all major inland waters of Southeast Alaska. Methods Between 1991 and 2007, cetacean surveys were conducted by observers who kept a constant watch when the vessel was underway and recorded all cetaceans encountered. For each species, we examined distributional patterns, group size, seasonal occurrence and annual trends. Analysis of variance (anova F) was used to test for differences in group sizes between multiple means, and Student’s t-test was used to detect differences between pairwise means. Cetacean seasonal occurrence and annual trends were investigated using a generalized linear model framework. Results Humpback whales (Megaptera novaeangliae) were seen throughout the region, with numbers lowest in spring and highest in the fall. Fin whale (Balaenoptera physalus) and minke whale (Balaenoptera acutorostrata) distributions were more restricted than that reported for humpback whales, and the low number of sightings precluded evaluating seasonal trends. Three killer whale (Orcinus orca) eco-types were documented with distributions occurring throughout inland waters. Seasonal patterns were not detected or could not be evaluated for resident and offshore killer whales, respectively; however, the transient eco-type was more abundant in the summer. Dall’s porpoise (Phocoenoides dalli) were distributed throughout the region, with more sightings in spring and summer than in fall. Harbour porpoise (Phocoena phocoena) distribution was clumped, with concentrations occurring in the Icy Strait/Glacier Bay and Wrangell areas and with no evidence of seasonality. Pacific white-sided dolphins (Lagenorhynchus obliquidens) were observed only occasionally, with more sightings in the spring. For most species, group size varied on both an annual and seasonal basis. Main conclusions Seven cetacean species occupy the inland waters of Southeast Alaska, with distribution, group size, seasonal occurrence and annual trends varying by species. Future studies that compare spatial and temporal patterns with other features (e.g. oceanography, prey resources) may help in identifying the key factors that support the high density and biodiversity of cetaceans found in this region. An increased understanding of the region’s marine ecology is an essential step towards ensuring the long-term conservation of cetaceans in Southeast Alaska.
