O risco de ocorrência de desvios significativos dos custos orçamentados e de incumprimento dos prazos de execução constituem duas das principais preocupações da gestão de projetos. A derrapa-gem de prazos de projetos é um dos motivos apontados para a falta de competitividade da indústria portuguesa (Tenera, 2012). Estes atrasos, para além de falta de competitividade, podem resultar ainda, por exemplo, em sanções financeiras e perda de confiança dos clientes. Goldratt, em 1997, alertou que as limitações das técnicas clássicas de planeamento e controlo pode-riam estar na origem do não cumprimento dos prazos dos projetos, propondo a aplicação da Teoria das Restrições à gestão de projetos, a Gestão de Projetos pela Cadeia Critica (Critical Chain Project Management - CCPM). A CCPM tem os seus princípios vocacionados para a gestão do tempo e introduz mudanças signifi-cativas na forma como os projetos são geridos, preconizando uma redução nas durações programadas das atividades, para contrariar tendências comportamentais humanas de atrasar a execução das tare-fas, introduzindo ainda estrategicamente reservas temporais agregadas, que procuram proteger o pro-jeto de derrapagens temporais. Um dos principais fatores de diferenciação da CCPM é precisamente a forma de monitorizar os projetos, sendo a Gestão das Reservas (Buffer Management - BM) o prin-cipal mecanismo de gestão do tempo de execução dos mesmos. No presente trabalho foi realizada uma revisão bibliográfica dos conceitos associados à gestão de riscos em geral e em particular à gestão de tempo em projetos, através da CCPM. Estudou-se ainda, a metodologia geral de implementação das cartas de controlo, com o objetivo de se desenvolver um modelo adaptado ao controlo de reservas temporais em projetos. Assim, e de acordo com o estudo realizado, foi proposto, desenvolvido e implementado um modelo, que complementa a gestão clássica de reservas temporais da CCPM com a utilização de cartas de controlo. O modelo proposto foi testado numa empreitada de reabilitação de edifícios, na Marinha Portuguesa, com o objetivo de se avaliar a sua aplicabilidade, as suas vantagens e limitações. No presente trabalho procurou-se propor e implementar um modelo robusto de gestão de reservas na CCPM, com aplicabilidade efetiva à gestão de riscos de derrapagem de prazos de projetos, não só na indústria da construção civil como em projetos de outras áreas. Com a aplicação do modelo proposto num caso de estudo, foi possível concluir o projeto dentro do prazo contratualizado, tendo-se verificado que a implementação de cartas de controlo na BM permi-tiu antecipar a deteção de consumos excessivos das reservas temporais do projeto.

The present work project investigates the implications of design thinking on an interbusiness collaborative project, unveiling both the benefits and fragilities that derive from the use of such methodology within the mentioned context. The study is organized in two parts. The first one starts with a literature review on the two relevant frames of reference – design thinking and business collaboration. It proceeds to the creation of a conceptual framework to assess the potential value of the design-based approach. The second part focuses on the practical application of to the newly developed instrument to the inTRAIN project – R&D for railway interiors.

Changes in population age structure are a major concern and represent a priority in the agendas and policies of the developed world, which are demanding for renewed models of social and healthcare as well as assistance services to the elderly population. Studies indicate that as far as possible these types of services should desirably be provided at the user’s home, and that ICT-based solutions can have tremendous impact on the delivery of new services. This paper highlight and discusses some of the main results of a project undertaken in a Portuguese Municipality that demonstrates the potential contribution of an e-Marketplace of care and assistance services to the well-being of elderly people. Studies undertaken allowed identifying the main services that should be provided by such e-Marketplace (termed GuiMarket), the relevance that the population grant to this platform and, conversely, the fact that the Digital Divide phenomena influences the potential utilization of this project (and alike projects). The findings support that there is a strong relation between age and qualifications, and between access to ICT and the intended use of GuiMarket.

Earthworks involve the levelling or shaping of a target area through the moving or processing of the ground surface. Most construction projects require earthworks, which are heavily dependent on mechanical equipment (e.g., excavators, trucks and compactors). Often, earthworks are the most costly and time-consuming component of infrastructure constructions (e.g., road, railway and airports) and current pressure for higher productivity and safety highlights the need to optimize earthworks, which is a nontrivial task. Most previous attempts at tackling this problem focus on single-objective optimization of partial processes or aspects of earthworks, overlooking the advantages of a multi-objective and global optimization. This work describes a novel optimization system based on an evolutionary multi-objective approach, capable of globally optimizing several objectives simultaneously and dynamically. The proposed system views an earthwork construction as a production line, where the goal is to optimize resources under two crucial criteria (costs and duration) and focus the evolutionary search (non-dominated sorting genetic algorithm-II) on compaction allocation, using linear programming to distribute the remaining equipment (e.g., excavators). Several experiments were held using real-world data from a Portuguese construction site, showing that the proposed system is quite competitive when compared with current manual earthwork equipment allocation.

OBJECTIVE: The purpose of this article is to present the specific public health indicators recently developed by EUROCAT that aim to summarize important aspects of the public health impact of congenital anomalies in a few quantitative measures. METHODS: The six indicators are: (1) congenital anomaly perinatal mortality, (2) congenital anomaly prenatal diagnosis prevalence, (3) congenital anomaly termination of pregnancy, (4) Down syndrome livebirth prevalence, (5) congenital anomaly pediatric surgery, and (6) neural tube defects (NTD) total prevalence. Data presented for this report pertained to all cases (livebirths, fetal deaths, or stillbirths after 20 weeks of gestation and terminations of pregnancy for fetal anomaly [TOPFA]) of congenital anomaly from 27 full member registries of EUROCAT that could provide data for at least 3 years during the period 2004 to 2008. Prevalence of anomalies, prenatal diagnosis, TOPFA, pediatric surgery, and perinatal mortality were calculated per 1000 births. RESULTS: The overall perinatal mortality was approximately 1.0 per 1000 births for EUROCAT registries with almost half due to fetal and the other half due to first week deaths. There were wide variations in perinatal mortality across the registries with the highest rates observed in Dublin and Malta, registries in countries where TOPFA are illegal, and in Ukraine. The overall perinatal mortality across EUROCAT registries slightly decreased between 2004 and 2008 due to a decrease in first week deaths. The prevalence of TOPFA was fairly stable at about 4 per 1000 births. There were variations in livebirth prevalence of cases typically requiring surgery across the registries; however, for most registries this prevalence was between 3 and 5 per 1000 births. Prevalence of NTD decreased by about 10% from 1.05 in 2004 to 0.94 per 1000 in 2008. CONCLUSION: It is hoped that by publishing the data on EUROCAT indicators, the public health importance of congenital anomalies can be clearly summarized to policy makers, the need for accurate data from registries emphasized, the need for primary prevention and treatment services highlighted, and the impact of current services measured.

El projecte OnTheBus pretén ser un sistema de guiatge gratuït, destinat per a la plataforma mòbil Android, útil com a eina d’ajuda pel desplaçament d’un punt d’origen a un punt de destí dins de la ciutat, utilitzant la xarxa de transport metropolità. Aquesta memòria s’enllaça amb 6 memòries més, dels meus companys amb els qui he realitzat el projecte OnTheBus. L’objectiu d’aquesta memòria és explicar la gestió del projecte que s’ha realitzat, consisteix en constatar quina metodologia de desenvolupament s’ha seguit, com s’ha dividit i organitzat la feina i els grups de treball. Així com el mòdul de navegació o guiatge que s’ha desenvolupat.

ARC Healthy Living Centre provides a range of services for a range of groups eg older people, young, unemployed etc. This is their 3rd application and is a Level 3 project. Previous BCPP projects have focussed on for example, peer education programmes for young people, working with Surestart and addiction services. As a result of the project the pharmacist has integrated well into the community. This project will build upon previous work to increase health awareness, promote interagency understanding and deliver a wide range of interactive sessions with groups such as SureStart and alcohol projects. It will also seek to take this out into other areas and encourage other pharmacists to become involved in this way of working.

El projecte escollit és la Gestió de Material d'Emergències amb la finalitat de gestionar l'aprovisionament de les diferents unitats que formen una organització en estructura jeràrquica de bombers, aquesta gestió permet portar un control individualitzat del consum de cada unitat i també pot oferir la informació sobre els estocs per ajudar a la presa de decisions davant una emergència.

El treball presentat fa l'estudi i l'anàlisi per a la implementació d'un sistema de gestió integrat ERP (Enterprise Resource Planning) a l'empresa TEXFIL, centrat únicament en solucions empresarials estàndards de paquets integrats per a la planificació dels recursos de l'empresa. Tot i que al llarg del document es fa esment de diferents fabricants de sistemes ERP, nosaltres, a petició del nostre client, ens hem centrat bàsicament en el sistema SAP R/3.
