This report describes cases relating to the management of national marine sanctuaries in which certain scientific information was required so managers could make decisions that effectively protected trust resources. The cases presented represent only a fraction of difficult issues that marine sanctuary managers deal with daily. They include, among others, problems related to wildlife disturbance, vessel routing, marine reserve placement, watershed management, oil spill response, and habitat restoration. Scientific approaches to address these problems vary significantly, and include literature surveys, data mining, field studies (monitoring, mapping, observations, and measurement), geospatial and biogeographic analysis, and modeling. In most cases there is also an element of expert consultation and collaboration among multiple partners, agencies with resource protection responsibilities, and other users and stakeholders. The resulting management responses may involve direct intervention (e.g., for spill response or habitat restoration issues), proposal of boundary alternatives for marine sanctuaries or reserves, changes in agency policy or regulations, making recommendations to other agencies with resource protection responsibilities, proposing changes to international or domestic shipping rules, or development of new education or outreach programs. At one time Maryland produced more oysters annually than the rest of the world combined, including all species used for food. This document shows the decline in production to one sixth of the 1884 yield in 1929-1930. Observations over the course of the last decade have indicated two major factors responsible for the decline in oyster production. Reduction of brood stock stands first, while failing to provide clutch (shells) for the setting purposes has been a close second. (PDF contains 29 pages)

Almost 120 days at sea aboard three NOAA research vessels and one fishing vessel over the past three years have supported biogeographic characterization of Tortugas Ecological Reserve (TER). This work initiated measurement of post-implementation effects of TER as a refuge for exploited species. In Tortugas South, seafloor transect surveys were conducted using divers, towed operated vehicles (TOV), remotely operated vehicles (ROV), various sonar platforms, and the Deepworker manned submersible. ARGOS drifter releases, satellite imagery, ichthyoplankton surveys, sea surface temperature, and diver census were combined to elucidate potential dispersal of fish spawning in this environment. Surveys are being compiled into a GIS to allow resource managers to gauge benthic resource status and distribution. Drifter studies have determined that within the ~ 30 days of larval life stage for fishes spawning at Tortugas South, larvae could reach as far downstream as Tampa Bay on the west Florida coast and Cape Canaveral on the east coast. Together with actual fish surveys and water mass delineation, this work demonstrates that the refuge status of this area endows it with tremendous downstream spillover and larval export potential for Florida reef habitats and promotes the maintenance of their fish communities. In Tortugas North, 30 randomly selected, permanent stations were established. Five stations were assigned to each of the following six areas: within Dry Tortugas National Park, falling north of the prevailing currents (Park North); within Dry Tortugas National Park, falling south of the prevailing currents (Park South); within the Ecological Reserve falling north of the prevailing currents (Reserve North); within the Ecological Reserve falling south of the prevailing currents (Reserve South); within areas immediately adjacent to these two strata, falling north of the prevailing currents (Out North); and within areas immediately adjacent to these two strata, falling south of the prevailing currents (Out South). Intensive characterization of these sites was conducted using multiple sonar techniques, TOV, ROV, diver-based digital video collection, diver-based fish census, towed fish capture, sediment particle-size, benthic chlorophyll analyses, and stable isotope analyses of primary producers, fish, and, shellfish. In order to complement and extend information from studies focused on the coral reef, we have targeted the ecotone between the reef and adjacent, non-reef habitats as these areas are well-known in ecology for indicating changes in trophic relationships at the ecosystem scale. Such trophic changes are hypothesized to occur as top-down control of the system grows with protection of piscivorous fishes. Preliminary isotope data, in conjunction with our prior results from the west Florida shelf, suggest that the shallow water benthic habitats surrounding the coral reefs of TER will prove to be the source of a significant amount of the primary production ultimately fueling fish production throughout TER and downstream throughout the range of larval fish dispersal. Therefore, the status and influence of the previously neglected, non-reef habitat within the refuge (comprising ~70% of TER) appears to be intimately tied to the health of the coral reef community proper. These data, collected in a biogeographic context, employing an integrated Before-After Control Impact design at multiple spatial scales, leave us poised to document and quantify the postimplementation effects of TER. Combined with the work at Tortugas South, this project represents a multi-disciplinary effort of sometimes disparate disciplines (fishery oceanography, benthic ecology, food web analysis, remote sensing/geography/landscape ecology, and resource management) and approaches (physical, biological, ecological). We expect the continuation of this effort to yield critical information for the management of TER and the evaluation of protected areas as a refuge for exploited species. (PDF contains 32 pages.)

Market squid (Loligo opalescens) plays a vital role in the California ecosystem and serves as a major link in the food chain as both a predator and prey species. For over a century, market squid has also been harvested off the California coast from Monterey to San Pedro. Expanding global markets, coupled with a decline in squid product from other parts of the world, in recent years has fueled rapid expansion of the virtually unregulated California fishery. Lack of regulatory management, in combination with dramatic increases in fishing effort and landings, has raised numerous concerns from the scientific, fishing, and regulatory communities. In an effort to address these concerns, the National Oceanic and Atmospheric Administration’s (NOAA) Channel Islands National Marine Sanctuary (CINMS) hosted a panel discussion at the October 1997 California Cooperative Oceanic and Fisheries Investigations (CalCOFI) Conference; it focused on ecosystem management implications for the burgeoning market squid fishery. Both panel and audience members addressed issues such as: the direct and indirect effects of commercial harvesting upon squid biomass; the effects of harvest and the role of squid in the broader marine community; the effects of environmental variation on squid population dynamics; the sustainability of the fishery from the point of view of both scientists and the fishers themselves; and the conservation management options for what is currently an open access and unregulated fishery. Seasonal surveys were conducted during 1998–1999 in Baja California, Baja California Sur, Sonora, and Sinaloa to determine the extent and activities of artisanal elasmobranch fisheries in the Gulf of California. One hundred and forty–seven fishing sites, or camps, were documented, the majority of which (n = 83) were located in Baja California Sur. Among camps with adequate fisheries information, the great majority (85.7%) targeted elasmobranchs during some part of the year. Most small, demersal sharks and rays were landed in mixed species fisheries that also targeted demersal teleosts, but large sharks were usually targeted in directed drift gillnet or, to a lesser extent, surface longline fisheries. Artisanal fishermen were highly opportunistic, and temporally switched targets depending on the local productivity of teleost, invertebrate, and elasmobranch fishery resources. Major fisheries for small sharks (< 1.5 m, “cazón”) were documented in Baja California during spring, in Sonora during autumn–spring, and in Sinaloa during winter and spring. Triakid sharks (Mustelus spp.) dominated cazón landings in the northern states, whereas juvenile scalloped hammerheads (Sphyrna lewini) primarily supported the fishery in Sinaloa. Large sharks (> 1.5 m, “tiburón”) were minor components of artisanal elasmobranch fisheries in Sonora and Sinaloa, but were commonly targeted during summer and early autumn in Baja California and Baja California Sur. The pelagic thresher shark (Alopias pelagicus) and silky shark (Carcharhinus falciformis) were most commonly landed in Baja California, whereas a diverse assemblage of pelagic and large coastal sharks was noted among Baja California Sur landings. Rays dominated summer landings in Baja California and Sinaloa, when elevated catch rates of the shovelnose guitarfish (Rhinobatos productus, 13.2 individuals/vessel/trip) and golden cownose ray (Rhinoptera steindachneri, 11.1 individuals/vesse/trip) primarily supported the respective fisheries. The Sonoran artisanal elasmobranch fishery was the most expansive recorded during this study, and rays (especially R. productus) dominated spring and summer landings in this state. Seasonal catch rates of small demersal sharks and rays were considerably greater in Sonora than in other surveyed states. Many tiburón populations (e.g., C. leucas, C. limbatus, C. obscurus, Galeocerdo cuvier) have likely been overfished, possibly shifting effort towards coastal populations of cazón and rays. Management recommendations, including conducting demographic analyses using available life history data, determining and protecting nursery areas, and enacting seasonal closures in areas of elasmobranch aggregation (e.g., reproduction, feeding), are proposed. Without effective, enforceable management to sustain or rebuild targeted elasmobranch populations in the Gulf of California, collapse of many fisheries is a likely outcome. (PDF contains 243 pages)

Coastal ecosystems and the services they provide are adversely affected by a wide variety of human activities. In particular, seagrass meadows are negatively affected by impacts accruing from the billion or more people who live within 50 km of them. Seagrass meadows provide important ecosystem services, including an estimated $1.9 trillion per year in the form of nutrient cycling; an order of magnitude enhancement of coral reef fish productivity; a habitat for thousands of fish, bird, and invertebrate species; and a major food source for endangered dugong, manatee, and green turtle. Although individual impacts from coastal development, degraded water quality, and climate change have been documented, there has been no quantitative global assessment of seagrass loss until now. Our comprehensive global assessment of 215 studies found that seagrasses have been disappearing at a rate of 110 square kilometers per year since 1980 and that 29% of the known areal extent has disappeared since seagrass areas were initially recorded in 1879. Furthermore, rates of decline have accelerated from a median of 0.9% per year before 1940 to 7% per year since 1990. Seagrass loss rates are comparable to those reported for mangroves, coral reefs, and tropical rainforests and place seagrass meadows among the most threatened ecosystems on earth.

Sighting, stranding, and capture records of whales and dolphins for Venezuela were assembled and analyzed to document the Venezuelan cetacean fauna and its distribution in the eastern Caribbean. An attempt was made to confirm species identification for each of the records, yielding 443 that encompass 21 species of cetaceans now confirmed to occur in Venezuelan marine, estuarine, and freshwater habitats. For each species, we report its global and local distribution, conservation status and threats, and the common names used, along with our proposal for a Spanish common name. Bryde’s whale (Balaenoptera edeni) is the most commonly reported mysticete. The long-beaked common dolphin (Delphinus capensis) is the most frequent of the odontocetes in marine waters. The boto or tonina (Inia geoffrensis) was found to be ubiquitous in the Orinoco watershed. The distribution of marine records is consistent with the pattern of productivity of Venezuelan marine waters, i.e., a concentration at 63°07′W through 65°26′W with records declining to the east and to the west. An examination of the records for all cetaceans in the Caribbean leads us to conclude that seven additional species may be present in Venezuelan waters. (PDF file contains 61 pages.)

Investigation on the effects of explosive shock on marine life. Necessary that the "commercial" effects, the actual damage to commercially important stocks of fish and shellfish, be evaluated. Equally important are the "biological" effects, the immediate physical effects of shock waves on animals and the indirect effects on future stocks. Indirect effects might include the diversion of migratory stocks from an area, or actual damage to the habitat, rendering it unfit for sedentary or non-migratory native species. Polydora nuchalis Woodwick, 1953 (Polychaeta: Spionidae) is a protandric hermaphrodite commonly inhabiting intertidal mud flats in southern California. The species exhibits lecithotrophic larval development and adelphophagia. Reproduction of P. nuchalis was monitored for a year at four sites: Catalina Harbor, San Gabriel River, Huntington Harbour, and Malibu Lagoon. Females deposited from 11 to 31 egg capsules in their tubes, with up to 230 eggs per capsule. An average of 3% of the eggs developed into larvae: the remaining were nurse eggs serving as food for the developing larvae. Reproductive output was quantified by determining the number and size of larvae and nurse eggs for individual capsules. Significant differences among the four populations were found for all the quantified variables. In addition, two size classes of nurse eggs were found to exist in capsules from all of the sites. Egg capsules were found throughout the year at San Gabriel River, but none were found during the winter months at the remaining three sites. Size/frequency data for juveniles and adults of the Catalina Harbor population indicate an annual cycle of recruitment. The laboratory experiment consisted of a 3 x 3 x 2 £actor1al design with replication testing the effects of temperature, salinity, and food supply on growth and reproduction of P. nuchalis. Increasing temperature resulted in significantly increased survivorship, growth rates, and percentage reproduction. It also produced a significant decrease in the size of the nurse eggs and the volume of food per larva. The number of egg capsules was maximum at the intermediate temperature. Increasing the salinity resulted in significant increases in survivorship and Class I nurse egg size. Increaaing food availability produced a significant increase in the percentage of worms reproducing. The interactive effect of salinity and £ood level produced significant changes in the number of larvae per capsule and the number of nurse eggs per capsule. However, the number of nurse eggs per larva did not differ significantly among the experimental treatment groups. (PDF contains 129 pages)

ENGLISH: Knowledge of the kinds of organisms eaten by tunas, and the relative importance of different kinds of organisms in different situations, is of importance to our understanding of regional and local aggregations and of the behavior of the tropical tunas. Determination of the relative importance of benthic forms in the stomachs of tunas captured in the vicinity of islands and offshore banks, compared with the forms found in the stomachs of those from oceanic areas, distant from these shoal areas, is useful to the understanding of the mechanisms by which the islands and banks attract tuna. A thorough knowledge of the diet may also reveal more about the seasonal and annual variations in the distribution of these fish along the coasts of Mexico, Central America and elsewhere. A knowledge of the diet of the tunas is basic to quantitative studies of the zooplankton and nekton in the Eastern Pacific Ocean with reference to the production of tunas. Studies of the diet of the tropical tunas by examination of stomach contents was, therefore, commenced in late 1957. SPANISH: El conocimiento de las clases de organismos de que se alimentan los atunes, y la importancia relativa de las diferentes clases de organismos en situaciones diferentes, es de valor para nuestra comprensión de las agrupaciones regionales y locales, y de los hábitos de los atunes tropicales. La determinación de la importancia relativa de las formas bénticas en los estómagos de los atunes capturados en la vecindad de las islas y de los bancos apartados de la costa, comparadas con las formas encontradas en los estómagos de los atunes procedentes de áreas oceánicas, distantes de estas áreas poco profundas, es útil para comprender el mecanismo por el cual las islas y los bancos atraen al atún. Un conocimiento completo de la dieta puede revelar también algo más acerca de las variaciones estacionales y anuales en la distribución de estos peces a lo largo de las costas de México, América Central y otras partes. El conocimiento de la dieta del atún es básico para los estudios cuantitativos del zooplancton y del necton en el Océano Pacífico Oriental, con referencia a la producción de los atunes. El estudio de la dieta de los atunes tropicales mediante el examen del contenido estomacal, fué comenzado, por lo tanto, a fines de 1957.

ENGLISH:The gill rakers of both juvenile and adult anchovetas are long and numerous, with many fine processes which make a very efficient straining apparatus. The stomach is modified into a gizzard. The intestine undergoes heteronomous growth, and attains about eight times the standard length in adults. The stomach contents of 39 samples of juvenile fish and 120 adult fish were examined. Diatoms were the principal food of all the sizes of fish examined, from 29 to 153 millimeters. Silicoflagellates, dinoflagellates, pollen grains, formaniferans, rotifer shells, crustaceans, and eggs, probably of crustaceans, were also found in small amounts. Coscinodiscus, a diatom, was the most important item found in the stomachs of the juvenile fish. No strong differences were observed in the feeding habits of different sizes of juveniles. Even taking into account their smaller size, the juveniles had smaller volumes of material and lesser numbers of organisms in their stomachs than did the adults. The stomachs of the adult fish, unlike those of the juveniles, usually contained considerable quantities of mud. Melosira, Coscinodiscus, and Thalassionema, all diatoms, were the most important organisms found in the stomachs of the adults. The incidence of Melosira was much higher in the stomachs of fish from the areas to the east of the entrance of the Panama Canal than from those to the west. No seasonal differences in the food were observed. The volume of material in the stomachs ranged from almost none to nearly 1.0 milliliter, with an average of a little more than 0.2 milliliter. Twenty-six bottom samples were examined; the organisms found corresponded very closely to those encountered in the stomachs of the adult fish. It is concluded that the juvenile anchovetas are chiefly or entirely filter feeders of the pelagic zone. The adults, however, are mostly iliophagous feeders, but possibly do some feeding upon plankton as well. Fué examinado el contenido estomacal de 39 ,muestras de peces juveniles y de 120 adultos. Las diatomeas fueron el alimento principal de todos los peces que fueron examinados cuyo tamaño varió entre los 29 y 153 milimetros. Se encontraron también en cantidades silicoflagelados, dinoflagelados, granos de polen, foraminíferos, conchas de rotiferos, crustáceos y huevos, probablemente de crustáceos. Coscinodiscus, una diatomea, fué el alimento más importante encontrado en los estómagos de los peces juveniles. No se observaron mayores diferencias en los hábitos de alimentación en los juveniles de diferentes tamaños. Aún tomando en cuenta su tamaño menor, los juveniles tenian volúmenes más pequeños de material y un número menor de organismos en sus estómagos que los adultos. The present study was designed to examine the following: (1) the taxonomic. spatial, and temporal patterns of availability of all invertebrate species associated with Macrocystis (excluding protozoans and nematodes); (2) the utilization of this invertebrate assemblage as food by kelp forest fishes within the Macrocystis "foliage- searching" feeding guild, as well as proximal mechanisms leading to observed patterns of resource partitioning; and (3) the dynamic relationship between availability and utilization of this food resource. The approach was largely descriptive. with observations collected during a 19-month period from June 1975 to December 1976. Chapter I is an investigation of the resource utilization patterns of four species of kelp forest fishes with respect to food-related resource dimensions. and tests aspects of current theory involving inter- and intraspecific competition. Chapter II is a detailed examination of the invertebrate assemblage associated with Macrocystis and presents life histories of the fishes examined during this study. The food habits of 20 species of pelagic nekton were investigated from collections made with small-mesh purse seines from 1979-84 off Washington and Oregon. Four species (spiny dogfish, Squalus acanthias; soupfin shark, Galeorhinus zyopterus; blue shark, Prionace glauca; and cutthroat trout, Salmo clarki) were mainly piscivorous. Six species (coho salmon, Oncorhynchus kisutch; chinook salmon, O. tshawytscha; black rockfish, Sebastes melanops; yellowtail rockfish, S. f1avidus; sablefish, Anoplopoma fimbria; and jack mackerel, Trachurus symmetricus) consumed both nektonic and planktonic organisms. The remaining species (market squid, Loligo opalescens; American shad, Alosa sapidissima; Pacific herring, Clupea harengus pallasi; northern anchovy, Engraulis mordax; pink salmon, O. gorbuscha; surf smelt, Hypomesus pretiosus; Pacific hake, Merluccius productus; Pacific saury, Cololabis saira; Pacific mackerel, Scomber japonicus; and medusafish, Icichthys lockingtom) were primarily planktonic feeders. There were substantial interannual, seasonal, and geographic variations in the diets of several species due primarily to changes in prey availability. Juvenile salmonids were not commonly consumed by this assemblage of fishes (PDF file contains 36 pages.)
