This article discusses the necessary conditions for a democratic government to prevail, with the study Coronelismo: the Municipality and Representative Government in Brazil as the point of departure. The article seeks to identify the book's causal explanations for the emergence of democracy, and more precisely for regimes in which governments lose elections. Why were elections not truly competitive over the course of the Empire and the First Republic? Why did they change after the fall of the Estado Novo? Nunes Leal was one of the few Brazilian authors to explicitly tackle this challenge.

This dissertation deals with the period bridging the era of extreme housing shortages in Stockholm on the eve of industrialisation and the much admired programmes of housing provision that followed after the second world war, when Stockholm district Vällingby became an example for underground railway-serviced ”new towns”. It is argued that important changes were made in the housing and town planning policy in Stockholm in this period that paved the way for the successful ensuing period. Foremost among these changes was the uniquely developed practice of municipal leaseholding with the help of site leasehold rights (Erbbaurecht). The study is informed by recent developments in Foucauldian social research, which go under the heading ’governmentality’. Developments within urban planning are understood as different solutions to the problem of urban order. To a large extent, urban and housing policies changed during the period from direct interventions into the lives of inhabitants connected to a liberal understanding of housing provision, to the building of a disciplinary city, and the conduct of ’governmental’ power, building on increased activity on behalf of the local state to provide housing and the integration and co-operation of large collectives. Municipal leaseholding was a fundamental means for the implementation of this policy. When the new policies were introduced, they were limited to the outer parts of the city and administered by special administrative bodies. This administrative and spatial separation was largely upheld throughout the period, and represented as the parallel building of a ’social’ outer city, while things in the inner ’mercantile’ city proceeded more or less as before. This separation was founded in a radical difference in land holding policy: while sites in the inner city were privatised and sold at market values, land in the outer city was mostly leasehold land, distributed according to administrative – and thus politically decided – priorities. These differences were also understood and acknowledged by the inhabitants. Thorough studies of the local press and the organisational life of the southern parts of the outer city reveals that the local identity was tightly connected with the representations connected to the different land holding systems. Inhabitants in the south-western parts of the city, which in this period was still largely built on private sites, displayed a spatial understanding built on the contradictions between centre and periphery. The inhabitants living on leaseholding sites, however, showed a clear understanding of their position as members of model communities, tightly connected to the policy of the municipal administration. The organisations on leaseholding sites also displayed a deep co-operation with the administration. As the analyses of election results show, the inhabitants also seemed to have felt a greater degree of integration with the society at large, than people living in other parts of the city. The leaseholding system in Stockholm has persisted until today and has been one of the strongest in the world, although the local neo-liberal politicians are currently disposing it off.

[ES] El proceso de consolidación del régimen liberal a lo largo del siglo XIX plantea la necesidad de establecer un sistema de representación política. Conseguir el equilibrio del poder político, será el fin último que perseguirán los diversos modelos que se ofrecen para llevar a efecto esta representación a través del sufragio y los sistemas electorales. Modelos que varían en función de los intereses e ideologías que en esos momentos esté en juego.

[ES] La implantación política del régimen liberal en la España del XIX, necesitará de una organización política que actuará como elemento de dominaciónl social, lo que se consigue a través del control  de las instituciones de poder y de los medios que permiten el acceso a ellas por parte de estos grupos hegemónicos. Este estudio se centra en  esos medios y en las instituciones de poder político más próximas a la población, dentro del escalafón de la adminsitración estatal, como son los ayuntaminetos. En este caso se trata del municipio más importante de  una isla periférica: Arrecife en Lanzarote, y en un espacio singular como es el Archipiélago canario.

[ES] Aborda los temas que sobre la isla de Lanzarote plantean sus representantes en la Diputación Provincial, aprovechando la situación creada tras la Revolución de septiembre de 1868. Se realiza un acercamiento al funcionamiento de la institución provincial, el papel que juega dentro de las diferentes instancias de poder y el uso que de ella hacen las fuerzas políticas como mecanismo de control.

Plakate begleiten den Film auch in Deutschland schon seit seinen Anfängen 1895/96. Filmplakate sollen Filminhalte in einem grafischen Kürzel zusammenfassen. Aufraggeber ist zumeist der Filmverleih bzw. die Filmgesellschaft, seltener einzelne Kinos. Filmplakate sind im wesentlichen bildlich-figürlich bestimmt, viele illustrieren auf naive Art eine Szene des Films, verbunden mit der Darstellung der Schauspieler. Die Grafiker können sich oft lediglich anhand von Inhaltsangaben und Fotos einen Eindruck von der zu bewerbenden Sache verschaffen. Zunächst werben sie für Programme, weniger für einzelne Filme. Das ändert sich mit der zunehmenden Länge der Produktionen. Neben zahlreichen anonymen Zeichnern werden schon bald auch namhafte Plakatkünstler mit Filmplakaten beschäftigt, wie Klinger, Deutsch, Kainer, Hohlwein, Erdt, die jeweils verschiedene Plakatauffassungen vertreten. Plakate für Asta Nielsen oder Henny Porten dokumentieren frühe Stardarstellungen, diejenigen für frühe Detektivfilme stehen für ein Genre. Mit dem Namen Fenneker steht das expressionistische Filmplakat um 1920 in Verbindung. Grafiker wie Matejko; Leonard, oder Kupfer-Sachs arbeiten eher naturalistisch. Konstruktivistische Plakate entwirf Tschichold. 1927 für den Münchener „Phoebus-Palast“. Zwischen 1930 und 1945 ist der Plakatstil des Ufa-Werbedienstes maßgebend. Abweichend davon kann Pewas Fotomontageplakate gestalten.. Sehr früh beginnt die Zensur sich der Filmplakate anzunehmen. Zunächst in unterschiedlichen Rechtstiteln enthalten, wird die Plakatzensur 1920 im „Reichslichtspielgesetz“ verankert.
