Population growth, urban development, and increased commercial and industrial activity in the south-central Puget Lowlands of Washington State has led to an increased demand for groundwater. The Vashon till is a glacially consolidated, low-permeability unit comprising unstratified clay, silt, cobbles and boulders with ubiquitous coarse-grained lenses and is an extensive surficial unit throughout the south-central Puget Lowland. Thus, understanding the physical and hydrological characteristics – specifically, the hydraulic conductivity – of this unit is a necessary component of a groundwater model. This study provides (1) a record of the physical characteristics of Vashon till deposits within the study area; and (2) an estimate of the highest, lowest, and average value of saturated hydraulic conductivity based on the grain-size distribution of Vashon till samples collected from six field sites in the Puyallup River Watershed. Analysis shows that the average moisture content ranges between about 1 and 6%, average dry bulk density is about 2.20 g/cm3, and average porosity is about 17%. Grain-size distributions show that half of the samples analyzed are well graded, while the other half is poorly graded. Grain-size distributions also show an average d10 value of about 0.20 mm, and average ff values ≤ 16%, which are key values in estimating the saturated hydraulic conductivity of over-consolidated glacial deposits. Based on these observed values, the estimates of hydraulic conductivity range from a minimum of 0.02 m/d to a maximum of 1.38 m/d in within the general Vashon till.

The Seattle Fault is an active east-west trending reverse fault zone that intersects both Seattle and Bellevue, two highly populated cities in Washington. Rupture along strands of the fault poses a serious threat to infrastructure and thousands of people in the region. Precise locations of fault strands are still poorly constrained in Bellevue due to blind thrusting, urban development, and/or erosion. Seismic reflection and aeromagnetic surveys have shed light on structural geometries of the fault zone in bedrock. However, the fault displaces both bedrock and unconsolidated Quaternary deposits, and seismic data are poor indicators of the locations of fault strands within the unconsolidated strata. Fortunately, evidence of past fault strand ruptures may also be recorded indirectly by fluvial processes and should also be observable in the subsurface. I analyzed hillslope and river geomorphology using LiDAR data and ArcGIS to locate surface fault traces and then compare/correlate these findings to subsurface offsets identified using borehole data. Geotechnical borings were used to locate one fault offset and provide input to a cross section of the fault constructed using Rockworks software. Knickpoints, which may correlate to fault rupture, were found upstream of this newly identified fault offset as well as upstream of a previously known fault segment.

bstract: During the Regional Forest Agreement (RFA) process in south-east Queensland, the conservation status of, and threats to, priority vascular plant taxa in the region was assessed. Characteristics of biology, demography and distribution were used to assess the species' intrinsic risk of extinction. In contrast, the threats to the taxa (their extrinsic risk of extinction) were assessed using a decision-support protocol for setting conservation targets for taxa lacking population viability analyses and habitat modelling data. Disturbance processes known or suspected to be adversely affecting the taxa were evaluated for their intensity, extent and time-scale. Expert opinion was used to provide much of the data and to assess the recommended protection areas. Five categories of intrinsic risk of extinction were recognised for the 105 priority taxa: critically endangered (43 taxa); endangered (29); vulnerable (21); rare (10); and presumed extinct (2). Only 6 of the 103 extant taxa were found to be adequately reserved and the majority were considered inadequately protected to survive the current regimes of threatening processes affecting them. Data were insufficient to calculate a protection target for one extant taxon. Over half of the taxa require all populations to be conserved as well as active management to alleviate threatening processes. The most common threats to particular taxa were competition from weeds or native species, inappropriate fire regimes, agricultural clearing, forestry, grazing by native or feral species, drought, urban development, illegal collection of plants, and altered hydrology. Apart from drought and competition from native species, these disturbances are largely influenced or initiated by human actions. Therefore, as well as increased protection of most of the taxa, active management interventions are necessary to reduce the effects of threatening processes and to enable the persistence of the taxa.

O crescimento desordenado e a ausência de políticas públicas mais eficientes levaram a uma diversificação quanto ao uso dos recursos naturais, principalmente no que se refere à água para o saneamento básico. O marco regulatório estabelecido na década de 1980 registrou as políticas públicas para o meio ambiente, que trouxeram avanços sobre o tema, desencadeando uma série de ações voltadas tanto para a estrutura burocrática e da prevenção, quanto solução para os problemas de degradação e esgotamento dos recursos naturais. Com o advento das leis específicas de proteção aos mananciais e mediante a lei 13.579/09 do Estado de São Paulo que trata sobre a área da Billings, percebeu-se um avanço na questão do gerenciamento para proteção e desenvolvimento de acordo com as características da região. Instrumentos de políticas públicas para conter as ações referentes aos danos causados ao meio ambiente, como a lei contra crimes ambientais foram às ações práticas do Estado para conter tais ações. O Objetivo desta pesquisa é analisar as possíveis discrepâncias entre as penalidades financeiras aplicadas na ocorrência das infrações ambientais e os modelos de valoração dos ativos ambientais, utilizando a simulação de implantação de um hotel em áreas de proteção e recuperação de manancial no Município de São Bernardo do Campo no Estado de São Paulo. O desenvolvimento da pesquisa se baseou no método de custo de reposição (MCR) para dimensionar os possíveis impactos gerados por um empreendimento hoteleiro e seu respectivo valor econômico. Posteriormente, os impactos ambientais foram relacionados com a legislação do município para determinar os valores das possíveis penalidades aplicáveis ao dano causado. Dentre os resultados levantados, verificou-se uma significativa discrepância entre a valoração econômica e as multas aplicáveis, sendo que nos impactos referentes a impermeabilidade do solo e contaminação do lençol freático, com diferenças superiores em relação às penalidades de R$ 804.922,78 e R$ 453.333,33 respectivamente. A partir da metodologia aplicada na pesquisa, observou-se que as penalidades incidentes em casos de danos ao meio ambiente, muitas vezes não atinge o objetivo, que é inibir a ação do infrator, pois o real custo econômico não é medido na aplicação do valor da multa.

The evolution of a regional economy and its competitiveness capacity may involve multiple independent trajectories through which different sets of resources and capabilities evolve together. However, there is a dearth of evidence concerning how these trends are occurring across the globe. Based on the underlying tenets of the streams of research relating to regional competitiveness, knowledge cities/regions, and knowledge-based urban development, this paper seeks to present an empirical approach to establishing such evidence in relation to the recent development of the globe’s most productive regions from the viewpoint of their growth trajectories and the particular form of growth they are experiencing. The aim is to uncover the underlying structure of the changes in knowledge-based resources, capabilities and outputs across regions, and offer an analysis of these regions according to an uncovered set of key trends. The analysis identifies three key trends by which the economic evolution and growth patterns of these regions are differentiated – namely the Fifth Wave Growth, the Third & Fourth Wave Growth, and Government-led Third Wave Growth. Overall, spectacular knowledge-based growth of leading Chinese regions is evident, highlighting a continued shift of knowledge-based resources to Asia. In addition, a superstructure is observed at the global scale, consisting of two separate continuums that explicitly distinguish Chinese regions from the rest in terms of regional growth trajectories. © 2014 Elsevier Ltd. Недева - Важен аспект в системата на Министерството на регионалното развитие и благоустройство е работата по Оперативна програма “Регионално развитие” с приоритетна ос “Устойчиво и интегрирано градско развитие” по операция “Подобряване на физическата среда и превенция на риска”. По тази програма са включени 86 общини. Финансовият ресурс на тази операция е на стойност 238 589 939 евро, от които 202 801 448 евро са европейско финансиране [1]. Всяка от тези 86 общини трябва да реши задачата за възлагане на обществена поръчка на определена фирма по тази операция. Всъщност, тази задача е задача за провеждане на общински търг за избор на фирма-изпълнител. Оптималният избор на фирма-изпълнител е много важен. Задачата за провеждане на търг ще формулираме като задача на многокритериалното вземане на решения, като чрез подходящо изграждане на критерии и методи може да се трансформира до задача на еднокритериалната оптимизация.

The project demonstrates the use of modern technologies for preservation and presentation of the cultural and historical heritage. The idea is a database of cultural and historical heritage sites to be created applying three dimensional laser scanning technology and a combination of geodetic and photogrammetric methods and shooting techniques. For the purposes of carrying out this project, we have focused on some heritage sites in the central part of Sofia. We decided to include these particular buildings because of the fact that there is hardly another city in the world where within a radius of 400 m are located four temples of different religions - Jewish, Muslim, Orthodox and Catholic. In the recent years, preservation of cultural heritage has been increasingly linked to objectives of sustainable development. Today, it has become clear that cultural heritage is also an economic resource that should be used for further economic development (through compulsory preservation of its authentic cultural values). There has been a more active public debate on the role of cultural heritage, regarding the following topics: improving the quality of life through development of cultural tourism, leading to an increase of the employment rate, constantly improving the business climate, etc. Cultural heritage preservation is becoming one of the priority objectives of the urban development policy. The focus has been shifted to new ways of preservation, mainly combinations of sophisticated technological solutions and their application for the purposes of preservation and dissemination of the cultural heritage.

The purpose of the study was to evaluate the magnitude of environmental lead contamination in the downtown area of Miami. Lead inspections took place at 121 homes in Little Haiti and Liberty City and involved the collection ofrepresentative samples from floors, window wells, tap water, soil and air. Community health workers (CHWs) trained in interview and safety techniques went from door to door to enlist participation. On-site investigations were tailored to areas most utilized by children underthe age of6 years. The presence of lead-containing paint was also investigated in situ via X-ray fluorescence (XRF) analysis. Results: Of the sampling areas, the window wells area had the most abundant occurrence of lead. On analysis, 24% of sites returned window well samples with lead levels above Department of Housing and Urban Development (HUD) guidelines. Of the soil samples, the playgrounds around the house had the highest concentration of lead. Soil sampling demonstrated that 27.5% of sites returned samples with lead levels (400 to 1600 ppm) inexcess of HUD/Environmental Protection Agency (EPA) standards. Positive XRF readings in one or more components were returned by 18% of sites. Conclusions: More than half of the houses in these two neighborhoods exhibited unacceptably high levels of lead dust and soil in areas where children live and play. Limitations of this study did not allow the assessment of how many children in this area are affected. A more comprehensive study including other areas of Miami-Dade County with older housing stock is recommended.

This dissertation examines the sociological process of conflict resolution and consensus building in South Florida Everglades Ecosystem Restoration through what I define as a Network Management Coordinative Interstitial Group (NetMIG). The process of conflict resolution can be summarized as the participation of interested and affected parties (stakeholders) in a forum of negotiation. I study the case of the Governor's Commission for a Sustainable South Florida (GCSSF) that was established to reduce social conflict. Such conflict originated from environmental disputes about the Everglades and was manifested in the form of gridlock among regulatory (government) agencies, Indian tribes, as well as agricultural, environmental conservationist and urban development interests. The purpose of the participatory forum is to reduce conflicts of interest and to achieve consensus, with the ultimate goal of restoration of the original Everglades ecosystem, while cultivating the economic and cultural bases of the communities in the area. Further, the forum aim to formulate consensus through envisioning a common sustainable community by providing means to achieve a balance between human and natural systems. ^ Data were gathered using participant observation and document analysis techniques to conduct a theoretically based analysis of the role of the Network Management Coordinative Interstitial Group (NetMIG). I use conflict resolution theory, environmental conflict theory, stakeholder analysis, systems theory, differentiation and social change theory, and strategic management and planning theory. ^ The purpose of this study is to substantiate the role of the Governor's Commission for a Sustainable South Florida (GCSSF) as a consortium of organizations in an effort to resolve conflict rather than an ethnographic study of this organization. Environmental restoration of the Everglades is a vehicle for recognizing the significance of a Network Management Coordinative Interstitial Group (NetMIG), namely the Governor's Commission for a Sustainable South Florida (GCSSF), as a structural mechanism for stakeholder participation in the process of social conflict resolution through the creation of new cultural paradigms for a sustainable community. ^

Over the past 200 years, an estimated 53% (about 47 million ha) of the original wetlands in the conterminous United States have been lost, mainly as a result of various human activities. Despite the importance of wetlands (particularly along the coast), and a longstanding federal policy framework meant to protect their integrity, the cumulative impact on these natural systems over large areas is poorly understood. We address this lack of research by mapping and conducting descriptive spatial analyses of federal wetland alteration permits (pursuant to section 404 of the Clean Water Act) across 85 watersheds in Florida and coastal Texas from 1991 to 2003. Results show that more than half of the permits issued in both states (60%) fell under the Nationwide permitting category. Permits issued in Texas were typically located outside of urban areas (78%) and outside 100-year floodplains (61%). More than half of permits issued in Florida were within urban areas (57%) and outside of 100-year floodplains (51%). The most affected wetlands types were estuarine in Texas (47%) and palustrine in Florida (55%). We expect that an additional outcome of this work will be an increased awareness of the cumulative depletion of wetlands and loss of ecological services in these urbanized areas, perhaps leading to increased conservation efforts.

Urban growth models have been used for decades to forecast urban development in metropolitan areas. Since the 1990s cellular automata, with simple computational rules and an explicitly spatial architecture, have been heavily utilized in this endeavor. One such cellular-automata-based model, SLEUTH, has been successfully applied around the world to better understand and forecast not only urban growth but also other forms of land-use and land-cover change, but like other models must be fed important information about which particular lands in the modeled area are available for development. Some of these lands are in categories for the purpose of excluding urban growth that are difficult to quantify since their function is dictated by policy. One such category includes voluntary differential assessment programs, whereby farmers agree not to develop their lands in exchange for significant tax breaks. Since they are voluntary, today’s excluded lands may be available for development at some point in the future. Mapping the shifting mosaic of parcels that are enrolled in such programs allows this information to be used in modeling and forecasting. In this study, we added information about California’s Williamson Act into SLEUTH’s excluded layer for Tulare County. Assumptions about the voluntary differential assessments were used to create a sophisticated excluded layer that was fed into SLEUTH’s urban growth forecasting routine. The results demonstrate not only a successful execution of this method but also yielded high goodness-of-fit metrics for both the calibration of enrollment termination as well as the urban growth modeling itself.

The amounts, sources and relative ages of inorganic and organic carbon pools were assessed in eight headwater streams draining watersheds dominated by either forest, pasture, cropland or urban development in the lower Chesapeake Bay region (Virginia, USA). Streams were sampled at baseflow conditions six different times over 1 year. The sources and ages of the carbon pools were characterized by isotopic (δ13C and ∆14C) analyses and excitation emission matrix fluorescence with parallel factor analysis (EEM–PARAFAC). The findings from this study showed that human land use may alter aquatic carbon cycling in three primary ways. First, human land use affects the sources and ages of DIC by controlling different rates of weathering and erosion. Relative to dissolved inorganic carbon (DIC) in forested streams which originated primarily from respiration of young, 14C-enriched organic matter (OM; δ13C = −22.2 ± 3 ‰; ∆14C = 69 ± 14 ‰), DIC in urbanized streams was influenced more by sedimentary carbonate weathering (δ13C = −12.4 ± 1 ‰; ∆14C = −270 ± 37 ‰) and one of pasture streams showed a greater influence from young soil carbonates (δ13C = −5.7 ± 2.5 ‰; ∆14C = 69 ‰). Second, human land use alters the proportions of terrestrial versus autochthonous/microbial sources of stream water OM. Fluorescence properties of dissolved OM (DOM) and the C:N of particulate OM (POM) suggested that streams draining human-altered watersheds contained greater relative contributions of DOM and POM from autochthonous/microbial sources than forested streams. Third, human land uses can mobilize geologically aged inorganic carbon and enable its participation in contemporary carbon cycling. Aged DOM (∆14C = −248 to −202 ‰, equivalent14C ages of 1,811–2,284 years BP) and POM (∆14C = −90 to −88 ‰, 14C ages of 669–887 years BP) were observed exclusively in urbanized streams, presumably a result of autotrophic fixation of aged DIC (−297 to −244 ‰, 14C age = 2,251–2,833 years BP) from sedimentary shell dissolution and perhaps also watershed export of fossil fuel carbon. This study demonstrates that human land use may have significant impacts on the amounts, sources, ages and cycling of carbon in headwater streams and their associated watersheds.

[1] Photochemical and microbial transformations of DOM were evaluated in headwater streams draining forested and human-modified lands (pasture, cropland, and urban development) by laboratory incubations. Changes in DOC concentrations, DOC isotopic signatures, and DOM fluorescence properties were measured to assess the amounts, sources, ages, and properties of reactive and refractory DOM under the influence of photochemistry and/or bacteria. DOC in streams draining forest-dominated watersheds was more photoreactive than in streams draining mostly human-modified watersheds, possibly due to greater contributions of terrestrial plant-derived DOC and lower amounts of prior light exposure in forested streams. Overall, the percentage of photoreactive DOC in stream waters was best predicted by the relative content of terrestrial fluorophores. The bioreactivity of DOC was similar in forested and human-modified streams, but variations were correlated with temperature and may be further controlled by the diagenetic status of organic matter. Alterations to DOC isotopes and DOM fluorescence properties during photochemical and microbial incubations were similar between forested and human-modified streams and included (1) negligible effects of microbial alteration on DOC isotopes and DOM fluorescence properties, (2) selective removal of 13C-depleted and 14C-enriched DOC under the combined influence of photochemical and microbial processes, and (3) photochemical alteration of DOM resulting in a preferential loss of terrestrial humic fluorescence components relative to microbial fluorescence components. This study provides a unique comparison of DOC reactivity in a regional group of streams draining forested and human-modified watersheds and indicates the importance of land use on the photoreactivity of DOC exported from upstream watersheds.

Garanhuns City, in Pernambuco, undergoes a rapid, polluting and non-organized urban development affecting its freshwater springs around the urban environment. These sources are of great importance to the district as well as to the hydrographic basin of the Mundaú River. In this view, this paper aims at analyzing the socio-environmental problems resulting from the urban expansion surrounding the Garanhuns’ sources. The study considers the social and environmental dynamics and follows the theoretical contributions of socio-environmental geography proposed by Mendonça’s Urban Environmental System methodological and theoretical model (2004), as well as the conceptual values of Santos’ space theory (2002a). The data treatment included bibliographical and documental research, evaluation of environmental impact, and water analysis. It revealed that Garanhuns possesses many local environmental traits favoring the coming out of freshwater springs and that these sources have played an important role in the making and development of that village. The environmental impacts on freshwater springs, like Olho D’água, Bom Pastor, Vila Maria, Pau Amarelo and Pau Pombo have been evaluated through the environmental impact score IIAN. It put alight serious cases of socio-environmental impacts on the dynamics of the freshwater springs. In the period of April 2013 and April 2014, it monitored the superficial water quality expelled by the Pau Pombo, Pau Amarelo e Vila Maria water sources, and the analyses of the contents followed the determinations of the Environmental National Board, whose parameters are dissolved oxygen, biochemical demand of oxygen, nitrate, total coliforms, faecal coliforms, and electrical conductivity. The results recollected suggest the existence of organic pollution and deep alteration in the water coming out from the sources. In consequence, it seems important the putting out of measures destined to stop those impacts and guaranteeing protection and maintenance of the freshwater springs and their micro-basins.

The public political investments of urban mobility financed by PAC of Cup 2014 have developed discussions and questions by the civil society in Brazil expecting positive results to the urban infrastructure referring to the possible human rights violation and, specially, rights of habitation related to the removing/expropriation noticed. Natal, capital of Rio Grande do Norte, is into this context, due to the urban mobility project linking North Zone of the city to the Arena das Dunas stadium, financed by the PAC of Cup 2014, named West Structural Corridor, that crosses a field of social interest and proposes almost 400 expropriations. This research analyzes how strategies and mechanisms of integration were presented between the mobility project of West Structural Corridor and the Social Interest Habitation affected by this project. We have as hypothesis those projects financed by PAC of Cup 2014/Urban Mobility to Natal/RN present many problems related to the integration of social interest to the housing project, however the National Politics of Urban Development has planned this integration. As a result we detach 3 strategies in the elaboration process about the integration of those politics: (i) integration between municipal secretaries involved in this project; (ii) urban integration of the city; and (iii) integration of public rules or public politics integrated. For each strategy were presented the main mechanisms used to establish the integration of the project. Those mechanisms, however, in this process of establishment/implementation of the empirical research, presented many contradictions and conflicts that compose problems to the integration between the mobility project and the housing area affected.
