Purpose - The purpose of this paper is to explore the concept of performance plumbing, arguing that too often performance management systems in organisations are not correctly installed. Without the appropriate plumbing, performance management systems do not drive organisational change and improvement. Design/methodology/approach - The paper draws on the consultancy experiences of two of the authors, as well as the research of the third. Specific case examples are provided throughout the paper to illustrate the points being made. Findings - The paper argues that the key elements of a plumbed-in performance management system are: performance architecture; performance insights; performance focus; and performance action. Taken together, these four elements provide the necessary plumbing to enable performance management systems to deliver real value. Research limitations/implications - The paper draws on the experience of the authors, rather than a formally designed piece of research. The ideas presented in the paper would therefore benefit from further investigation and testing. Originality/value - The paper will be valuable to scholars and practitioners interested in ensuring that performance management systems deliver lasting value. © Emerald Group Publishing Limited.

Detailed investigations of the effectiveness of three widely adopted optical orthogonal frequency division multiplexing (OOFDM) adaptive loading algorithms, including power loading (PL), bit loading (BL), and bit-and-power loading (BPL), are undertaken, over < 100km single-mode fibre (SMF) system without incorporating inline optical amplification and chromatic dispersion (CD) compensation. It is shown that the BPL (PL) algorithm always offers the best (worst) transmission performance. The absolute transmission capacity differences between these algorithms are independent of transmission distance and launched optical power. Moreover, it is shown that in comparison with the most sophisticated BPL algorithm, the simplest PL algorithm is effective in escalating the OOFDM SMF links performance to its maximum potential. On the other hand, when employing a large number of subcarriers and a high digital-to-analogue DAC)/analogue-to-digital (ADC) sampling rate, the sophisticated BPL algorithm has to be adopted. © 2011 IEEE.

Until the late 1990s the fisheries of Ugandan lakes had been managed by government where stakeholders were excluded from the decision-making process. In order to involve other stakeholders, co-management was adopted. Operationalising Co-management on landing sites has led to the formation of BMUs at gazetted landing sites. A BMU is made up of a BMU assembly and the BMU committee that it elects. A BMU committee should be: 30% boat owners; 30% boat barias 30% including fish processors, boat makers, local gear makers and repairers, fishing input dealers and managers and 10% fish mongers/traders; and if possible, 30% women. To operate at a particular landing site, one must be registered with the BMU. The BMU assembly is the supreme organ of a BMU empowered to elect, approve and remove the BMU committee

This article reports on the use of building performance simulation to quantify the risks that climate change poses to the thermal performance of buildings, and to their critical functions. Through a number of case studies the article demonstrates that any prediction of the probable thermal building performance on the long timeframes inherent in climate change comes with very large uncertainties. The same cases are used to illustrate that assessing the consequences of predicted change is problematic, since the functions that the building provides in themselves often are a moving target. The article concludes that quantification of the risks posed by climate change is possible, but only with many restrictions. Further research that is needed to move to more effective discussion about risk acceptance and risk abatement for specific buildings is identified. © 2012 Elsevier Ltd.

Decision-making in the façade design process has a significant influence on several aspects of indoor environment, thereby making it a complex and multi-objective optimisation process. There are two principal barriers in the process of indentifying an optimal façade solution. Firstly, most existing indoor environmental evaluation methods do not account for all the indoor environmental quality (IEQ) aspects relevant to façade design. Secondly, the relationship between the physical properties of a particular façade design option and the resulting economic benefits accrued during its service-life is unknown. In this paper, we introduce the bases for establishing relationships between occupant productivity and the combinatorial effects of four key façade-related IEQ aspects, namely, thermal comfort, aural comfort, visual comfort and air quality, on occupant productivity. The proposed framework's potential is tested against seven existing experimental investigations and its applicability is illustrated by a simple façade design example. The proposed approach ultimately aims to provide a quantitative economic measure of alternative façade design options that would be applicable to early design stage. Aspects of the work that require further experimental validation are identified. © 2012 Elsevier Ltd.

This paper reports on research that uses building performance simulation and uncertainty analysis to assess the risks that projected climate change poses to the thermal performance of buildings, and to their critical functions. The work takes meteorological climate change predictions as a starting point, but also takes into account developments and uncertainties in technology, occupancy, intervention and renovation, and others. Four cases are studied in depth to explore the prospects of the quantification of said climate change risks. The research concludes that quantification of the risks posed by climate change is possible, but only with many restrictive assumptions on the input side.

A sensitivity study has been conducted to assess the robustness of the conclusions presented in the MIT Fuel Cycle Study. The Once Through Cycle (OTC) is considered as the base-line case, while advanced technologies with fuel recycling characterize the alternative fuel cycles. The options include limited recycling in LWRs and full recycling in fast reactors and in high conversion LWRs. Fast reactor technologies studied include both oxide and metal fueled reactors. The analysis allowed optimization of the fast reactor conversion ratio with respect to desired fuel cycle performance characteristics. The following parameters were found to significantly affect the performance of recycling technologies and their penetration over time: Capacity Factors of the fuel cycle facilities, Spent Fuel Cooling Time, Thermal Reprocessing Introduction Date, and incore and Out-of-core TRU Inventory Requirements for recycling technology. An optimization scheme of the nuclear fuel cycle is proposed. Optimization criteria and metrics of interest for different stakeholders in the fuel cycle (economics, waste management, environmental impact, etc.) are utilized for two different optimization techniques (linear and stochastic). Preliminary results covering single and multi-variable and single and multi-objective optimization demonstrate the viability of the optimization scheme.

A novel smoke sensor was used to realize smoke feedback control on a diesel engine. The controller design based on a combination of PI control algorithm and the engine performance optimization is described. Experimental results demonstrate how this control system behave to meet both of the speed and smoke requirements during engine transients.
