Resumen: Finalmente, el pronóstico sobre la profundización de la tensión entre oferta y demanda total (interna + externa) de carne que hiciéramos a mediados de 2005, ya es una realidad más que palpable. En este trabajo planteamos el conflicto ganadero y lo ponemos en perspectiva, sintetizando los factores que lo desencadenaron y las respuestas que fue ensayando el gobierno a las señales enviadas por el mercado. Concluimos indicando que el principal desafío pasa por armonizar los intereses del gobierno nacional con la realidad que enfrenta la cadena de valor. Existen razones económicas, políticas y sociales, que explican la intención de las autoridades nacionales de mantener estable el precio de la carne. Pero, por valiosas que resulten estas razones, no pueden ignorar la cuestión ganadera. Deben contemplarse la realidad sectorial y las consecuencias de afectarla seriamente con políticas que limiten o, peor aún, anulen su rentabilidad.

Resumen: La presente colaboración pretende valorar la ‘historicidad’ de los textos del Nuevo Testamento, de aquellos que tradicionalmente se ha considerado que presentan una ‘envoltura’ ambiental más fidedigna. Tal tarea no puede llevarse a cabo sin un previo discernimiento de las diferencias que sus distintos textos presentan, sin explicar los ambientes distintos en los que cada tradición se forjo, ni la intencionalidad de los distintos géneros a los que se recurrió. La obra de Lucas, constituida por la suma del tercer evangelio sinóptico y de los llamados Hechos de los apóstoles, presenta la percepción más evidentemente diacrónica, desde el nacimiento de Jesús hasta la instalación del cristianismo en Roma, y suma casi un tercio del texto neotestamentario, bastante más si tenemos en cuenta que para su comprensión es necesario el cotejo con los otros evangelios sinópticos y con las cartas paulinas. La perspectiva desde la cual se enfrenta este estudio es la del historiador, no la de la exégesis, la obra de Lucas se analiza como si se tratase de un texto más de la tradición helenística. Un texto que ha de responder, por lo tanto, a unos cánones literarios comprensibles a sus hipotéticos lectores, un texto construido en los años de máximo esplendor del Imperio romano, muy probablemente a finales del siglo I, en un contexto geográfico y cultural de momento impreciso pero que ha de tener en cuenta los problemas palestinos posteriores a la guerra judía de los años 67-70 y el entorno de pugna religiosa y creatividad teológica que, necesariamente, habría de caracterizar a una religión nueva, aún en proceso de formación y que estaba perfilando y perfeccionando sus definitivas señas de identidad. En este sentido se ha de valorar la personalidad del autor y su nivel de compromiso con el grupo religioso del cual pretende presentar una semblanza; por supuesto, es necesario descifrar la intencionalidad del texto, mediatizada por el género y por el público al cual pretende llegar. Debemos insertar la información particular que Lucas-Hechos aporta dentro de un contexto y, cuando sea posible, corroborar su información recurriendo a otras fuentes contemporáneas. A partir de ese proceso podremos concluir si la información aportada es verídica o no, si tal nivel de precisión es imposible podremos al menos pronunciarnos sobre si es creíble o si, por el contrario, es un mero artificio.

Resumen: Los múltiples movimientos de migración causados por la guerra, la violencia, la pobreza y las diversas violaciones de los derechos humanos son signos de nuestro tiempo. Históricamente, el término “paz” se asocia con la libertad y el espacio habitable de la ciudad. ¿Qué significa hablar de “paz” en un mundo en el cual las ciudades, espacios de libertad y seguridad, se tornan cada vez más fracturadas e incluso destruidas? Con este trasfondo, este aporte intenta trazar pistas para una teología intercultural de la paz e ilustrar algunos “espacios de paz” creados por mujeres.

This paper is a study of place-names and signs in the Basque Country from the point of view of language law. These are matters that relate to both the status and corpus of language and contribute to the formation of the language landscape,» After a brief historical introduction, the author focuses on the factors that bear on signs and the language 1andscape: the cornpetence factor and the language factor. The description of the latter leads the author to a discussion of the existing language system, in which the Spanish and Basque sharing official status does not necessarily entail the obligation to use both languages at the same time. Using this discussion as a frame of reference, the au- thor analyses place-names, traffic signals and signs. As for place-names, the existing rules are deemed rigid and lacking in ambition, in that they do not pursue the dissemination of official Basque forms. In traffic signaIs, Basque has to appear alongside Spanish, which is required by Spanish legislation, although this bilingualism excludes place-names that have an official Basque form only. With regard to signs, the author analyses public premises, companies licensed to provide public services and the private sector. For public premises there is no specific regulation, but the status of Basque as an autochthonous language, together with the identification and informatíon purposes of signs, could support the exclusive use of this language, According to the author , companies licensed to provide public services should observe the same language system as the goverment and therefore promote the use of Basque. Finally, in the private sector, the author upholds the legitimacy of measures to promote Basque language use such as tax allowances and exemptions in advertising and commercial signs.

Aborda a relação entre o Legislativo e o Executivo na produção de políticas. Identifica os elementos do sistema de produção legislativa do Brasil (regras estruturantes, atores, recursos, instâncias de decisão e tipos de políticas produzidas) e propõe um modelo para o caso brasileiro de presidencialismo de coalizão, com base em estudos sobre a relação entre o presidente e o Congresso dos EUA e também na vasta produção existente sobre o contexto nacional. O sistema é estruturado pelo marco normativo de maior hierarquia, a Constituição, determinado historicamente, o qual privilegia a governabilidade com "accountability" e também orienta políticas segundo princípios de equidade, mas com responsabilidade orçamentária. O modelo considera que as agendas estratégicas dos atores são produto de variadas influências, incluindo o ¿status quo¿ (políticas existentes) e as demandas provenientes das conexões normativa e eleitoral. A partir desse modelo, o estudo analisa seus elementos e relações, aplicando-o a um conjunto abrangente de propostas legislativas (cerca de 21 mil proposições sobre todos os temas, apresentadas no Congresso entre 1999 e 2006, nas três vias).

[ES]Durante mucho tiempo la historiografía ha considerado que la actividad siderometalúrgica vasca y guipuzcoana sufrió una manifiesta crisis durante el siglo XVII. Sin embargo, un análisis profundo de la documentación, más allá de los meros testimonios e indicios, demuestra que el XVII fue un período dinámico para la industria del hierro, en el que se produjeron innovaciones, transformaciones y reajustes continuos que permitieron al sector seguir manteniendo su prestigio en los mercados mundiales.

During the course of an eight year monitoring effort, the Wisconsin Department of Natural Resources documented a significant decline in milfoil biomass and distribution in Fish Lake, Wisconsin. Average milfoil biomass declined by 40- 50% from 374-524 g dw m -2 during 1991-93 to 265 g dw m -2 during both 1994 and 1995. Milfoil recovered fully in 1996- 98 to 446- 564 g dw m -2 . The size of the milfoil bed, as discerned from aerial photographs, shrank from a maximum coverage of 40 ha in 1991 to less than 20 ha during 1995. During the “crash” of 1994-95, milfoil plants exhibited typical signs of weevil-induced damage, including darkened, brittle, hollowed-out growing tips, and the arching and collapse of stems associated with loss of buoyancy. Monitoring of weevils and stem damage during 1995-98 showed highest densities and heaviest damage occurred near shore and subsequently fanned out into deeper water from core infestation sites each spring. The extent of milfoil stem damage was positively correlated with weevil densities (monthly sampling). However, weevil densities and stem damage were lower during 1995 (when milfoil biomass was in decline) than during 1996-98 (when milfoil biomass was fully recovered).

The Pennekamp Coral Reef State Park was established in 1960 and the Key Largo National Marine Sanctuary in 1975. Field studies, funded by NOAA, were conducted in 1980 - 1981 to determine the state of the coral reefs and surrounding areas in relation to changing environmental conditions and resource management that had occurred over the intervening years. Ten reef sites within the Sanctuary and seven shallow grass and hardbottom sites within the Park were chosen for qualitative and quantitative studies. At each site, three parallel transects not less than 400 m long were run perpendicular to the reef or shore, each 300 m apart. Observations, data collecting and sampling were done by two teams of divers. Approximately 75 percent of the bottom within the 18-m isobath was covered by marine grasses, predominantly turtle grass. The general health of the seagrasses appeared good but a few areas showed signs of stress. The inner hardbottom of the Park was studied at the two entrances to Largo Sound. Though at the time of the study the North Channel hardbottom was subjected to only moderate boat traffic, marked changes had taken place over the past years, the most obvious of which was the loss of the extensive beds of Sargassum weed, one of the most extensive beds of this alga in the Keys. Only at this site was the green alga Enteromorpha encountered. This alga, often considered a pollution indicator, may denote the effects of shore run off. The hardbottom at South Channel and the surrounding grass beds showed signs of stress. This area bears the heaviest boat traffic within the Park waters causing continuous turbidity from boat wakes with resulting siltation. The offshore hardbottom and rubble areas in the Sanctuary appeared to be in good health and showed no visible indications of deterioration. Damage by boat groundings and anchors was negligible in the areas surveyed. The outer reefs in general appear to be healthy. Corals have a surprising resiliency to detrimental factors and, when conditions again become favorable, recover quickly from even severe damage. It is, therefore, a cause for concern that Grecian Rocks, which sits somewhat inshore of the outer reef line, has yet to recover from die-off in 1978. The slow recovery, if occurring, may be due to the lower quality of the inshore waters. The patch reefs, more adapted to inshore waters, do not show obvious stress signs, at least those surveyed in this study. It is apparent that water quality was changing in the keys. Water clarity over much of the reef tract was observed to be much reduced from former years and undoubtedly plays an important part in the stresses seen today over the Sanctuary and Park. The health and continued existence of coral reef ecosystems are threatened by an increasing array of environmental and anthropogenic impacts. Coral disease is one of the prominent causes of increased mortality among reefs globally, particularly in the Caribbean. Although over 40 different coral diseases and syndromes have been reported worldwide, only a few etiological agents have been confirmed; most pathogens remain unknown and the dynamics of disease transmission, pathogenicity and mortality are not understood. Causal relationships have been documented for only a few of the coral diseases, while new syndromes continue to emerge. Extensive field observations by coral biologists have provided substantial documentation of a plethora of new pathologies, but our understanding, however, has been limited to descriptions of gross lesions with names reflecting these observations (e.g., black band, white band, dark spot). To determine etiology, we must equip coral diseases scientists with basic biomedical knowledge and specialized training in areas such as histology, cell biology and pathology. Only through combining descriptive science with mechanistic science and employing the synthesis epizootiology provides will we be able to gain insight into causation and become equipped to handle the pending crisis. One of the critical challenges faced by coral disease researchers is to establish a framework to systematically study coral pathologies drawing from the field of diagnostic medicine and pathology and using generally accepted nomenclature. This process began in April 2004, with a workshop titled Coral Disease and Health Workshop: Developing Diagnostic Criteria co-convened by the Coral Disease and Health Consortium (CDHC), a working group organized under the auspices of the U.S. Coral Reef Task Force, and the International Registry for Coral Pathology (IRCP). The workshop was hosted by the U.S. Geological Survey, National Wildlife Health Center (NWHC) in Madison, Wisconsin and was focused on gross morphology and disease signs observed in the field. A resounding recommendation from the histopathologists participating in the workshop was the urgent need to develop diagnostic criteria that are suitable to move from gross observations to morphological diagnoses based on evaluation of microscopic anatomy. We analyze the effects of capital income taxation on long-run growth in a stochastic, two-period overlapping generations economy. Endogenous growth is driven by a positive externality of physical capital in the production sector that makes firms exhibit an aggregate technology in equilibrium. We distinguish between capital income and labor income, and between attitudes towards risk and intertemporal substitution of consumption. We show necessary and sufficient conditions such that i) increments in the capital income taxation lead to higher equilibrium growth rates, and ii) the effect of changes in the capital income tax rate on the equilibrium growth may be of opposite signs in stochastic and in deterministic economies. Such a sign reversal is shown to be more likely depending on i) how the intertemporal elasticity of substitution compares to one, and ii) the size of second- period labor supply. Numerical simulations show that for reasonable values of the intertemporal elasticity of substitution, a sign reversal shows up only for implausibly high values of the second- period’s labor supply. The conclusion is that deterministic OLG economies are a good approximation of the effect of taxes on the equilibrium growth rate as in Smith (1996).

Pannexin1 (Panx1) is a plasma membrane channel permeable to relatively large molecules, such as ATP. In the central nervous system (CNS) Panx1 is found in neurons and glia and in the immune system in macrophages and T-cells. We tested the hypothesis that Panx1-mediated ATP release contributes to expression of Experimental Autoimmune Encephalomyelitis (EAE), an animal model for multiple sclerosis, using wild-type (WT) and Panx1 knockout (KO) mice. Panx1 KO mice displayed a delayed onset of clinical signs of EAE and decreased mortality compared to WT mice, but developed as severe symptoms as the surviving WT mice. Spinal cord inflammatory lesions were also reduced in Panx1 KO EAE mice during acute disease. Additionally, pharmacologic inhibition of Panx1 channels with mefloquine (MFQ) reduced severity of acute and chronic EAE when administered before or after onset of clinical signs. ATP release and YoPro uptake were significantly increased in WT mice with EAE as compared to WT non-EAE and reduced in tissues of EAE Panx1 KO mice. Interestingly, we found that the P2X7 receptor was upregulated in the chronic phase of EAE in both WT and Panx1 KO spinal cords. Such increase in receptor expression is likely to counterbalance the decrease in ATP release recorded from Panx1 KO mice and thus contribute to the development of EAE symptoms in these mice. The present study shows that a Panx1 dependent mechanism (ATP release and/or inflammasome activation) contributes to disease progression, and that inhibition of Panx1 using pharmacology or gene disruption delays and attenuates clinical signs of EAE.

Landings of brown shrimp (Crangon crangon) for human consumption are not the only part that is taken from the North Sea shrimp stocks. Small amounts of industrial shrimps taken in the second half of a year in Germany add as well to the total amount that is taken from the stocks as the moribund animals discarded all over the year during the first sieving process on board, as the cooked and discarded ones in the second sieving on board and as those from the third sieving process ashore normally being crushed and used for animal feed stuff. All these fractions of the total catch of brown shrimps give a total of approximately 74 000 tonnes that were taken from the North Sea in 2005. Nevertheless, due to low predator abundance and changing climate conditions Crangon stocks show no signs of overexploitation so far with increasing LPUE values in the north-eastern part of the German Bight and decreasing ones in the south-east and Channel. There is the need of further investigations of these changes in the life history and distribution of shrimp as well as in the fishing behaviour and effort of the shrimp fleets .

Folate-targeted poly[(p-nitrophenyl acrylate)-co-(N-isopropylacrylamide)] nanohydrogel (F-SubMG) was loaded with 5-fluorouracil (5-FU) to obtain low (16.3 +/- 1.9 mu g 5-FU/mg F-SubMG) and high (46.8 +/- 3.8 mu g 5-FU/mg F-SubMG) load 5-FU-loaded F-SubMGs. The complete in vitro drug release took place in 8 h. The cytotoxicity of unloaded F-SubMGs in MCF7 and HeLa cells was low; although it increased for high F-SubMG concentration. The administration of 10 mu M 5-FU by 5-FU-loaded F-SubMGs was effective on both cellular types. Cell uptake of F-SubMGs took place in both cell types, but it was higher in HeLa cells because they are folate receptor positive. After subcutaneous administration (28 mg 5-FU/kg b.w.) in Wistar rats, F-SubMGs were detected at the site of injection under the skin. Histological studies indicated that the F-SubMGs were surrounded by connective tissue, without any signs of rejections, even 60 days after injection. Pharmacokinetic study showed an increase in MRT (mean residence time) of 5-FU when the drug was administered by drug-loaded F-SubMGs.
