The social saving literature has highlighted the indispensable role that railways played before 1914 in several Latin American export-oriented economies, such as Mexico, Brazil and Argentina. The article analyses the case of Uruguay, a country that, by 1914, had built one of the densest railway networks in Latin America. The article shows that, in contrast to what happened in other economies of the region, the resource saving effects of the Uruguayan railways during the first globalisation were tiny due to the small share that railway output accounted for within the country's gross domestic product (GDP). Three complementary reasons are suggested to explain that result, namely: the geographical structure of the country; its sectoral specialisation; and the small scale of the Uruguayan economy. Due to these three characteristics, Uruguay was unable to benefit from railways in the way that other export-oriented Latin American economies did during the first period of globalisation. This conclusion draws attention to the geographic-specific character of railway technology.

This paper studies the production and trade patterns that may arise between two different countries if plant location is introduced as a first step in the producers' decision making. A three-stage game is used: the first deals with location and the next two with capacity and final sales decisions. Demand and cost structures differ by country, and the latter contain specific elements related to the foreign operation. The structure of possible Nash-equilibria is examined and an analysis of the changes in the solution, if the countries engage in an integration process, is made. As in previous models, though global welfare gains may not be very high, single country ones may be considerable, due to changes in the location of the plants. However, even if full integration takes place, global Marshallian welfare may decrease. Conditions which determine a tendency towards multinationalisation are obtained. Assuming a move toward integration, conditions are also provided to characterize when exporting will be preferred to local production. The fact that producers may retain a certain discriminating power, notwithstanding the elimination of barriers to arbitrage, creates a tendency to locate production in the country where prices are higher. This explains why welfare gains may not be obvious. An empirical illustration, with real data from two MERCOSUL countries (Brazil and Argentina) illustrates the possible outcomes.

Ao contrário do que afirma a análise econômica convencional, a causa das crises financeiras dos anos 1990 no México, Ásia, Brasil e Argentina não foi principalmente fiscal, mas sim a decisão dos governos de crescerem com poupança externa, isto é, com déficits em conta corrente. Essas foram crises de balanço de pagamento geradas pela sobreapreciação da moeda local e pelo alto nível de dívida externa e/ou rápido crescimento de déficit de conta corrente. Assim, repentinamente os credores externos se convenceram de que o país não enfrenta apenas um problema de liquidez, mas de solvência, e para de rolar a dívida. The aim of this paper is to relate the macroeconomic and the microeconomic aspects of stabilization policies, with a special regard to the situation in Latin America, mainly Brazil and Argentina. In order to make this analysis, it was firstly necessary to rethink on a critical basis the failures of microfoundations of macroeconomics, and from this point on to assess the main problems of stabilization policies formulation if these critical considerations are not undertaken.

O presente estudo constitui-se de uma análise de dados referentes a testes de ciências aplicados a alunos de quarta, sexta e oitava séries do primeiro grau e do ultimo- ano do segundo grau, de escolas publicas e particulares, de dois países latino americanos, Brasil e Argentina. Tivemos por objetivo examinar como as diferentes habili dades cognitivas, definidas segundo a taxionomiade B.S.Bloom, se distribuem nos diferentes estratos sociais. Tinhamos por hipote se que elas se distribuem de modo diferente e que as habilida des mais complexas como compreensão , aplicação de conceitos e raciocínio são mais afetadas pelos fatores socio-econômicos e culturais em contraste com os processos de memorização. Procedemos às análises dos dados utilizando análises de variância das médias e modelos multivariados de regressão. Os re sultados que emergem dessas análises revelam que alunos cuja ocu paçao do pai ou educação da mãe são de níveis mais elevados ou sãode áreas urbanas com maiores recursos socio-econômicos tendem a ter melhor desempenho nas questões mais complexas de compree~ sao, aplicação e raciocínio. Entretanto, em questões de memó ria, as diferenças tendem a ser menores. Em resumo, há uma dis tribuição pronunciada de habilidades mais complexas nas camadas mais altas dos estratos.sociais. A confiabilidade dos resulta dos, ou seja, seus níveis de significância estatística, é para o fator escola e-aceitâvel para as outras variáveis. alta Os resultados apresentados tem algumas implicações con cretas. Quanto mais memorizado é o ensino, mais ê accessível aos menos preparados para o processo escolar. Por outro lado,há cada vez mais um esforço explIcito e consciente de enfatizar em provas e exames as dimensões mais somplexas de compreensão e ra ciocínio. Os dados obtidos mostram que, na medida em que se va lorizam os processos superiores, o ensino tende a se tornar mais elitizado. Ao reduzir a participação das questões de memória in troduzimos uma dificuldade adicional para o pobre concorrer com o rico. Evidencia-se, portanto, que a democratização de partici paçao no processo escolar e a melhoria dos métodos de seleção podem ser objetivos conflitantes. Talvez a implicação mais importante -- dada a inevitabilidade da evoiliução do ensino nesse sen tido -- seja a necessidade de urna política educacional delibera da no sentido de melhorar a capacidade das escolas que atendem aos menos favorecidos pela situação econômica e educacional fami liar.

The Bola-DRB3 gene participates in the development of the immune response and is highly polymorphic. For these reasons, it has been a candidate gene in studies of the genetic basis of disease resistance and in population genetic analysis. South American native cattle breeds have been widely replaced by improved exotic breeds leading to a loss of genetic resources. In particular South American native breeds have high levels of fertility and disease resistance. This work describes genetic variability in the BoLA-DRB3 gene in native (Caracu, Pantaneiro, Argentinean Creole) and exotic (Holstein, Jersey, Nelore, Gir) cattle breeds in Brazil and Argentina. PCR-RFLP alleles were identified by combining the restriction patterns for the BoLA-DRB3.2 locus obtained with RsaI, BstY, and HaeIII restriction enzymes. Allelic frequencies and deviations from the Hardy-Weinberg equilibrium were also calculated. Analysis of the 24 BoLA-DRB3 PCR-RFLP alleles identified showed differences in the allele distributions among breeds.

This article aims to discuss the school education and other forms of education at Recovered Factories (RFs) in Latin America, especially in Brazil and Argentina. To achieve our goal, we made a brief assessment of the current historical moment, and then we try to differentiate the anti-capital struggles from the punctual struggles. In the third and fourth sections, we observed RF’s positive aspects (Associated Labor as an educational principle) and the negative ones: the cooptation by the State or the degeneration at the capitalist market. The projects of professional education in RFs, the demands of school contents and form flagged by FRs were exposed in the fifth section.

Senhor Magazine’s editorial project was used as basis for several scientific studies as its content represents a turning point to national culture and it marks the decade of 1960 as one of the most significant projects of graphic design in Brazil. The present paper aims to analyze the illustration’s significance to the development of Brazilian’s editorial design and its object of study is Senhor Magazine due to the relevant connection between design and illustration. Therefore, a literature research addressing the history of editorial design in Brazil, as well as the influence of illustration in these projects was conducted. It was concluded that illustration was crucial for editorial design evolution in Brazil, and this relationship has been established since the early twentieth century. Therefore, only in the sixties it was accepted, and Senhor Magazine has become the biggest representation of this period.

The Neotropical genus Neodischistus Painter has a distribution restricted to South (Brazil and Argentina) and Central America (Panama). The genus is composed of two previously described species that are herein revised: N. currani Painter and N. collaris Painter. One new Brazilian species is described: N. marstoni sp. nov. Illustrations of the external morphology of adults and male and female terminalia are also included. An identification key to the species is presented and a short discussion about species distributions is added.

The Neotropical genus Carrerapyrgota Aczel is restricted to the South America (Brazil and Argentina). The genus is composed of two previously described species, which are revised herein: C. miliaria Aczel and C. personata (Lutz & Lima). Two new Brazilian species are described: C. aczeli from Sao Paulo and C. bernardii from Bahia. Illustrations of the external morphology of adults and male and female terminalia are also included. An identification key to the species is presented, as well as a brief discussion of the biology and distribution of the genus.

Paraehlersia San Martin, 2003 is reported for the first time for the Atlantic coast off South America based on specimens collected off Brazil and Argentina. The specimens belong to two new species, which are herein described. Paraehlersia longichaetosa sp. nov., is characterized by having spiniger-like chaetae with long blades, up to 120 mu m in length, bidentate anterior falcigers, with relatively coarse subdistal tooth, bidentate dorsal simple chaetae, with teeth about same size, and subdistally irregularly inflated aciculae, apparently hollow, with acute tip. Paraehlersia martapolae sp. nov., has spiniger-like chaetae with shorter blades, up to 82 mu m in length, bidentate falcigers, with thin subdistal tooth, distally irregularly rounded dorsal simple chaetae, and aciculae subdistally bent at almost right angle, sometimes with apparently flattened top. These new species are compared to their most similar congeners. Additionally, a table summarizing relevant morphological traits of all currently known species of Paraehlersia is included.

Taeniotes farinosus (Linnaeus, 1758) is a species that has been confused with other species during the past two centuries. In this work we demonstrate that Taeniotes farinosus sensu auctorum is not the species described by Linnaeus and designate a lectotype to establish its identity. Taeniotes pulverulentus (Olivier, 1790), currently synonymous with T. farinosus, is revalidated. Taeniotes guttullaris Schwarzer, 1929 and T parafarinosus Breuning, 1971 are junior synonyms of T. pulverulentus; Lamia subocellata Olivier, 1792 (= Taeniotes subocellatus) is a junior synonym of Cerambyx farinosus (= T farinosus). Additionally we monnei, a new species from Brazil and Argentina, is described and figured. Taeniotes peruanus provide annotated bibliographic references to T. farinosus and T pulverulentus. Taeniotes Breuning 1971 is figured for the first time.
