The human capital and regional economic development literature has become increasingly interested in the role of the ‘Bohemian occupations’ on economic growth. Using UK higher education student micro-data, we investigate the characteristics and location determinants of creative (bohemian) graduates. We examine three specific sub-groups: creative arts & design graduates; creative media graduates; other creative graduates. We find these disciplines influence the ability of graduates to enter creative occupations and be successful in the labour market. We also highlight the role of geography, with London and the South East emerging as hubs for studying and providing Bohemian graduates with more labour market opportunities.

The paper explores the relationships between UK commercial real estate and regional economic development as a foundation for the analysis of the role of real estate investment in local economic development. Linkages between economic growth, development, real estate performance and investment allocations are documented. Long-run regional property performance is not the product of long-run economic growth, and weakly related to indicators of long-run supply and demand. Changes in regional portfolio weights seem driven by neither market performance nor underlying fundamentals. In the short run, regional investment shifts show no clear leads or lags with market performance.

Wider economic benefits resulting from extended geographical mobility is one argument for investments in high-speed rail. More specifically, the argument for high-speed trains in Sweden has been that they can help to further spatially extend labor market regions which in turn has a positive effect on growth and development. In this paper the aim is to cartographically visualize the potential size of the labor markets in areas that could be affected by possible future high-speed trains. The visualization is based on the forecasts of labor mobility with public transport made by the Swedish national mobility transport forecasting tool, SAMPERS, for two alternative high-speed rail scenarios. The analysis, not surprisingly, suggests that the largest impact of high-speed trains results in the area where the future high speed rail tracks are planned to be built. This expected effect on local labor market regions of high-speed trains could mean that possible regional economic development effects also are to be expected in this area. However, the results, in general, from the SAMPERS forecasts indicaterelatively small increases in local labor market potentials.

Jogos de Empresas constituem-se em uma ferramenta de real importância para o treinamento de executivos e estudantes, uma vez que simulam a realidade de um mercado. A proposta deste trabalho é desenvolver um jogo de empresas baseado na Internet, permitindo que diversas universidades participem simultaneamente. O jogo tem como ponto central a simulação da administração de uma empresa, envolvendo conceitos chaves de finanças, marketing, informática e planejamento estratégico. O desenvolvimento de um produto deste caráter mostra-se fundamental em um mundo globalizado, aonde a educação a distância e uma formação global são altamente valorizados.

In recent years, clusters have become a central part in discussions about local and regional economic development, as well as in the elaboration of public policies for generating jobs and income. Concurrent with the discussions about clusters, the subject globalization has also received growing attention from the media in the academic and government fields. Different aspects are considered in the discussions regarding globalization and one of the subjects is the insertion of local economies into international commerce. One of these ways of insertion is by global value chains. This term began to be used at the end of 90s, and refers to the productive value chains dispersed throughout the world, but with integrated production and commercialization. The aim of this thesis is to understand how the exportation process influences the development of fashion clusters, this being done by the insertion of these clusters into the global value chains. Each year, the Brazilian fashion sector seeks to broaden their participation in the global economy by means of insertion into the global value chains. This insertion, however, has caused impacts in specialized clusters of garment manufacturers, such as beach fashion, jeans and women¿s clothing. As a way of identifying these impacts, three cluster manufacturers were studied in the state of Rio de Janeiro, namely Cabo Frio, São Gonçalo and Niterói. The impacts of internationalization on the companies integrated into these three clusters were explored by means of a six-month field study, including semistructured interviews. This internationalization occurs either by direct exportation or by means of inserting these companies into the global value chains. The results of the study points out the opportunities and threats to these companies, as well as shows the importance of more adequate public policies for the development of Brazilian fashion clusters. Among these threats, the possibility of inserting these cluster companies into the global value chains in a captive manner (Gereffi, Humphrey, Sturgeon, 2005) was singled out, placing them ¿under control¿ of the exporting companies. As for opportunities, the participation of government support agencies and improvements in fashion show good alternatives for inserting these companies into the global value chains, making possible autonomous and competitive performance.

Esta pesquisa teve por objetivo apreender e analisar o perfil profissional dos que exercem funções de Chefia nas Unidades descentralizadas de Criminalística da Polícia Federal no Brasil, especificamente nos Setores Técnico-Científicos (SETECs) e nas Unidades Técnico-Científicas (UTECs), segundo a teoria de competências e habilidades. A releitura desses fundamentos, incluindo habilidades sociais nesse escopo, fortaleceu o embasamento teórico para análise dos resultados da etapa empírica desta dissertação. Essa postura, pode contribuir, na prática, para a construção de uma política de gestão de pessoas, baseada em competências, alinhada com o planejamento estratégico em desenvolvimento na organização, otimizando a designação para os cargos de liderança, sobretudo na área de Criminalística com suas especificidades. Além disso, as opções metodológicas qualitativas levaram a perceber tanto lacunas referentes às potencialidades de atuação dos profissionais sujeitos do estudo, quanto competências relevantes e presentes no perfil dos mesmos. Os resultados, ainda, favoreceram clarificar algumas competências técnicas e habilidades como sendo mais relevantes do que outras, diante das exigências peculiares ao exercício da função de Chefe do Setor de Perícia. A articulação das pesquisas bibliográfica, documental, de campo e o procedimento de triangulação de dados de entrevistas, análise documental, observação e aplicação de questionário - por meio do qual foi levantada a percepção dos sujeitos sobre suas funções – possibilitaram conclusões relevantes. Na teoria, ocorreu devido à melhor compreensão das relações entre competências e habilidades e, na prática, por esclarecer o panorama de avanços e limitações na gestão estudada. Conclui-se, pois que o Governo Federal promoveu avanços na política de recursos humanos do Serviço Público, no entanto, a implementação de um sistema moderno de gestão de pessoas ainda não foi consolidado, no Departamento de Polícia Federal. Isso fica evidenciado pela carência de competências primordiais para que os Chefes exerçam com excelência a função de gestores de Unidades de Perícia Técnica.

A importância da inovação vem sendo afirmada como central para a garantia de produtividade e competitividade dos setores produtivos, garantindo a dinamização do desenvolvimento econômico de diversas regiões globais. Estudos apontam que a busca por inovação exige não apenas a aproximação mas o constante fortalecimento das relações entre instituições de pesquisa e conhecimento e os setores produtivos – através de plataformas de cooperação que envolvem desde incubadoras e parques tecnológicos até diálogos e ações conjuntas que reverberem em políticas públicas sistêmicas, voltadas para o desenvolvimento econômico sustentável. Com base nestas premissas, o presente artigo lança um breve olhar sobre materiais de referência internacional acerca do tema, aproximando-se de experiências em curso no cenário nacional – apontando as potencialidades e fragilidades das políticas de inovação desenvolvidas atualmente no território nacional.

This work aims to analyze the policy of economic promotion in the Brazilian cities of medium and great size (with population above of 50.000 hab.). The objective of the research is to launch light in the debate on the regional and municipal development, presenting the recent hypotheses supplied by literature. Of complementary form, had for specific objective presents the results of the Research of Basic Information of Cities - PIM, of Brazilian Institute of Geography and Statistics (IBGE), in two surveys carried through together to the Brazilian local governments (1999 and 2009). It analyzes the instruments of economic promotion used by local governments and the influence of the development variables, as the Local Human Index of Development (HID-L) and the Local Gross Domestic Product (GDP-L). The research sample that factors as HID-L and GDP-L has significant influence in economic promotion of cities and must be taken in account in the definition of the local strategies of development

During the past two centuries there have been three major paradigm shifts in the management of Australian rainforests and the use of their timbers: from felling native forests towards growing plantations; from viewing forests and plantations as mainly providers of timber to viewing them as sources of multiple benefits (e.g. timber, biodiversity, carbon sequestration, catchment protection, recreation, regional economic development); and from timber plantations being developed mainly by government on public land towards those established by private citizens, companies, or joint venture arrangements, on previously-cleared freehold land. Rainforest timber plantations are increasingly established for varied reasons, and with multiple objectives. Landholders are increasingly interested in the biodiversity values of their plantations. However, there are few guidelines on the changes to plantation design and management that would augment biodiversity outcomes, or on the extent to which this might require a sacrifice of production. This paper considers whether there has been a shift in the balance between equity and efficiency in respect of decentralised public policy in England since the election of the Conservative / Liberal Democrat coalition in 2010. Drawing on the literature on policy decentralisation and fiscal federalism from both Political Science and Economics, reasons are discussed why a trade-off between equity and efficiency might be expected. The context of English local government then outlined, and consideration is then given to four areas of policy: business rate localisation, the ‘New Homes Bonus’, council tax benefit and social housing, and regional economic development. In each case, some shift in the balance away from concern with equity towards one with efficiency is discerned: whether or not this is desirable will prove a matter of political and moral, as well as scientific judgement.

The aim of this book is to consider theoretically the notion of the global competitiveness of regions, as well as giving attention as to how such competitiveness may be empirically measured. With this in mind, the book has three specific objectives: first, to place the concept of regional competitiveness within the context of regional economic development theory; second, to present a rationale and method for quantifying the global competitiveness of regions; and, third, to undertake the most geographically widespread analysis of regional competitiveness differences across the globe. With regard to the third goal, the analysis incorporates more than 500 regions across Europe, North and South America, Asia-Pacific, the Middle East, and the so-called BRIC economies of Brazil, Russia, India, and China. The importance of the concept of competitiveness has increased rapidly in recent years, with the issues surrounding it becoming, at the same time, more empirically refined and theoretically complex. The focus on regions reflects the growing consensus that they are the primary spatial units that compete to attract investment, and it is at the regional level that knowledge is circulated and transferred, resulting in agglomerations, or clusters, of industrial and service sector enterprises. This growing acknowledgement of the region’s role as a key spatial unit of organisation has led to attention turning to competitiveness at a more regional level. The book explores the results of the World Competitiveness Index of Regions (WCIR), covering the rankings and results of the 2014 edition. The WCIR provides a tool for analysing the development of a range of regional economies across the globe. It enables an illustration of the changing patterns of regional competitiveness on the international stage to be generated. In fundamental terms, the WCIR aims to produce an integrated and overall benchmark of the knowledge capacity, capability, and sustainability of each region, and the extent to which this knowledge is translated into economic value and transferred into the wealth of the citizens of each region.
