Formal statements about 'professional ethics' for teachers have become part of the current standards and accountability regime. Such codes of conduct serve many purposes: to define acceptable principles of personal and professional relationships; as a set of protocols by which teachers' conduct may be judged both within and outside the profession; as a political exercise to reassure the wider community of the high expectations held by the teaching profession; and importantly, to provide teachers with a guide in their interactions with students. While relationships with students, particularly those that will enhance learning outcomes, are cited often in teachers' codes of professional ethics, how teachers make ethical decisions concerning students is far less studied and understood. What frames of reference are available to ensure that decisions are (and are seen to be) right, fair and just? How might such ethical frameworks be examined?

This paper examines the perspectives of teachers and personnel working in a State Government primary school situated in the eastern suburbs of Melbourne, four years after participating in the Bright Futures gifted professional development. Although the school proudly proclaims a tradition of scholarship and excellence within a friendly, caring and democratic ethos, the data from semi-structured interviews in a qualitative, single case casestudy, shows considerable ambivalence towards gifted education programs. This has significant negative repercussions for meeting the individual educational needs of gifted students. Using a Foucaultian framework, I analyse the data showing that whilst teachers are striving to improve the learning outcomes for all students, they are caught within a complex reality, created by the often conflicting influences of educational policy, formal school rhetoric and their own personal beliefs, which in turn have been influenced by egalitarian principles detrimental to gifted education.

This paper reports the three-stage development of a professional practice audit questionnaire for mental health nursing in Aotearoa/New Zealand. In Study 1, clinical indicator statements (n = 99) generated from focus group data, which were considered to be unobservable in the nursing documentation in consumer case notes, were included in a three-round Delphi process. Consensus of ratings occurred for the mental health nurse and academic participants (n = 7) on 83 clinical indicator statements. In Study 2, the clinical indicator statements (n = 67) that met importance and consensus criteria were incorporated into a questionnaire, which was piloted at a New Zealand mental health service. The questionnaire was then modified for use in a national field study. In Study 3, the national field study, registered mental health nurses (n = 422) from 11 New Zealand District Health Board mental health services completed the questionnaire. Five categories of nursing practice were identified: professional and evidence-based practice; consumer focus and reflective practice; professional development and integration; ethically and legally safe practice; and culturally safe practice. Analyses revealed little difference in the perceptions of nurses from different backgrounds regarding the regularity of the nursing practices. Further research is needed to calibrate the scores on each clinical indicator statement with behaviour in clinical practice.

Diffusion-adoption professional learning models which position teachers ascompliant technicians of policy and practices are limited in their long term effects on teacher professionalism. In contrast, co-researching models of professional learning hold the potential to engage teachers and researchers in explorations of mutual concern which impact on professionalism and contribute to development of both theory and practice.

This article describes professional learning within the context of an Australian state department of education during a period of reform. The contextual influences and design of a collaborative, film-driven participatory action research design which explored teacher learning and application of multiliteracies theory are explored. A spiral of cycles of action research incorporated engagentent with multiliteracies theory and collaborative planning; filming of teacher classroom 'action' and reflective interviews; collaborative observation of and reflection on the resultant filmic artefacts.

The filmic artefacts offered rich multimodal examples of teaching practices,
incorporatíng visual, audio, gestural and spatial classroom information, far beyond the purely linguistic recounts and descriptions which characterise many professional development workshops. Incorporation of collaborative filmic research techniques enabled multimodal observation of teaching practices across a number of sites, with observation unrestricted by temporal or physical parameters.

It is not unusual for academics to bemoan the reticence of teachers in adopting innovative tools and pedagogies, never more so than in the area of new technologies and multimodal literacies in classrooms. Typically, educational bureaucracies seek to dictate change in new technologies through a diffusion-adoption model of professional learning where ‘inservicing’ or ‘professional development’ of teachers is used to influence them to implement curriculum innovations. Typically a set of resources are developed for this purpose and teachers engage with workshop leaders as passive recipients of knowledge rather than active knowledge constructors. This paper explores an alternative form of engagement in which teachers are co-opted as collaborators and documenters of educational change. Its innovation is to use filming of teacher interviews and classroom practice – in this case to extend the teachers’ repertories.

This article will discuss the film-infused model of professional learning which was developed within the context of a research project on literacy teachers’ engagement with multimodality, but has potential for wider application. The research context will be outlined and four elements of a film-infused professional learning model will be discussed in detail. The effects of this model on the resource development and professional learning will then be addressed.

This thesis is a study of the establishment of the music curriculum in state-supported schools in South Australia from the beginnings of such schooling until 1920. There will be a discussion of issues to be explored and the method by which this investigation will proceed. A literature survey of relevant research will be included, after which there will be a sketch of the development of state-supported schooling in South Australia. Several broad themes have been chosen as the means of organising the historical material: the rationales offered for the inclusion of music in schooling, the methodologies, syllabi and materials of such music instruction, the provisions for teacher training in music, both preservice and as professional development for established teachers, and the place and function of music in schooling. Each of these themes will form the framework for a chronological narrative. Comparisons will be made with three neighbouring colonies/States concerning each of these themes and conclusions will be drawn. Finally, overall conclusions will be made concerning the initial contentions raised in this chapter in the light of the data presented. Although this study is principally concerned with the establishment of music in state-supported schooling, there will be a brief consideration of the colony of South Australia from its proclamation in 1836. The music pedagogical context that prevailed at that time will be discussed and this will, of necessity, include developments that occurred before 1836. The period under consideration will close in 1920, by which time the music curriculum for South Australia was established, and the second of the influential figures in music education was at his zenith. At this time there was a new school curriculum in place which remained essentially unchanged for several decades. As well as the broad themes identified, this thesis will investigate several contentions as it attempts to chronicle and interpret the establishment and development of music in state-supported schooling in South Australia up to 1920. The first contention of this thesis is that music in state-supported schooling, once established, did not change significantly from its inception throughout the period under consideration. In seeking a discussion of the existence and importance of the notion of an absence of change or stasis, the theory of punctuated equilibria, which identifies stasis as the norm in the evolutionary growth of species, will be employed as an insightful analogy. It should be recognised that stasis exists, should be expected and may well be the prevailing norm. The second contention of this thesis is that advocates were and continue to be crucial to the establishment and continued existence of music in state-supported schooling. For change to occur there must be pressure through such agencies as motivated individuals holding positions of authority, and thus able to influence the educational system and its provisions. The pedagogical method introduced into an educational system is often that espoused by the acknowledged advocate. During the period under consideration there were two significant advocates for music in state-supported schools. The third contention of this thesis is that music was used in South Australia, as in the other colonies/States, as an agent of social reform, through the selection of repertoire and the way in which music was employed in state-supported schooling. Music was considered inherently uplifting. During the nineteenth and early twentieth centuries, the music selected for school singing carried texts with messages deemed significant by those who controlled the education system. The repertoire was not that of the receiving class but came from a middle class tradition of fully notated art music in which correct performance and notational reading were emphasised. A sweet, pure vocal tone was desired, as strident, harsh, speaking tones were perceived as a symptom of incipient larrikinism which was not desired in schooling. Music was seen as a contributor to good order and discipline in schooling.

A range of factors, both internal and external, is creating changes in teaching and teachers’ professional lives. Information and Communication Technology (ICT) is just one of the major changes impacting on the teaching profession. As teachers face intense pressure to adapt to this tsunami, this study aims to investigate ways in which teachers can be helped. In South Australia, where this study is set, all teachers in Government schools are expected to be "ICT Smart", i.e. able to use appropriate forms of ICT to enhance the teaching and learning environment of their classrooms. From the researcher’s involvement for over a decade in professional development for teachers, and from visits to many schools, it appears that numerous teachers have not reached this standard. The greatest need is in Reception to Year 7 schools where the average age of teachers is nearly 50. Because no state-wide data exists, this study is intended to establish if there is a problem and if there is, to identify specific needs and offer possible solutions. The study is comprised of four parts: Part A, the Introduction gives an overview of the inter-relationships between these parts and the overall Folio. It establishes the setting and provides a rationale for the study and its focus on Professional Development in Information and Communication Technology. Part B, the Elective Research Studies, follows the writer’s involvement in this field since the 1980s. It establishes the theme of "Moving best practice in ICT from the few to the many" which underlies the whole study. Part C, the Dissertation, traces the steps taken to investigate the need for professional development in ICT. This is achieved by analysing and commenting on data collected from a state-wide survey and a series of interviews with leading figures, and by providing a review of the relevant literature and past and existing models of professional development. Part D, Final Comments, provides an overview of the whole Folio and a reflection on the research that has been conducted. The findings are that there is widespread dissatisfaction with existing models and that there is an urgent need for professional development in this area, because nearly 20% of teachers either do not use computers or are considered to be novice users. Another 25% are considered to be below not yet "ICT Smart". Less than 10% of ICT co-ordinators have a formal qualification in the field but more than 85% of them are interested in a Masters program. The study offers solutions in Part B where there is a discussion of a range of strategies to provide on-going professional development for teachers. Chapter 9 provides an outline of a proposed Masters level program and offers suggestions on how it could be best delivered. This program would meet the identified needs of ICT co-ordinators. The study concludes with a series of recommendations and suggestions for further research. The Education Department must address these urgent professional development needs of teachers, particularly those in the more remote country regions. There needs to be a follow-up survey to establish to what extent teachers in South Australia are now "ICT Smart ".

Teachers’ professional learning has a critical influence on students’ learning outcomes and much attention has been paid to understanding how effective ongoing professional learning for teachers can be achieved in schools. This paper reports on research exploring how processes of action research can be combined with support for teachers becoming active participants in wider communities of professional practice. The research approach draws on previous studies highlighting action research as an effective strategy for promoting teachers’ ongoing professional learning. However, the researchers consider that such benefits may be further enhanced by encouraging teachers to systematically document, publish and present their action research initiatives so they can be shared in a wider community of professional practice. In this study the researchers supported small teams of teachers from 21 Victorian schools in their development of school-based action research projects. The projects were aligned with regional improvement priorities and broadly covered the areas of improving assessment, developing students’ thinking skills and the use of information and communication technology. The teams of teachers collaborated with the researchers, regional curriculum leaders and other teachers in their region to develop and refine their initial action research questions and strategies. The teams then met locally and as a regional group several times throughout one year to present their progressive findings as they carried out their action research projects, and to reflect on what they were learning as a larger community of professionals. Teachers were encouraged to document their action research projects throughout the year which were then compiled into a book to be shared with other teachers in the region. All of the teams presented their findings to other colleagues at a final regional symposium. At the conclusion of the year the teachers were invited to participate in a survey investigating the potential for this approach to improve their experiences of ongoing professional learning. Teachers were also interviewed to explore changes in the ways they were framing the concept of their own professional learning.

Increasingly, politicians, bureaucrats, the business community, members of our communities and even members of the teaching profession, are asking questions about professional preparation for teachers, questions like: What is the value of teacher education? What should beginning teachers know and be able to do? How can we make judgements about what they know and are able to do? How can teacher preparation contribute to the retention of high quality beginning teachers who continue to grow and learn?

In this paper, I examine these issues and examine how effective teacher preparation has attempted to respond to these issues, particularly in graduate teacher education programs. I argue that we need to be cognisant of the following aspects when developing and implementing high quality professional education of teachers:

• Connect teacher education to the first year of teaching;
• Prepare teachers who investigate their professional practice within communities of learners
• Prepare teachers with a strong professional knowledge base that helps them make informed professional judgments
• A cohort model that builds strong relationships and professional networks
• Early, regular and sustained school experiences that systematically build professional knowledge and skill. Closely monitored by suitably qualified university personnel and supervising teachers

This paper reports on aspects of an Australian study into the factors and conditions that make it possible for secondary school health education teachers to include and affirm gender and sexual diversity in their teaching. The study examined the impact of a two-day intervention designed to prepare teachers to use a major new government-funded teaching and learning resource called Talking Sexual Health. The study found that whilst there was a range of personal and structural barriers inhibiting change, professional development and access to teaching and learning resources could indeed impact positively on teachers' willingness and ability to include and affirm diverse sexualities in their health education programs.

This study investigated the beliefs and practices of 28 teachers of the deaf about their practices. The teachers were all working in oral settings either as visiting teachers or teachers in a mainstream school facility supporting groups of students with hearing loss. Teachers who used an Auditory Verbal approach largely adopted a positivist paradigm, whereas those using an Auditory Oral approach were more likely to adopt a constructivist paradigm. Those using a mixed approach (AV/AO) adopted a paradigm that was a mix of both positivist and constructivist. Results suggest that there is a strong relationship between the underlying beliefs of teachers and the model of practice that they adopt, and that professional experience, professional development and the inclusion movement exert an influence on those beliefs and practices.

The article explores the complementary connections between communities of practice and the ways in which individuals orchestrate their engagement with others to further their professional learning. It does so by reporting on part of a research project conducted in New Zealand on teachers’ online professional learning in a university graduate diploma program on ICT education. Evolving from social constructivist pedagogy for online professional development, the research describes how teachers create their own networks of practice as they blend online and offline interactions with fellow learners and workplace colleagues. Teachers’ perspectives of their professional learning activities challenge the way universities design formal online learning communities and highlight the potential for networked learning in the zones and intersections between professional practice and study.
The article extends the concepts of Lave and Wenger’s (1991) communities of practice social theory of learning by considering the role participants play in determining their engagement and connections in and across boundaries between online learning communities and professional practice. It provides insights into the applicability of connectivist concepts for developing online pedagogies to promote socially networked
