OBJECTIVE To analyze the direct medical costs of HIV/AIDS in Portugal from the perspective of the National Health Service. METHODS A retrospective analysis of medical records was conducted for 150 patients from five specialized centers in Portugal in 2008. Data on utilization of medical resources during 12 months and patients’ characteristics were collected. A unit cost was applied to each care component using official sources and accounting data from National Health Service hospitals. RESULTS The average cost of treatment was 14,277 €/patient/year. The main cost-driver was antiretroviral treatment (€ 9,598), followed by hospitalization costs (€ 1,323). Treatment costs increased with the severity of disease from € 11,901 (> 500 CD4 cells/µl) to € 23,351 (CD4 count ≤ 50 cells/ µl). Cost progression was mainly due to the increase in hospitalization costs, while antiretroviral treatment costs remained stable over disease stages. CONCLUSIONS The high burden related to antiretroviral treatment is counterbalanced by relatively low hospitalization costs, which, however, increase with severity of disease. The relatively modest progression of total costs highlights that alternative public health strategies that do not affect transmission of disease may only have a limited impact on expenditure, since treatment costs are largely dominated by constant antiretroviral treatment costs.

This thesis aims at addressing the development of autonomous behaviors, for search and exploration with a mini-UAV (Unmanned Aerial Vehicle), or also called MAV (Mini Aerial Vehicle) prototype, in order to gather information in rescue scenarios. The platform used in this work is a four rotor helicopter, known as quad-rotor from the German company Ascending Technologies GmbH, which is later assembled with a on-board processing unit (i.e. a tiny light weight computer) and a on-board sensor suite (i.e. 2D-LIDAR and Ultrasonic Sonar). This work can be divided into two phases. In the first phase an Indoor Position Tracking system was settled in order to obtain the Cartesian coordinates (i.e. X, Y, Z) and orientation (i.e.heading) which provides the relative position and orientation of the platform. The second phase was the design and implementation of medium/high level controllers on each command input in order to autonomously control the aircraft position, which is the first step towards an autonomous hovering flight, and any autonomous behavior (e.g. Landing, Object avoidance, Follow the wall). The main work is carried out in the Laboratory ”Intelligent Systems for Emergencies and Civil Defense”, in collaboration with ”Dipartimento di Informatica e Sistemistica” of Sapienza Univ. of Rome and ”Istituto Superiore Antincendi” of the Italian Firemen Department.

As Tecnologia de Informação, são certamente uma pedra base da sociedade de hoje e das vindouras. Estas têm modificado as relações sociais, culturais e organizacionais, tendo-se repercutido na sociedade, de diferentes formas. A análise aqui proposta, visa o mundo das organizações e o reconhecimento do peso do factor humano dentro desta, quer na forma como as relações entre os vários actores são mediadas por estas novas tecnologias, quer no que conceme às modificações produzidas por estas no trabalho e consequentemente nas qualificações dos operadores. O desenvolvimento desta análise, parte de uma perspectiva antropocêntrica, que tem, como premissas de partida o valor humano e as características culturais de cada organização. A proposta aqui apresentada, é sobretudo um alerta, para uma maior colaboração interdiscipliiar no desenho das Tecnologias de Informação, visando a plena integração do factor humano no desempenho destas tecnologias. Por último cabe aqui aludir ao estudo de caso, que tem por objecto de estudo um Sistema Flexível de Produção e a inclusão de um posto de trabaího no Sistema. A opção de organização do trabalho, visa sobretudo capacitar, o factor humano de competências e qualificações que lhe permitam o enobrecimento do seu posto de trabalho. É uma opção que assenta na divisão maleável do trabalho, sendo necessário um operador qualificado, mas também polivalente de forma a permitir ao indivíduo executar o conjunto de tarefas que comporta o posto de trabalho.

The Iberian viticultural regions are convened according to the Denomination of Origin (DO) and present different climates, soils, topography and management practices. All these elements influence the vegetative growth of different varieties throughout the peninsula, and are tied to grape quality and wine type. In the current study, an integrated analysis of climate, soil, topography and vegetative growth was performed for the Iberian DO regions, using state-of-the-art datasets. For climatic assessment, a categorized index, accounting for phenological/thermal development, water availability and grape ripening conditions was computed. Soil textural classes were established to distinguish soil types. Elevation and aspect (orientation) were also taken into account, as the leading topographic elements. A spectral vegetation index was used to assess grapevine vegetative growth and an integrated analysis of all variables was performed. The results showed that the integrated climate-soil-topography influence on vine performance is evident. Most Iberian vineyards are grown in temperate dry climates with loamy soils, presenting low vegetative growth. Vineyards in temperate humid conditions tend to show higher vegetative growth. Conversely, in cooler/warmer climates, lower vigour vineyards prevail and other factors, such as soil type and precipitation acquire more important roles in driving vigour. Vines in prevailing loamy soils are grown over a wide climatic diversity, suggesting that precipitation is the primary factor influencing vigour. The present assessment of terroir characteristics allows direct comparison among wine regions and may have great value to viticulturists, particularly under a changing climate.

A independência de Timor-Leste, proclamada pela Frente Revolucionária do Timor-Leste Independente (FRETILIN) em 28 de novembro de 1975, vê-se internacionalmente reconhecida a 20 de maio de 2002, uma vez concretizada a libertação do povo timorense da colonização e da ocupação ilegal da Pátria Maubere por potências estrangeiras. A elaboração e adoção da Constituição da República Democrática de Timor- -Leste culminam a secular resistência do povo timorense, intensificada com a invasão de 7 de dezembro de 1975. A luta travada contra o inimigo, inicialmente sob a liderança da FRETILIN, deu lugar a formas mais abrangentes de participação política, com a criação sucessiva do Conselho Nacional de Resistência Maubere (CNRM), em 1987, e do Conselho Nacional de Resistência Timorense (CNRT), em 1998. A Resistência desdobrou-se em três frentes. A frente armada foi protagonizada pelas gloriosas Forças Armadas de Libertação Nacional de Timor-Leste (FALINTIL), cuja gesta histórica cabe exaltar. A ação da frente clandestina, astutamente desencadeada em território hostil, envolveu o sacrifício de milhares de vidas de mulheres e homens, em especial jovens, que lutaram com abnegação em prol da liberdade e independência. A frente diplomática, conjugadamente desenvolvida em todo o Mundo, permitiu abrir caminho para a libertação definitiva. Na sua vertente cultural e humana, a Igreja Católica em Timor-Leste sempre soube assumir com dignidade o sofrimento de todo o Povo, colocando-se ao seu lado na defesa dos seus mais elementares direitos. Esta Constituição representa, finalmente, uma sentida homenagem a todos os mártires da Pátria. Assim, os Deputados da Assembleia Constituinte, legítimos representantes do Povo eleitos a 30 de agosto de 2001; Alicerçados ainda no ato referendário de 30 de agosto de 1999, que, concretizado sob os auspícios da Organização das Nações Unidas, confirmou a vontade autodeterminada de independência; Plenamente conscientes da necessidade de se erigir uma cultura democrática e institucional própria de um Estado de Direito onde o respeito pela Constituição, pelas leis e pelas instituições democraticamente eleitas sejam a sua base inquestionável; Interpretando o profundo sentimento, as aspirações e a fé em Deus do povo de Timor-Leste; Reafirmam solenemente a sua determinação em combater todas as formas de tirania, opressão, dominação e segregação social, cultural ou religiosa, defender a independência nacional, respeitar e garantir os direitos humanos e os direitos fundamentais do cidadão, assegurar o princípio da separação de poderes na organização do Estado e estabelecer as regras essenciais da democracia pluralista, tendo em vista a construção de um país justo e próspero e o desenvolvimento de uma sociedade solidária e fraterna. A Assembleia Constituinte, reunida na sessão plenária de 22 de março de 2002, aprova e decreta a seguinte Constituição da República Democrática de Timor-Leste:

OBJECTIVE To analyze the dynamics of operation of the Bipartite Committees in health care in the Brazilian states.METHODS The research included visits to 24 states, direct observation, document analysis, and performance of semi-structured interviews with state and local leaders. The characterization of each committee was performed between 2007 and 2010, and four dimensions were considered: (i) level of institutionality, classified as advanced, intermediate, or incipient; (ii) agenda of intergovernmental negotiations, classified as diversified/restricted, adapted/not adapted to the reality of each state, and shared/unshared between the state and municipalities; (iii) political processes, considering the character and scope of intergovernmental relations; and (iv) capacity of operation, assessed as high, moderate, or low.RESULTS Ten committees had advanced level of institutionality. The agenda of the negotiations was diversified in all states, and most of them were adapted to the state reality. However, one-third of the committees showed power inequalities between the government levels. Cooperative and interactive intergovernmental relations predominated in 54.0% of the states. The level of institutionality, scope of negotiations, and political processes influenced Bipartite Committees’ ability to formulate policies and coordinate health care at the federal level. Bipartite Committees with a high capacity of operation predominated in the South and Southeast regions, while those with a low capacity of operations predominated in the North and Northeast.CONCLUSIONS The regional differences in operation among Bipartite Interagency Committees suggest the influence of historical-structural variables (socioeconomic development, geographic barriers, characteristics of the health care system) in their capacity of intergovernmental health care management. However, structural problems can be overcome in some states through institutional and political changes. The creation of federal investments, varied by regions and states, is critical in overcoming the structural inequalities that affect political institutions. The operation of Bipartite Committees is a step forward; however, strengthening their ability to coordinate health care is crucial in the regional organization of the health care system in the Brazilian states.

Nowadays, fibre reinforced plastics are used in a wide variety of applications. Apart from the most known reinforcement fibres, like glass or carbon, natural fibres can be seen as an economical alternative. However, some mistrust is yet limiting the use of such materials, being one of the main reasons the inconsistency normally found in their mechanical properties. It should be noticed that these materials are more used for their low density than for their high stiffness. In this work, two different types of reinforced plates were compared: glass reinforced epoxy plate and sisal reinforced epoxy plate. For material characterization purposes, tensile and flexural tests were carried out. Main properties of both materials, like elastic modulus, tensile strength or flexural modulus, are presented and compared with reference values. Afterwards, plates were drilled under two different feed rates: low and high, with two diverse tools: twist and brad type drill, while cutting speed was kept constant. Thrust forces during drilling were monitored. Then, delamination area around the hole was assessed by using digital images that were processed using a computational platform previously developed. Finally, drilled plates were mechanically tested for bearing and open-hole resistance. Results were compared and correlated with the measured delamination. Conclusions contribute to the understanding of natural fibres reinforced plastics as a substitute to glass fibres reinforced plastics, helping on cost reductions without compromising reliability, as well as the consequence of delamination on mechanical resistance of this type of composites.

Many studies have demonstrated the relationship between the alpha activity and the central visual ability, in which the visual ability is usually assessed through static stimuli. Besides static circumstance, however in the real environment there are often dynamic changes and the peripheral visual ability in a dynamic environment (i.e., dynamic peripheral visual ability) is important for all people. So far, no work has reported whether there is a relationship between the dynamic peripheral visual ability and the alpha activity. Thus, the objective of this study was to investigate their relationship. Sixty-two soccer players performed a newly designed peripheral vision task in which the visual stimuli were dynamic, while their EEG signals were recorded from Cz, O1, and O2 locations. The relationship between the dynamic peripheral visual performance and the alpha activity was examined by the percentage-bend correlation test. The results indicated no significant correlation between the dynamic peripheral visual performance and the alpha amplitudes in the eyes-open and eyes-closed resting condition. However, it was not the case for the alpha activity during the peripheral vision task: the dynamic peripheral visual performance showed significant positive inter-individual correlations with the amplitudes in the alpha band (8-12 Hz) and the individual alpha band (IAB) during the peripheral vision task. A potential application of this finding is to improve the dynamic peripheral visual performance by up-regulating alpha activity using neuromodulation techniques.

Renewable energy sources (RES) have unique characteristics that grant them preference in energy and environmental policies. However, considering that the renewable resources are barely controllable and sometimes unpredictable, some challenges are faced when integrating high shares of renewable sources in power systems. In order to mitigate this problem, this paper presents a decision-making methodology regarding renewable investments. The model computes the optimal renewable generation mix from different available technologies (hydro, wind and photovoltaic) that integrates a given share of renewable sources, minimizing residual demand variability, therefore stabilizing the thermal power generation. The model also includes a spatial optimization of wind farms in order to identify the best distribution of wind capacity. This methodology is applied to the Portuguese power system.

Drilling of composites plates normally uses traditional techniques but damage risk is high. NDT use is important. Damage in a carbon/epoxy plate is evaluated by enhanced X-rays. Four different drills are used. The images are analysed using Computational Vision techniques. Surface roughness is compared. Results suggest strategies for delamination reduction.

With advancement in computer science and information technology, computing systems are becoming increasingly more complex with an increasing number of heterogeneous components. They are thus becoming more difficult to monitor, manage, and maintain. This process has been well known as labor intensive and error prone. In addition, traditional approaches for system management are difficult to keep up with the rapidly changing environments. There is a need for automatic and efficient approaches to monitor and manage complex computing systems. In this paper, we propose an innovative framework for scheduling system management by combining Autonomic Computing (AC) paradigm, Multi-Agent Systems (MAS) and Nature Inspired Optimization Techniques (NIT). Additionally, we consider the resolution of realistic problems. The scheduling of a Cutting and Treatment Stainless Steel Sheet Line will be evaluated. Results show that proposed approach has advantages when compared with other scheduling systems

Os hospitais constituem locais de trabalho bastante peculiares, concebidos quase exclusivamente em função das necessidades dos utentes, proporcionando aos seus trabalhadores condições laborais precárias. Os parâmetros especificados na legislação nacional respeitantes ao ambiente térmico, cingem-se aos valores de temperatura, humidade e velocidade do ar recomendados pelo DL nº 243/86 de 20 de Agosto e DL nº 79/2006 de 4 de Abril,respectivamente. Para além da conformidade legal dos parâmetros térmicos, este trabalho teve como objectivo determinar índices de conforto térmico, sensações e preferências, a partir de um estudo de campo efectuado no Serviço de Esterilização duma Unidade Hospitalar do Porto, durante os meses de Julho e Agosto de 2010. A determinação e interpretação analítica do conforto térmico, foi efectuada com base nos pressupostos das normas ISO 7726:1998, ISO 8996:2004 e ISO 7730:2005. Complementarmente aplicou-se um questionário para aferir as variáveis subjectivas, baseado na norma ISO 10551:1995. Verificou-se que os valores de humidade do ar obtidos durante a semana se enquadraram na gama de valores recomendados (50 a 70%). No que se refere à temperatura, os valores encontrados foram superiores ao recomendado (18 a 22ºC). No que respeita à velocidade do ar os valores obtidos ultrapassaram em certas ocasiões os 0,2 m/s recomendados. Relativamente aos índices de conforto, o PMV e o PPD ultrapassaram em alguns períodos da semana a gama recomendada de -0,5 a +0,5 e <10%, respectivamente. A aplicação do questionário permitiu verificar que no início do turno (44,7%) dos trabalhadores se sentia "confortável". Relativamente às preferências térmicas, no mesmo período a maioria dos trabalhadores questionados (39,7%) preferiam que o ambiente mantivesse as mesmas condições. No final do turno as sensações e preferências térmicas foram similares. Concluiu-se que eventualmente os índices PMV/PPD poderão ser inadequados para aferir a sensações de conforto em ambiente hospitalar.
