This is a report to the California Department of Parks and Recreation. It describes water quality and aquatic invertebrate monitoring after the construction of the Carmel River Lagoon Enhancement Project. Included are data that have been collected for two years and preliminary assessment of the enhanced ecosystem. This report marks the completion of 3-years of monitoring water quality and aquatic habitat. The report adopts the same format and certain background text from previous years’ reporting by the same research group (e.g. Larson et al., 2005). (Document contains 100 pages)

In summer and fall 2004, the California Department of Parks and Recreation (DPR) initiated the Carmel River Lagoon Enhancement Project. The project involved excavation of a dry remnant Arm of the lagoon and adjacent disused farmland to form a significant new lagoon volume. The intention was to provide habitat, in particular, for two Federally threatened species: the California Red-Legged Frog, and the Steelhead Trout (South Central-Coastal California Evolutionary Significant Unit). DPR contracted with the Foundation of California State University Monterey Bay (Central Coast Watershed Studies Team, Watershed Institute) to monitor water quality and aquatic invertebrates in association with the enhancement, and to attempt to monitor steelhead using novel video techniques. The monitoring objective was to assess whether the enhancement was successful in providing habitat with good water quality, adequate invertebrate food for steelhead, and ultimately the presence of steelhead. Several local groups have come together for this project to addresses water quality concerns in the Gabilan Watershed – also known as the Reclamation Ditch Watershed (Fig. 1.1). These are Moss Landing Marine Laboratories (MLML), the Resource Conservation District of Monterey County (RCDMC), Central Coast Watershed Studies (CCoWS), Return of the Natives (RON), Community Alliance with Family Farmers (CAFF), and Coastal Conservation and Research (CC&R). The primary goal is to reduce non-point source pollution – particularly suspended sediment, nutrients, and pesticides – and thereby improve near-shore coastal waters of Moss Landing Harbor and the Monterey Bay. This study presents the third post-nourishment survey (January 1989) results for the Sand Key Phase II beach nourishment project carried out in June, 1988. The monitoring program to this beach nourishment project is a joint effort between the University of South Florida and University of Florida. The field surveys include a total of 26 profiles, encompassing approximately 3 miles of shoreline extending from DNR R-96 to R-1ll. The total calculated volume loss of sand in the nourished segment (from R-99G to R-107) between the July 88 and January 89 surveys is 51,113 cubic yards, which is a loss about 9.7 percent of 529,150 cubic yards actually placed in the nourishment project. The total loss of sand computed in the entire survey area is 26,796 cubic yards, which is only 5.1 percent of the sand placed in the nourishment project. It is stressed that a part of these net volume reductions is due to the background erosion and not due to spreading losses induced by the nourishment project. (PDF contains 168 pages.)

Atualmente não é possível pensar em gestão de projetos sem uma boa ferramenta apoiada em Tecnologia da Informação. Este trabalho estudou o processo de implantação e personalização do Microsoft Project Server na Câmara dos Deputados com o objetivo de avaliar se essa implantação se deu de maneira adequada segundo as melhores práticas de gestão de projetos, além de levantar as principais lições aprendidas no processo. Para tanto foi realizada uma pesquisa documental, em que, na primeira parte fez-se um apanhado em nível teórico das melhores práticas de gestão de projetos, notadamente PMBOK do PMI e a consulta a autores relevantes no contexto da gestão de projetos e da aprendizagem organizacional. Em um segundo momento foram pesquisados documentos relacionados ao processo de implantação como o edital de licitação, atas de reunião, atos normativos, dentre outros. Dos dados levantados foram identificadas falhas por parte da Câmara dos Deputados tais como elevado número de exigências de personalizações no ambiente e conhecimento limitado, a priori, da ferramenta, de suas capacidades e limitações. Por parte da contratada, observou-se falhas como desorganização, planejamento ruim, descumprimento de prazos, pendências, grandes atrasos e mudanças na equipe técnica do projeto. Pela análise dessas falhas, levantaram-se diversas lições aprendidas no processo. Por fim, concluiu-se que o processo de implantação do Microsoft Project Server na Câmara dos Deputados foi parcialmente adequado, pois apesar de ao final estar implantado de acordo com o escopo requerido, o processo como um todo apresentou muitas falhas.

Two research projects on pool boiling in microgravity have been conducted aboard the Chinese recoverable satellites. Ground-based experiments have also been performed both in normal gravity and in short-term microgravity in the Drop Tower Beijing. Steady boiling of R113 on thin platinum wires was studied with a temperature-controlled heating method, while quasi-steady boiling of FC-72 on a plane plate was investigated with an exponentially increasing heating voltage. In the first case, slight enhancement of heat transfer is observed in microgravity, while diminution is evident for high heat flux in the second one. Lateral motions of bubbles on the heaters are observed before their departure in microgravity. The surface oscillation of the merged bubbles due to lateral coalescence between adjacent bubbles drives it to detach from the heaters. The Marangoni effect on the bubble behavior is also discussed. The perspectives for a new project DEPA-SJ10, which has been planned to be flown aboard the Chinese recoverable satellite SJ-10 in the future, are also presented.
