The aim of this paper is to discover the origins of utility regulation in Spain, and to analyse, from a microeconomic perspective, its characteristics and the impact of regulation on consumers and utilities. Madrid and the Madrilenian utilities are taken as a case study. The electric industry in the period studied was a natural monopoly2. Each of the three phases of production, generation, transmission and distribution, had natural monopoly characteristics. Therefore, the most efficient form to generate, transmit and distribute electricity was the monopoly because one firm can produce a quantity at a lower cost than the sum of costs incurred by two or more firms. A problem arises because when a firm is the single provider it can charge prices above the marginal cost, at monopoly prices. When a monopolist reduces the quantity produced, price increases, causing the consumer to demand less than the economic efficiency level, incurring a loss of consumer surplus. The loss of the consumer surplus is not completely gained by the monopolist, causing a loss of social surplus, a deadweight loss. The main objective of regulation is going to be to reduce to a minimum the deadweight loss. Regulation is also needed because when the monopolist fixes prices at marginal cost equal marginal revenue there would be an incentive for firms to enter the market creating inefficiency. The Madrilenian industry has been chosen because of the availability of statistical information on costs and production. The complex industry structure and the atomised demand add interest to the analysis. This study will also provide some light on the tariff regulation of the period which has been poorly studied and will complement the literature on the US electric utilities regulation where a different type of regulation was implemented.

Since the 1980s the traditional European winegrowing regions have been carrying out deep changes in response to the onslaught of winegrowers in the New World. In recent years Spanish regions have been foremost in Europe in terms of change in areas turned over to wine production and distribution. This study analyses the main sequences of changes the Spanish wine industry has undergone: the evolution of consumption through the changes in consumer drinking habits; the leading role of exports in international markets; the spread of different types of marketing and business organization; the distribution in large and small sellers, and the main factors that have been involved in the chain of production and in the modernization of the wineries.

Network airlines have been increasingly focusing their operations on hub airports through the exploitation of connecting traffic, allowing them to take advantage of economies of traffic density, which are unequivocal in the airline industry. Less attention has been devoted to airlines' decisions on point-to-point thin routes, which could be served using different aircraft technologies and different business models. This paper examines, both theoretically and empirically, the impact on airlines' networks of the two major innovations in the airline industry in the last two decades: the regional jet technology and the low-cost business model. We show that, under certain circumstances, direct services on point-to-point thin routes can be viable and thus airlines may be interested in deviating passengers out of the hub. The reported prevalence of late-life depressive symptoms varies widely between studies, a finding that might be attributed to cultural as well as methodological factors. The EURO-D scale was developed to allow valid comparison of prevalence and risk associations between European countries. This study used Confirmatory Factor Analysis (CFA) and Rasch models to assess whether the goal of measurement invariance had been achieved; using EURO-D scale data collected in 10 European countries as part of the Survey of Health, Ageing and Retirement in Europe (SHARE) (n = 22,777). The results suggested a two-factor solution (Affective Suffering and Motivation) after Principal Component Analysis (PCA) in 9 of the 10 countries. With CFA, in all countries, the two-factor solution had better overall goodness-of-fit than the one-factor solution. However, only the Affective Suffering subscale was equivalent across countries, while the Motivation subscale was not. The Rasch model indicated that the EURO-D was a hierarchical scale. While the calibration pattern was similar across countries, between countries agreement in item calibrations was stronger for the items loading on the affective suffering than the motivation factor. In conclusion, there is evidence to support the EURO-D as either a uni-dimensional or bi-dimensional scale measure of depressive symptoms in late-life across European countries. The Affective Suffering sub-component had more robust cross-cultural validity than the Motivation sub-component.

This dissertation focuses on the practice of regulatory governance, throughout the study of the functioning of formally independent regulatory agencies (IRAs), with special attention to their de facto independence. The research goals are grounded on a "neo-positivist" (or "reconstructed positivist") position (Hawkesworth 1992; Radaelli 2000b; Sabatier 2000). This perspective starts from the ontological assumption that even if subjective perceptions are constitutive elements of political phenomena, a real world exists beyond any social construction and can, however imperfectly, become the object of scientific inquiry. Epistemologically, it follows that hypothetical-deductive theories with explanatory aims can be tested by employing a proper methodology and set of analytical techniques. It is thus possible to make scientific inferences and general conclusions to a certain extent, according to a Bayesian conception of knowledge, in order to update the prior scientific beliefs in the truth of the related hypotheses (Howson 1998), while acknowledging the fact that the conditions of truth are at least partially subjective and historically determined (Foucault 1988; Kuhn 1970). At the same time, a sceptical position is adopted towards the supposed disjunction between facts and values and the possibility of discovering abstract universal laws in social science. It has been observed that the current version of capitalism corresponds to the golden age of regulation, and that since the 1980s no government activity in OECD countries has grown faster than regulatory functions (Jacobs 1999). Following an apparent paradox, the ongoing dynamics of liberalisation, privatisation, decartelisation, internationalisation, and regional integration hardly led to the crumbling of the state, but instead promoted a wave of regulatory growth in the face of new risks and new opportunities (Vogel 1996). Accordingly, a new order of regulatory capitalism is rising, implying a new division of labour between state and society and entailing the expansion and intensification of regulation (Levi-Faur 2005). The previous order, relying on public ownership and public intervention and/or on sectoral self-regulation by private actors, is being replaced by a more formalised, expert-based, open, and independently regulated model of governance. Independent regulation agencies (IRAs), that is, formally independent administrative agencies with regulatory powers that benefit from public authority delegated from political decision makers, represent the main institutional feature of regulatory governance (Gilardi 2008). IRAs constitute a relatively new technology of regulation in western Europe, at least for certain domains, but they are increasingly widespread across countries and sectors. For instance, independent regulators have been set up for regulating very diverse issues, such as general competition, banking and finance, telecommunications, civil aviation, railway services, food safety, the pharmaceutical industry, electricity, environmental protection, and personal data privacy. Two attributes of IRAs deserve a special mention. On the one hand, they are formally separated from democratic institutions and elected politicians, thus raising normative and empirical concerns about their accountability and legitimacy. On the other hand, some hard questions about their role as political actors are still unaddressed, though, together with regulatory competencies, IRAs often accumulate executive, (quasi-)legislative, and adjudicatory functions, as well as about their performance.

Quan Miguel Primo de Rivera va pujar al poder lâany 1923, una de les primeres accions que va portar a terme fou la imposició de la censura en la premsa, tant pel que fa a les publicacions periòdiques com als llibres. A la pràctica, però, lâimpacte dâaquesta censura en lâedició de llibres va ser força reduït: de fet, durant els anys que va durar el directori el món editorial va viure un creixement considerable, tant pel que fa als volums editats (originals i traduïts) com al nombre de segells editorials. Amb aquest treball em proposo construir una base de dades que inclogui totes les traduccions publicades a Catalunya de 1923 a 1930 a partir de la qual em sigui possible valorar diversos aspectes relacionats amb lâactivitat traductora durant la dictadura de Primo de Rivera (per exemple, les matèries i llengües més traduïdes, el perfil dels traductors més actius o les editorials i colâ¢leccions més actives en la traducció).

Translation during the noucentisme was a very important resource for standardising the modern Catalan language and for filling in the historical gaps of Catalan Literature. The literati of the noucentisme looked to Europe to find works that had similar ideals to their own and that could be presented in Catalonia to educate and instruct its new generations. The translation of children and young adultsâ literature, therefore, formed a major part of the project. Together with the best writers and illustrators of the period and the support of the publishing industry, the golden era in the history of children and young adultsâ literature emerged. In this project our aim is to study the reception of British children and young adultsâ literature during the noucentisme. This will be done by using Treasure Island and two of its translations, the first of which is from 1926 by Joan Arús and the second from 2008 by Joan Sellent. Cultural references and the illustrations will be analysed, and we shall ascertain whether the two translators and illustrators used domesticating or foreignising strategies and whether they followed the tendencies of translation of children and young adultsâ literature.

BACKGROUND AND STUDY AIMS: To summarize the published literature on assessment of appropriateness of colonoscopy for surveillance after polypectomy and after curative-intent resection of colorectal cancer (CRC), and report appropriateness criteria developed by an expert panel, the 2008 European Panel on the Appropriateness of Gastrointestinal Endoscopy, EPAGE II. METHODS: A systematic search of guidelines, systematic reviews and primary studies regarding the evaluation and management of surveillance colonoscopy after polypectomy and after resection of CRC was performed. The RAND/UCLA Appropriateness Method was applied to develop appropriateness criteria for colonoscopy for these conditions. RESULTS: Most CRCs arise from adenomatous polyps. The characteristics of removed polyps, especially the distinction between low-risk adenomas (1 or 2, small [< 1 cm], tubular, no high-grade dysplasia) vs. high-risk adenomas (large [> or = 1 cm], multiple [> 3], high-grade dysplasia or villous features), have an impact on advanced adenoma recurrence. Most guidelines recommend a 3-year follow-up colonoscopy for high-risk adenomas and a 5-year colonoscopy for low-risk adenomas. Despite the lack of evidence to support or refute any survival benefit for follow-up colonoscopy after curative-intent CRC resection, surveillance colonoscopy is recommended by most guidelines. The timing of the first surveillance colonoscopy differs. The expert panel considered that 56 % of the clinical indications for colonoscopy for surveillance after polypectomy were appropriate. For surveillance after CRC resection, it considered colonoscopy appropriate 1 year after resection. CONCLUSIONS: Colonoscopy is recommended as a first-choice procedure for surveillance after polypectomy by all published guidelines and by the EPAGE II criteria. Despite the limitations of the published studies, colonoscopy is also recommended by most of the guidelines and by EPAGE II criteria for surveillance after curative-intent CRC resection.

Le but principal de ce travail est de comparer les idées sur la langue et sur la linguistique a l'intérieur de deux processus de « construction de monde », à savoir le réagencement de l'Europe après la Première guerre mondiale et la création du monde nouveau voulu par l'Union soviétique. La comparaison est rendue pertinente par le fait que ces deux « constructions de monde » eurent lieu dans des atmosphères idéologiques opposées, puisque la Première guerre mondiale et la révolution bolchevique s'opposent radicalement en représentant, respectivement, le triomphe des nations et celui de l'internationalisme de classe. La comparaison se fera aussi à l'intérieur de l'Union soviétique, puisque l'internationalisme des années 1920 laissera la place dans les années 1930 et jusqu'à la mort de Staline en 1953 à un nationalisme soviétique représenté par la métaphore de la « citadelle assiégée ». L'hypothèse du travail est la suivante : la façon d'utiliser les faits de langue et la linguistique, et la façon de considérer l'objet-langue dans un processus de construction étatique dépendent de l'atmosphère idéologique à l'intérieur de laquelle cette utilisation a lieu. Dans la première partie, nous analysons les idées de trois linguistes professionnels (Antoine Meillet, Aleksandar Belic et Jordan Ivanov) relatives au réagencement de l'Europe après la guerre. De l'analyse de ces trois corpus de textes ressortira une espèce de contradiction, puisque ces linguistes qui, au début du XXème siècle, entendaient user de la science linguistique pour asseoir sur des bases solides la nouvelle Europe, le firent avec une « conscience linguistique » d'inspiration romantique, tout droit sortie du XIXeme siècle. La nécessité de proposer pour l'Europe une solution pratique et durable a très certainement amené ces linguistes à privilégier, peut-être inconsciemment, des théories linguistiques certes dépassées, mais qui avaient l'avantage de considérer les langues comme des objets discontinus et homogènes. Dans notre deuxième partie consacrée à l'Union soviétique, nous analysons des textes (d'auteurs parfois méconnus) traitant de ce que nous avons appelé la « révolution en langue » : partant du principe que le monde nouveau de la dictature du prolétariat allait être totalement différent du monde que l'on avait connu précédemment, certains auteurs des années 1920 furent convaincus que ce monde nouveau allait avoir besoin d'une langue nouvelle. Mais au lieu d'attendre que cette langue nouvelle apparaisse spontanément, par évolution, certains proposèrent d'introduire consciemment dans la langue, par révolution, les changements selon eux nécessaires pour que la langue corresponde aux nouveaux besoins. Dans ce contexte, l'objet-langue est considéré comme un simple outil de communication qu'il est possible de modifier à sa guise, et la linguistique comme une discipline technique. Cette idée de changer la langue disparaîtra de l'URSS des années 1930, avec le passage vers le nationalisme soviétique. A la place, on préférera rappeler que les langues ne peuvent évoluer que par évolution, que l'on ne peut pas changer la langue, que l'on ne peut pas créer une langue selon notre volonté. Dans le contexte de la « citadelle assiégée », la langue russe deviendra le signe distinctif de l'Union soviétique qu'il sera impossible de toucher et de modifier. La langue n'est plus un outil, elle est désormais un symbole. Avec la comparaison de ces deux situations particulières (trois si l'on distingue les deux atmosphères de l'URSS), nous pensons avoir montré que l'apparition de certaines idées sur la langue et sur la linguistique est liée au contexte et aux besoins.

The Institute of Public Health in Ireland (IPH) is a partner in the European project DETERMINE, building on its previous involvement in the Closing the Gap project in 2004-2006. In the first year of the project (2007-2008) 15 DETERMINE partners identified policies and actions that have taken place within countries, and at the EU level, to address Social Determinants of Health Inequalities. These policies and actions were identified via a questionnaire, which also identified structures and tools/mechanisms being used in the country to support a 'health in all policy' approach.

It makes specific reference to the European Commission's proposal for a new programme of community action in the field of public health for 2001-2006.
