R&D investments are seen has having an enormous potential impact on the competitive position of regions and perhaps on regional convergence (or divergence) too. The aim of the paper is to study both the localization of R&D investments and regional income distribution among the NUTs 3 regions of Portugal to conclude if these variables are related or not. To study the spatial convergence (approximation) of per capita income (GDPpc) and R&D investments in the regions of Portugal, we use a standard methodology of spatial econometrics. We conclude that regions with higher GDPpc are not the same with the highest concentration of R&D investments, with the exception of the northern coastline. The R&D investments are geographically linked to the network of higher education institutions, especially in the interior regions of the country. The northern regions reveal more dynamic in terms of R&D, which apparently is not felt in the population's standard of living measured by GDPpc.

The external evaluation of non-higher education schools in Portugal has been developed by the General Inspectorate of Education since 2006. A first cycle of evaluation was completed, covering all educational units in continental Portugal up to 2011. The model of evaluation has since been subject to alterations, and a second cycle of evaluation is now coming to an end. The current model of evaluation is based on documental analysis, analysis of students’ results, and panel interviews with a variety of representatives of the school community, and addresses three domains: results, provision of educational service and management. This paper is part of an ongoing research project, developed by 6 universities and supported by the Portuguese Foundation for Science and Technology (PTDC/CPE-CED/116674/2010) which intends to analyse the impacts and effects this process of external evaluation has had on Portuguese schools. This project includes a variety of perspectives and methodologies. In particular, we will focus on two case studies undertaken in two schools from the northern region of Portugal, and more specifically on the perspectives expressed by the teachers of those schools. These particular schools were chosen because they have been evaluated twice and represent different educational levels (basic and secondary), contexts and results. These case studies included the analysis of documental data, interviews to key informants and a questionnaire directed to teachers (n = 141) – the latter will be the main focus of this paper. Teachers are essential elements of the school community when considering the impacts of external evaluation, as any changes directed at teaching practices, student evaluation, among others are only possible through their direct action and implication. Therefore, their perceptions on the process and its impacts are crucial to the understanding of what does and does not change in schools as a consequence of external evaluation. Although teachers’ opinions are not homogenous and each school reveals a number of differences when it comes to teachers’ perceptions of School Evaluation, it was possible to stress some areas as the most and as the least consensual. Teachers in both schools agree External School Evaluation (ESE) is useful for the identification of the schools’ strengths and weaknesses, values students’ external evaluation results, imposes a model for schools internal evaluation (and in fact contributes to the very existence of internal evaluation practices), and contributes to schools improvement. However teachers in both schools do not believe ESE contributes to teachers’ autonomy produces changes in how curriculum is managed, or leads to innovative teaching practices. These results point to a greater emphasis on change at the levels of school management, self-evaluation and particularly internal evaluation, but little impact on the teaching practices. We believe the classroom is at the core of school practices and teaching processes are essential to any measure of school quality and to their impacts on student learning.

This article focuses on the connections between built heritage-making and socioeconomic renewal in declining rural areas. Drawing on fieldwork in twelve rural villages in eastern Portugal, it sheds light on the outcomes of a State-led programme, the objectives of which were to renovate the historic built fabric and generate tourism revenue for a region with declining population levels. Overall, the programme was successful in terms of preservation / conservation of monuments and the built fabric, but failed to stimulate the anticipated social and economic development. The conclusion is that the making of heritage spaces is not the remedy for the economic and demographic ills of rural areas, notwithstanding the positive effect that such measures may have in certain cases.

In Portugal, boron deficiency has been observed almost everywhere, in particular in the interior of the country, causing severe crop damage. In the 1950’s, the growth anomalies in the Douro vineyards were recognised as a boron deficiency (called ´maromba’). From the 1980’s onwards systematic studies have been carried out in the northern and central interior of Portugal with the purpose of identifying and correcting this deficiency in fruit trees and forest/agroforest species. In this review paper an inventory of geological/lithological formations and soil groups is carried out where the boron shortage was most often detected. The environmental conditions that enhanced the occurrence of boron deficiency were reviewed. Based on studies carried out in these regions, the deficiency symptoms of selected trees were described, and also the boron concentrations in soils and leaves in which the symptoms had been observed were recorded. Experimental results of boron fertilisation in terms of growth or yield increase of crops were presented. Finally, an attempt is made to explain perplexities arisen from unexpected plant reactions, either due to the deficiency or to boron application, since the emergence of ´maromba’ in the 19th century until the present. In addition, some strategies for correction of scarcity of this micronutrient are suggested

ABSTRACT: It is in an international context, characterized by the growing cultural, ethnical, linguistic diversity and other aspects of school populations, which lead educational communities to severe changes, that the present investigational work refers to, whose topic is the inclusion of language diversity in the basic teaching, in the specific context of Escola Básica com Jardim de Infância de Ammaia, located in the rural interior of Portugal, to be more accurate, in the North Alentejo region. The research, based on the interpretational paradigm, is characterized by a qualitative investigation, more precisely in a case study, which had as a main source of data gathering the interviews done to four teachers and an immigrant parent, which were subjected to posterior content analysis. Among the aims of the study were the identification of some educational responses organized by schools, in the extent of its autonomy, regarding the inclusion of migrant pupils and the main favoring and obstruction factors to the inclusion of these same pupils, in the perspective, conception and comprehension of the most direct intervenient in the process, namely teachers and parents of these pupils. From the analysis and interpretation of the results it is visible the effort educational communities have been making in order to adapt themselves to the inclusion of the multi/interculturality, namely linguistic, in spite of the difficulties they find, such as the lack of formation of teachers and the scarcity of resources to guarantee the success of this new school population. Likewise, it allowed to prove some data pointed out by the investigation, namely the dissemination of this population throughout the national territory and the generalization of the practice called "disqualification”, by placing pupils in inferior levels to those they attended abroad. It was also possible to point out some of the factors that most contribute to their inclusion, of which stand out the establishment of solid affective relationship between these pupils and their peers and the necessity to use progressive and flexible methods, adapted to the needs and capacities of the pupils, able to guarantee an adequate proficiency level of the Portuguese language, as the key factor to their educational success.

Scuba diving allows for underwater visitation of cultural and natural resources. Underwater routes can be used as a tool for guided and supervised underwater visits. Two scuba diving routes were implemented in the Algarve (South of Portugal), the "B24" and "Poco" diving sites. The perceptions of scuba divers regarding several aspects of the routes and the existing support infrastructures were studied following a survey carried out through face-to-face interviews from 2008 to 2012. Divers profile and their perceptions were analysed using 246 valid questionnaires. Divers were mainly Portuguese, over 30 years old and with more than 12 years of formal education. Some of the support infrastructures did not achieve a "good" or "acceptable" grade. This should be carefully considered by diving operators and managers, because perceptions tend to circulate throughout the diving tourists. All features of interpretative slates were graded as highly satisfactory. Overall, diver satisfaction increased slightly after route implementation, with an average ranking of "good". These findings support the implementation of underwater routes as a way to promote diving activity, and to increase divers' environmental education and awareness. (C) 2013 Elsevier Ltd. Recreational shore fishing along 250 km of the south and south-west coast of Portugal was studied based on roving creel and aerial surveys. Surveys were conducted between August 2006 and July 2007, following a stratified random-sampling design and provided information on catch and effort, harvest and discards, angler demographics and fishing habits. Overall, 192 roving creel surveys, 24 aerial surveys and 1321 interviews were conducted. Based on the aerial surveys, a mean +/- s.e. total fishing effort of 705 236 +/- 32 765 angler h year(-1) was estimated, corresponding to 166 430 +/- 9792 fishing trips year(-1). Average time spent per fishing trip was 4.7 h. A total of 48 species, belonging to 22 families, were recorded in roving creel surveys. The most important species was Diplodus sargus, accounting for 44% of the total catches by number and 48% by mass. Estimated mean +/- s.e. total annual recreational shore fishing catch was 160.2 +/- 12.6 t year(-1) (788 049 +/- 54 079 fishes year(-1)), of which 147.4 +/- 11.9 t year(-1) (589 132 +/- 42 360 fishes year(-1)) was retained. Although overall shore-based recreational catches only corresponded to 0.8% of the commercial landings (only common species considered), D. sargus catches by recreational shore anglers were considerable, corresponding to 65% of the commercial landings. The implications of these results for integrated fisheries management and conservation are discussed, and future research proposed.
