Estudo dos recursos ao poder conclusivo das comissões da Câmara dos Deputados. Faz uma análise de dados do seu cabimento, de suas razões, sua ocorrência e a influência do Executivo. Para tanto, sistematiza as informações através da identificação e estudo dos dados que abrangem a 52ª Legislatura. Aborda os mecanismos regimentais pertinentes, além dos outros fatores intervenientes.

The strange attractor of a kind of 2-dimensional map and dynamical properties on it

On the basis of previous works, the strange attractor in real physical systems is discussed. Louwerier attractor is used as an example to illustrate the geometric structure and dynamical properties of strange attractor. Then the strange attractor of a kind of two-dimensional map is analysed. Based on some conditions, it is proved that the closure of the unstable manifolds of hyberbolic fixed point of map is a strange attractor in real physical systems.

Lessons from the northern hake long-term management plan: Could the economic assessment have accepted it?

An economic expert working group (STECF/SGBRE-07-05) was convened in 2007 for evaluating the potential economic consequences of a Long-Term Management Plan for the northern hake. Analyzing all the scenarios proposed by biological assessment, they found that keeping the F in the status quo level was the best policy in terms of net present values for both yield and profits. This result is counter intuitive because it may indicate that effort costs do no affect the economic reference points. However, it is well accepted that the inclusion of costs affects negatively the economic reference points. In this paper, applying a dynamic agestructured model to the northern hake, we show that the optimal fishing mortality that maximizes the net present value of profits is lower than Fmax.

"I'm on it 24/7 at the moment" : A qualitative examination of multi-screen viewing behaviours among UK 10-11 year olds

Background: Screen-viewing has been associated with increased body mass, increased risk of metabolic syndrome and lower psychological well-being among children and adolescents. There is a shortage of information about the nature of contemporary screen-viewing amongst children especially given the rapid advances in screen-viewing equipment technology and their widespread availability. Anecdotal evidence suggests that large numbers of children embrace the multi-functionality of current devices to engage in multiple forms of screen-viewing at the same time. In this paper we used qualitative methods to assess the nature and extent of multiple forms of screen-viewing in UK children. Methods: Focus groups were conducted with 10-11 year old children (n = 63) who were recruited from five primary schools in Bristol, UK. Topics included the types of screen-viewing in which the participants engaged; whether the participants ever engaged in more than one form of screen-viewing at any time and if so the nature of this multiple viewing; reasons for engaging in multi-screen-viewing; the room within the house where multi-screen-viewing took place and the reasons for selecting that room. All focus groups were transcribed verbatim, anonymised and thematically analysed. Results: Multi-screen viewing was a common behaviour. Although multi-screen viewing often involved watching TV, TV viewing was often the background behaviour with attention focussed towards a laptop, handheld device or smart-phone. There were three main reasons for engaging in multi-screen viewing: 1) tempering impatience that was associated with a programme loading; 2) multi-screen facilitated filtering out unwanted content such as advertisements; and 3) multi-screen viewing was perceived to be enjoyable. Multi-screen viewing occurred either in the child's bedroom or in the main living area of the home. There was considerable variability in the level and timing of viewing and this appeared to be a function of whether the participants attended after-school clubs. Conclusions: UK children regularly engage in two or more forms of screen-viewing at the same time. There are currently no means of assessing multi-screen viewing nor any interventions that specifically focus on reducing multi-screen viewing. To reduce children's overall screen-viewing we need to understand and then develop approaches to reduce multi-screen viewing among children.

Gestão de documentos no Poder Legislativo: análise do funcionamento de uma Comissão Parlamentar de Inquérito

Estudo de caráter exploratório que visa analisar o funcionamento de uma Comissão Parlamentar de Inquérito da Câmara dos Deputados a partir do ferramental metodológico da gestão de documentos e da arquivologia. A pesquisa foi realizada a partir das fontes primárias do acervo da Comissão Parlamentar de Inquérito da Pirataria de Produtos Industrializados. As unidades da Câmara dos Deputados objeto de análise foram a Coordenação de Arquivo e o Departamento de Comissões. A interpretação dos dados e a discussão teórica apoiaram-se na literatura especializada nas áreas de gestão de documentos, arquivologia, ciência da informação. A implantação da gestão de documentos foi analisada tendo em conta a sua relevância para o alcance da transparência administrativa. Foram analisados os tipos de controle realizados pelos parlamentos e abordadas as principais características das Comissões Parlamentares de Inquérito. Os resultados indicaram que: i) a gestão de documentos é uma importante ferramenta de gerenciamento para as modernas administrações; ii) a aplicação da gestão de documentos nas Comissões Parlamentares de Inquérito pode contribuir para maior eficácia desses instrumentos legislativos de investigação; iii) a implantação de um programa de gestão de documentos possibilita maior acesso do público aos documentos e às informações da instituição.
