In 2000, Ramadan school vacation coincided with the original annual exam period of December in Bangladesh. This forced schools to pre-pone their final exam schedules in November, which was the month before the harvest begins. 'Ramadan 2000' is a natural experiment that reduced the labor demand for children during the exam period. Using household level panel data of 2000 and 2003, and after controlling for various unobservable variations including individual fixed effects, aggregate year effects, and subdistrict-level year effects, this paper finds evidence of statistically significant impact of seasonal labor demand on school dropout in Bangladesh among the children from agricultural households.
Where does Philippine education go? : the "K to 12" program and reform of Philippine basic education

In 2012 the Philippines launched its "K to 12" Program, a comprehensive reform of its basic education. Through this reform, the Philippines is catching up with global standards in secondary education and is attaching a high value to kindergarten. The structure, curricula, and philosophy of the education system are undergoing reform and improvement. The key points of the new policy are "preparation" for higher education, "eligibility" for entering domestic and overseas higher educational institutions, and immediate "employability" on graduating, all leading toward a "holistically developed Filipino". This policy appears admirable and timely, but it faces some pedagogical and socioeconomic problems. The author wants to point out in particular that the policy needs to address gender problems and should be combined with demand-side approaches in order to promote poverty alleviation and human development in the Philippines.

In recent years, interest has been drawn towards new inclusive business models designed to generate opportunities for human development and thus improve the living standards of the poorest. Social enterprise, defined as an organization that aims to create social value by developing an economic activity, can influence change and therefore serve as a model to create sustainable organizations in the coming years. This paper will describe the concept of social enterprise from two different points of view ? that of the traditional European social economy and the developing economies approach. In addition, it will propose a model for the organizational analysis and will apply the suggested model in the case of Grameen-Danone.

The concept of Project encompasses a semantic disparity that involves all areas of professional and nonprofessional activity. In the engineering projects domain, and starting by the etymological roots of the terms, a review of the definitions given by different authors and their relation with sociological trends of the last decades is carried out. The engineering projects began as a tool for the development of technological ideas and have been improved with legal, economic and management parameters and recently with environmental aspects. However, the engineering projects involve people, groups, agents, organizations, companies and institutions. Nowadays, the social implications of projects are taken into consideration but the technology for social integration is not consolidated. This communication provides a new framework based on the experience for the development of engineering projects in the context of "human development", placing people in the center of the project

In arid countries worldwide, social conflicts between irrigation-based human development and the conservation of aquatic ecosystems are widespread and attract many public debates. This research focuses on the analysis of water and agricultural policies aimed at conserving groundwater resources and maintaining rurallivelihoods in a basin in Spain's central arid region. Intensive groundwater mining for irrigation has caused overexploitation of the basin's large aquifer, the degradation of reputed wetlands and has given rise to notable social conflicts over the years. With the aim of tackling the multifaceted socio-ecological interactions of complex water systems, the methodology used in this study consists in a novel integration into a common platform of an economic optimization model and a hydrology model WEAP (Water Evaluation And Planning system). This robust tool is used to analyze the spatial and temporal effects of different water and agricultural policies under different climate scenarios. It permits the prediction of different climate and policy outcomes across farm types (water stress impacts and adaptation), at basin's level (aquifer recovery), and along the policies’ implementation horizon (short and long run). Results show that the region's current quota-based water policies may contribute to reduce water consumption in the farms but will not be able to recover the aquifer and will inflict income losses to the rural communities. This situation would worsen in case of drought. Economies of scale and technology are evidenced as larger farms with cropping diversification and those equipped with modern irrigation will better adapt to water stress conditions. However, the long-term sustainability of the aquifer and the maintenance of rurallivelihoods will be attained only if additional policy measures are put in place such as the control of illegal abstractions and the establishing of a water bank. Within the policy domain, the research contributes to the new sustainable development strategy of the EU by concluding that, in water-scarce regions, effective integration of water and agricultural policies is essential for achieving the water protection objectives of the EU policies. Therefore, the design and enforcement of well-balanced region-specific polices is a major task faced by policy makers for achieving successful water management that will ensure nature protection and human development at tolerable social costs. From a methodological perspective, this research initiative contributes to better address hydrological questions as well as economic and social issues in complex water and human systems. Its integrated vision provides a valuable illustration to inform water policy and management decisions within contexts of water-related conflicts worldwide.

The engineering careers models were diverse in Europe, and are adopting now in Spain the Bolonia process for European Universities. Separated from older Universities, that are in part technically active, Civil Engineering (Caminos, Canales y Puertos) started at end of 18th century in Spain adopting the French models of Upper Schools for state civil servants with exam at entry. After 1800 intense wars, to conserve forest regions Ingenieros de Montes appeared as Upper School, and in 1855 also the Ingenieros Agrónomos to push up related techniques and practices. Other Engineers appeared as Upper Schools but more towards private factories. These ES got all adapted Lower Schools of Ingeniero Tecnico. Recently both grew much in number and evolved, linked also to recognized Professions. Spanish society, into European Community, evolved across year 2000, in part highly well, but with severe discordances, that caused severe youth unemployment with 2008-2011 crisis. With Bolonia process high formal changes step in from 2010-11, accepted with intense adaptation. The Lower Schools are changing towards the Upper Schools, and both that have shifted since 2010-11 various 4-years careers (Grado), some included into the precedent Professions, and diverse Masters. Acceptation of them to get students has started relatively well, and will evolve, and acceptation of new grades for employment in Spain, Europe or outside will be essential. Each Grado has now quite rigid curricula and programs, MOODLE was introduced to connect pupils, some specific uses of Personal Computers are taught in each subject. Escuela de Agronomos centre, reorganized with its old name in its precedent buildings at entrance of Campus Moncloa, offers Grados of Agronomic Engineering and Science for various public and private activities for agriculture, Alimentary Engineering for alimentary activities and control, Agro-Environmental Engineering more related to environment activities, and in part Biotechnology also in laboratories in Campus Monte-Gancedo for Biotechnology of Plants and Computational Biotechnology. Curricula include Basics, Engineering, Practices, Visits, English, ?project of end of career?, Stays. Este Proyecto Fin de Carrera (PFC) tiene como objetivos el análisis, diseño e implementación de un sistema web que permita a los usuarios familiarizarse con el Índice de Desarrollo Humano (IDH), publicado anualmente por Naciones Unidas, ofreciendo un servicio de gestión y descarga de una aplicación móvil relacionada con dicho índice. La aplicación móvil es un juego educativo basado en preguntas sobre el IDH de los países, desarrollada en paralelo con este proyecto. El servicio web implementado en este proyecto facilita tanto la descarga, administración y actualización de contenidos como la interacción entre los usuarios. El sistema está formado por un servidor web, una base de datos de usuarios y contenidos y un portal web desde el cual puede descargarse la aplicación móvil, realizar consultas sobre estadísticas de juego y conocer el IDH sin necesidad de jugar. El buscador avanzado que ha sido desarrollado para conocer el IDH permite al usuario adquirir destrezas y entrenarse por sí solo para mejorar sus resultados de juego. Los administradores del sistema tienen la capacidad de gestionar el contenido del portal, los usuarios que solicitan darse de alta y la funcionalidad ofrecida, es decir, actualización del juego, foros y noticias. La instalación del sistema implementado en un servidor web ha permitido su verificación exitosa así como la provisión del servicio de información y sensibilización sobre el IDH, actualizado mediante la información de Naciones Unidas, motivación original del proyecto. ABSTRACT This Final Year Project takes as targets the analysis, design and implementation of a web system that allows to the users to familiarize with the Human Development Index (HDI), published annually by United Nations, offering a service of management and download a mobile application associated with that index. The mobile application is an educational game based on questions on the IDH of the countries, developed in parallel with this project. The web service implemented by means of this Project facilitates download, administration and update of contents and the interaction between the users across the cooperative game. The system consists of a web server, a database of users and content and a web portal from which you can download the mobile application, perform queries on game statistics, or discover the HDI without need for play. The advanced search engine that has been developed for the HDI allows the user to purchase and train for skills to improve their game results. System administrators have the ability to manage the content of the portal, users requesting register and the functionality offered, i.e., update to the game, forums and news. The installation of the system that was implemented has allowed successful verification and the provision of an information and awareness on the HDI, updated with the information from the United Nations, original motivation of the project.

Este Proyecto Fin de Carrera (PFC) tiene como objetivo el análisis, diseño e implementación de un videojuego móvil multijugador, con un enfoque educativo, para la sensibilización sobre el Índice de Desarrollo Humano (IDH). El sistema resultante se ha desarrollado para la Plataforma Android, utilizando el Framework AndEngine, que utiliza aceleración hardware de la GPU para garantizar un buen rendimiento en terminales de gama baja, de modo que pueda utilizarse en un amplio número de terminales móviles disponibles en el mercado. La aplicación se presenta como un juego de cartas con los diferentes países y sus datos humanitarios, los jugadores deben conocer el peso de los índices de desarrollo (esperanza de vida, renta, educación) de los países en comparación con los países de los otros jugadores. El sistema de juego premia a los jugadores con mayores conocimientos sobre los datos humanos de los diferentes países del mundo, de ese modo los mejores jugadores serán los que tengan más conocimientos de estos datos. El juego permite jugar partidas en solitario utilizando jugadores manejados por la CPU, o multijugador mediante WIFI o 3G. La actualización de la información y de los datos de las partidas se realiza a través de la comunicación con un servidor web ya implementado de forma complementaria a la realización de este proyecto. El sistema ha sido integrado y validado satisfactoriamente con diferentes terminales móviles y usuarios de diferente perfil de edad y uso. This Project End of Career (PFC) takes as an aim the analysis, design and implementation of a multiplayer mobile videogame, with an educational approach, for the awareness on the Human Development Index (HDI). The resultant system has been developed for the Platform Android, using the AndEngine Framework, which uses hardware acceleration of the GPU to ensure a good performance on low-end terminals, so that it can be used in a wide range of mobile handsets available in the market. The application is presented as a card game with the different countries and his humanitarian information, the players must know the weight of the indexes of development (life expectancy, revenue, education) of the countries in comparison with the countries of other players. The game system rewards players with more knowledge on human information of different countries, thus the best players will be those with more knowledge of these information. The game allows to play items in solitarily using players handled by the CPU, or multiplayer by means of WIFI or 3G. The update of the information and data of the online games is done through communication with a web server implemented as a complement to the realization of this project. The system has been built and successfully validated with different mobile terminals and users of different age and usage profile. Motivación Internet es sin duda sinónimo de telecomunicaciones en este momento, es la tecnología no de futuro, sino de presente llamada a cambiar la sociedad hasta puntos insospechables, sin opción de retorno. Hoy en día ha cambiado la forma en la que nos relacionamos, la forma en la que trabajamos y la manera en que tomamos decisiones se ve fuertemente apoyada en esta herramienta. Por supuesto el devenir de la Red está por ver, los gobiernos y las grandes compañías quieren "meter mano" en el control de los contenidos, sin embargo parece que la Red sabe autogestionarse y es capaz de funcionar dentro de un modelo semi-anárquico. Objetivos El objetivo del presente proyecto es dar a conocer los orígenes de la red de redes, desarrollando un entorno social, político, económico y tecnológico para una mejor comprensión. El lector no obtendrá un extenso conocimiento técnico sobre redes y ordenadores, sin embargo será capaz de entender los verdaderos motivos que llevaron a una comunidad científica a crear la mayor herramienta para el desarrollo del ser humano. También es mi intención hacer que el lector reflexione sobre cómo influyen diferentes factores en el devenir de los hechos, momentos de grandes cambios sociales o políticos, o cómo la ciencia resuelve problemas mediante la observación o el análisis, buscando siempre la mejor opción, sin conformarse con soluciones a medias. Estructura El proyecto está estructurado en 3 grandes bloques. El primer bloque corresponde a los tres primeros capítulos que nos adentran en el tema vía una introducción a modo de punto de partida u origen del concepto, un marco histórico del período de formación de la Red y un pequeño análisis del estado del arte de los ordenadores desde sus orígenes como tal, prácticamente coetáneos con el origen de Internet. El segundo bloque narra cómo comienza el desarrollo de la Red, los pasos que se van dando y las soluciones adoptadas hasta llegar a lo que conocemos hoy día como la red de redes: Internet. Por último se detallan las conclusiones obtenidas tras la escritura de este documento, realizando una serie de reflexiones globales que me surgen tras conocer la historia de la Red. ABSTRACT. Motivation Nowadays Internet without any doubt means telecommunications. It is not the future technology but the present one and it is supposed to change the society to an unexpected point, without possibility of return. It has already changed the way we communicate each other, the way we work and also the way we take decisions are strongly hold by this tool. Meanwhile we will see the becoming of the Network, the governments and the big companies want to have the control over the contents, however it seems that the Network has the ability to self-manage and it is also capable to keep working in a semi-anarchic model. Objectives The main aim of the present project is to show what is the real origin of the network of networks, developing a social, politic, economic and technologic context of it to ensure a better comprehension. The reader won´t get an extended knowledge about computing or networking, however he or she will be able to understand the truly motivation that lead a scientific community to create the most important tool for the human development. It is also my intention to make the reader think about how different facts, depending on the moment they take place like social or political changes, can transform the way everything happens and how science solves problems by the observation and the analysis, searching always the best option, without comply with half solutions. Structure This project is divided into three sections. The first part which includes the three first chapters place us in the topic by an introduction of the concept origin, an historic context of the period of Network development and a small analysis of the state of the art in computing since its origins, which appear at the same time as the Internet. The second block explains how the development of the Net starts, the steps followed and the solutions taken until the arrival of the network of networks we all know: the Internet. Finally, we can find the conclusions, which are exposed in a reflection way, with some considerations that came to me after writing this document about the history of the Internet.

Information and Communication Technologies (ICT) can help social enterprises and other organizations working on global sustainability issues and in the human development sector in general scale their social impact. The flexibility, dynamism, and ubiquity of ICTs make them powerful tools for improving relationships among organizations and their beneficiaries, multiplying the effects of action against many, if not all, aspects of global unsustainability, including poverty and exclusion. The scaling of social impact occurs in two different dimensions. On one hand, ICTs can increase the value proposition of a program or action (depth scaling) in different ways: providing accurate and fast needs recognition, adapting products and services, creating opportunities, building fairer markets, mobilizing actions on environmental and social issues, and creating social capital. On the other hand, ICTs can also increase the number of people reached by the organization (breadth scaling) by accessing new resources, creating synergies and networks, improving organizational efficiency, increasing its visibility, and designing new access channels to beneficiaries. This article analyzes the role of ICT in the depth and breadth scaling of social impact.

RESUMEN EN ESPAÑOL El presente Trabajo de Fin de Máster comprende un diagnóstico general del sector del acceso al agua potable y el saneamiento en la Ecorregión Lachuá (Guatemala), considerando la comunidad Las Promesas – Nueve Cerros como caso de estudio representativo del resto de comunidades de la región Se presenta diversa información recopilada sobre aspectos del sector que resultan relevantes desde el punto de vista de las intervenciones de cooperación al desarrollo humano. En primer lugar, se caracteriza la situación a nivel de la ERL, atendiendo a la disponibilidad de recursos hídricos y al estado del acceso al agua y el saneamiento en el conjunto de sus comunidades. A continuación se realiza una descripción de la comunidad estudiada, incluyendo tanto sus características biofísicas como las socioeconómicas. Posteriormente, se describe la situación actual del acceso al agua y el saneamiento en la comunidad, teniendo en cuenta aspectos como la calidad y cantidad de los recursos hídricos disponibles en su territorio, así como los modos de acceso al agua por parte de su población y las formas de saneamiento existentes. En base a los resultados obtenidos, se identifica la problemática referente al sector en cuestión en la comunidad y se propone una serie de aspectos de organización y de alternativas técnicas que podrían formar parte de la solución, tomando en consideración las opiniones, preferencias y demandas que la población tiene al respecto. Finalmente, se analiza la viabilidad de esas alternativas y se describe de forma general la solución propuesta. ABSTRACT The present Master’s Thesis covers a general diagnosis of the drinking water and sanitation access sector in Ecorregión Lachuá (Guatemala), considering Las Promesas – Nueve Cerros community as a representative study case of the whole region communities. Diverse information compiled about these sector aspects which are relevant from the human development cooperation interventions point of view is given. First of all, a characterization is made in the ERL level, attending to the availability of water resources and the condition of water and sanitation access of all the communities. Then, a description of the studied community is undertaken, including both biophysical and socioeconomic characteristics. Subsequently, the current community water and sanitation access is described, considering aspects such as the quality and quantity of the water resources available in the territory as well as the population access modes and the existing sanitation forms. Based on the obtained results, the community problems of the sector in question are identified and a series of organizational aspects and technical alternatives are proposed as part of the solution, considering the local population opinions, preferences and demands. Finally, the viability of these alternatives is analyzed and the proposed solution is broadly described.

El escaso crecimiento de los países del África subsahariana, lleva a la necesidad de plantear un tipo de modelo económico que se adapte a sus especiales características y que en definitiva, conduzca a las sociedades que viven en estos países a un aumento de su calidad de vida, mediante mejoras en todos los campos sociales tales como: la enseñanza, la salud y la nutrición, que puedan ayudar a transformar las perspectivas del crecimiento económico, especialmente en los países objeto de estudio, que se caracterizan por presentar bajos ingresos y escaso desarrollo humano. Se puede concluir, por tanto, diciendo que en definitiva, el fin es el desarrollo humano y que el crecimiento económico es un medio. El propósito del crecimiento económico debe ser enriquecer la vida de la gente. Los adelantos a corto plazo en materia de desarrollo humano son posibles, merced a un mayor crecimiento económico que a su vez no debe desligarse del respeto por el medioambiente y el entorno. Para conseguir estos objetivos, se plantea en la presente tesis un modelo económico, elaborado siguiendo las directrices de la Dinámica de Sistemas, mediante el uso del programa informático VENSIM. El modelo planteado se basa en la producción de energía eléctrica, que sería capaz de abastecer a una población y generar unos excedentes que podrían ser vendidos y las ganancias reinvertidas para impulsar el crecimiento económico de la población a la que abastece. ABSTRACT Low growth in sub-Saharan Africa, leading to the need to establish a type of economic model that suits their special characteristics and ultimately lead to societies that live in these countries to increase human capacity through improvements in all social fields such as education, health and nutrition that can help transform the prospects for economic growth, especially in the countries under study, which are characterized by low income and low human development. It can be concluded, therefore, saying that ultimately, the end is human development and economic growth is a means. The purpose of economic growth should be to enrich the lives of people. The short-term advances in human development are possible, thanks to higher economic growth which in turn should not be separated from respect for the environment and intone. To achieve these objectives, we propose in this thesis an economic model, developed under the guidance of dynamic systems, using the computer program VENSIM. The proposed model is based on the production of electricity, which would be able to supply a population and generate a surplus that could be sold and the proceeds reinvested to boost economic growth in the population it serves.

Ecuador, país sudamericano, aprobó en el año 2008 una Constitución en la que subyace un modelo de desarrollo humano multidimensional y alternativo al vigente. Sus dimensiones sociales, económicas, políticas, culturales y ambientales se encuentran en los textos correspondientes a los “Derechos”, “Régimen de Desarrollo” y “Régimen del Buen Vivir”; en tanto que las dimensiones territoriales se hallan expuestas en la “Organización Territorial del Estado”, conformada por regiones, provincias, cantones y parroquias rurales, con sus respectivos gobiernos autónomos descentralizados, a los que la misma Constitución les atribuye, entre otras, las competencias exclusivas de “planificar el desarrollo” y “formular los correspondientes planes de ordenamiento territorial”, y al Estado central la “planificación nacional”. No obstante, el marco legal dictado posteriormente -que otorga al Estado central la competencia de ordenación territorial, mediante la “Estrategia Territorial Nacional”-, no logra regular con eficacia, efectividad y eficiencia este ejercicio competencial, incluyendo en esta condición a los lineamientos técnicos dictados por el organismo nacional de planificación; volviendo urgente la vigencia de una ley que lo asuma, pero que demanda previamente el diseño de un modelo de gestión de estas competencias, propósito al cual procura contribuir el presente trabajo. Su estructura es la siguiente: Capítulo 1: “La problemática, objetivos y antecedentes”, en cuya formulación se destaca el estudio del marco jurídico y técnico vigente en relación a la ordenación territorial, partiendo de una breve visión sobre los empeños previos en Ecuador por adoptarla, y que se complementa con una evaluación preliminar de la experiencia vivida por los gobiernos autónomos descentralizados al formular y gestionar sus primeros planes de desarrollo y de ordenación territorial, en acatamiento del mandato constitucional. Luego se avanza en la definición del objetivo general del trabajo y de un conjunto coherente de objetivos específicos. Concluye este capítulo con el análisis del estado de la cuestión: los antecedentes sobre la ordenación territorial en América Latina, en el marco de sus predecesoras históricas. Capítulo 2: “Diseño del modelo de gestión”, que se inicia con el planteamiento de la metodología a seguir, condicionada especialmente por los propios textos constitucionales que vinculan en la relación de “correspondencia” a la ordenación territorial con la planificación del desarrollo y en consecuencia con el ejercicio de las competencias sectoriales asignadas por ella misma a los diferentes niveles de gobierno. Efectivamente, tal relación supone básicamente que la planificación del desarrollo adquiera el carácter de global, total, vale decir integral, en el sentido de que igualmente contemple sus dimensiones territoriales y que la planificación de éstas se integre a la de las dimensiones sociales, económicas, políticas, culturales y ambientales, de manera tal que en cada uno de los niveles la planificación del desarrollo sea un proceso único y un todo. Por estas condiciones, el diseño en cuestión demanda el tratamiento previo de los aspectos contemplados por la metodología en relación con la conceptualización y ordenamiento de la planificación y gestión del modelo de desarrollo humano previsto por la Constitución para los distintos niveles territoriales, seguido del análisis y evaluación del reparto competencial. En este marco se diseña el modelo de gestión en siete componentes específicos que definen los objetivos estratégicos generales a los cuales apuntará la ordenación territorial, estructuran con sus figuras –los planes–, un sistema integrado de alcance nacional, entienden al propio territorio bajo una visión sistémica y proponen un esquema metodológico general para la redacción de tales instrumentos. Luego se aborda en calidad de tema clave, la articulación con la planificación del desarrollo, el establecimiento de las dimensiones territoriales sectoriales y globales de ordenación en cada nivel territorial, que posibilita a su vez la formulación de los contenidos de las determinaciones de los planes y la definición de un conjunto de lineamientos para su gestión. Capítulo 3. “Verificación”, que se ha concretado en la puesta a consideración de un selecto grupo de expertos nacionales en ordenación territorial, el modelo propuesto siguiendo los procedimientos recomendados para este tipo de consultas. Capítulo 4. “Conclusiones Generales”, esto es, un conjunto coherente de proposiciones que condensan los resultados alcanzados en los diferentes capítulos precedentes y que demuestran la validez del modelo propuesto. ABSTRACT Ecuador approved a constitution, by 2008, where a multidimensional human development model, different to the one in force, underlies. Its social, economic, political, cultural and environmental dimensions are at the entries for "Rights", "Development Scheme" and "Rules of Good Living"; while the territorial dimensions are given by the "Territorial Organization of the State" section, consisting of regions, provinces, cantons and rural parishes, with their respective autonomous governments, to which the Constitution conferred, inter alia, the exclusive powers of "development planning" and "land use plan formulation," while the central state has the "national planning" competence. However, the subsequent issued legal framework - which gives the central state competences over land planning, using the "National Spatial Strategy" - fails to effectively regulate this exercise of jurisdiction, including in this condition the technical guidelines dictated by the national planning agency; thus becoming urgent to put in force a law that assume it, which demands the previous design of a management model of these competences, which is the aim that seeks to contribute the present work. Its structure is as follows: Chapter 1: "The problem, objectives and background" that includes the study of the legal and technical framework in force in relation to land planning, starts with a brief overview of previous efforts to adopt it in Ecuador. The chapter is complemented with a preliminary assessment of the experience of the autonomous governments to formulate and manage their early development plans and land planning, in compliance with the constitutional mandate. Subsequently the overall objective of the work and a coherent set of objectives are defined. This chapter concludes with an analysis of the state of art: the history of land use planning in Latin America in the context of their historical predecessors. Chapter 2, "Design of a management model", which begins with the methodological approach to follow, conditioned by the constitutional texts linking the relationship of "correspondence" land planning with development planning and with the exercise of the sectorial competences assigned by itself to different levels of government. Indeed, such a relationship basically means that development planning should acquire a global, comprehensive, complete, total, character in the sense that it also provides for their territorial dimensions and that their planning is integrated to social, economic, political, cultural and environmental factors, so that in each of the levels, development planning is a unique process and a whole. For these conditions, the design in question demands pretreatment of the aspects covered by the methodology in relation to the conceptualization and management of the planning and management of human development model envisaged by the Constitution to the various territorial levels, followed by analysis and evaluation of the distribution of powers. In this framework a management model is designed into seven specific components that define the overall strategic objectives which aim to land planning, structure plans, and an integrated nationwide system, that understand the territory under a systemic vision and propose a general methodological framework to draft these instruments. Then a key issue is addressed, the coordination with development planning, the establishment of sectorial and regional and global dimensions of management at each territorial level, which in turn allows the formulation of the contents of the plans determinations and defining a set of management guidelines. Chapter 3, "Verification", It has traduced into asking for the revision of the proposed model by a select group of national experts in spatial planning by following recommended procedures for such queries. Chapter 4, "General Conclusions", a coherent set of propositions that summarize the results obtained in the different preceding chapters, which demonstrates the validity of the proposed model.

Resumen Ushahidi es el programa africano de mayor difusión mundial, que permite mapear información vital, desde el punto de vista social, en zonas de catástrofe o de conflicto. Originalmente concebida para reunir las múltiples denuncias de fraude en relación a las elecciones kenianas, ha sido utilizada posteriormente en todo el mundo en centenares de situaciones diversas, generalmente relacionadas con situaciones de amenazas, crisis, ayuda humanitaria, etc. Este artículo presenta el fenómeno Ushahidi y sus aplicaciones, a fin de entender su alcance y sus posibles repercusiones. También se introducen temas de gran interés para el desarrollo humano como el Crowdsourcing, la GeoWeb, la Neogeografía y la Información Geográfica Voluntaria, dada su estrecha relación con el objeto del trabajo. Abstract Ushahidi is the African program of global outreach greater, which allows to map vital information from the social point of view, in areas of disaster or conflict. Originally designed to meet the multiple allegations of fraud in relation to the Kenyan elections, has since been used worldwide in hundreds of different situations, usually related to situations of threat, crisis, humanitarian aid, etc. This paper presents the Ushahidi phenomenon and its applications, in order to understand its scope and possible implications. Topics of great interest to human development, as Crowdsourcing, the GeoWeb, the Neogeography and Volunteered Geographic Information, given its close relationship with the object of labor are also introduced.

La importantísima expansión urbana que sufren las principales ciudades de los países en vías de desarrollo, es el mayor reto que afronta la habitabilidad a nivel mundial. Dentro de la teoría general de la Habitabilidad Básica (HaB-ETSAM-UPM, 1995) la ordenación del territorio y el planeamiento urbanístico son las herramientas determinantes para orientar coherentemente los procesos de urbanización, como se reconoce también desde las principales esferas técnicas a nivel internacional. Pero tales herramientas deben enfocarse a una construcción eficiente del territorio, actuando desde una aproximación multidisciplinar, flexible y directa, que incida en las prioridades específicas de cada contexto. Para ello, resulta fundamental comprender a fondo las realidades específicas de estos ámbitos. La ciudad es un fenómeno complejo en esencia. El tejido construido, en constante proceso de cambio, es el caparazón visible que alberga una maravillosa mezcla entrelazada de espacios, funciones, flujos, personas.... Cada ciudad, diferente y única, se integra en su medio, se adapta a geografías, contextos y climas distintos, evoluciona según dinámicas propias, en incomprensibles (o casi) procesos evolutivos. El estudio de la ciudad, supone siempre una simplificación de la misma. La realidad urbana, por detallado que sea nuestro análisis, siempre contendrá indescifrables relaciones que se nos escapan. En cambio, necesitamos de métodos analíticos que nos ayuden a comprender algo esa complejidad. Acercarnos en ese análisis, es un paso previo fundamental para la formulación de respuestas. En este plano, de avance en la comprensión del hecho urbano, se sitúa este trabajo. Se pone el acento en el enfoque cuantitativo, profundizando en datos básicos concretos, siempre aceptando de partida que esta información es una componente mínima, pero esperamos que sustantiva, de un fenómeno inabordable. Y es esta búsqueda de comprensión material y cuantitativa de la ciudad, el objetivo esencial de la investigación. Se pretende proporcionar una base detallada de aquéllos aspectos fundamentales, que pueden ser medidos en los entornos urbanos y que nos proporcionan información útil para el diagnóstico y las propuestas. Para ello, se aportan rangos y referencias deseables, a través de una herramienta para la comprensión y la valoración de cada contexto, la Matriz de Indicadores. Esta herramienta se concibe desde la reflexión a la aplicación práctica, a la utilidad directa, al aporte concreto para quien pueda servir. Ésta es la voluntad decidida con la que se aborda este trabajo, centrado en los entornos urbanos donde el aporte técnico es prioritario: la Ciudad Informal. La Ciudad Informal, entendida aquí como aquélla que se desarrolla sin los medios suficientes (técnicos, económicos e institucionales) que proporciona la planificación, aquélla por donde la habitabilidad precaria se extiende. Es la ciudad que predomina en los países en vías de desarrollo, en los contextos de bajos recursos, allí donde, precisamente, se concentran los principales déficits y necesidades a nivel global. El enfoque nace de la teoría de la Habitabilidad Básica, de la definición de mínimos posibles para, desde allí, construir el espacio necesario para el desarrollo humano. Éste es el ámbito genérico objeto del trabajo que, a su vez, se nutre, de forma muy importante, de la experiencia directa en la ciudad de Makeni, en Sierra Leona. Esta ciudad nos sirve de prototipo experimental en un doble sentido. Por un lado, sirve como espacio empírico en el que chequear la metodología de valoración cuantitativa; y, por otro, el conocimiento de esta ciudad de tamaño medio africana, que se ha ido adquiriendo en los últimos cinco años, es una base directa para el desarrollo teórico de la propia metodología, que ayuda a atisbar lo esencial en contextos similares. El encaje de todo este recorrido se ha articulado desde una experiencia académica que, como docente, he coordinado directa e intensamente. Experiencia muy enriquecedora, que ha sumado muchas manos y mucho aprendizaje en este tiempo. Teoría y práctica en planeamiento urbano se alternan en el trabajo, nutriéndose la una de la otra y a la inversa. Trabajo que nace desde la pasión por la ciudad y el urbanismo. Desde la búsqueda por comprender y desde la vocación de actuar, de intentar mejorar y hacer más habitables los entornos urbanos. Especialmente allí donde las dificultades se agolpan y el camino se alarga, se llena de polvo. Acumular preguntas a cada paso. Cada vez más preguntas. Las respuestas, si existen, aparecen entrelazadas en dinámicas indescifrables de las que queremos formar parte. Fundirnos por momentos en la misma búsqueda, acompañarla. Sentirnos cerca de quiénes comienzan de cero casi cada día. Y otra vez, arrancar. Y compartir, desde el conocimiento, si acaso es que se puede. Y la ciudad. Brutal, imponente, asfixiante, maravillosa, imposible. Creación colectiva insuperable, de energías sumadas que se cosen sin patrón aparente. O sin más razón que la del propio pulso de la vida. Así se siente Makeni. ABSTRACT The important urban growth suffering major cities of developing countries, is the biggest challenge facing the global habitability. Within the general theory of Basic Habitability (HAB-ETSAM-UPM, 1995) spatial planning and urban planning are the crucial tools to consistently guide the urbanization process, as also recognized from the main technical areas worldwide. But such tools should focus on an efficient construction of the territory, working from a multidisciplinary, flexible and direct approach, that affects the specific priorities of each context. To do this, it is essential to thoroughly understand the specific realities of these areas. The city is essentially a complex phenomenon. The urban fabric in constant flux, is the visible shell that houses a wonderful mixture interlocking spaces, functions, flows, people.... Every city, different and unique, is integrated into its environment, adapted to geographies, contexts and climates, it evolves according to its own dynamics, along (almost) incomprehensible evolutionary processes. The study of the city, is always a simplification of it. The urban reality, even studied from a detailed analysis, always contain undecipherable relationships that escape us. Instead, we need analytical methods that help us understand something that complexity. Moving forward in this analysis is an essential first step in formulating responses. At this level, progressing in understand the urban reality, is where this work is located. The emphasis on the quantitative approach is placed, delving into specific basic data, starting always accepting that this information is just a minimal component, but we hope that substantive, of an intractable phenomenon. And it is this search for materials and quantitative understanding of the city, the main objective of the research. It is intended to provide a detailed basis of those fundamental aspects that can be measured in urban environments that provide us useful information for the diagnosis and proposals. To do this, desirable ranges and references are provided, through a tool for understanding and appreciation of each context, the Indicator Matrix. This tool is conceived from reflection to practical application, to a direct utility, concrete contribution to who can serve. This is the firm resolve with which this work is addressed, centered in urban environments where the technical contribution is a priority: the Informal City. The Informal City, understood here as the urban areas developed without the sufficient resources (technical, economic and institutional) which planning provides, where it is extended the precarious habitability. It is the city that prevails in developing countries, in low-resource settings, where, precisely, the main gaps and needs in the global context are concentrated. The approach stems from the theory of Basic Habitability, the definition of possible minimum, to build the necessary space for human development. This is the generic scope of the work object, that is also based in the direct experience in the town of Makeni, Sierra Leone. This city serves as an experimental prototype in two ways. On the one hand, it serves as a space where empirically check the quantitative assessment methodology; and, secondly, the knowledge of this African city of medium size, which has been acquired in the last five years, is a direct basis for the theoretical development of the methodology itself, which helps to glimpse the essence in similar contexts. The engagement of this whole journey has been articulated from an academic experience, directly and intensely coordinated as teacher. Enriching experience that has added many hands and much learning at this time. Theory and practice in urban planning are mixed at work, enriching the one of the other and vice versa. Work is born from the passion for the city and urbanism. From the search for understanding and from the vocation of acting, trying to improve and make more livable urban environments. Especially where the difficulties are crowded and the road is so long, full of dust. To accumulate questions at every turn. More and more questions. The answers, if do exist, appears inside indecipherable dynamics in which we want to be involved. Merge at times in the same search. Feel close to those who start from scratch almost every day. And again, move forward. And share, from knowledge, if possible. And the city. Brutal, impressive, suffocating, wonderful, impossible. Unsurpassed collective creation, combined energy mix that are sewn with no apparent pattern. Or for no reason other than the pulse of life itself. As it feels the city of Makeni.
