Within recent years, increasing international competition has caused an increase in job transitions worldwide. Many countries find it difficult to manage these transitions in a way that ensures a match between labour and demand. One of the countries that seem to manage the transitions in a successful way is Denmark, where unemployment has been dropping dramatically over the last decade without a drop in job quality. This success is ascribed the so-called Danish flexicurity model, where an easy access to hiring and firing employees (flexibility) is combined with extensive active and passive labour market policies (security). The Danish results have gained interest not only among other European countries, where unemployment rates remain high, but also in the US, where job loss is often related to lower job quality. It has, however, been subject to much debate both in Europe and in the US, whether or not countries with distinctively different political-economic settings can learn from one another. Some have argued that cultural differences impose barriers to successful policy transfer, whereas others see it as a perfectly rational calculus to introduce 'best practices' from elsewhere. This paper presents a third strategy. Recent literature on policy transfer suggests that successful cross national policy transfer is possible, even across the Atlantic, but that one must be cautious in choosing the form, content and level of the learning process. By analysing and comparing the labour market policies and their settings in Denmark and the US in detail, this paper addresses the question, what and how the US can learn from the Danish model. Where the US and Denmark share a high degree of flexibility, they differ significantly on the level of security. This also means that the Danish budget for active and passive labour market policies is significantly higher than the American, and it seems unlikely that political support for the introduction of Danish levels of security in the US can be established. However, the paper concludes that there is a learning potential between the US and Demnark in the different local level efficiency of the money already spent. A major reason for the Danish success has been the introduction of tailor made initiatives to the single displaced worker and a stronger coordination between local level actors. Both of which are issues, where a lack of efficiency in the implementation of American active labour market policies has been reported.

From the Introduction. The refugee question is at the core of the conflict between Israel and the Palestinians. Palestinians were first displaced as a direct consequence of the 1948 war and its aftermath. Twenty years later, another wave of Palestinian refugees was created as a consequence of the war during which Israel occupied the West Bank and the Gaza Strip. The purpose of the present paper is to: • deliver a critical analysis of past approaches to deal with the refugee issue in the various attempts to resolve the conflict between Israel and the Palestinians; • discuss lessons to be learned from the settlement and its implementation mechanisms in Bosnia and Herzegovina; and • propose a direction for a long-term strategy for the international community that avoids past pitfalls and could ultimately lead both parties to an agreement.

Cette thèse propose une ethnographie de la gestion de la population rom en Albanie, saisie sur deux périodes historiques : communisme et postcommunisme. L’analyse porte sur la façon dont divers instruments de gestion des populations en tant que techniques de pouvoir, sont mises en œuvre ; comment une population donnée devient-elle un sujet politique ? Quels sont les effets d’une telle gestion sur les populations en général et sur les populations roms en particulier ? Cette approche, une approche foucaldienne, replace ainsi au centre de l’analyse empirique les politiques, les pratiques et les discours concernant les Roms en Albanie et essaye de saisir les effets qu’ils produisent sur cette population. Cette thèse part de ces éléments pour interroger plus largement les transformations sociétales dans l’Albanie postcommuniste. Ce travail s’inscrit dans le champ de l’anthropologie politique et conjugue à la fois une anthropologie de l’État et une anthropologie de la violence. Il s’articule autour de trois parties. La première porte sur la contextualisation de cette thèse, du point de vue conceptuel, méthodologique et théorique. La deuxième partie propose une analyse des relations que l’État a entretenues avec les Roms pendant la période communiste, phase durant laquelle la population rom a été exposée à diverses mesures administratives visant sa normalisation, à travers une sédentarisation forcée et d’autres mesures coercitives. La troisième partie, précédée par un intermède sur la période de la transition, interroge la relation entre l’État, la violence, la mobilité et la gestion de la population rom en Albanie depuis la chute du communisme. L’analyse se fait à partir d’un cas spécifique, celui des familles roms déplacées et en déplacement aux alentours de Tirana ; une mobilité forcée notamment par peu d’opportunités de sortir de la précarité pour plusieurs familles roms, mais aussi une mobilité induite par les politiques, les pratiques et les discours étatiques, notamment par leur non-action. Au fur et à mesure que l’analyse des pratiques et des discours – complétée par une ethnographie des documents d’archives et dans les quartiers et les campements roms – s’approfondit pendant les deux périodes historiques, elle dévoile de nombreuses – mais différentes – contradictions et controverses au sein du dispositif, lesquelles produisent à leur tour discrimination, exclusion, violence, indifférence et abandon.

The stable isotope study of monospecific planktonic foraminifer samples recovered at Sites 541 and 543 during Deep Sea Drilling Project Leg 78A indicates a warming during the early Pliocene about 4.7 to 4.3 Ma. The changes in the late Pliocene oxygen isotope record around 2.9 to 2.7 Ma coincide with changes in the circulation pattern resulting from the closure of the Panama seaway and the beginning of the Northern Hemisphere glaciation. The Pleistocene record is characterized by 0.5 to 1.0 per mil fluctuations in the d18O record. These fluctuations reflect salinity changes, rather than temperature changes, as indicated by Globigerinoides ruber and G. sacculifer abundances. The salinity changes may be explained by a drifting of (1) the highly saline Central Water Mass of the southern Sargasso Sea, and (2) lower-salinity ocean water displaced by the northward shift of the Intertropical Convergence Zone into the Caribbean region during cooler intervals.

We compare a new mid-Pleistocene sea surface temperature (SST) record from the eastern tropical Atlantic to changes in continental ice volume, orbital insolation, Atlantic deepwater ventilation, and Southern Ocean front positions to resolve forcing mechanisms of tropical Atlantic SST during the mid-Pleistocene transition (MPT). At the onset of the MPT, a strong tropical cooling occurred. The change from a obliquity- to a eccentricity-dominated cyclicity in the tropical SST took place at about 650 kyr BP. In orbital cycles, tropical SST changes significantly preceded continental ice-volume changes but were in phase with movements of Southern Ocean fronts. After the onset of large-amplitude 100-kyr variations, additional late glacial warming in the eastern tropical Atlantic was caused by enhanced return flow of warm waters from the western Atlantic driven by strong trade winds. Pronounced 80-kyr variations in tropical SST occurred during the MPT, in phase with and likely directly forced by transitional continental ice-volume variations. During the MPT, a prominent anomalous long-term tropical warming occurred, likely generated by extremely northward displaced Southern Ocean fronts. While the overall pattern of global climate variability during the MPT was determined by changes in mean state and frequency of continental ice volume variations, tropical Atlantic SST variations were primarily driven by early changes in Subantarctic sea-ice extent and coupled Southern Ocean frontal positions.

Significant numbers of radiolarians ranging in age from late middle Miocene to Recent were recovered from six sites drilled on the Oman margin and Owen Ridge. Sparse faunas were recovered from five additional sites on the Oman margin and one site on the Indus Fan. Detailed range charts and biozonations are presented for most sites. The radiolarian assemblages are peculiar in that numerous common tropical forms, some of which are biomarkers, are absent or very rare. In addition, some species not usually found in tropical assemblages are present. These forms, indicative of up welling conditions, fall into three categories: (1) endemic upwelling: species endemic to upwelling and not previously described from the Indian Ocean; (2) displaced temperate: temperate forms not usually found in tropical waters; and (3) enhanced tropical: tropical forms which are more abundant and/or robust in areas of upwelling. Comparison of the Oman margin/Owen Ridge fauna with that recovered from the Peru margin upwelling area (ODP Leg 112) suggests that the assemblage may be globally diagnostic of upwelling conditions. The onset of upwelling is marked by the appearance of siliceous biota at about 11.9 Ma, and there is some indication of a decrease in the strength of the upwelling signal at about 9.6 Ma. A strong pulse in, or strengthening of, the upwelling mechanism is indicated by a marked fauna change at 4.7 Ma. There is a weaker signal, implying a change in upwelling conditions, at about 1.5 Ma.

Upper Berriasian to lower Aptian calcareous nannofossil assemblages have been studied from a siliciclastic deep-sea fan complex and a subjacent limestone sequence drilled beneath the lower continental rise in the western North American Basin, 270 miles (435 km) off Cape Hatteras, North Carolina (USA). Sharp lithologic facies changes and reworking by turbidites complicate the biostratigraphic interpretation, but provide an excellent opportunity to better distinguish "nearshore" from open-ocean nannofossil species, and to investigate the introduction of neritic taxa into the deep-see environment, a phenomenon that appears to have been widespread within the circum-North Atlantic during Neocomian times. Well-preserved assemblages in dark, carbonaceous claystones were probably displaced from the oxygen minimum zone along the upper slope or outer shelf. Neritic, continental margin species prevalent in this facies include the holococcolith Zebrashapka vanhintei n. gen., n. sp., Lithraphidites alatus magnus n. spp., Pickelhaube furtiva n. gen., and a host of nannoconids and micrantholiths. A qualitative evaluation of widely used guide fossils suggests that the triad of proposed markers for the base of Roth's Zone NC3 make their first appearances in the following (ascending) order: Diadorhombus rectus, TUbodiscus verenae, Calcicalathina oblongata. Of these, we chose the nominative species for the zone, T. verenae, to mark its base and to approximate the Berriasian/Valangian boundary. Cyclagelosphaera deflandrei is strongly affected by diagenesis and is therefore not a reliable index species for the base of Zone NC4 near the Valanginian/Hauterivian boundary (the last occurrence of T. verenae is also not suitable there). In addition, Lithraphidites bollii, a form apparently confined to the low latitudes of the Tethyan region, was absent at the more temperate Site 603 and not available as a subzonal marker for the upper Hautervian-lower Barremian (mid-NC4 and mid-NC5, respectively). Cruciellipsis cuvillieri, however, provides a reliable datum just below the Hauterivian/Barremian boundary (base of NC5), despite the potential for reworking in this section. Nannoconids tend to be reworked in this section, and do not provide trustworthy forms to mark the Barremian/Aptian boundary (base of NC6). Hayesites irregularis n. comb, probably does provide a useful first appearance datum within the lower Aptian, if it is not confused with a more birefringent and globular form, Rucinolithus terebrodentarius n. sp. Rhagodiscus angustus is mimicked by a similar form (Zeughrabdotusl pseudoangustus n. sp.), which apparently ranges down to the Hauterivian, thus Lithastrinus floralis provides a more useful first appearance datum for the base of the middle-upper Aptian Rhagodiscus angustus Zone (NC7). Aside from the new taxa mentioned above, the following are also described: Cretarhabdusl delicatus n. sp. and Cyclagelosphaera jiangii n. sp.

Distribution of diatoms, radiolarians, planktonic and benthic foraminifers, and sediment components in fraction >0.125 mm was analyzed in a core obtained from the central Sea of Okhotsk within frameworks of the Russian-German KOMEX Project. The core section characterizes the period 190-350 ka, which corresponds to marine-isotopic stages (MIS) 7 to 10. During glacial MIS 10 and MIS 8, the basin accumulated terrigenous material lacking microfossils or containing them in low abundance, which reflects, along with their composition, heavy sea-ice conditions, suppressed bioproductivity, and bottom environment aggressive toward calcium carbonate. Interglacial MIS 9 was characterized by elevated bioproductivity with accumulation of diatomaceous ooze during the climatic optimum (328 to 320 ka). Water exchange with the Pacific was maximal from 328 to 324 ka ago. Environment became moderate and close to the present-day one at the end of the optimum exhibiting possible existence of a dichothermal layer with substantial amounts of surface Pacific water still flowing into the basin. Similar to interglacial MIS 5e and MIS 1, ''old'' Pacific water determined near-bottom environment in the central Sea of Okhotsk during that period, although influx of terrigenous material was higher, probably reflecting more humid climate of the region. Slight warming marked the terminal MIS 8 (approximately 260 ka ago). Paleoceanographic situation during the interglacial MIS 7 was highly variable: from warm-water to almost glacial. The main climatic optimum of MIS 7 occurred within 220-210 ka, when subsurface stratification increased and the dichothermal layer developed. Bottom environment during the studied time interval, except for the optimum of interglacial MIS 9, resembled those characteristic of glacial periods: actively formed ''young'' Okhotsk water displaced ''old'' Pacific deep water.
