A implementação de ações de integração na segurança pública: o caso das polícias civil e militar do Rio Grande do Norte

The research aimed to understand the challenges for the implementation of the proposed integration between the Civil Police and the Military Police in Rio Grande do Norte to the proposals of the SUSP. This study aimed to explore the gap with regard to the deepening of the possible causes that may hinder the implementation of integrated working between the police in public security, through a specific analysis on the state of Rio Grande do Norte. Was based on a theoretical framework that includes policies: general concepts, the steps of a public policy, the implementation stage , public security : conceptual definitions, policies on security in Brazil, the structure of public security in Brazil and systems police, Military Police x Civil Police: Roles and conflicts , integrating public security: the challenges to be overcome, the Unified public Safety (SUSP) and the main difficulties in the integration of the police. Being classified as to the purposes as an exploratory research on how to approach ranks as qualitative. The research unit was the Center for Integrated Operations Public Safety (CIOSP) through three subjects who were the chief CIOSP, the representative of the military police acting with the CIOSP, and representative civil police also active with the CIOSP. These subjects were chosen because of the understanding that individuals occupying senior positions would have more ability to respond to questions that guide the research problem. Data were collected through a set of interviews, qualitative data analysis was performed based content analysis, based on the definition of categories of analysis, gated time cross. With the results, it was revealed that the main problems of integration between the state police are treatment protocols, lack of political will and lack of infrastructure. The relationship between the Military Police and Civil Police in Rio Grande do Norte has differing cultural aspect, but can be considered as good value, professionalism and integrated operations. The implementation of CIOSP-RN followed the characteristics of the top-down model, the main difficulties in implementing the proposals of the SUSP, lack of own resources, the lack of standardization in public safety and the lack of professional training of public safety. It was concluded that with respect to the challenges to the implementation of the proposed integration between the Civil Police and the Military Police in Rio Grande do Norte to the proposals of the SUSP, the actions follow the characteristics of the top-down model, with no autonomy of administrators public to say in decisions, which restricts the view of the public safety of the state

Perspectivas del trabajo institucional de la policía nacional en relación al fenómeno del pandillismo en Bogotá. sector del Codito. (2004-2015-1)

El pandillismo es un fenómeno social que se presenta en las principales ciudades de Colombia desde hace varias décadas, sin embargo, solo en los últimos años el fenómeno a comenzado a acaparar mayor atención mediática e institucional. El pandillismo se ha convertido en una preocupación para la seguridad ciudadana, especialmente en las áreas urbanas. La Policía Nacional, en conjunto a Instituciones locales y nacionales ha venido realizando un trabajo focalizado para hacerle pie al fenómeno. En este trabajo se realizó una revisión histórica del pandillismo en Bogotá y un panorama continental. De la misma manera, se hace una descripción de los programas y estrategias que la Policía Nacional y las entidades públicas han realizado desde el año 2004 hasta el año 2015. Por último se realiza una evaluación del trabajo institucional enfocado en el sector del Codito, en la localidad de Usaquén.

La corrupción en entidades públicas como la policía nacional de Colombia

Describir el fenómeno de la corrupción es una manera de comprender el comportamiento desviado de los integrantes de determinada colectividad y el funcionamiento de su orden social. Por lo que resulta necesario abordar el tema como un fenómeno social, económico, político y también cultural.

Colombia como referente en la lucha contra las drogas : perspectivas de la cooperación con África Occidental

Este estudio de caso se realiza con el objetivo de analizar cómo la cooperación entre Colombia y África occidental en la lucha contra el tráfico de drogas repercute en la imagen del Estado colombiano como referente en esfuerzos antinarcóticos desde la periferia. En consecuencia, se busca conocer la forma en la cual los acuerdos bilaterales interinstitucionales, la participación en foros y la creación de una agenda internacional de lucha contra las drogas para un escenario nacional transformado, configuran la imagen del Estado colombiano. Para tal objetivo, el trabajo se desarrollará a través de los conceptos de identidad de Alexander Wendt, periferia de Mohammed Ayoob y Cooperación Sur-Sur de la Organización de Naciones Unidas y la Agencia Presidencial de Cooperación Internacional de Colombia.

En el siguiente texto se pretende evidenciar el análisis y desarrollo de diferentes ideas que nos llevan a dar solución a una problemática actual como lo es la movilidad; lo que se pretende es ofrecer un servicio innovador dirigido especialmente a mujeres quienes pertenecen en un alto porcentaje a la población que habita en la ciudad de Bogotá D.C, de esta manera pretendemos reflejar todo el proceso que llevamos a cabo tales como la generación, valoración y evaluación de servicios, análisis de la industria, prueba de concepto y análisis financiero entre otras, lo cual nos permitió definir la viabilidad del proyecto, el nivel de innovación en el mercado, así como sus implicaciones financieras.

Estudio sobre la viabilidad de la implementación del jurado de conciencia en el ordenamiento colombiano

El objeto del presente trabajo final de grado es analizar la viabilidad de la implementación de la figura del jurado de conciencia en el sistema penal colombiano, que fue suprimida mediante el Decreto 1861 de 1989. A su vez, hacer un análisis de derecho comparado con el fin de determinar los aspectos positivos y negativos de la implementación de los jurados en otros sistemas jurídicos. El resultado del análisis propuesto pretende determinar si es procedente la implementación de los jurados de conciencia en Colombia.
