Durante la década de 1930 el capitalismo industrial organizó diferentes espacios de la política y la cultura en Colombia. A través del estudio de caso de Coltabaco, se caracterizan tres momentos de los vínculos del capitalismo industrial con la sociedad colombiana. En el primer momento, se la describen los vínculos políticos que hicieron visible diferentes formas de participación política del sector industrial y su relación con las regiones, las instituciones (públicas y privadas) y las elites dominantes, así como se subraya la importancia del mercado interno para la industria del tabaco. En el segundo momento, se caracterizan los vínculos entre Coltabaco y el sector rural a partir de la labor pedagógica de Coltabaco para la producción de la hoja, así mismo, se describen las representaciones del cultivador vinculado a la industria que fueron difundidas en el sector rural; finalmente, los vínculos entre Coltabaco y el sector urbano se analizan en la tensión por la relación mujer-cigarrillo. En el consumo del cigarrillo, el placer femenino se desligó de condicionantes morales e higiénicos, ganando, a través del gusto, una nueva circunstancia para experimentar la subjetividad de la mujer moderna. Los Problemas del Tabaco no se limitaron exclusivamente al espacio de la política económica, también fueron las costumbres campesinas desvinculadas del ritmo de la industria, y las ideas morales e higiénicas que organizaban la costumbre en la relación mujer-cigarrillo.

We study the role of natural resource windfalls in explaining the efficiency of public expenditures. Using a rich dataset of expenditures and public good provision for 1,836 municipalities in Peru for period 2001-2010, we estimate a non-monotonic relationship between the efficiency of public good provision and the level of natural resource transfers. Local governments that were extremely favored by the boom of mineral prices were more efficient in using fiscal windfalls whereas those benefited with modest transfers were more inefficient. These results can be explained by the increase in political competition associated with the boom. However, the fact that increases in efficiency were related to reductions in public good provision casts doubts about the beneficial effects of political competition in promoting efficiency.

Previous research has shown that often there is clear inertia in individual decision making---that is, a tendency for decision makers to choose a status quo option. I conduct a laboratory experiment to investigate two potential determinants of inertia in uncertain environments: (i) regret aversion and (ii) ambiguity-driven indecisiveness. I use a between-subjects design with varying conditions to identify the effects of these two mechanisms on choice behavior. In each condition, participants choose between two simple real gambles, one of which is the status quo option. I find that inertia is quite large and that both mechanisms are equally important.

How do resource booms affect human capital accumulation? We exploit time and spatial variation generated by the commodity boom across local governments in Peru to measure the effect of natural resources on human capital formation. We explore the effect of both mining production and tax revenues on test scores, finding a substantial and statistically significant effect for the latter. Transfers to local governments from mining tax revenues are linked to an increase in math test scores of around 0.23 standard deviations. We find that the hiring of permanent teachers as well as the increases in parental employment and improvements in health outcomes of adults and children are plausible mechanisms for such large effect on learning. These findings suggest that redistributive policies could facilitate the accumulation of human capital in resource abundant developing countries as a way to avoid the natural resources curse.

Elaborar uma Economia Política da Corrupção, como falha do Estado, é reconhecer que o Estado serve elites e é necessária legislação concreta para limitar a actuação e os excessos da classe política e dos funcionários da Administração. A questão central para tese é a da verificação da existência de uma relação entre a pobreza e o nível de corrupção nos Estados Lusófonos, medida pela Transparency International. Depois de avaliado o estado da arte e feita a história do próprio estudo da corrupção, utilizando os métodos da análise económica e do estudo de opinião, concluímos que as críticas ao Índice de Percepção da Corrupção elaborado pela Transparency International não colhem. Com efeito, a tese prova que a corrupção diminui o potencial de uma economia. Usando métodos econométricos concluimos ainda pela existência de uma relação linear entre o Produto Interno Bruto per capita e o rating dos Estados Lusófonos no Índice de Percepção da Corrupção. Finalmente, um estudo de opinião sobre “a corrupção em Portugal”, elaborado em 2008, conclui que é nos Serviços de Saúde e no Fisco que há mais corrupção em Portugal, um país, contudo, que fez o upgrading legislativo nos últimos anos e onde a corrupção, apesar de tudo, não atinge os níveis de outros Países de Expressão Oficial Portuguesa.

El estudio analiza el intento de las autoridades coloniales quiteñas de poner en marcha un proyecto vial que conecte la región centro-norte de la Sierra con la costa del Pacífico en el siglo XVII. Con este propósito, se fundó la villa de San Miguel de Ibarra, un centro urbano de enlace que permitiría concretar dicho proyecto viaL El artículo enfatiza en la ubicación estratégica de la ciudad, la participación del Cabildo, las aspiraciones económicas de las élites regionales, la participación de Pedro Vicente Maldonado y las dificultades y oposiciones que impidieron la realización del proyecto.

La epidemiología empírico-analítica asume como un pilar interpretativo la noción de "lugar" para las descripciones que construye. La epidemiología crítica supera esa noción restrictiva y propone una construcción innovadora del espacio de la salud urbana retomando los aportes de la teoría crítica del espacio y la geografía, y articulando estos avances con los de la propia epidemiología desde una perspectiva de la determinación social de la salud. Desde esta óptica se repiensa la relación urbano-rural a la luz de los procesos históricos de aceleración, drástica pérdida de sustentabilidad y profunda inequidad urbanas, así como del papel de la nueva ruralidad capitalista monopólica, en avivar el cierre del espacio de la vida en nuestras ciudades. Se busca superar el mito de la dualidad urbano rural, se cuestiona el paradigma dominante de la modernidad que impuso la comprensión de dos mundos prácticamente contrapuestos: la ciudad como rectora, cosmopolita, avanzada y pujante, y lo rural como un mundo atrasado, local, más simple, y secundario, pues en años más recientes, la distinción clásica entre lo urbano y lo rural se hace cada vez más difícil, lamentablemente con una perversa dialéctica de deterioro e influjos malsanos de uno a otro espacio.

This paper reopens debates of geographic theorizations and conceptualizations of social capital. I argue that human geographers have tended to underplay the analytic value of social capital, by equating the concept with dominant policy interpretations. It is contended that geographers could more explicitly contribute to pervasive critical social science accounts. With this in mind, an embodied perspective of social capital is constructed. This synthesizes Bourdieu's capitals and performative theorizations of identity, to progress the concept of social capital in four key ways. First, this theorization more fully reconnects embodied differences to broader socioeconomic processes. Second, an exploration of how embodied social differences can emerge directly from the political-economy and/or via broader operations of power is facilitated. Third, a path is charted through the endurance of embodied inequalities and the potential for social transformation. Finally, embodied social capital can advance social science conceptualizations of the spatiality of social capital, by illuminating the importance of broader sociospatial contexts and relations to the embodiment of social capital within individuals.

This paper reviews the economic framework for the delivery of livestock services to the poor. It is argued that the demand for livestock products is likely to increase rapidly and the ability of the poor to participate in the opportunities presented by this growth is linked critically to the availability of good service support, both on the input and output side. Governments therefore have a responsibility to supply the necessary public goods (including the institutions and legal frameworks), and the market infrastructure for facilitating the emergence of efficient markets for livestock services. The paper further argues that the dynamics of public policy in developing countries are much more complex than the simple application of economic logic. It is the larger political economy that often dictates policy choices. It is therefore important to integrate political economy and governance issues into the economic debate on livestock service delivery. The paper also reviews the context in which the markets for livestock services will need to function. Different countries are facing very different sets of issues, and the identification of possible interventions in livestock service markets would require careful field research and analysis. In this context, the paper suggests the elements of a research agenda for the next few years.

School effectiveness is a microtechnology of change. It is a relay device, which transfers macro policy into everyday processes and priorities in schools. It is part of the growing apparatus of performance evaluation. Change is brought about by a focus on the school as a site-based system to be managed. There has been corporate restructuring in response to the changing political economy of education. There are now new work regimes and radical changes in organizational cultures. Education, like other public services, is now characterized by a range of structural realignments, new relationships between purchasers and providers and new coalitions between management and politics. In this article, we will argue that the school effectiveness movement is an example of new managerialism in education. It is part of an ideological and technological process to industrialize educational productivity. That is to say, the emphasis on standards and standardization is evocative of production regimes drawn from industry. There is a belief that education, like other public services can be managed to ensure optimal outputs and zero defects in the educational product.
