A aproximação dos serviços às populações e a melhoria dos serviços prestados na administração pública leva a que estas organizações tenham de estar constantemente a alterar a sua forma de agir para se conseguirem adequar ao meio onde estão inseridas. É, portanto, necessário um processo de mudança devidamente organizado e gerido. As organizações públicas sentiram a necessidade de adotar sistemas de informação e de controlo de gestão adequados de forma a melhorar as tomadas de decisões, introduzir a avaliação de desempenho e aumentar os índices de eficiência, eficácia e qualidade dos serviços públicos. No entanto, qualquer processo de mudança, por mais necessário e bem preparado que seja, enfrenta sempre resistência, seja ela a nível individual, seja a nível organizacional. É necessário saber gerir estas mudanças, para tal toma-se importante a constituição de uma boa equipa orientadora da mudança, com capacidade de liderança, necessária para uma melhor aceitação por parte dos funcionários envolvidos. Não menos importante é a medição da performance que visa produzir informação relevante para a melhoria da gestão e das tomadas de decisões, contribuindo assim para uma melhoria global dos resultados. O Balanced Scorecard pode ser a ferramenta ideal para trazer inovação aos serviços públicos. Assim, este trabalho de projeto consiste, depois de uma análise às reformas que tem vindo a ocorrer na administração pública bem como aos modelos e ferramentas existentes para a avaliação do desempenho do sector público, na elaboração de um Manual de Procedimentos, que servirá de base na reorganização dos Serviços da Divisão Administrativa da Câmara Municipal de Tomar que se encontra numa fase de mudança, manual esse que servirá também para melhoria do desempenho dos Serviços e para uma possível implementação do Balanced Scorecard. ABSTRACT: The alignment of services to citizens and improve services in public administration means that these organizations have to constantly change their ways if they can adapt to the environment where they operate. It is therefore a necessary process of change properly organized and managed. Public organizations have felt the need for information systems and monitoring of appropriate management to improve decision making, introduce the evaluation of performance and increasing levels of efficiency, effectiveness and quality of public services. However, any process of change, however necessary and well-prepared it is, always face resistance, either individually or at the organizational level. You must know how to manage these changes, for such it is important to set up a good team guiding change, and leadership skills necessary for better acceptance by the employees involved. No less important is the measurement of performance that aims to produce relevant information for improved management and decision making, thus contributing to an overall improvement in results. The Balanced Scorecard can be an ideal tool to bring innovation to public services. Thus, this study design is, after a review of the reforms that have been taking place in public administration and the existing models and tools for evaluating the performance of the public sector, development of a Procedures Manual, which is basic the reorganization of the Administrative Services Division of the City Council to take in a phase of change, that this manual will also serve to improve the performance of services and a possible implementation of the Balanced Scorecard.

The demands of mitigation and adaptation policies are important to understanding a country’s climate change preparation by providing microfinance in the agricultural sector. This could be seen as a strategy to fight against the challenges of future food security. In 2014, Indonesia established climate change adaptation policies. This legislation aims to pave the way for making actions on climate change adaptation mainstream in national and local development planning. Public and private finance have supported the implementation of the climate actions. However, most funding is still used for mitigation. Adaptation finance needs support, especially in agriculture. This research paper studies opportunities for microfinance to play a role together with existing resources in supporting climate change adaptation in Indonesia. The data was acquired and analysed through a literature review, analysis of case studies and interviews with stakeholders in the climate change-related financial sector. The central findings regarding the opportunity for microfinance to contribute to the existing schemes in Indonesian climate change adaptation finance for agriculture are worthy of the result. This study found that adaptation finance is mostly used for indirect activities. Meanwhile, local communities, and farmers in particular, need directly targeted measures to adapt to climate change. An alternative approach is providing microfinance, insurance and capacity development for farmers to produce high quality agricultural products. This would contribute to optimizing the agri-food value chain, which supports socio-economic development of stakeholders, especially farmers. Hence, microfinance appears to be one potential solution to support direct climate change adaptation actions for the agricultural sector. However, this may not be strong enough to finance the entire needs for agricultural climate actions. Adaptation is contextual, so it has to be grounded in the needs of local communities. Microfinance needs public sectors support as well as other resources from the private sector. In the case of rapid response to disasters, which often destroy the agricultural sector, microfinance should be advantageous in supporting adaptation. However, in reality, it does not work, as it is prevented by regulations. So, this can be an area the public sector can support as a risk-taker as well as by providing initial funds and resources for scaling up efforts.

Este trabajo se inscribe en uno de los grandes campos de los estudios organizacionales: la estrategia. La perspectiva clásica en este campo promovió la idea de que proyectarse hacia el futuro implica diseñar un plan (una serie de acciones deliberadas). Avances posteriores mostraron que la estrategia podía ser comprendida de otras formas. Sin embargo, la evolución del campo privilegió en alguna medida la mirada clásica estableciendo, por ejemplo, múltiples modelos para ‘formular’ una estrategia, pero dejando en segundo lugar la manera en la que esta puede ‘emerger’. El propósito de esta investigación es, entonces, aportar al actual nivel de comprensión respecto a las estrategias emergentes en las organizaciones. Para hacerlo, se consideró un concepto opuesto —aunque complementario— al de ‘planeación’ y, de hecho, muy cercano en su naturaleza a ese tipo de estrategias: la improvisación. Dado que este se ha nutrido de valiosos aportes del mundo de la música, se acudió al saber propio de este dominio, recurriendo al uso de ‘la metáfora’ como recurso teórico para entenderlo y alcanzar el objetivo propuesto. Los resultados muestran que 1) las estrategias deliberadas y las emergentes coexisten y se complementan, 2) la improvisación está siempre presente en el contexto organizacional, 3) existe una mayor intensidad de la improvisación en el ‘como’ de la estrategia que en el ‘qué’ y, en oposición a la idea convencional al respecto, 4) se requiere cierta preparación para poder improvisar de manera adecuada.

El presente artículo de investigación aborda el rol de gobernanza global que ha venido ejerciendo con mayor fuerza las organizaciones internacionales, como la UNESCO, el BM y en especial la OCDE, en el modelo de desarrollo de los países de América Latina a través de las orientaciones que se dan para las políticas y la agenda educativa en la región. Es decir, se trata de examinar hasta qué punto esas orientaciones han permeado las líneas de desarrollo y de educación. Por consiguiente, el texto recoge algunos compromisos establecidos por dichas agendas y propone un modelo alternativo al desarrollo, que dé cuenta de nuestro contexto sociocultural y pueda construir espacios de reflexión para llenar los vacíos en la formación de la educación del individuo que generen un progreso colectivo y que se adapte a la realidad local.

Colombia atraviesa un proceso de desmovilización y una de las metas es la reintegración laboral, entendida como el proceso a través del cual las personas que han hecho parte de un grupo armado ilegal obtienen un empleo y se insertan definitivamente a la sociedad. El presente estudio tiene como objetivo fundamental comprender las actitudes de un grupo de tres directivos hacia la vinculación laboral de las personas en proceso de reintegración laboral (PPR), mediante un diseño cualitativo. Para ello, se llevó a cabo una serie de entrevistas semiestructuradas a una muestra de tres directivos del sector público y privado. La información obtenida se analizó mediante un proceso de codificación axial. Los resultados obtenidos evidencian que las actitudes de los tres empresarios frente a la contratación de personas en proceso de reintegración laboral, pueden ser positivas o negativas. Así mismo, una de las actitudes predominantes, son la evaluación de creencias y prejuicios de los empresarios frente al proceso de integración laboral, estos son: la incertidumbre frente al desempeño laboral del PPR, la falta de dedicación por parte del PPR, los posibles conflictos laborales y la dificultad de relacionamiento del PPR. En conclusión, el modelo del comportamiento organizacional juega un papel muy importante, dado que abarca los elementos que influyen y determinan la construcción de las actitudes. Estas guían la evaluación de conductas que pueden ser a favor o en contra, de diversos ámbitos del proceso de contratación de personas desmovilizadas.

O Sector Público em Portugal atravessa um momento de viragem. O antigo modelo de gestão, burocrático e autoritário vai, aos poucos, dando lugar a um novo modelo assente no princípio dos três "E(s)"1, economia, eficiência, eficácia, ao qual se pode juntar a sustentabilidade e o respeito pelo ambiente, procura tomar os serviços públicos amigos dos cidadãos e das boas práticas. Esta metamorfose exige, contudo, uma acção concertada não só ao nível das práticas, mas também das mentalidades num trabalho conjunto de governantes gestores e auditores. É hoje indiscutível a importância que a auditoria interna tem no seio das organizações. O sector público começa agora a dar os primeiros passos nesta área procurando através da auditoria, não só evitar fraudes e detectar erros mas também apoiar a gestão através de uma actuação directa e eficaz sobre o que está a acontecer, garantindo que os recursos que são de todos, estão a ser gastos de forma adequada. No Exército já existe uma cultura de auditoria na sua vertente tradicional, ou seja, verificação do passado, efeito persuasor, verificação da legalidade detecção de erros e fraudes. A instituição só pode ganhar se nesta área for pioneira alargando o âmbito, da sua intervenção ao nível da verificação da eficácia e da eficiência melhorando e criando uma cultura de rigor e boas práticas na sua gestão. /ABSTRACT: The public sector in Portugal is at a turning point. The old management, bureaucratic and authoritarian model is gradually giving way to a new model based on the principle of the three "E (s)2”, economy, efficiency, effectiveness and, to which we can join sustainability and environmental respect. It aims at making the public service friendly for citizens and promoting better practices. This metamorphosis, however, requires a harmonized action not only at the practice level but also in the attitudes within a joint effort of governing managers and auditors. It is nowadays· indisputable the importance that internal audit has within organizations. The public sector is beginning to take the first steps in this area, seeking in the audit not only to prevent fraud and detect errors but also to support the management by working directly and effectively on what is happening, ensuring that the resources belong to everyone, and are all being spent properly. ln the Army there is already an audit culture in its traditional area, i.e., verification of the past, persuasive effect, verification of the legality, detecting errors and fraud. The institution can only win if it is pioneer in this area by expanding the scope of its intervention at the level of verification, effectiveness and efficiency, improving and creating a culture of rigor and better practices in its management. Entre los meses de marzo y setiembre del 2004, el Centro Internacional en Política Económica para el Desarrollo Sostenible de la Universidad Nacional (CINPE-UNA) elaboró el estudio Valoración económica de los recursos hI’dricos en las cuencas de los rfos Banano y Bananito3 . El objetivo general de éste responde a “estimar el valor del recurso hídrico en las cuencas de los ríos Banano y Bananito, en función de los usos prioritarios, para la recomendación de mecanismos efectivos para la sostenibilidad de un sistema de compensación por los servicios hidrológicos”. Para cumplir con este objetivo se plantean los siguientes objetivos específicos: (1) identificar el método de valoración económica para el recurso hídrico más apropiado dadas las condiciones de la zona, (2) cuantificar los servicios hidrológicos en las cuencas de los ríos Banano y Bananito en función de los principales usos, y (3) recomendar un mecanismo de pago voluntario por el servicio ambiental hídrico, basado en los resultados del estudio, que provea al Área de Conservación La Amistad Caribe (ACLA-C) los elementos para el desarrollo de una experiencia concreta.Producto de una exhaustiva revisión bibliográfica y dados los objetivos del estudio se seleccionó el Análisis de Múltiples Criterios (AMC), como la metodología marco para la valoración económica. Esto implica la aplicación de un método no tradicional, que permite combinar variables cuantitativas y cualitativas. A este respecto, el uso de una metodología participativa y multisectorial hizo posible la participación de los principales grupos de actores usuarios del agua. que se clasificaron en cinco grupos: (1) Asociaciones Administradoras de Acueductos Rurales (ASADAS) y acueductos rurales, (2) ONG’s y organizaciones comunales, (3) sociedad civil, (4) empresa privada y (5) sector público.Luego de sistematizar la información recabada durante las 23 sesiones de consulta participativa. se procede al análisis de los datos, que sirven de insumos para realizar la valoración económica y, finalmente, el diseño de la propuesta de mecanismos de cobro por grupo de usuarios para el pago por servicios ambientales. Los resultados finales se presentan mediante el uso de matrices y gráficos de telaraña.Este informe presenta los avances correspondientes al primer objetivo específico. Asimismo, incluye los comentarios y las sugerencias realizadas durante y posterior al taller de discusión con representantes de PROARCA-APM, TNC y ACLA-C. El documento contiene la caracterización económica y social del área en estudio, una revisión de estudios de valoración, y métodos, así como el método de valoración seleccionado y su forma de aplicación.A bstract:Between March and September 2004, the International Center of Economic Policy for Sustainable Development of the National University (CINPE.IJNA) elaborated the study Economic Valuation of ihe Water Resources in ihe Basins of ihe rivers Banano and Bananito4. And (3) to recommend a mechanism of voluntary payment for the environmental water service based on the results of the study, which provides to La Amistad Caribe Conservation Area (ACLA-C), the elements for the development of a concrete experience.Product and given of an exhaustive bibliographical review, the Analysis of Multiple Criteria (AMC) is selected as (he methodology for the economic valuation. It implies (he application of a not traditional method, which allows combining quantitative and qualitative variables. In this regard, the use of a participatory methodoiogy there made possible the participation of the principal groups of actors users of the water, who quatified ¡n five groups to knowing, (1) administrative associations of rural aqueducts (ASADAS), (2) ONG and communal organizations, (3) civil society, (4) private sector and (5) public sector.After systematizing the information obtained during 23 meetings of participatory consultation. one proceeds to the analysis of the information, which use as ¡nputs to realize the economic valuation. Finally, the design of the offer of collection mechanisms for user group for the payment for environmental services is presented. The final results appear by means of the use of counterfoils and spider web graphs.This repon includes the commentaries and suggestions realized during and later to ihe workshop of discussion with representatives of PROARCA-APM, TNC and ACLA-C. The document also contains the economic and social characterization of the area under study, a review of studies of valuation, and methods. as well as the method of valuation selected and its form of application.

Organisations invest enormous sums of money in acquiring Enterprise Resource Planning (ERP) systems, presumably expecting positive impacts to the organisation and its functions. Despite the optimistic motives some ERP projects have reported nil or detrimental impacts. This paper studies the proposition that the size of an organisation (e.g. small, large) may have contributed to the differences in receiving benefits reported in prior studies in this domain. The alleged differences in organisational performance are empirically measured using a prior validated model, using five constructs and fortytwo sub-constructs. Information is gathered from three hundred and ten respondents representing twenty-seven public sector organisations. Results suggests that (1) larger organisations have received more benefits compared to small organisations, (2) small organisations demonstrated higher reliance on their ERP systems, (3) employment cohorts demonstrate significant differences in perceived benefits in small and large organisations.
It's Not About The Money! Key Drivers of Satisfaction With Government Third-Party Complaint Handling

In his report into corruption in Queensland, Fitzgerald listed whistleblower protection as a necessary part of a strong governance regime. "What is required is an accessible, independent body to which disclosures can be made, confidentially (at least in the first instance) and in any event free from fear of reprisals." It was one of the reforms studied by the Electoral and Administrative Review Committee, the report of which resulted in the Whistleblowers Protection Act 1994 (WPA). The need for whistleblower protection was supported by all sides of Parliament. The Premier, Wayne Goss, in his Second Reading Speech on the Public Sector Ethics Bill , said that that Act and the WPA would form a package with the former outlining required behaviour and the WPA encouraging staff to report wrongdoing. The WPA was subsequently passed and has remained virtually unamended for over a decade. Such consistency is either an indication of skilled drafting and effectiveness or the fact that the Act has been neglected. It is the hypothesis of this paper that the latter is the case. This hypothesis will be tested by examining the sincerity and diligence with which the Act has been treated during, and following, its passage.

The literature on corporate identity management suggests that managing corporate identity is a strategically complex task embracing the shaping of a range of dimensions of organisational life. The performance measurement literature and its applications likewise now also emphasise organisational ability to incorporate various dimensions considering both financial and non-financial performance measures when assessing success. The inclusion of these soft non-financial measures challenges organisations to quantify intangible aspects of performance such as corporate identity, transforming unmeasurables into measurables. This paper explores the regulatory roles of the use of the balanced scorecard in shaping key dimensions of corporate identities in a public sector shared service provider in Australia. This case study employs qualitative interviews of senior managers and employees, secondary data and participant observation. The findings suggest that the use of the balanced scorecard has potential to support identity construction, as an organisational symbol, a communication tool of vision, and as strategy, through creating conversations that self-regulate behaviour. The development of an integrated performance measurement system, the balanced scorecard, becomes an expression of a desired corporate identity, and the performance measures and continuous process provide the resource for interpreting actual corporate identities. Through this process of understanding and mobilising the interaction, it may be possible to create a less obtrusive and more subtle way to control “what an organisation is”. This case study also suggests that the theoretical and practical fusion of the disciplinary knowledge around corporate identities and performance measurement systems could make a contribution to understanding and shaping corporate identities.

This study explores full-time workers' understanding of and assumptions about part-time work against six job quality components identified in recent literature. Forty interviews were conducted with employees in a public sector agency in Australia, a study context where part-time work is ostensibly 'good quality' and is typically long term, voluntary, involving secure contracts (i.e. permanent rather than casual) and having predictable hours distributed evenly over the week and year. Despite strong collective bargaining arrangements as well as substantial legal and industrial obligations, the findings revealed some serious concerns for part-time job quality. These concerns included reduced responsibilities and lesser access to high status roles and projects, a lack of access to promotion opportunities, increased work intensity and poor workplace support. The highly gendered, part-time labour market also means that it is women who disproportionately experience this disadvantage. To foster equity, greater attention needs to focus on monitoring and enhancing job quality, regardless of hours worked.

This is an internal report of the BRITE Project’s activities for 2003. The goal of the Project is to improve the incidence and quality of innovation in the Australian building and construction industry. The primary aim of the year’s work was to complete six case studies of innovation in the Australian building and construction industry. A secondary aim was to prepare for the Project’s innovation survey to be conducted in 2004. The case study program was undertaken to demonstrate the benefits of innovation and show how businesses successfully implement their innovations. The innovation survey is intended to run every 2nd year over the life of the CRC in order to benchmark innovation performance as a tool for public sector policy development and business strategy development. Appendix A contains a list of papers produced by the BRITE Project in 2003. The remainder of this report focuses on the case study program, which was successfully completed during 2003, with six booklets being produced.

This research aims to improve the economic and environmental sustainability of the construction & demolition waste and precast concrete supply chains through the development, trial and evaluation of an innovative public sector supply chain management strategy. The long-term goals are to improve competitive behaviour and market sector performance and improve business process efficiency and effectiveness of public sector program delivery by influencing policy development, changing organisational behaviour and implementation development to achieve more economic and environmental sustainable markets.
