All over the world, the liberalization of electricity markets, which follows different paradigms, has created new challenges for those involved in this sector. In order to respond to these challenges, electric power systems suffered a significant restructuring in its mode of operation and planning. This restructuring resulted in a considerable increase of the electric sector competitiveness. Particularly, the Ancillary Services (AS) market has been target of constant renovations in its operation mode as it is a targeted market for the trading of services, which have as main objective to ensure the operation of electric power systems with appropriate levels of stability, safety, quality, equity and competitiveness. In this way, with the increasing penetration of distributed energy resources including distributed generation, demand response, storage units and electric vehicles, it is essential to develop new smarter and hierarchical methods of operation of electric power systems. As these resources are mostly connected to the distribution network, it is important to consider the introduction of this kind of resources in AS delivery in order to achieve greater reliability and cost efficiency of electrical power systems operation. The main contribution of this work is the design and development of mechanisms and methodologies of AS market and for energy and AS joint market, considering different management entities of transmission and distribution networks. Several models developed in this work consider the most common AS in the liberalized market environment: Regulation Down; Regulation Up; Spinning Reserve and Non-Spinning Reserve. The presented models consider different rules and ways of operation, such as the division of market by network areas, which allows the congestion management of interconnections between areas; or the ancillary service cascading process, which allows the replacement of AS of superior quality by lower quality of AS, ensuring a better economic performance of the market. A major contribution of this work is the development an innovative methodology of market clearing process to be used in the energy and AS joint market, able to ensure viable and feasible solutions in markets, where there are technical constraints in the transmission network involving its division into areas or regions. The proposed method is based on the determination of Bialek topological factors and considers the contribution of the dispatch for all services of increase of generation (energy, Regulation Up, Spinning and Non-Spinning reserves) in network congestion. The use of Bialek factors in each iteration of the proposed methodology allows limiting the bids in the market while ensuring that the solution is feasible in any context of system operation. Another important contribution of this work is the model of the contribution of distributed energy resources in the ancillary services. In this way, a Virtual Power Player (VPP) is considered in order to aggregate, manage and interact with distributed energy resources. The VPP manages all the agents aggregated, being able to supply AS to the system operator, with the main purpose of participation in electricity market. In order to ensure their participation in the AS, the VPP should have a set of contracts with the agents that include a set of diversified and adapted rules to each kind of distributed resource. All methodologies developed and implemented in this work have been integrated into the MASCEM simulator, which is a simulator based on a multi-agent system that allows to study complex operation of electricity markets. In this way, the developed methodologies allow the simulator to cover more operation contexts of the present and future of the electricity market. In this way, this dissertation offers a huge contribution to the AS market simulation, based on models and mechanisms currently used in several real markets, as well as the introduction of innovative methodologies of market clearing process on the energy and AS joint market. This dissertation presents five case studies; each one consists of multiple scenarios. The first case study illustrates the application of AS market simulation considering several bids of market players. The energy and ancillary services joint market simulation is exposed in the second case study. In the third case study it is developed a comparison between the simulation of the joint market methodology, in which the player bids to the ancillary services is considered by network areas and a reference methodology. The fourth case study presents the simulation of joint market methodology based on Bialek topological distribution factors applied to transmission network with 7 buses managed by a TSO. The last case study presents a joint market model simulation which considers the aggregation of small players to a VPP, as well as complex contracts related to these entities. The case study comprises a distribution network with 33 buses managed by VPP, which comprises several kinds of distributed resources, such as photovoltaic, CHP, fuel cells, wind turbines, biomass, small hydro, municipal solid waste, demand response, and storage units.

The goal of this EPS@ISEP project proposed in the Spring of 2014 was to develop a flapping wing flying robot. The project was embraced by a multinational team composed of four students from different countries and fields of study. The team designed and implemented a robot inspired by a biplane design, constructed from lightweight materials and battery powered. The prototype, called MyBird, was built with a 250 € budget, reuse existing materials as well as low cost solutions. Although the team's initial idea was to build a light radio controlled robot, time limitations along with setbacks involving the required electrical components led to a light but not radio controlled prototype. The team, from the experience gathered, made a number of future improvement suggestions, namely, the addition of radio control and a camera and the adoption of articulated monoplane design instead of the current biplane design for the wings.

RESUMO - Com tanto ruído informativo e peças de informação incompletas e descontextualizadas, relativos ao controlo da tuberculose em Portugal, a chegarem ao cidadão e aos profissionais de saúde, não é fácil que eles disponham do conhecimento necessário ao desempenho dos respectivos papéis nesse controlo. O presente artigo pretende contribuir para um ganho real em conhecimento quanto (1) ao progresso no controlo da tuberculose em Portugal, enquadrado na evolução desse controlo noutras regiões pertinentes, e (2) aos aspectos do conhecimento disponível e da intervenção na população portuguesa que suscitem especial atenção, para melhoria no futuro imediato. Tem como estratégia integrar, e elevar ao nível de conhecimento, a informação disponibilizada nas fontes mais credíveis e pertinentes, valorizada no contexto da validade das mesmas fontes e da coerência dos diversos componentes. Relata o resultado de um exercício independente de apreciação crítica, com uma perspectiva epidemiológica. São observados: a situação actual, sobretudo a relativa aos anos de 2006 e 2007, e o desempenho do Programa Nacional de Controlo da Tuberculose (PNT), ambos relativizados à evolução recente e ao panorama internacional. O exercício de observação e revisão independentes baseia-se numa selecção de informação oficial e segue o mesmo método de abordagem que a O.M.S. faz nos seus relatórios anuais, à semelhança de outros exercícios já antes realizados. O controlo da tuberculose tem prosseguido a sua tímida, mas firme, evolução favorável, aproximando-se do nível já conseguido nos países seus vizinhos da Europa Ocidental. Em 2007, Portugal contribuiu para os 9 milhões de casos novos anuais, estimados no mundo, com 2916 casos notificados. A este número corresponde a taxa de incidência notificada de 25,7 por 100 000 habitantes e uma redução de 14% em relação ao ano anterior. Esta evolução afigura-se animadora, ainda que seja desejável um impacte mais acentuado do PNT, conforme é de esperar considerando o grau de desenvolvimento do País. A taxa de detecção de casos novos estimada é elevada e continua uma das melhores da Europa Ocidental — o que desfavorece artificialmente a imagem notificada do País, relativamente aos países com pior capacidade de detecção. A taxa de sucesso terapêutico melhorou de novo, situando- -se acima da meta de 85% preconizada pela O.M.S, para um bom controlo da tuberculose. Uma das consequências importantes é que se consegue um melhor aproveitamento da detecção habitualmente alcançada. O conhecimento no seu conjunto aponta para que o grau de controlo possa e deva realmente ser melhorado, sendo imperiosa a discriminação positiva das áreas geográficas e dos grupos populacionais em que tende a concentrar-se a emergência de maior número de casos e de resistências aos medicamentos. Deverão assim ser reforçados selectivamente tanto os meios de detecção e de intervenção clínica, como a qualidade da organização local da intervenção, para o cumprimento efectivo da estratégia DOTS. Enquanto programa vertical que atravessa os diversos níveis do sistema de cuidados de saúde, o desempenho do PNT sofre os efeitos das atribulações desses serviços, sobretudo os de cuidados primários, funcionando como uma «situação-marcadora» quanto ao desempenho do sistema de saúde. A evidência é de que é nesta primeira linha de cuidados que se decide o sucesso na detecção e no tratamento dos casos de tuberculose, reflectindo-se também aí o grau de desenvolvimento social e os comportamentos das populações, por sua vez determinantes do risco de doença e do sucesso terapêutico. ------------------- ABSTRACT - It is not easy that both the citizen and health professionals get enabled with the required knowledge, in order do play the corresponding roles in the control of tuberculosis, considering all the information noise and incomplete, out of context information pieces about the subject, that reach them. This paper is envisaging to contribute for a real gain in knowledge, regarding: (1) the progress in tuberculosis control in Portugal, framed by the evolution of such control in other pertinent regions and (2) the available knowledge and intervention aspects in the Portuguese population that require a special attention, for improvement. The article’s strategy is to integrate, and raise to a knowledge level, information provided by the most accredited and pertinent sources, interpreted as a function of the validity context of the same sources and of the coherence of the several components. Two aspects are observed: the current situation, in particular concerning years 2006 and 2007, and the performance of the National Programme for the Tuberculosis Control (PNT), both made relative to the recent evolution and to the international panorama. This independent observation and revision exercise is based on a selection of official information and follows the same approach that the World Health Organization (W.H.O.) uses in its annual reports, like other similar exercises previously undertaken. The control of tuberculosis is evolving in a shy, but firm, fashion, getting closer to the level already attained by the neighbor countries, in Western Europe. Portugal has contributed with 2916 new notified cases, to the 9 million annual cases estimated in the world, in 2007. This number corresponds to an incidence rate, for notified cases, of 25.7 per 100000 population, and to a reduction of 14% in one year. Such evolution seems encouraging, although a greater impact of PNT is desirable, as expected in relation to the degree of the Country development. Estimated new cases detection rate is high and keeps being one of the best in Western Europe — and this artificially disadvantages the notified image of the Country, as compared with other countries having a worst detection capacity. Treatment success rate has improved again and it is above the 85% target proposed by W.H.O., so that a good control of the disease is achieved. One of the important consequences is a better use of the attained detection. Altogether, knowledge suggests that the degree of control can and must be in fact better; and that a positive discrimination of geographic areas and population groups, in which a greater number of new cases and drug resistances tend to concentrate, is mandatory. Therefore, either clinical detection and intervention resources, or the quality of the local intervention organization have to be reinforced, if a total fulfillment of DOTS strategy is to be obtained. As a vertical programme that crosses the several levels of the health care system, PNT performance suffers the effects of services tribulations, mainly primary care, thus acting as a «markersituation » as to this system performance. Increased levels of plasma oxLDL, which is the oxidized fraction of Low Density Lipoprotein (LDL), are associated with atherosclerosis, an inflammatory disease, and the subsequent development of severe cardiovascular diseases that are today a major cause of death in modern countries. It is therefore important to find a reliable and fast assay to determine oxLDL in serum. A new immunosensor employing three monoclonal antibodies (mAbs) against oxLDL is proposed in this work as a quick and effective way to monitor oxLDL. The oxLDL was first employed to produce anti-oxLDL monoclonal antibodies by hybridoma cells that were previously obtained. The immunosensor was set-up by selfassembling cysteamine (Cyst) on a gold (Au) layer (4 mm diameter) of a disposable screen-printed electrode. Three mAbs were allowed to react with N-hydroxysuccinimide (NHS) and ethyl(dimethylaminopropyl)carbodiimide (EDAC), and subsequently incubated in the Au/Cys. Albumin from bovine serum (BSA) was immobilized further to ensure that other molecules apart from oxLDL could not bind to the electrode surface. All steps were followed by various characterization techniques such as electrochemical impedance spectroscopy (EIS) and square wave voltammetry (SWV). The analytical operation of the immunosensor was obtained by incubating the sensing layer of the device in oxLDL for 15 minutes, prior to EIS and SWV. This was done by using standard oxLDL solutions prepared in foetal calf serum, in order to simulate patient's plasma with circulating oxLDL. A sensitive response was observed from 0.5 to 18.0 mg mL 1 . The device was successfully applied to determine the oxLDL fraction in real serum, without prior dilution or necessary chemical treatment. The use of multiple monoclonal antibodies on a biosensing platform seemed to be a successful approach to produce a specific response towards a complex multi-analyte target, correlating well with the level of oxLDL within atherosclerosis disease, in a simple, fast and cheap way.

The present work reports new sensors for the direct determination of Microcystin-LR (MC-LR) in environmental waters. Both selective membrane and solid contact were optimized to ensure suitable analytical features in potentiometric transduction. The sensing layer consisted of Imprinted Sol–Gel (ISG) materials capable of establishing surface interactions with MC-LR. Non-Imprinted Sol–Gel (NISG) membranes were used as negative control. The effects of an ionic lipophilic additive, time of sol–gel polymerization, time of extraction of MC-LR from the sensitive layer, and pH were also studied. The solid contact was made of carbon, aluminium, titanium, copper or nickel/chromium alloys (80 : 20 or 90 : 10). The best ISG sensor had a carbon solid contact and displayed average slopes of 211.3 mV per decade, with detection limits of 7.3 1010 M, corresponding to 0.75 mg L1 . It showed linear responses in the range of 7.7 1010 to 1.9 109 M of MC-LR (corresponding to 0.77–2.00 mg L1 ), thus including the limiting value for MC-LR in waters (1.0 mg L1 ). The potentiometric-selectivity coefficients were assessed by the matched potential method for ionic species regularly found in waters up to their limiting levels. Chloride (Cl) showed limited interference while aluminium (Al3+), ammonium (NH4 + ), magnesium (Mg2+), manganese (Mn2+), sodium (Na+ ), and sulfate (SO4 2) were unable to cause the required potential change. Spiked solutions were tested with the proposed sensor. The relative errors and standard deviation obtained confirmed the accuracy and precision of the method. It also offered the advantages of low cost, portability, easy operation and suitability for adaptation to flow methods.

As of today, AUTOSAR is the de facto standard in the automotive industry, providing a common software architec- ture and development process for automotive applications. While this standard is originally written for singlecore operated Elec- tronic Control Units (ECU), new guidelines and recommendations have been added recently to provide support for multicore archi- tectures. This update came as a response to the steady increase of the number and complexity of the software functions embedded in modern vehicles, which call for the computing power of multicore execution environments. In this paper, we enumerate and analyze the design options and the challenges of porting AUTOSAR-based automotive applications onto multicore platforms. In particular, we investigate those options when considering the emerging many- core architectures that provide a more scalable environment than the traditional multicore systems. Such platforms are suitable to enable massive parallel execution, and their design is more suitable for partitioning and isolating the software components.

The shifted Legendre orthogonal polynomials are used for the numerical solution of a new formulation for the multi-dimensional fractional optimal control problem (M-DFOCP) with a quadratic performance index. The fractional derivatives are described in the Caputo sense. The Lagrange multiplier method for the constrained extremum and the operational matrix of fractional integrals are used together with the help of the properties of the shifted Legendre orthonormal polynomials. The method reduces the M-DFOCP to a simpler problem that consists of solving a system of algebraic equations. For confirming the efficiency and accuracy of the proposed scheme, some test problems are implemented with their approximate solutions.

Consumer-electronics systems are becoming increasingly complex as the number of integrated applications is growing. Some of these applications have real-time requirements, while other non-real-time applications only require good average performance. For cost-efficient design, contemporary platforms feature an increasing number of cores that share resources, such as memories and interconnects. However, resource sharing causes contention that must be resolved by a resource arbiter, such as Time-Division Multiplexing. A key challenge is to configure this arbiter to satisfy the bandwidth and latency requirements of the real-time applications, while maximizing the slack capacity to improve performance of their non-real-time counterparts. As this configuration problem is NP-hard, a sophisticated automated configuration method is required to avoid negatively impacting design time. The main contributions of this article are: 1) An optimal approach that takes an existing integer linear programming (ILP) model addressing the problem and wraps it in a branch-and-price framework to improve scalability. 2) A faster heuristic algorithm that typically provides near-optimal solutions. 3) An experimental evaluation that quantitatively compares the branch-and-price approach to the previously formulated ILP model and the proposed heuristic. 4) A case study of an HD video and graphics processing system that demonstrates the practical applicability of the approach.

Currently, the teaching-learning process in domains, such as computer programming, is characterized by an extensive curricula and a high enrolment of students. This poses a great workload for faculty and teaching assistants responsible for the creation, delivery, and assessment of student exercises. The main goal of this chapter is to foster practice-based learning in complex domains. This objective is attained with an e-learning framework—called Ensemble—as a conceptual tool to organize and facilitate technical interoperability among services. The Ensemble framework is used on a specific domain: computer programming. Content issues are tacked with a standard format to describe programming exercises as learning objects. Communication is achieved with the extension of existing specifications for the interoperation with several systems typically found in an e-learning environment. In order to evaluate the acceptability of the proposed solution, an Ensemble instance was validated on a classroom experiment with encouraging results.

Este relatório foi realizado no âmbito da unidade curricular de DIPRE (Dissertação/Projecto/Estágio) lecionada no Mestrado em Engenharia Civil – Infraestruturas, no Instituto Superior de Engenharia do Porto. O estágio foi realizado na Divisão Municipal de Obras e Iluminação Pública, na Câmara Municipal do Porto. Neste relatório procurou-se descrever e caracterizar todos os tipos de pavimentos, desenvolver e estudar novas técnicas de orçamentação e planeamento, e ainda analisar vários casos para mostrar a validade do que se realizou. Este relatório inicia-se com uma primeira parte de âmbito teórico, em que se faz referência aos diferentes tipos de pavimentos, analisando-se o seu comportamento, execução, patologias e métodos de dimensionamento. Para além disso faz-se a interpretação do Decreto-Lei nº 163/2006 e das questões de mobilidade urbana. Para o estágio foram necessárias diversas ferramentas de trabalho, não só fornecidas pela Divisão Municipal de Obras e Iluminação Pública, mas também propostas e exploradas pelo aluno. Com estas ferramentas conseguiu-se desenvolver um novo método de orçamentação, estudando os Rendimentos dos operários para um maior rigor nas estimativas de custo efetuadas. As soluções que se apresentam para mostrar o trabalho desenvolvido foram escolhidas de acordo com a sua importância e abrangência para demonstrar tudo o que foi acompanhado e realizado durante o estágio. Começando pela Rua do Dr. Magalhães Lemos, que foi selecionada porque houve a oportunidade de acompanhar e fiscalizar uma obra que contempla a execução de dois pavimentos distintos, o pavimento flexível e o rígido, em Betão Armado Contínuo. Optou-se também por selecionar dois casos de melhoria da acessibilidade no centro da cidade, porque foram dois projetos desenvolvidos pelo aluno em que se conseguiu explorar as diferentes decisões que teve de se tomar. Por fim, apresenta-se o estudo do dimensionamento da Rua de Santo Ildefonso de acordo com as diretrizes da Câmara Municipal do Porto no percurso académico.

O presente trabalho pretende mostrar que a aplicação de medidas de conservação de energia (MCE) pode representar uma redução da intensidade de utilização de matérias-primas na construção de um edifício. Mais concretamente, pode representar uma redução da utilização de materiais e equipamentos, e como consequência, uma redução no esforço económico ao primeiro investimento. Podendo posteriormente representar uma redução na utilização de energia durante o período de funcionamento do edifício. A aplicação de MCE no sector da construção tem vindo a ser uma prática corrente nos novos edifícios e edifícios sujeitos a grandes intervenções de reabilitação. Esta prática deve-se à obrigatoriedade de cumprimento de requisitos regulamentares aplicados à otimização do desempenho energético dos edifícios e dos seus sistemas técnicos, nomeadamente, o RCCTE e o RSECE, entretanto revogados pelo REH e pelo RECS, respetivamente. A implementação de MCE apresenta, na maioria dos casos, benefícios económicos para o promotor do edifício, uma vez que se traduz muitas vezes, na otimização do dimensionamento dos sistemas de Aquecimento, Ventilação e Ar Condicionado (AVAC). Esta otimização permite reduzir os custos associados ao primeiro investimento, bem como na utilização de energia por parte do utilizador, logo na redução dos custos de exploração. No entanto, a falta de quantificação dos impactos do dimensionamento dos sistemas AVAC, da redução de utilização de energia e da análise do custo-benefício da sua aplicação pode condicionar o interesse na sua implementação. Neste contexto, surge a presente dissertação, por iniciativa do Instituto Soldadura e Qualidade (ISQ), aplicado a um caso prático de um edifício já construído e propriedade daquela empresa. Com este trabalho pretende-se avaliar o contributo efetivo das MCE implementadas na fase de projeto e na fase de construção, quer na otimização da dimensão de sistemas e equipamentos AVAC, por via da redução das necessidades energéticas, quer na redução de utilização de energia, permitindo, de seguida, uma avaliação custo-benefício.Na base do caso de estudo está o ECOTERMOLAB, o edifício acima referido, adquirido pelo ISQ para instalação de um laboratório de formação, investigação e desenvolvimento na área da energia. Após aquisição pelo ISQ, o edifício sofreu várias alterações/beneficiações, entre as quais a implementação de MCE, tais como, a aplicação de isolamento térmico na envolvente opaca (paredes, pavimentos e coberturas), duplicação dos vãos envidraçados simples, conferindo-lhes melhores caraterísticas térmicas, e pela aplicação de proteções solar. Foram ainda adotadas MCE aos sistemas AVAC, designadamente, pela adoção de recuperadores de calor nas Unidades de Tratamento de Ar Novo (UTAN’s) e de variadores de velocidade nas bombas de circulação de água e nos ventiladores de ar das UTAN’s. Pretendia o ISQ concluir se a aplicação de todas as MCE contribuiu de forma efetiva para o dimensionamento de sistemas e equipamentos AVAC de menor capacidade e, consequentemente, numa redução de utilização de energia. Em sequência, pretendia avaliar a viabilidade económica da aplicação de todas as MCE, estimando o sobrecusto inicial e o tempo necessário para o retorno financeiro daquele investimento. Para alcançar os objetivos propostos, procedeu-se à simulação energética dinâmica do ECOTERMOLAB, utilizando o programa EnergyPlus. Primeiro foi simulada uma situação base do edifício, sem quaisquer MCE. Posteriormente foi caraterizada cada uma das situações de aplicação das MCE, com o objetivo de avaliar o respetivo impacto individual na utilização de energia pelos sistemas AVAC. Por último foram assumidas todas as soluções em conjunto para avaliar o impacto final de todas as MCE na utilização de energia dos sistemas AVAC, bem como no seu dimensionamento. Das simulações dinâmicas foram obtidos os valores das necessidades de aquecimento e arrefecimento, de energia utilizada pelos sistemas AVAC e de caudais de água aquecida e arrefecida circulada. Com estes valores foi feita uma estimativa de dimensionamento dos equipamentos e componentes AVAC para as situações da aplicação de todas as MCE no ECOTERMOLAB e a sua ausência. A partir da diferença dos custos de aquisição dos respetivos equipamentos e dos valores de poupança em energia foi realizado o estudo da viabilidade económica da implementação das MCE neste edifício. Este estudo permitiu concluir que a aplicação das MCE no ECOTERMOLAB levou à redução da dimensão na generalidade dos equipamentos e componentes AVAC. Permitiu, ainda, concluir que houve uma diminuição de utilização de energia por parte destes sistemas e equipamentos para o aquecimento e arrefecimento. Conclui-se ainda que o período de retorno (Payback) do sobrecusto inicial, estimado em 37.822€ é de, aproximadamente, onze anos e meio, para um valor atual líquido (VAL) de 8.061€ e à taxa interna de rentabilidade (TIR) de 7,03%.
