This research approaches the issue of accessibility in informal settlements, seeking for the challenges and limits defined by informal urban settings, about the application of accessibility parameters. Take the empirical universe as the Conjunto Santa Terezinha, located in Fortaleza- Ce. Initially, the study presents a reflection about the housing issue in Brazil and the informal settlementes in view of the Right to the City. In this sense, the main references are, the works of Suzanne Pasternak (2008), Nabil Bonduki (1998) and Erminia Maricato (1996-97), among others. Follows with the discussion of the concepts and classifications of this type of settlement, making a content analysis of legislation and regulations relating to accessibility and proposed the discussion of the accessible route as the right strategy for the city. In another step, the methodology of 'walking together' created by Dischinger (2000) was applied in a passage previously chosen, which the researcher follows the disabled person during the journey through city making records like photos and video. The comments and perceptions are compared to the spatial analysis of urban morphology, made from the method of Del Rio (1990) and Panerai (2006), and the parameters of NBR 9050. Knowledge of the area is enriched by the methodology of the production of space made by Henri Lefebvre in his book 'The production of space' (1974) with these categories: space conceived, perceived and lived. Another key reference of this author it s the book 'The Right to the City' (991), which allowed in-depth reflections on the social function of town. In conclusion, the study finds that to guarantee a minimum access conditions in informal sittlements it´s necessary to know the specifics of their morphology, their relations and urban practices in view of the visitability- experiencebility, describing it as complementary concepts

omando como referência fundamental o trabalho desenvolvido pela UNESCO em matéria de proteção do Património Cultural Imaterial (PCI), muito particularmente a Convenção para a Salvaguarda do Património Cultural Imaterial (2003), considerou-se oportuno refletir sobre as implicações que este enfoque traz para os museus. São indiscutíveis as repercussões que este instrumento trouxe para o reconhecimento da importância do PCI à escala internacional, motivando um crescendo de iniciativas em tomo da sua salvaguarda. São vários os agentes envolvidos na preservação deste património, no entanto o International Council of Museums (ICOM) reconhece um papel central aos museus nesta matéria. Mas para responder a este repto, os museus terão que repensar as suas estratégias de forma a relacionar-se mais com o PCI, contrariando uma longa tradição profundamente enraizada na cultura material. O presente estudo reflete sobre as possibilidades de actuação dos museus no sentido de dar resposta aos desafios da Convenção 2003, sendo certo que a partir das catividades dos museus é possível encontrar formas de estudar e de dar visibilidade a este património. Em função das especificidades de cada museu, podem ser encontradas estratégias de salvaguarda do PCI, entre as quais se pode incluir o inventário e a documentação (audiovisual, texto, áudio, imagem), a investigação, a divulgação através de exposições e publicações, difusão através da internet, educação não formal, entre outras actividades. Alguns museus começaram já a desenvolver abordagens integradas para a salvaguarda do PCI, cujos exemplos se apresentam. Este tema suscita vários desafios, implicando práticas museológicas inovadoras que possam reflectir o papel dos museus como promotores da diversidade e criatividade cultural. ABSTRACT: Recalling the UNESCO's work towards the protection of Intangible Cultural Heritage (ICH), in particular the Convention for the Safeguarding of the Intangible Cultural Heritage adopted in 2003, I took this opportunity to reflect upon the implications that this recognition brings to museums. The overwhelming success of this document has raised the importance of ICH at international level, motivating a growing number of initiatives towards its safeguard. Accordingly, to the 2003 Convention, there are many agents involved in the preservation of this heritage, yet the International Council of Museums (ICOM) recognizes a central role for museums. Nevertheless, to face this challenge, museums will have to rethink their relationship with ICH in opposition to their deep rooted tradition in material culture. The present study reflects upon the possibilities that museums have to answer the changeling 2003 Convention, recognizing that it’s possible through museum activities to find ways to study and give visibility to ICH. According to each museum specificities, it seems clear that strategies can be engaged in order to promote the safeguard of ICH, including inventory and documentation (audiovisual, audio, text and image), research, promotion through exhibitions, publications, dissemination trough internet and other means, informal education, among other activities. Many museums have already started exploring integrated approaches towards the safeguard of ICH and some of these examples are presented in this study. This theme is challenging, implying innovative museum practices which reflect on museums role towards the promotion of cultural diversity and creativity.

This article summarizes the main findings of a research on literacy made with immigrant Nicaraguan men and women workers residing in Costa Rica, specifically with parents from students at the Gonzalo Monge School in Pital, San Carlos. In this investigation, the more relevant motives for these Nicaraguan immigrants to come to Costa Rica are established. In addition, some of their needs living in this country are stipulated as well as the role of informal education in their lives. It is clearly important to design a literacy proposal on informal education that allows immigrant Nicaraguan men and women workers to prepare and educate for life and work. According to the Project for Latin America and the Caribbean, Education for Everyone program, education is understood as one basic need of the person: every person –child, young or adult- must have the basic opportunity of taking advantage of education. These needs include not only essential tools for learning (such as reading, writing, learning problems…), but also basic learning contents required for human beings to: survive, develop their capacities, live and work with dignity, fully participate on development, improve the quality of their lives, take their fundamental decisions and continue learning.

La crisis de gobcrnabilidad de los recursos hídricos es clara y evidente en Costa Rica. Estos recursos están en proceso de deterioro y peligrosamente amenazados. En tan solo cinco décadas se pasó de la riqueza y abundancia de agua, a la vulnerabilidad y escasez de ésta. Un conjunto de realidades ha originado la mencionada crisis: la ausencia de políticas hídricas integrales, claras y estables, un marco legal desactualizado. estático y de mínimo cumplimiento, que ha permitido el uso ineficiente y la contaminación de los cuerpos de agua y desde luego la cultura dominante de poca o ninguna valoración del agua como recurso vital para el desarrollo presente y futuro de todas las especies que poblamos el país.La Agenda Ambiental del Agua en Costa Rica ha sido elaborada mediante un proceso parlicipativo. donde diversos actores sociales en diferentes regiones —Limón, Liberia y la Gran Area Metropolitana (GAM)— priorizaron los 10 principales problemas y sus potenciales soluciones:1) La educación formal e informal es muy débil respecto a como alcanzar el uso eficiente e inteligente de los recursos hrdricos. Igualmente, es débil para revertir el patrón de manejo de vertidos sin responsabilidad social.2) La excesiva centralización de las decisiones. Muy poca participación ciudadana tanto en la estructura organizativa como en la toma de decisiones.3) La inoperancia del marco institucional y legal —desconocimiento por parte de la sociedad civil de los procesos de denuncia y otros; la tramitología de denuncia es demasiado lenta e ineficiente, razón por la cual los denunciantes se cansan y desaniman—.4) La deficiente y casi nula valoración económica del agua, que tome en cuenta el manejo integral de las cuencas y la búsqueda de la permanencia del recurso en el futuro.5) La ausencia de planes hídricos de cuencas donde el plan regulador sea un componente básico.6) La desigual calidad del agua para los costarricenses según operador del servicio y región geográfica.7) La contaminación de aguas superficiales y subterráneas.8) La ausencia de conocimiento, socialización, sistematización y movilización en relación con el manejo del agua. Es necesario el aumento de las capacidades tanto técnicas y científicas como de cambio de cultura y conocimiento popular.9) Falta de información básica y mecanismos claros para poder utilizarla.10) La información existente en la actualidad se encuentra dispersa en diferentes orgarnza ciones y en algunos investigadores, lo que impide su uso efectivo.La Agenda Ambiental del Agua en Costa Rica aproxima los costos para la solución de los problemas apuntados anteriormente. Se necesita invertir alrededor de US$J .500 millones para abordar la gestión integrada de los recursos hídricos en el país.Abstract: The crisis of governance of thc watcr resources is clear and evideni in Costa Rica. This article presents the results of a participant action research applied in a High School in Heredia, in which the life experiences and voices of the involved students are taking into account. Moreover, their critics towards formal education and its curricular organization lead to a proposal on alternative school experiences that can be called a paralleled curriculum. This type of curriculum breaks up with the Costa Rican public high school official curriculum by inserting the students’ ways of being and doing.

The quality of a country’s human-resource base can be said to determine its level of success in social and economic development. This study focuses on some␣of the major human-resource development issues that surround the implementation of South Africa’s policy of multilingualism in education. It begins by discussing the relationship between knowledge, language, and human-resource, social and economic development within the global cultural economy. It then considers the situation in South Africa and, in particular, the implications of that country’s colonial and neo-colonial past for attempts to implement the new policy. Drawing on the linguistic-diversity-in-education debate in the United Kingdom of the past three decades, it assesses the first phase of an in-service teacher-education programme that was carried out at the Project for Alternative Education in South Africa (PRAESA) based at the University of Cape Town. The authors identify key short- and long-term issues related to knowledge exchange in education in multilingual societies, especially concerning the use of African languages as mediums for teaching and learning.

This article discusses teachers’ attitudes towards immigrant students in poor settings and the effect these attitudes have on organization of education on classroom level. It draws on results from two ethnographic studies where some primary school classes in Sweden were followed with participant observation and interviews as main research methods. The article focuses on classroom activities and teachers’ attitudes towards immigrant students and students with low socio-economic status. In the article is argued for the importance of presenting students in poor settings with demanding tasks and challenging education. In these cases, intellectually undemanding tasks in combination with little room for students’ own initiatives resulted in low enthusiasm among students regarding schoolwork and accordingly low learning, while classroom work that demanded active involvement by students in combination with high level of students’ influence on what took place in classrooms resulted in high level of students’ engagement and high outcome.

Education is generally perceived as a public good which should be provided by the state. In Egypt, free and equal access to education has been guaranteed to all citizens since President Nasser’s socialist reforms in the 1950s. However, due to high population growth rates and a lack of financial resources, the public education system has been struggling to accommodate rapidly increasing numbers of students. While enrolment rates have risen steadily, the quality of state-provided services has deteriorated. Teachers and students have to cope with high class densities, insufficient facilities, a rigid syllabus and a centralized examination system. Today, teaching is among the lowest-paying occupations in the public sector. One strategy to cope with this situation is the widespread practice of private tutoring, which usually takes place at students’ homes or in commercial tutoring centers. Based on research carried out in Cairo in 2004/05 and 2006, I use an actor-centered approach to analyze the motivations of Egyptian teachers and students for participating in private tutoring and the impact that this practice has on the relationship between teachers and students. Students of all socio-economic backgrounds resort to tutoring in order to succeed in a highly competitive and exam-oriented education system. However, the form and quality of tutoring that can be accessed depends on the financial means of the family. For teachers, tutoring provides a good opportunity not only to supplement their income, but also, in the case of renowned “star teachers”, to improve their professional status and autonomy. On the informal “market of education” that has developed in Egypt during the last decades, the educational responsibilities of the state are increasingly being taken over by private actors, i.e. the process of teaching and learning is dissociated from the direct control of the state and from school as an institution. At the same time, education is turned into a marketable commodity. Despite the government’s efforts to provide free education to all citizens, the quality of social services that can be accessed in Egypt, thus, depends mainly on the financial means of the individual or the family.
