La importancia del período señalado para la definición del género y para estudiar hitos decisivos de su puesta en práctica, radicaría en que se trata de una época de fluctuaciones entre formas de pensamiento aún no cristalizadas. Las oscilaciones entre los ensayos filosóficos, literarios y políticos, así como las relaciones de antinomia o de cercanía con las prácticas universitarias de esos mismos subgéneros, son constantes en ese momento y en los grupos significativos de autores a estudiar, aun en la obra de un mismo autor. De allí la riqueza histórico cultural de ese tiempo que luego, hacia el final de la década, se borraría por una absorción del pensamiento ensayístico dentro de marcos institucionales más rígidos y por una politización más evidente. El corpus a investigar estará definido de antemano por ciertos núcleos, focos de discusión o márgenes de recepción. Así, revisaríamos la producción ensayística de tres grupos de autores, sin prejuicio de ramificar luego sus diferencias específicas o agregar nuevas posibilidades de agrupamiento de conjunto. Dichos grupos se concentrarían: primero, en torno a la revista Sur (en autores como Martínez Estrada, Murena, Mallea, Rest, entre otros), cuya repercusión no puede descuidarse ya que promovería una ensayística polimorfa y extra-académica; luego, en torno a la revista Contorno (por ejemplo, Masotta, Jitrik, Viñas, etc.), que fundaría una forma de ensayo vinculada a los estudios universitarios y fuertemente politizada; y por último, algunos grupos de intelectuales o autores aislados de Córdoba (verbi gratia, Terzaga, Larrauiri, Revol, Fantini, Caracciolo), quienes mostrarían ejemplarmente el problema de los márgenes en la difusión del pensamiento y sus posibilidades de originalidad o de arcaísmo que habrían producido efectos en verdad nuevos aunque secretos. Por tratarse de un estudio exploratorio, la presente investigación se ocupará de rastrear nociones operativas en la bibliografía (por otra parte escasa) teórica e histórica, así como las producciones ensayísticas del período que no estén exhaustivamente consignadas. Se buscarán en una primera etapa abordajes teóricos que permitan definir aproximadamente la forma ensayística, no tanto para someter a contrastación dichas teorías sino más bien a fin de poder destacar y analizar las cualidades difernciales de os autores a estudiar. En una segunda etapa, procederemos a analizar y sistematizar los materiales que constituirán nuestro corpus, aunque éste se definirá más restrictivamente de acuerdo con los progresivos avances tanto de la exploración de los materiales como del análisis conceptual de éstos. Los pasos de la investigación serán: a) localización, análisis y confrontación de los problemas teóricos inherentes al ensayo e intentos de definición del género; b) rastreo, lectura y delimitación del ensayo relevado en el proyecto editor de Sur durante la década; c) análisis de las redes discursivas y de los saberes traducidos que darán lugar a la aparición del grupo de Contorno y a la reelaboración de dichos saberes; d) relevamiento y análisis de los ensayos producidos en Córdoba, como caso ejemplar de una práctica al margen de los núcleos de edición y difusión del saber, y estudio de sus relaciones con la cultura central.

This article studies whether fiscal authorities would prefer to operate like in the current EMU or to coordinate according to the theoretical literature. The EMU approach will lead to higher volatility of interest rates, output, inflation and average budget deficits, but the SGP deficit target will be breached less often. This article examines the European integration process from a sociological perspective, where the main focus is the examination of the social consequences of the integration process. The European Union has advanced significantly in the economic, social, and political integration processes. This has resulted in a rapid Europeanization of behavior. There has hardly been any progress, however, toward the development of European social groups. This article examines the causes of this lag and concludes that it is highly unlikely that in the middle run there be significant progress toward the Europeanization of society.

Existeixen creixents evidències què la resposta dels limfòcits T CD8+ alpha beta citotòxics (CTLs) és un element fonamental en la infecció produïda pel VIH. Les CTLs VIH especifiques es consideren molt importants en la reducció de la càrrega viral i en la contenció de la infecció. Encara que la combinació dels antiretrovirals (HAART) ha suposat una millora considerable en la lluita contra el VIH induint una important reducció de la càrrega viral i augmentant el nombre de cèl•lules T CD4+, diverses complicacions han fet ressaltar la necessitat de noves alternatives terapèutiques. Les complicacions inclouen: manca de recuperació d’una resposta immune sòlida contra el VIH, toxicitat a llarg termini de la teràpia i el descobriment que les cèl•lules T CD4+ constitueixen un reservori pel virus. Les noves alternatives controlaran la replicació viral i reconstituiran la immunitat. L’eficàcia de la immunoteràpia cel•lular amb transferència adoptiva de CTLs virals específics s’ha provat en diferents infeccions virals humanes, incloent el VIH. Proposem una modificació de la immunoteràpia adoptiva redirigint l’especificitat de les cèl•lules T contra el VIH mitjançant la transfecció dels gens del TCR. En aquest assaig preclínic, ens aprofitarem de la tecnologia dels animals transgènics per les molècules de HLA, amb la finalitat de generar TCRs d’alta afinitat dirigits contra epitops del VIH restringits per la molècula HLA. Aquests TCRs seran induïts in vivo i seleccionats in vitro. Les cadenes alpha i beta dels TCRs VIH específics procedents de les CTLs seran clonades mitjançant tècniques de biologia molecular. Aquests TCRs VIH específics seran transferits a cèl•lules T CD8+ humanes i la seva especificitat i capacitat citolítica contra cèl•lules diana que presentin antígens de VIH-1 s’estudiaran mitjançant la combinació de diverses tècniques noves (FCC, transfecció mitjançant Nucleoefector). Finalment, una construcció retroviral adient per la seva transducció en cèl•lules T humanes s’establirà amb un TCR òptim seleccionat.

Conflict among member states regarding the distribution of net financial burdens has been allowed to contaminate the entire design of the EU budget with very negative consequences in terms of equity, efficiency and transparency. To get around this problem and pave the way for a substantive budget reform, we propose to decouple distributional negotiations from the rest of the budget process by linking member state net balances in a rigid manner to relative prosperity. This would be achieved through the introduction of a system of compensating horizontal transfers that would take to its logical conclusion the Commission's proposal for a generalized compensation mechanism. We discuss the impact of the proposed scheme on member states? incentives and illustrate its financial implications using revenue and expenditure projections for 2013 that are based on the current Financial Perspectives and Own Resources Decision.

This paper measures the degree in stock market integration between five Eastern European countries and the Euro-zone. A potentially gradual transition in correlations is accommodated by smooth transition conditional correlation models. We find that the correlation between stock markets has increased from 2001 to 2007. In particular, the Czech and Polish markets show a higher correlation to the Euro-zone. However, this is not a broad-based phenomenon across Eastern Europe. We also find that the increase in correlations is not a reflection of a world-wide phenomenon of financial integration but appears to be specific to the European market. The advent of the European Union has decreased the diversification benefits available from country based equity market indices in the region. This paper measures the increase in stock integration between the three largest new EU members (Hungary, the Czech Republic and Poland who joined in May 2004) and the Euro-zone. A potentially gradual transition in correlations is accommodated in a single VAR model by embedding smooth transition conditional correlation models with fat tails, spillovers, volatility clustering, and asymmetric volatility effects. At the country market index level all three Eastern European markets show a considerable increase in correlations in 2006. At the industry level the dates and transition periods for the correlations differ, and the correlations are lower although also increasing. The results show that sectoral indices in Eastern European markets may provide larger diversification opportunities than the aggregate market. ISAFRUIT is an integrated European Union Project focussed on increasing fruit consumption as a means to improve human health, through evaluating the fruit chain and addressing bottlenecks therein.The innovations which are being developed throughout the ISAFRUIT Project have been analysed to determine both the success factors and the obstacles in reaching the commercialisation stage. Only 9.58% of the deliverables planned within the Project were focussed on developing technological innovations.There is evidence, however, of successes in the development of new innovations arising from the ISAFRUIT Project, with several other potential innovations in the pipeline. Of the technologies identified, 67% are still at the “invention stage”; that is, the stage prior to bridging the so-called “valley of death”, the stage between an invention and an innovation. Those which are considered to have moved over the “valley of death” either had industry partners included in the Project, or had consulted with industry to ensure that the technology was relevant, or met a recognised industry need. Many of the technologies which made less progress did not have the same interactions with industry. A number of other issues were identified which prevented further progress towards innovation. The need for scientists to publish scientific papers, both for their career pathways and to increase their chances of future funding, was identified as one issue, although the filing of patents is now becoming more accepted and recognised. The patenting system is considered complex by many scientists and is not well-understood. Finally, agreements between partners on the sharing of intellectual property rights can cause a delay in the innovation process.

Treaty Establishing the European Community, operative until December 1st 2009, had already established in its article 2 the mission of the up until then European Community and actual European Union is to promote an harmonious, equilibrated and sustainable development of the economic activities of the whole Community. This Mission must be achieved by establishing a Common Market, an Economic and Monetary Union and the realization of Common Policies. One of the instruments to obtain these objectives is the use of free circulation of people, services and capitals inside the Common and Interior Market of the European Union. The European Union is characterized by the confirmation of the total movement of capitals, services and individuals and legal peoples’ freedom; freedom that was already predicated by the Maastricht Treaty, through the suppression of whatever obstacles which are in the way of the objectives before exposed. The old TEC in its Title III, now Title IV of the Treaty on the Functioning of the European Union, covered the free circulation of people, services and capitals. Consequently, the inclusion of this mechanism inside one of the regulating texts of the European Union indicates the importance this freedom supposes for the European Union objectives’ development. Once stood up the relevance of the free movement of people, services and capitals, we must mention that in this paper we are going to centre our study in one of these freedoms of movement: the free movement of capital. In order to analyze in detail the free movement of capital within the European framework, we are going to depart from the analysis of the existent case law of the Court of Justice of the European Union. The use of jurisprudence is basic to know how Community legislation is interpreted. For this reason, we are going to develop this work through judgements dictated by the European Union Court. This way we can observe how Member States’ regulating laws and the European Common Law affect the free movement of capital. The starting point of this paper will be the Judgement C-67/08 European Court of Justice of February 12th 2009, known as Block case. So, following the argumentation the Luxemburg Court did about the mentioned case, we are going to develop how free movement of capital could be affected by the current disparity of Member States’ legislation. This disparity can produce double taxation cases due to the lack of tax harmonized legislation within the interior market and the lack of treaties to avoid double taxation within the European Union. Developing this idea we are going to see how double taxation, at least indirectly, can infringe free movement of capital.

The aim of my speech is answering to the question if the Spanish Inheritance and Gift Tax is incompatible with the free movement of workers and capital. We are going to pay special attention to the European Commission’s request to Spain to change its Inheritance and Gift Tax provisions for Non-Residents or Assets held abroad. In order to answer to the question mentioned above five points will be explained. At first place I am going to describe the infrengement procedure established in the Article 258 that the EU Commission can follow when a Member State doesn’t comply with Community Law. At second place, we are going to explain what is the content of the EU Commission delivered on 5th of may 2010 regarding the spanish Inheritance and Gift Tax. Then, we will analise what establishes the Community Law regarding the freedom of workers and capital and how they are understood by the EU Court of Justice in similar cases. Finally, we are going to provide possible amendments that Spain could undertake.

El procés de pau a Irlanda del Nord demostra que cal explorar noves fórmules de sobirania que prenguin en consideració les demandes dels pobles i territoris en conflicte. La profunda transformació dels elements simbòlics clàssics de l’estat-nació en el context de la Unió Europea ha contribuït enormement a les perspectives de resolució d’aquest vell conflicte. Els debats actuals se centren en la recerca de nous instruments de sobirania compartida adaptats a una realitat social complexa i plural. Aquest nou enfocament per trobar una solució al conflicte irlandès és particularment rellevant per al debat basc sobre la formulació de solucions creatives i modernes a problemes similars d’identitat i sobirania. La noció de sobirania compartida implementada a Irlanda del Nord –una fórmula per a relacions interdependents complexes– té una rellevància molt significativa per a la comunitat internacional i probablement es convertirà en un model cada vegada més potent i transcendent per a la resolució de conflictes i la construcció de la pau.

Aquest projecte MQD va servir per crear nou material docent amb un suport digital per a dues assignatures – Política Comparada i Avaluació de la Gestió Pública – en dues llicenciatures diferents – Ciència Política i Periodisme – Un element clau va ser la participació dels estudiants. En ambdós casos, la forma d’ensenyar va canviar de forma substantiva ja que es va dedicar força temps a fer que els estudiants treballessin en el producte final. La principal idea al darrera d’aquesta experiència era que aprenguéssin “fent.” Una altra idea fonamental és que el seu treball es pugui ensenyar per internet a tothom que tingui interès. La utilització d’una pàgina web va donar visibilitat externa al seu treball. Els resultats es poden consultar a http://cpdp.uab.cat/politica/ i http://cpdp.uab.cat/evaluacio/. Aquesta experiència va ser inclosa en el llibre "Cap a l’EEES. Experiències docents innovadores a ciències socials i a ciències humanes" publicat per la UAB.

Mentre que les nanotecnologies s'espera que porti beneficis importants en molts sectors i contribuir a la competitivitat, hi ha un creixent cos de dades científiques que indiquin que hi ha motius raonables per témer que els nanomaterials en particular pot donar lloc a els possibles riscos i efectes nocius per a la salut i el medi ambient. El meu objectiu és examinar com la Unió Europea està donant forma a un règim regulatori per nanomaterials: l'opció regulatòria escollida, la legislació vigent aplicable i la seva eficàcia (amb especial atenció sobre REACH buits normatius), la posició adoptada per la els diferents actors en aquest procés i l'evolució prevista legal en el curt termini.
