A gest??o do ensino b??sico na Inglaterra enfrentava fortes cr??ticas desde a d??cada de 1970. Havia uma s??rie de d??vidas sobre a capacidade de o modelo ingl??s proporcionar educa????o p??blica de qualidade, capaz de sustentar a competitividade econ??mica do pa??s. O modelo educacional neste per??odo era pouco suscet??vel ?? presta????o de contas no que se refere ?? qualidade, era majoritariamente analisado em termos dos montantes de recursos destinados ?? educa????o e excessivamente pautado pela autonomia pedag??gica dos professores. Desde 1988, com a publica????o do Education Reform Act (ERA), o sistema de educa????o b??sica na Inglaterra passou por uma reengenharia. O artigo tem por objetivo analisar as principais inova????es implementadas e seus desdobramentos ao longo dos governos conservadores de Margareth Thatcher (1979 ??? 1990) e John Major (1990 ??? 1997), e dos governos trabalhistas de Tony Blair (1997 ??? 2007) e Gordon Brown (2007 ??? 2010). Over the last decade, software architecture emerged as a critical issue in Software Engineering. This encompassed a shift from traditional programming towards software development based on the deployment and assembly of independent components. The specification of both the overall systems structure and the interaction patterns between their components became a major concern for the working developer. Although a number of formalisms to express behaviour and to supply the indispensable calculational power to reason about designs, are available, the task of deriving architectural designs on top of popular component platforms has remained largely informal. This paper introduces a systematic approach to derive, from CCS behavioural specifications the corresponding architectural skeletons in the Microsoft .Net framework, in the form of executable C and Cω code. The prototyping process is fully supported by a specific tool developed in Haskell

This paper reports on the development of specific slicing techniques for functional programs and their use for the identification of possible coherent components from monolithic code. An associated tool is also introduced. This piece of research is part of a broader project on program understanding and re-engineering of legacy code supported by formal methods

A large and growing amount of software systems rely on non-trivial coordination logic for making use of third party services or components. Therefore, it is of outmost importance to understand and capture rigorously this continuously growing layer of coordination as this will make easier not only the veri cation of such systems with respect to their original speci cations, but also maintenance, further development, testing, deployment and integration. This paper introduces a method based on several program analysis techniques (namely, dependence graphs, program slicing, and graph pattern analysis) to extract coordination logic from legacy systems source code. This process is driven by a series of pre-de ned coordination patterns and captured by a special purpose graph structure from which coordination speci cations can be generated in a number of di erent formalisms

A reflexão sobre o mercado é um tema caro ao substantivismo polanyiano. Em seu modelo da economia antiga, Karl Polanyi defendeu a preponderância da reciprocidade e redistribuição em detrimento do mercado autorregulável no mundo antigo. Os assiriólogos, sejam os defensores fervorosos do modelo polanyiano, como Johannes Renger, ou os críticos ferozes a tal modelo, como Morris Silver, têm debatido o papel do mercado no antigo Oriente próximo em meio a outras interpretações que procuram reinterpretar as mais diversas fontes textuais e arqueológicas da sociedade mesopotâmia em diversos períodos, como, por exemplo, o trabalho de Mario Liverani. Ao analisar os argumentos desses autores pa radigmáticos, pretende-se, neste artigo, por meio da apresentação e repercussão do modelo polanyiano, apresentar um amplo painel crítico do debate sobre a economia e a sociedade na Mesopotâmia.

The wettability of polyimide surfaces microstructured using KrF laser radiation at fluences above the material ablation threshold was studied by static contact angle measurements. The laser-treated surfaces present a morphology consisting of conical features whose dimensions and areal density depend on the fluence. The effect of these parameters on the surface apparent contact angle depends on the wetting regime. When wetting occurs in the homogeneous regime, the apparent contact angle of the treated surfaces increases with the radiation fluence because the cone dimensions increase. In contrast, when wetting occurs in the heterogeneous regime, the apparent contact angle increases with the radiation fluence because the average distance between cones increases. The apparent water contact angle of the laser-treated surfaces can reach values as high as 162 degrees, as compared to 75 degrees for virgin polyimide.

O presente relatório de estágio enquadra-se no âmbito do Trabalho Final de Mestrado inserido no curso em Engenharia Civil, do perfil de Estruturas, do Instituto Superior de Engenharia de Lisboa. Como tal, foi realizado um estágio com o período total de dezoito semanas, pela empresa OPWAY – Engenharia, integrado na obra pública do Prolongamento da Linha Vermelha do Metro de Lisboa relativo ao troço Gare do Oriente – Aeroporto, mais precisamente, nas Estações de Moscavide, Encarnação e Aeroporto. O trabalho desenvolve duas componentes distintas da área de Engenharia, nomeadamente; “Dimensionamento” e “Construção”. Em termos do campo “Dimensionamento” são apresentados os Capítulos 3 e 4, nos quais são tratados todos os aspectos inerentes ao dimensionamento dos elementos estruturais das contenções periféricas e internos, respectivamente, das estações alvo. Neste contexto, em ambos os casos são expostos temas como:” Acções”, “Modelos de Cálculo”, “Estados Limites” e “Verificação da Segurança”. Referente ao Capítulo 3 é desenvolvido, ainda, o assunto “Esforços/Deformações de Dimensionamento”. Estes capítulos foram desenvolvidos com base no estudo das Memórias Descritivas e dos Cálculos Justificativos das estruturas das três estações de metropolitano. Relativamente ao campo “Construção” são expostos os Capítulos 5, 6 e 7. O primeiro trata das alternativas de projecto mais relevantes sendo estas devidamente justificadas em termos de vantagens e desvantagens, em que, o segundo trabalha a evolução construtiva das estações durante o período de estágio. O Capítulo 7 descreve e desenvolve as actividades pessoais realizadas para com a obra enquanto estagiário. Os Capítulos 3, 4, 5 e 7 são complementados pelos Anexos I, II, III e IV, respectivamente. Os anexos são utilizados, igualmente, como pontos de referência para as peças desenhadas das estruturas das estações, projectos esses que são disponibilizados unicamente em suporte informático.

Esta comunicação procura avaliar se os gestores e outros reponsáveis de empresas portuguesas estão conscientes da importância da gestão do conhecimneto nas suas empresas. Esta avaliação foi feita através de um inquérito dirigido às 500 maiores empresas portuguesas, das quais 86 responderam. É a primeira vez que este tipo de estudo sobre empresas portuguesas é levado a cabo. A conclusão mais relevante deste estudo sugere que os respondentes têm uma consciência clara da necessidade de práticas de gestão de conhecimento. Quando convidados a definir a gestão do conhecimento os responsáveis mostraram, pelas respostas dadas, que têm uma percepção clara deste tema. Esta comunicação testa estatisticamente cinco hipóteses que relacionam o conhecimento com alguns factores relevantes para as vantagens competitivas das empresas. Este estudo reveste interesse para comparações com outros países e com novos estudos a realizar em Portugal.

Power Systems (PS), have been affected by substantial penetration of Distributed Generation (DG) and the operation in competitive environments. The future PS will have to deal with large-scale integration of DG and other distributed energy resources (DER), such as storage means, and provide to market agents the means to ensure a flexible and secure operation. Virtual power players (VPP) can aggregate a diversity of players, namely generators and consumers, and a diversity of energy resources, including electricity generation based on several technologies, storage and demand response. This paper proposes an artificial neural network (ANN) based methodology to support VPP resource schedule. The trained network is able to achieve good schedule results requiring modest computational means. A real data test case is presented.

OBJECTIVE: Contribution to the discussion of the role of participation/consent of employees in working hours regulation. METHODS: Exploratory analysis of conflicts between preferences of employees and ergonomic recommendations in shift scheduling by analysing a large number of participative shift scheduling projects. RESULTS: The analysis showed that very often the pursuit of higher income played the major role in the decision making process of employees and employees preferred working hours in conflict with health and safety principles. CONCLUSIONS: First, the consent of employees or the works council alone does not ensure ergonomically sound schedules. Besides consent, risk assessment procedures seem to be a promising but difficult approach. Secondly, more research is necessary to check the applicability of recommendations under various settings, to support the risk assessment processes and to improve regulatory approaches to working hours.

This study was carried out with the aim of modeling in 2D, in plain strain, the movement of a soft cohesive soil around a pile, in order to enable the determination of stresses resulting along the pile, per unit length. The problem in study fits into the large deformations problem and can be due to landslide, be close of depth excavations, to be near of zones where big loads are applied in the soil, etc. In this study is used an constitutive Elasto-Plastic model with the failure criterion of Mohr-Coulomb to model the soil behavior. The analysis is developed considering the soil in undrained conditions. To the modeling is used the finite element program PLAXIS, which use the Updated Lagrangian - Finite Element Method (UL-FEM). In this work, special attention is given to the soil-pile interaction, where is presented with some detail the formulation of the interface elements and some studies for a better understand of his behavior. It is developed a 2-D model that simulates the effect of depth allowing the study of his influence in the stress distribution around the pile. The results obtained give an important base about how behaves the movement of the soil around a pile, about how work the finite element program PLAXIS and how is the stress distribution around the pile. The analysis demonstrate that the soil-structure interaction modeled with the UL-FEM and interface elements is more appropriate to small deformations problems.

In the last years there has been a considerable increase in the number of people in need of intensive care, especially among the elderly, a phenomenon that is related to population ageing (Brown 2003). However, this is not exclusive of the elderly, as diseases as obesity, diabetes, and blood pressure have been increasing among young adults (Ford and Capewell 2007). As a new fact, it has to be dealt with by the healthcare sector, and particularly by the public one. Thus, the importance of finding new and cost effective ways for healthcare delivery are of particular importance, especially when the patients are not to be detached from their environments (WHO 2004). Following this line of thinking, a VirtualECare Multiagent System is presented in section 2, being our efforts centered on its Group Decision modules (Costa, Neves et al. 2007) (Camarinha-Matos and Afsarmanesh 2001).On the other hand, there has been a growing interest in combining the technological advances in the information society - computing, telecommunications and knowledge – in order to create new methodologies for problem solving, namely those that convey on Group Decision Support Systems (GDSS), based on agent perception. Indeed, the new economy, along with increased competition in today’s complex business environments, takes the companies to seek complementarities, in order to increase competitiveness and reduce risks. Under these scenarios, planning takes a major role in a company life cycle. However, effective planning depends on the generation and analysis of ideas (innovative or not) and, as a result, the idea generation and management processes are crucial. Our objective is to apply the GDSS referred to above to a new area. We believe that the use of GDSS in the healthcare arena will allow professionals to achieve better results in the analysis of one’s Electronically Clinical Profile (ECP). This attainment is vital, regarding the incoming to the market of new drugs and medical practices, which compete in the use of limited resources.

A key aspect of decision-making in a disaster response scenario is the capability to evaluate multiple and simultaneously perceived goals. Current competing approaches to build decision-making agents are either mental-state based as BDI, or founded on decision-theoretic models as MDP. The BDI chooses heuristically among several goals and the MDP searches for a policy to achieve a specific goal. In this paper we develop a preferences model to decide among multiple simultaneous goals. We propose a pattern, which follows a decision-theoretic approach, to evaluate the expected causal effects of the observable and non-observable aspects that inform each decision. We focus on yes-or-no (i.e., pursue or ignore a goal) decisions and illustrate the proposal using the RoboCupRescue simulation environment.

Due to the growing complexity and adaptability requirements of real-time embedded systems, which often exhibit unrestricted inter-dependencies among supported services and user-imposed quality constraints, it is increasingly difficult to optimise the level of service of a dynamic task set within an useful and bounded time. This is even more difficult when intending to benefit from the full potential of an open distributed cooperating environment, where service characteristics are not known beforehand. This paper proposes an iterative refinement approach for a service’s QoS configuration taking into account services’ inter-dependencies and quality constraints, and trading off the achieved solution’s quality for the cost of computation. Extensive simulations demonstrate that the proposed anytime algorithm is able to quickly find a good initial solution and effectively optimises the rate at which the quality of the current solution improves as the algorithm is given more time to run. The added benefits of the proposed approach clearly surpass its reducedoverhead.

In heterogeneous environments, diversity of resources among the devices may affect their ability to perform services with specific QoS constraints, and drive peers to group themselves in a coalition for cooperative service execution. The dynamic selection of peers should be influenced by user’s QoS requirements as well as local computation availability, tailoring provided service to user’s specific needs. However, complex dynamic real-time scenarios may prevent the possibility of computing optimal service configurations before execution. An iterative refinement approach with the ability to trade off deliberation time for the quality of the solution is proposed. We state the importance of quickly finding a good initial solution and propose heuristic evaluation functions that optimise the rate at which the quality of the current solution improves as the algorithms have more time to run.
