Radiopharmaceuticals are substances marked with radionuclides that can be used for detection and treatment of cancer, infections and inflammatory diseases. They emit several types of radiation through different decay routes, each radioisotope with its specific properties and uses. They can usually be produced from several different materials, by bombardment with particle beams in a nuclear research reactor or cyclotron, depending on their characteristics. Brazil has four public institutions which produce - or import - and distribute radiopharmaceuticals to hospitals and clinics throughout its territory. The largest such institution, Ipen, distributes 97% of radiopharmaceuticals used in the country. Some radiopharmaceuticals decay very quickly, meaning they must be produced and quickly administered to the patient in the same location, presenting a logistical challenge. Nuclear medicine in Brazil is a promising field and has been steadily growing, although rigid laws and a lack of qualified work force hinder Research and Development efforts for new radiopharmaceuticals. The construction of a new nuclear research reactor, in 2016, should generate self-sufficiency and economy in radiopharmaceutical production and avoid a future crisis in the supply of technetium-99m, the most important radioisotope, used in over 80% of procedures with radiopharmaceuticals.

This article introduces the Public’s Field, which brings together teachers and students of undergraduate courses in Public Administration, Public Management, Public Policy, Public Management and Social Policy in Brazil, around the republican and democratic ethos as values, and multidisciplinary approach as proposed construction of knowledge. Based on a literature review, documental analysis, and especially in participant observation of the authors as actors in the construction Field, the article is per se a dossier. It starts with the definition of the Field and describes - in detail - their constituent movement in the last 12 years, culminating in the approval of the National Curriculum Guidelines of Public Administration in 2013. The text shows the achievement and growth of Field in the country before the growing supply of undergraduate courses, stimulated by upgrading and expansion of the public sector. Finally, we list some challenges, concerning the process of institutionalization and identity.

O Direito de propriedade, seguindo o desenvolvimento da sociedade, evoluiu e suportou grandes transformações ao longo da história. Diversas foram as concepções que surgiram para explicar sua natureza, partindo da idéia exposta no regime feudal, onde somente ao senhor cabia o direito de propriedade, passando para um conceito que consagrou a propriedade como um direito sagrado e inviolável, até acolher expressa e constitucionalmente sua função social, na consagração máxima ao princípio da Soacialidade, reflexo da publicização do Direito Civil moderno. Mesmo nos dias atuais, trata-se de um assunto emblemático haja vista sua utilização tímida na administração publica, muito embora o princípio da função social da propriedade tenha sido genericamente consagrado na Constituição Federal de 1988, igualmente adotado pelo Código Civil de 2002. O presente artigo, de caráter multidisciplinar, composto de duas fases, se propõe a analisar, inicialmente, a (in)aplicabilidade da função social dos bens públicos dominicais, estudo que se situa em uma zona cinzenta entre o Direito Constitucional, o Direito Administrativo e o Direito Civil. Para tanto, será feito uso dos princípios de interpretação constitucional, a fim de se alcançar o real sentido da norma estatuída nos artigos 170, III, 182 e 186, da Carta Política de 1988, além dos artigos 421, 1228, 1239 e 1240, das normas de direito material, e da análise do Estatuto das Cidades, inovação constitucional que delega aos Municípios a competência para impor a desapropriação, como decorrência última das sanções suportadas pelo proprietário, em razão do uso degenerado da propriedade urbana. Portanto, ainda que a aplicação da função social aos patrimônios públicos nos parece redundante, já que compete ao Estado a garantia do bem comum, resulta necessário, no panorama atual, fixar os parâmetros para a construção de um novo modelo de gestão do patrimônio público, atribuindo uma destinação adequada aos bens dominicais ociosos, que atenda a função social e atenda aos interesses públicos, em detrimento dos interesses dos rent seeking, tema abordado na segunda fase de desenvolvimento do presente projeto, conforme se poderá verificar com as conclusões apresentadas, haja vista que a tese apresentada busca revolucionar os modelos atuais de gestão do patrimônio público, que permanece mais público do que nunca, apenas com critérios bem definidos e estabelecidos para sua destinação, que em sendo adequada favorecerá o desenvolvimento econômico, social e cultural da sociedade, reduzindo as desigualdades.

The territorial approach of development took an important place in the public politics of the State, also guiding the actions originated from different organizations of the society. The territorial focus, infl uenced by the analysis related to the industrial districts, is highlighted as a specifi c form to dealing with process and situations spatially delimited. In Brazil, the Secretary of Territorial Development, linked to the Ministry of Agrarian Development, since 2003, has adopted it strategically through the Programa Nacional de Desenvolvimento Sustentável dos Territórios Rurais (PRONAT). In 2008, had occurs the implantation of the Programa Territórios da Cidadania, a part of the PRONAT and of the rural development politic directed to the dynamization of the depressed territories constituted by small counties that cover rural and urban areas and activities, overcoming the focus on the rural world. The analysis of the assumptions underlying to the adoption of this strategy on the politic of the rural development in Brazil made through the study of the constitution of the Território Integração Norte Pioneiro (PR), which indicates that the focus of this politic falls more on the effectiveness of the decentralization than the concretization, and implementation, of the social management.

The paper presents a study of fiscal policy and public debt in Brazil from 1994 to 2008. We assert that fiscal policy in Brazil was conducted in accordance with a new macroeconomic model, and that the measures adopted in that framework resulted in the construction of a new fiscal model. The fiscal policy in this new system has the main role of debt sustainability, with a suitable revenue and spending policy, conducted to achieve the goals of a positive public sector primary result.

From a theoretical foundation favorable to industrial policies, this paper intends to show the main policies followed by Ireland since the 1950s, with a special emphasis on those directed to Science, Technology and Innovation (S,T&I), FDI and high tech sectors, like software and biotechnology. We compare these policies with those used in Brazil, in a similar period, in order to have some hints for virtual transformations of current Brazilian policies. We conclude that the compromise of the State with the direction of the development and the continu-ity of industrial policies is very important to a solid building of comparative advantages in technologically dynamic sectors.

The present text intents to explore how the observation and the annotation of cultural practices of a nation can have a decisive role in the image construction of its literature and how this image can be decisive for the perception of the texts written about the target nation. To exemplify this idea, some important topics for the construction of the image of Brazil and for the text written about this country in Germany are taken under consideration.

The ideas of Ferdinand de Saussure (1857-1913) still stimulate keen interest among language scholars today, be it complementary or contradictory. Saussurean thought has become widespread, in a more or less explicit manner, in undergraduate and graduate education in the humanities. Since the mid-1950s, Saussure’s ideas have been introduced and debated as part of the training of first-language and foreign-language teachers, communicators, anthropologists, sociologists and psychologists. In the majority of undergraduate and graduate disciplines in the areas of Linguistics and Communication, from the moment academics begin to address the nature of human signification and communication, it is impossible to ignore Saussure’s reflections on language and parole. The aim of this study is to reflect on the transmission of the general lines of Saussurean thought in Brazil. For this purpose, an inventory and analysis are carried out of Linguistics manuals originally published in Brazil since the 1970s, with the aim of reflecting on their construction in terms of programming and persuasion, categories of analysis of didactic speech proposed by A. J. Greimas.
