La razón principal del protagonismo regional brasilero se deriva de su continuidad en la construcción de estrategias en política exterior. Fue precisamente esta continuidad, sustentada en una identidad nacional y una visión autónoma de inserción internacional, características propias de su herencia diplomática, lo que le permitió identificarse y ser identificado como un líder regional a través de uno de los mecanismos de integración más grandes en América Latina. Como resultado de la política exterior de Lula y su redireccionamiento hacia la región, Brasil logró impulsar y construir una región suramericana sustentada en un MERCOSUR. Un espacio de cooperación regido por unos intereses y valores compartidos en materia política, económica y cultural que le permitiera por un lado diversificar y expandir su economía y por el otro, un posicionamiento político reflejado en el UNASUR. Con base en lo anterior esta investigación busca responder a la pregunta ¿de qué manera el proyecto de integración MERCOSUR incidió en el posicionamiento político de Brasil en la región durante el gobierno de Lula? Para ello este trabajo se divide en tres partes. La primera explica la construcción de su política exterior hacia la región. La segunda parte busca analizar el rol que ha tenido Brasil en la evolución de MERCOSUR, toda vez que es por medio de este, que Brasil pudo afianzar un protagonismo regional y global. Por último, se explica el posicionamiento político regional brasilero teniendo en cuenta al MERCOSUR como un vehículo estratégico utilizado por Brasil para posicionarse políticamente en la región.

El presente estudio de caso, busca explicar cuáles son las posibles implicaciones e influencia de la construcción del Proyecto del Canal de Nicaragua en la geografía, la economía y la política exterior del Caribe Occidental. Esta investigación defiende que la construcción de este canal influirá en el largo plazo en la geopolítica de esta región, debido a la posibilidad de una competencia hasta hoy inexistente en la región entre dos canales interoceánicos, que puede llegar a afectar la disponibilidad de recursos naturales de la subregión, y asimismo, fortalecer la presencia asiática en América Latina; sin embargo, las consecuencias de este canal no pueden determinarse de manera específica. Para sustentar lo anterior, se realizará una revisión del proceso de construcción del canal de Panamá y del proyecto del de Nicaragua, para establecer un estudio de prospectiva de los escenarios posibles para la región del Caribe Occidental.

The Sustainably Managing Environmental Health Risk in Ecuador project was launched in 2004 as a partnership linking a large Canadian university with leading Cuban and Mexican institutes to strengthen the capacities of four Ecuadorian universities for leading community-based learning and research in areas as diverse as pesticide poisoning, dengue control, water and sanitation, and disaster preparedness. By 2009, train-the-trainer project initiation involved 27 participatory action research Master’s theses in 15 communities where 1200 community learners participated in the implementation of associated interventions. This led to establishment of innovative Ecuadorian-led master’s and doctoral programs, and a Population Health Observatory on Collective Health, Environment and Society for the Andean region based at the Universidad Andina Simon Bolivar. Building on this network, numerous initiatives were begun, such as an internationally funded research project to strengthen dengue control in the coastal community of Machala, and establishment of a local community eco-health centre focusing on determinants of health near Cuenca. Alliances of academic and non-academic partners from the South and North provide a promising orientation for learning together about ways of addressing negative trends of development. Assessing the impacts and sustainability of such processes, however, requires longer term monitoring of results and related challenges.

This paper describes a region-based algorithm for deriving a concise description of a first order optical flow field. The algorithm described achieves performance improvements over existing algorithms without compromising the accuracy of the flow field values calculated. These improvements are brought about by not computing the entire flow field between two consecutive images, but by considering only the flow vectors of a selected subset of the images. The algorithm is presented in the context of a project to balance a bipedal robot using visual information.

A novel framework for multimodal semantic-associative collateral image labelling, aiming at associating image regions with textual keywords, is described. Both the primary image and collateral textual modalities are exploited in a cooperative and complementary fashion. The collateral content and context based knowledge is used to bias the mapping from the low-level region-based visual primitives to the high-level visual concepts defined in a visual vocabulary. We introduce the notion of collateral context, which is represented as a co-occurrence matrix, of the visual keywords, A collaborative mapping scheme is devised using statistical methods like Gaussian distribution or Euclidean distance together with collateral content and context-driven inference mechanism. Finally, we use Self Organising Maps to examine the classification and retrieval effectiveness of the proposed high-level image feature vector model which is constructed based on the image labelling results.

We introduce a novel high-level visual content descriptor that is devised for performing semantic-based image classification and retrieval. The proposed image feature vector model is fundamentally underpinned by the CCL framework. Two different high-level image feature vector models are developed based on the CCL labelling of results for the purposes of image data clustering and retrieval, respectively. A subset of the Corel image collection has been used for evaluating our proposed method. The experimental results to-date already indicate that the proposed semantic-based visual content descriptors outperform both traditional visual and textual image feature models. In this paper we undertake a preliminary assessment of the regional planning and development implications of BAA Stansted Airport’s planning permission to grow to 25 million passengers per annum (mppa) by 2010. Our concern is not simply to consider the overall growth of the airport on the airport site itself but the nature and type of growth both on- and off-site. In this document we focus on the submitted planning permission documents and test them. The methodology we employed was to draw on published and unpublished numerical estimates of the airport’s growth – particularly including estimates produced by the airport owner, BAA, and their economic and planning consultants DTZ Pieda - and critically, and systematically analyse their figures. We adopted this approach because unless the figures which were employed in the initial calculations were correct then all of the subsequent projections which flow from them - and the polices which could then be based on them – could be flawed. The analysis is divided into two parts – firstly, are the growth forecasts correct?; and secondly, what do these forecasts actually mean in developmental terms? In effect, what we have done is to produce a critique of the existing body of evidence by questioning underpinning assumptions and then draw some preliminary conclusions for the region based on this analysis. A major focus of this report has been analyse the figures involved in the planning application to expand Stansted to 25mppa. Ironically, one of our key findings, that the local impact of Stansted’s proposed expansion in employment terms might well be less than was originally thought, might make it easier to gain the acceptance of the relevant local authorities involved to allow the development to take place. Our main overall findings are that the BAA projections over-estimate the local employment impact of the airport’s proposed growth and under-estimate its potential regional ‘transportation’ employment effect. These two findings are, of course, related to each other in important ways, and we also feel that they have potentially significant medium and long-term economic, competitiveness and planning policy implications for the East of England region

The interaction between polynyas and the atmospheric boundary layer is examined in the Laptev Sea using the regional, non-hydrostatic Consortium for Small-scale Modelling (COSMO) atmosphere model. A thermodynamic sea-ice model is used to consider the response of sea-ice surface temperature to idealized atmospheric forcing. The idealized regimes represent atmospheric conditions that are typical for the Laptev Sea region. Cold wintertime conditions are investigated with sea-ice–ocean temperature differences of up to 40 K. The Laptev Sea flaw polynyas strongly modify the atmospheric boundary layer. Convectively mixed layers reach heights of up to 1200 m above the polynyas with temperature anomalies of more than 5 K. Horizontal transport of heat expands to areas more than 500 km downstream of the polynyas. Strong wind regimes lead to a more shallow mixed layer with strong near-surface modifications, while weaker wind regimes show a deeper, well-mixed convective boundary layer. Shallow mesoscale circulations occur in the vicinity of ice-free and thin-ice covered polynyas. They are forced by large turbulent and radiative heat fluxes from the surface of up to 789 W m−2, strong low-level thermally induced convergence and cold air flow from the orographic structure of the Taimyr Peninsula in the western Laptev Sea region. Based on the surface energy balance we derive potential sea-ice production rates between 8 and 25 cm d−1. These production rates are mainly determined by whether the polynyas are ice-free or covered by thin ice and by the wind strength.

We present a palaeoecological investigation of pre-Columbian land use in the savannah “forest island” landscape of north-east Bolivian Amazonia. A 5700 year sediment core from La Luna Lake, located adjacent to the La Luna forest island site, was analysed for fossil pollen and charcoal. We aimed to determine the palaeoenvironmental context of pre-Columbian occupation on the site and assess the environmental impact of land use in the forest island region. Evidence for anthropogenic burning and Zea mays L. cultivation began ~2000 cal a BP, at a time when the island was covered by savannah, under drier-than-present climatic conditions. After ~1240 cal a BP burning declined and afforestation occurred. We show that construction of the ring ditch, which encircles the island, did not involve substantial deforestation. Previous estimates of pre-Columbian population size in this region, based upon labour required for forest clearance, should therefore be reconsidered. Despite the high density of economically useful plants, such as Theobroma cacao, in the modern forest, no direct pollen evidence for agroforestry was found. However, human occupation is shown to pre-date and span forest expansion on this site, suggesting that here, and in the wider forest island region, there is no truly pre-anthropogenic ‘pristine’ forest.
Metade Sul : uma análise das políticas públicas para o desenvolvimento regional no Rio Grande do Sul

A Metade Sul do Rio Grande do Sul, considerando sua extensão territorial e a persistência secular de seu declínio econômico, configura-se como uma das questões de maior complexidade na área regional. Nos últimos anos, diversos estudos foram realizados para compreender os motivos desse baixo dinamismo econômico. Ao mesmo tempo, pressões de políticos locais e da opinião pública motivaram a formulação de diversas ações governamentais desenhadas especificamente com o objetivo de reverter essa situação. O presente trabalho teve como objetivo central destacar e analisar, do ponto de vista da administração pública, os principais programas econômicos concebidos nas últimas duas décadas, direcionados a recuperar economicamente essa região. Baseado nos conceitos teóricos das recentes contribuições no campo da economia regional e utilizando o instrumental de análise de políticas públicas, tornou-se possível compreender a concepção central das políticas adotadas e apresentar novas perspectivas de ação.

As matas ribeirinhas no rio Camaquã constituem os maiores remanescentes da Floresta Estacional Semidecidual Ribeirinha no Estado, sendo muito pouco conhecidas florística e fitossociologicamente. Em um fragmento de mata ribeirinha na margem esquerda do baixo rio Camaquã, município de Cristal (31°01’01.7’’S e 51°56’42.0’’W, em torno de 14 m.n.m.) realizou-se um estudo do componente arbóreo, com o intuito de se determinar sua estrutura e relacionar os resultados obtidos com outras florestas no Estado. O clima da região é do tipo Cfa de Köppen, com médias anuais de temperatura de 18,9 °C, e de precipitação de 1.234 mm. Os solos são do tipo Planossolo Hidromórfico Eutrófico (Sge), de textura média/siltosa. O levantamento fitossociológico foi realizado em uma área de 1 ha, dividida em 100 parcelas de 10 x 10 m, onde foram amostradas todas as árvores com DAP maior ou igual a 5 cm. Foram calculados os parâmetros fitossociológicos empregados usualmente, além das estimativas de diversidade de Shannon (H’) e equabilidade de Pielou (J’). Relações florísticas com outras áreas foram feitas através da análise de coordenadas principais e de agrupamento, utilizando os índices de similaridade de Jaccard e Dice. No levantamento florístico foram encontradas 68 espécies arbóreas, a maioria características de ambientes ribeirinhos. Na fitossociologia foram amostrados 2.179 indivíduos, pertencentes a 29 espécies, 25 gêneros e 14 famílias. As famílias Myrtaceae, Euphorbiaceae, Fabaceae, Sapindaceae e Salicaceae apresentaram as maiores riquezas. Os valores de importância mais elevados foram registrados para espécies típicas de sub-bosque, que apresentam grande densidade (Sebastiania commersoniana, Allophylus edulis e Eugenia schuechiana). As espécies ocupantes do dossel, com densidades baixas ou intermediárias (Luehea divaricata e Nectandra megapotamica) destacam-se pela dominância. O índice de diversidade foi estimado em 2,342 nats.ind.-1 (J’= 0,695), sendo intermediário entre os menores valores estimados para as matas de restingas e os maiores para Florestas Estacionais Semideciduais na região. O predomínio de espécies zoocóricas demonstra ser uma floresta madura, embora se tenha encontrado uma grande participação de indivíduos com síndrome de dispersão abióticas. Por sua localização na Planície Costeira Interna, a área apresentou, floristicamente, uma grande influência de espécies provenientes das matas de encosta da Serra do Sudeste, havendo uma maior similaridade com as matas do rio Piratini e outras Florestas Estacionais Semideciduais.

This paper aims to make a theoretical reflection on the theoretical compatibility between the program State Employer of Last Resort (ELR) and the Democratic experimentalism (ED). The ED arises in political thought as an alternative to neo-liberal and social democratic programs in order to rescue the discussion about the institutional organization of society and the market economy. About the involuntary unemployment, it proposes tax changes incidents on payroll and proposes work fronts to the most vulnerable or poorly trained. The hypothesis of this paper is that this approach is compatible with the ELR program, the post- Keynesian line. The ELR is presented as transgression of the mainstream of economic thought by proposing that the State acts as guarantor of employment, working as a stabilizing anchor for the economy. On the edge, the ELR proposes eliminate completely involuntary unemployment. The implementation of the ELR, however, requires the construction of institutions that aim to remake the market economy, as well as deepen and energize politics and democracy, goals that are part of the ED program. Thus, the ED would, in theory, an environment conducive to innovative policies guarantors of training and occupation of the individual, essential for their emancipation institutional environment. In Brazil, which has serious infrastructure problems and qualification of manpower, such a program has enormous potential benefit. However when transposed to the Northeast of Brazil through the Plan for the region based on the principles of the ED and the hypothetical coupling to the ELR could not confirm or reject the hypothesis sub-compatibility of these two theoretical frameworks. The findings point to a partial convergence between these two programs

This work aims at studying the policies of teaching training and their impact in the actors and in the education systems of the countries in which these policies were implemented into the context of neoliberal reforms. We particularly studied these policies in three Latin America countries: Argentina, Brazil and Chile. The policies studied here are the ones implemented from the 90 s. However, the horizon of this study is at the beginning of the 80 s, period that starts one of the four intervention initiatives of education here studied: The Main Project of Education For Latin America and Caribbean (PROMEDLAC), which in 2002 goes into a new stage and it is called Regional Project of Education for Latin America and Caribbean (PRELAC), worked out by UNESCO as a request of government representatives of countries of the region, based on the suggestions of Declaration of Mexico , signed by them in 1979. These suggestions will be in the base of the other three initiatives: The Education For All (EPT); Ibero-American Conferences of Education (CIE) and The Hemisphere Action Plan of Education (PAHE), whose documents are the base to the production of an abundant legislation and normatization on education that created the parameters on which the policies of education reforms were worked out and implemented and the dynamism of our education systems from the last two decades of the twentieth century on. All these initiatives intend to work with objectives, projects and programs that, in some cases, in isolation or in groups, are under influence of their actions in a way that frequently it is difficult to identify which of them is the main responsible for some advances. It is important to stand out that not all of the suggestions produced by these initiatives were implemented as policies, and many of them to be implemented were changed in such a way that they were distorted, even they were a result of a multilateral deal, each country gave to them its own interpretation. Moreover, in all these processes the teaching entities had and keep having a fundamental role. The evidences, result of the evaluations of each initiative, show that education policies implemented produced advances in several aspects. They are still not the ideal ones, in truth, but they do exist. In relation to the teaching questions, there were and are still being implemented multiples and varied actions that did not have the expected impact in the education systems of the countries, objects of this study, but, many of them that go on, are promising and start to have a positive impact into the education systems. Even so, the teaching subject matter, even playing a central role in the agenda of all countries of the region, still represents one of the big challenges to the advance and improvement of our education systems

This study emerges and develops, from a note by Italo Calvino, who in his novel Invisible Cities advised to avoid saying "that sometimes different cities follow on the same site and with the same name, born and die without knowing, without communication among itself ". The research with a transdisciplinary work ( using elements of sociology, anthropology, geography and communication) made a reflection about segregation and tourism: poverty-richness, center-periphery, tradition- spectaclezation , the visitor-visited maping the touristic circuit and discussing about the phenomenon on the real city and touristic place: Natal and the "Sun City" - Rio Grande do Norte, studying videos produced by residents (documentary) and tourists ( posted on the Internet). Doing a comparative analysis between the realities of these two subjects (resident and tourist), the research found few similarities, many differences on the urban experience, with the existence of two distinct realities (tourist region X the periphery region). Based on theory of phenomenology, social representation, and using content analysis of film, it was noted that promotes to the visitor a trip segmented and disintegrated to daily life, culture and contact with the resident. Resident that, in largely part, lives in a unattended area, with no prospect of life (represented by Novo Horizonte Community). The confinement and segregation occurs even in his moments of leisure and cultural expressions (represented by Redinha‟s Beach), because the private an public leisure areas of tourism indirectly prevent access by people who can not contribute to the consumption on this places. This papper concluded that the tourism in Natal is an activity-phenomenon that directs and focuses on public investments for infrastructure tourist region (Ponta Negra Beach), in detriment of the poorest and periphery areas of the city
