Brazil has become the center of the spotlight of the whole world recently, amongst many other reasons, one of them was because it was chosen to host a series of mega sporting events - Pan American Games in 2007, Confederations Football Cup in 2013, Fifa Football World Cup 2014 Games and 2016 Olympic and Paralympic Games in 2016. However, little is known about the country's administrative governmental structure focused on sport policy. The available studies focus their analysis on the sport policies content, but not on the arrangement of its structural decision-making. The main aim of this article is indeed to describe, based on official documentation, the evolution and the current arrangements of the government responsible for the administrative structure for the planning and implementation of sports policies in Brazil. Thus, we tried to list the main problems arising from the organization of the Brazilian sports' management. These problems are: (1) inappropriate institutional structure in terms of human resources and obstacles to participation by other social actors beyond the officials (parliament and members of the Ministry of Sports) in the sports policy; (2) disarticulation between public institutions generating redundancies and conflicts of jurisdiction due to the poor division of labor between bureaucracy agencies; and (3) inadequate planning proved by the lack of organization of some institutions, and by the lack of assessment and continuity of public policies over time. Therefore, we must emphasize those problems from above, and due to these administrative arrangements, Brazilian sports' policy has big challenges in the sport development in this country, which includes the creation of a national "system" for sports and a priority investment in sport education.

A brief description of the main features of the health planning technique developed by the "Centro de Estudios del Desarrollo" (CENDES) in Venezuela, and proposed by the Pan-American Health Organization for use in Latin America, is presented. This presentation is followed by an appraisal of the planning method which includes comments both upon its positive aspects and upon its negative points. Comments are also made referring to other recent publications of the WHO/PAHO on health planning. In conclusion, the CENDES technique is considered a health planning method of great potential for use especially in underdeveloped areas, the success of its application depending upon the hability of the health planners to introduce the necessary modifications to adapt to the local circunstamces.

A new circuit topology is proposed to replace the actual pulse transformer and thyratron based resonant modulator that supplies the 60 kV target potential for the ion acceleration of the On-Line Isotope Mass Separator accelerator, the stability of which is critical for the mass resolution downstream separator, at the European Organization for Nuclear Research. The improved modulator uses two solid-state switches working together, each one based on the Marx generator concept, operating as series and parallel switches, reducing the stress on the series stacked semiconductors, and also as auxiliary pulse generator in order to fulfill the target requirements. Preliminary results of a 10 kV prototype, using 1200 V insulated gate bipolar transistors and capacitors in the solid-state Marx circuits, ten stages each, with an electrical equivalent circuit of the target, are presented, demonstrating both the improved voltage stability and pulse flexibility potential wanted for this new modulator.

Although leadership investigation has become for the last years an election topic with major relevance on organizational studies and accepting peacefully the general idea that organizations are freeland for politics, all these acceptances run against a kind of fear from the academy scholars on approaching the political leaderships singularities on organizations. Indeed, when we cross over both phenomena we verify that the absence and weaknesses towards the unique characteristics of political leadership on work scenarios are becoming sharped regarding to their predictors, their workers and their organizations, even if we left aside its moderator variables.

We are working on the confluence of knowledge management, organizational memory and emergent knowledge with the lens of complex adaptive systems. In order to be fundamentally sustainable organizations search for an adaptive need for managing ambidexterity of day-to-day work and innovation. An organization is an entity of a systemic nature, composed of groups of people who interact to achieve common objectives, making it necessary to capture, store and share interactions knowledge with the organization, this knowledge can be generated in intra-organizational or inter-organizational level. The organizations have organizational memory of knowledge of supported on the Information technology and systems. Each organization, especially in times of uncertainty and radical changes, to meet the demands of the environment, needs timely and sized knowledge on the basis of tacit and explicit. This sizing is a learning process resulting from the interaction that emerges from the relationship between the tacit and explicit knowledge and which we are framing within an approach of Complex Adaptive Systems. The use of complex adaptive systems for building the emerging interdependent relationship, will produce emergent knowledge that will improve the organization unique developing.

Agility refers to the manufacturing system ability to rapidly adapt to market and environmental changes in efficient and cost-effective ways. This paper addresses the development of self-organization methods to enhance the operations of a scheduling system, by integrating scheduling system, configuration and optimization into a single autonomic process requiring minimal manual intervention to increase productivity and effectiveness while minimizing complexity for users. We intend to conceptualize real manufacturing systems as interacting autonomous entities in order to build future Decision Support Systems (DSS) for Scheduling in agile manufacturing environments.

Introduo Actualmente, as mensagens electrnicas so consideradas um importante meio de comunicao. As mensagens electrnicas vulgarmente conhecidas como emails so utilizadas fcil e frequentemente para enviar e receber o mais variado tipo de informao. O seu uso tem diversos fins gerando diariamente um grande nmero de mensagens e, consequentemente um enorme volume de informao. Este grande volume de informao requer uma constante manipulao das mensagens de forma a manter o conjunto organizado. Tipicamente esta manipulao consiste em organizar as mensagens numa taxonomia. A taxonomia adoptada reflecte os interesses e as preferncias particulares do utilizador. Motivao A organizao manual de emails uma actividade morosa e que consome tempo. A optimizao deste processo atravs da implementao de um mtodo automtico, tende a melhorar a satisfao do utilizador. Cada vez mais existe a necessidade de encontrar novas solues para a manipulao de contedo digital poupando esforos e custos ao utilizador; esta necessidade, concretamente no mbito da manipulao de emails, motivou a realizao deste trabalho. Hiptese O objectivo principal deste projecto consiste em permitir a organizao ad-hoc de emails com um esforo reduzido por parte do utilizador. A metodologia proposta visa organizar os emails num conjunto de categorias, disjuntas, que reflectem as preferncias do utilizador. A principal finalidade deste processo produzir uma organizao onde as mensagens sejam classificadas em classes apropriadas requerendo o mnimo nmero esforo possvel por parte do utilizador. Para alcanar os objectivos estipulados, este projecto recorre a tcnicas de minerao de texto, em especial categorizao automtica de texto, e aprendizagem activa. Para reduzir a necessidade de inquirir o utilizador para etiquetar exemplos de acordo com as categorias desejadas foi utilizado o algoritmo d-confidence. Processo de organizao automtica de emails O processo de organizar automaticamente emails desenvolvido em trs fases distintas: indexao, classificao e avaliao. Na primeira fase, fase de indexao, os emails passam por um processo transformativo de limpeza que visa essencialmente gerar uma representao dos emails adequada ao processamento automtico. A segunda fase a fase de classificao. Esta fase recorre ao conjunto de dados resultantes da fase anterior para produzir um modelo de classificao, aplicando-o posteriormente a novos emails. Partindo de uma matriz onde so representados emails, termos e os seus respectivos pesos, e um conjunto de exemplos classificados manualmente, um classificador gerado a partir de um processo de aprendizagem. O classificador obtido ento aplicado ao conjunto de emails e a classificao de todos os emails alcanada. O processo de classificao feito com base num classificador de mquinas de vectores de suporte recorrendo ao algoritmo de aprendizagem activa d-confidence. O algoritmo d-confidence tem como objectivo propor ao utilizador os exemplos mais significativos para etiquetagem. Ao identificar os emails com informao mais relevante para o processo de aprendizagem, diminui-se o nmero de iteraes e consequentemente o esforo exigido por parte dos utilizadores. A terceira e ltima fase a fase de avaliao. Nesta fase a performance do processo de classificao e a eficincia do algoritmo d-confidence so avaliadas. O mtodo de avaliao adoptado o mtodo de validao cruzada denominado 10-fold cross validation. Concluses O processo de organizao automtica de emails foi desenvolvido com sucesso, a performance do classificador gerado e do algoritmo d-confidence foi relativamente boa. Em mdia as categorias apresentam taxas de erro relativamente baixas, a no ser as classes mais genricas. O esforo exigido pelo utilizador foi reduzido, j que com a utilizao do algoritmo d-confidence obteve-se uma taxa de erro prxima do valor final, mesmo com um nmero de casos etiquetados abaixo daquele que requerido por um mtodo supervisionado. importante salientar, que alm do processo automtico de organizao de emails, este projecto foi uma excelente oportunidade para adquirir conhecimento consistente sobre minerao de texto e sobre os processos de classificao automtica e recuperao de informao. O estudo de reas to interessantes despertou novos interesses que consistem em verdadeiros desafios futuros.

This paper gives a short description of main stratigraphic unities from the early Cretaceous in Estremadura and Algarve, with their lithological, sedimentological and paleontological characteristics. The distribution of facies enable to propose a paleogeographic frame including eroded high areas and sedimentary low areas roughly parallel to the present coast. The early Cretaceous from Estremadura is splited up into three megasequences each one with regressive then transgressive tendencies: this fact must be connected with the leading action of distensive, slow or sudden, movements. Beyond the hercynian fault of Messejana, Algarve presents a different sedimentary evolution during the early Cretaceous.

In order to maximize their productivity, inter-disciplinary multi-occupation teams of professionals need to maximize inter-occupational cooperation in team decision making. Cooperation, however, is challenged by status anxiety over organizational careers and identity politics among team members who differ by ethnicity-race, gender, religion, nativity, citizenship status, etc. The purpose of this paper is to develop hypotheses about how informal and formal features of bureaucracy influence the level of inter-occupation cooperation achieved by socially diverse, multi-occupation work teams of professionals in bureaucratic work organizations. The 18 hypotheses, which are developed with the heuristic empirical case of National Science Foundation-sponsored university school partnerships in math and science curriculum innovation in the United States, culminate in the argument that cooperation can be realized as a synthesis of tensions between informal and formal features of bureaucracy in the form of participatory, high performance work systems.

ABSTRACT We analyzed the differences, by Student’s t-test and ANOVA, between nurses and physicians from Portugal, Poland, Spain, and United Kingdom regarding their relationship with their work and organization. In total, 1,401 professionals answered the HSA-QHPR questionnaire. There are different levels of connection between physicians and nurses. The United Kingdom has the lowest levels of connection with the work while Portugal has the highest levels of relationship with the organization. The results provide guidelines for the development of policies and differential strategies aimed at improving the quality of healthcare service.
