The present research aims to identify conceptions that teachers and students of the early years have in relation to the disciplines of history and geography. The site chosen for the survey was a municipal school in the city of Lençóis Paulista, in São Paulo. The survey data , together with literature review was conducted with students and teachers in the early years who participated in a semistructured interview . Authors like Callai (1999 and 2005), Cavalcanti (2005 and 1998) and Burke (1992) theoretically supports the research . They have in common a new conception of education that values the small deeds that result in major events. The student, in this view, plays an important role as a subject of social transformation. The research has favored both the analysis of the conceptions of teachers and students, assisting in reflection on teaching practices, but also led to reflect on the training of teachers. There are three distinct and complementary objectives in this article in order to clarify the higher education outline in Brazil, specifically evening courses (classes are held on weekdays, generally from 7:00 pm to 10:30 pm) and thesecurrent sector policies. The first objective is to present a short historical overview on the establishment of evening courses in Brazil, including those in the higher education level, occurred on the middle of last century. The second objective is to demonstrate the growth of evening higher education in Brazil, considering that in 1998, of the 2.1 million college enrollments, 55.3% were enrolled in evening courses; in 2010, twelve years later, of the 5.4 million students enrolled, there were 63.5% enrolled in evening courses. This expansion is due to the growing need of many students who must work while attending college, to defray costs of the study as well as personal and family costs. The reality of the working student is hostile considering external factors, such as transport problems, public security and lack of legislation for flexible working hours. The third objective is to discuss current public policies to expand eveningopenings in public institutions which represent nowadays only 16.1% of the 3.4 million enrollments for evening classes, including federal (6.8%), state (7.0%) and municipal (2.3%) institutions. In the third objective it is included the discussion of programs for scholarships and tuition loans. The methodology applied was to rescue historical information on the establishment and the expansion of evening courses in Brazil, analyzing the current general Brazilian policies and the specific ones from the State of São Paulo. The research results pointed to the importance of federal programs for scholarships and tuition loans for students from private institutions such as the 1,382,484 scholarships since 2004 (PROUNI Program) and the 847,000 tuition loans since 1999 (FIES Program). Important steps have been made by the Brazilian government. Considering that there are 3,987,424 enrollments in private institutions, the effectiveness of the programs for scholarships and tuition loans is still insufficient to meet the universal benefits for the student’s needs. Evening courses became the real instrument of social inclusion for many Brazilian youths and must be expanded quantitatively and qualitatively, with aggressive public policies, including also, scholarships and tuition loans.

The aim of this paper is to present a historical review of the implementation process of the political pedagogical project (PPP) of Londrina (PR). The study used interviews with some agents who participated in the construction of the PPP (teachers, school, supervisors and employees of the Regional Education Center) and investigated the absorption of proposals from the base (school) for the offices of political power. The results showed that although the democratic discourse has always been present in official documents the construction of the PPP had discrete popular participation and projects, as a rule, incorporated the bureaucratic forms issued by official powers.

This project considered the development of municipal self-government (particularly the Magdeburg-law type) in Ukraine through the late Middle Ages in the context of central and eastern European history, using a comparative analysis of different forms of self-government. The Magdeburg Law was brought to the lands of old Rus by German colonists in the period of the Galician-Volhynian State (in the late 13th-early 14th centuries). Municipal self-government based on this law in Ukraine was now however an external artificial phenomenon, but rather an intrinsic need that emerged during the historical development of the society. The Magdeburg Law reached Ukraine through Poland and acquired certain features which were different from the form used in German towns, and Ukrainian towns further adapted the Magdeburg model to their own circumstances. It was "purest" in the western part of the region, while further to the east Magdeburg-Law-type municipal government appeared later, was further removed from its original form, and had a weaker influence on the historical development of the towns. The Magdeburg Law came to be a legalisation of a historically determined process of the emergence of an urban estate.

For over 75 years housing cooperatives have been a source of affordable housing. Currently, the 376,000 dwelling units of affordable cooperatives is equivalent to seventeen percent of the rent reduction units owned by publichousing authorities. Understanding that affordable cooperatives have been developed under varying historical circumstances provides insights on how they could play a role in the future supply of affordable housing. The history of affordable co-ops starts during the 1920s and after World War II with the ethnic, union, and New York government financed co-ops. Through the 1960s and the early 1970s cooperatives were financed by various federal direct assistance programs. Since the late 1970s co-ops have been sponsored by nonprofit organizations and by federal and municipal government privatization programs. A workable institutional structure for affordable cooperatives has developed as a result of this historical evolution.
