La presente investigación analizará, a través de la teorización del proceso secesionista, los principales sucesos que permitieron la formación nacionalista escocesa. Al igual que los factores identitarios, que consintieron su surgimiento a través del Scotland National Party, partido que tradujo dicha visión en un programa político, buscando su reafirmación y autonomía gubernamental. Esto, con el fin de identificar las causas que explican el auge contemporáneo del nacionalismo escocés, ya que sin duda es paradójico hablar de nacionalismos en el siglo XXI, que, lejos de desaparecer, con el fenómeno de la globalización, han resurgido, encontrando una ventana de oportunidad en las crisis de los Estados y de las grandes formaciones políticas que han sido incapaces de contener a los mercados y de asegurar el bienestar general y nacional, dando vía libre a la búsqueda de la plena independencia y autonomía, o en su defecto, la emergencia gradual de un Estado escocés.

The reform of regional governance in the United Kingdom has been, in part, premised on the notion that regions provide new territories of action in which cooperative networks between business communities and state-agencies can be established. Promoting business interests is seen as one mechanism for enhancing the economic competitiveness and performance of 'laggard' regions. Yet, within this context of change, business agendas and capacities are often assumed to exist 'out there, as a resource waiting to be tapped by state institutions. There is little recognition that business organisations' involvement in networks of governance owes much to historical patterns and practices of business representation, to the types of activities that exist within the business sector, and to interpretations of their own role and position within wider policymaking and implementation networks. This paper, drawing on a study of business agendas in post-devolution Scotland, demonstrates that in practice business agendas are highly complex. Their formation in any particular place depends on the actions of reflexive agents, whose perspectives and capacities are shaped by the social, economic, and political contexts within which they are operating. As such, any understanding of business agendas needs to identify the social relations of business as a whole, rather than assuming away such complexities.

Scholars have largely ignored the roles played by government and public sector institutions in the fair trade movement. This article addresses the knowledge gap through examining government involvement in fair trade networks in the context of European devolution and the localization of international development action. Proposing a relational view of fair trade networks, and considering the Fair Trade Nation as a social category for development, it highlights how power sources outside the centralized nation-state permit a political community to associate itself with fair trade. Research from Wales demonstrates that government acts in a leadership role rather than as regulator, conferring political voice and finance while enhancing its international credentials and contributing to the politics of nation-building. Our conclusion is cautious; campaigners celebrate political commitment to fair trade embodied within the category of the Fair Trade Nation, but evidence suggests that government reliance on the market as a vehicle for decentralized development action is limited by how the Fair Trade Nation is currently executed.

Approaches to natural resource management emphasise the importance of involving local people and institutions in order to build capacity, limit costs, and achieve environmental sustainability. Governments worldwide, often encouraged by international donors, have formulated devolution policies and legal instruments that provide an enabling environment for devolved natural resource management. However, implementation of these policies reveals serious challenges. This article explores the effects of limited involvement of local people and institutions in policy development and implementation. An in-depth study of the Forest Policy of Malawi and Village Forest Areas in the Lilongwe district provides an example of externally driven policy development which seeks to promote local management of natural resources. The article argues that policy which has weak ownership by national government and does not adequately consider the complexity of local institutions, together with the effects of previous initiatives on them, can create a cumulative legacy through which destructive resource use practices and social conflict may be reinforced. In short, poorly developed and implemented community based natural resource management policies can do considerably more harm than good. Approaches are needed that enable the policy development process to embed an in-depth understanding of local institutions whilst incorporating flexibility to account for their location-specific nature. This demands further research on policy design to enable rigorous identification of positive and negative institutions and ex-ante exploration of the likely effects of different policy interventions.

The move of parts of OUP's publishing operation from London to Oxford in the 1970s allowed the creation of a centralised art and design department. Drawing on material in the OUP archives this chapter traces the kinds of work that this department undertook and the subsequent devolution of design activities to publishing divisions. Book design at Oxford is considered both stylistically and in response to technological changes. The relationship with the Printing House and its design standards, the search for standardisation and the need for economy, and the specialist design skills demanded by OUP's publications are recurring themes. Innovations in using overseas suppliers and in the introduction of desktop publishing technology are located in relation the the organization of the design function at OUP and its relationship to editorial policies.The chapter concludes with a consideration of the corporate identity system introduced in 1998, and its relationship to previous manifestations of 'Oxford style'.

Este trabalho ocorreu em uma classe de 52 alunos, na disciplina de Psicologia, no Curso de Administração. Centrou sua análise na confecção de textos pelos alunos articulando-os à experiência do seu cotidiano, em pequenos grupos, a partir da devolutiva do processo grupal de aprendizagem como instrumental que possibilitou a maior discriminação entre conteúdos próprios dos integrantes e do grupo.Investigou também como a identificação de atitudes defensivas, no grupo e em si, contribuiu para a elevação do nível de tolerância às contradições, possibilitando uma visão questionadora da dinâmica visível e invisível, presentes em sua produção. Seu objetivo esteve ligado ao desenvolvimento de uma atitude de contenção e apoio necessária ao papel do futuro administrador.

Esta pesquisa pretendeu gerar pistas para situações do dia-a-dia dos alunos do curso de Administração, na disciplina de Psicologia, co-responsabilizando-os por sua produção e solução dos conflitos da classe. Nossa investigação centrou-se no grupo de discussão constituído por representantes (rodiziados) dos pequenos grupos da classe, apoiados pelo professor para discutir: a) dúvidas temáticas; b) sugestão para conflitos ocorridos intragrupos e intergrupos. Indagamos se: essa metodologia favoreceu a cooperação e a criatividade intergrupos e intragrupos? Como recursos auxiliares, utilizamos o sistema de monitoria/didática dos emergentes/devolutiva do processo grupal/confecção de textos pelos alunos.

The role of maritime transportation within international trade was drastically revamped during the inception of the globalization process, which enhanced the contribution of ports in world economy as main logistics gateways for global production and trade. As a result, the relationship between ports and governments has changed. Devolution ideologies that had been applied in other industries decades ago were now being considered by governments for the port industry. Many central governments sought to extract themselves from commercial activities of ports and devolving this responsibility to local governments, communities or private entities. The institution of devolution programs also changed the governance structures of ports further influencing port performance. Consequently, the recent worldwide trend towards devolution in the port industry has spawned considerable variety of governance models that are now set in place around the world. While some countries opt for more decentralized structures others prefer to retain a centralization of powers. In this way some governments consider local features and national integration more than others, which ultimately influence the success of a port reform implementation. Nevertheless, the prime intent of governments is now to maximize the efficiency and performance of their domestic ports. This issue intends to examine the changed port governance environment in Brazil by determining how and why imposed port reforms of the Brazilian federal government have been affecting the overall performance of the national port system, over the last decades, using the Port of Santos as a sample upon an exploratory study. For that, the study will use a contingency theory-based framework – the Matching Framework - that views port performance as a function of the fit among the dimensions of external operating environment, strategy and structure of a port organization. In essence, the greater the fit among these dimensions the better the expected performance of a port will be, and vice-versa. Port managers, government officials and academics alike shall be interested in this document.

This study aimed to quantify the litter and nutrients amount and to estimate the decomposition rate in areas of mesophytic forest and 'Cerradao' in the Ecological Station of Pirapitinga. To evaluate litter and nutrients devolution 10 conic litter traps were randomly distributed in an area 0.1 ha in each area of study, with monthly evaluations. The litter decomposition in the areas of study was evaluated by using litter bags. The total production of litter was 2.50 and 2.92 Mg ha(-1) yr(-1) for mesophytic forest and 'Cerradao' areas, respectively. The nutrients devolution importance order was nitrogen> potassium> phosphorus. The mesophytic forest showed more homogeneous distribution of litter fall over the year and higher values of total annual litter and nutrients, the highest values were observed at the dry season. The half-life decomposition of leaf litter was equivalent between areas, about 161 days in the mesophytic forest area and 173 in 'Cerradao' area.

The process of decentralization of health policy in Brazil has evolved throughout the second half of the twentieth century, advancing by leaps and bounds in the last two decades. The various public institutions have assumed the function of responding to a growing demand for medical care and hospital. Monsenhor Hospital Walfredo Gurgel - H.M.W.G. fits into this context as an institution par excellence-oriented service the demand for medium and high complexity. This paper presents some questions about the process of decentralization and devolution occurred in Brazil. To do so is a brief historical background and politics, showing the concepts of reform and counter-reform and how the processes mentioned in the Country Correlates develop local social development of the decentralization process and discusses the modifications in policies social intervention in recent decades and the state health policies. Presents the implementation of a Health System in Brazil and the state showing how the decentralization of health policy occurs in Rio Grande do Norte. Finally, it explores the role of H.M.W.G. in health policy in RN. For this, portrays the institution and is located within the decentralized structure of health policy in the state and capital. An analysis of the demand for hospital care and the budget situation is realized at the close of work, correlating the role of HMWG with the decentralization of health policy in Brazil and Rio Grande do Norte. The methodology used for the preparation of this work was based on documentary research, systematic nonparticipant observation, field diary and analysis of data, documents and content. This set shows a quantitative and qualitative methodology that strips the institution, enabling the understanding of their role, boundaries, threats and opportunities

This FAL Bulletin demonstrates the evolution of maritime networks and port development at primary and secondary ports in Latin America and the Caribbean. An analysis of time series data on container movements between 1997 and 2013 reveals patterns of cargo flows and trans- shipment location choices. The institutional context of devolution processes and new investments in the region provide additional insight into the performance of selected ports.

O entendimento do comportamento verbal é crucial para a análise de comportamentos disfuncionais tratados em terapia de base analítico-comportamental. Pesquisas com comportamento verbal no contexto clínico, têm apontado a eficácia da utilização do comportamento verbal e gerado procedimentos de intervenção na solução de problemas. O reforçamento de auto-relatos, como função de um arranjo de contingências de reforçamento, tem mostrado que o relato verbal é um meio válido para alterar comportamento não verbal fora da situação terapêutica. O objetivo do presente estudo é demonstrar a utilidade de um procedimento de arranjo de contingências verbais pelo terapeuta por meio da sistematização de conteúdo verbal do cliente e sua reapresentação por escrito, para a solução de dificuldades de indivíduos que apresentam transtorno ansioso em situação de interação terapêutica. Sendo expostas ao seu próprio comportamento verbal, sistematizado na forma de categorias por conteúdo de verbalização, foi possível a duas participantes deste estudo caracterizarem suas dificuldades, identificando e descrevendo contingências ambientais relacionadas com seu comportamento indesejado e conseqüentemente a descreverem propostas de solução dessas dificuldades. Discutiu-se como a exposição ao conteúdo sistematizado do seu próprio relato verbal alterou o relato verbal e o comportamento-queixa.
