There is currently no consensus as to how “acceptable risk” should be defined in emergency service response. Attempts to address this have relied upon the assumption that a probabilistic model of risk can be calculated and that acceptable levels of risk can be determined. Examples of this process can be seen in a number of emergency services, e.g. dynamic risk assessment utilised by a number of fire services.

This chapter considers the political, social and technological features contributing to the rise of distance education in 20th Century Australia and to its dissolution in the early 21st Century. The discussion considers both international trends and influences, and particularly the Australian experiences that created the foggy mélange: external studies, extension studies, off-campus studies, open campus, open learning, flexible learning, flexible delivery, distance learning, distance education, correspondence learning, online learning, e-learning etc. The fogginess of the terminology reflects the ‘buzz-word’ politics of the turn-of-the-century governments, their bureaucracies and bureaucratese, and of the commercial world, its marketers and advertising slogans.

Cloud services to smart things face latency and intermittent connectivity issues. Fog devices are positioned between cloud and smart devices. Their high speed Internet connection to the cloud, and physical proximity to users, enable real time applications and location based services, and mobility support. Cisco promoted fog computing concept in the areas of smart grid, connected vehicles and wireless sensor and actuator networks. This survey article expands this concept to the decentralized smart building control, recognizes cloudlets as special case of fog computing, and relates it to the software defined networks (SDN) scenarios. Our literature review identifies a handful number of articles. Cooperative data scheduling and adaptive traffic light problems in SDN based vehicular networks, and demand response management in macro station and micro-grid based smart grids are discussed. Security, privacy and trust issues, control information overhead and network control policies do not seem to be studied so far within the fog computing concept.

Uma cadela da raça Yorkshire Terrier apresentou hematêmese, distensão abdominal, poliúria e polidipsia. Após o exame clínico do paciente, estabeleceu-se a suspeita clínica de nefropatia. Os resultados dos exames laboratoriais revelaram anemia normocítica normocrômica e concentrações séricas de uréia (306mg/dl) e de creatinina (3,6mg/dl) acima dos valores de referência. Ao ultra-som bidimensional observaram-se áreas císticas hipoecóicas e anecóicas, padrão renal hipercogênico e perda da relação corticomedular. À necropsia, a região medular apresentou grande quantidade de cistos pequenos em meio a tecido conjuntivo fibroso. A lesão tubulointersticial cortical foi a responsável pela insuficiência renal resultante. Firmou-se diagnóstico de nefrite tubulointersticial.

Esta tese de doutorado propõe uma formulação matemática para simulação de roteamento e alocação de comprimentos de onda em redes ópticas, sem a inclusão de restrições que não são inerentes ao problema básico e com o objetivo de ser aplicável a qualquer tipo de rede óptica com tráfego de demanda estática. O estabelecimento de uma rota seguida da seleção de um comprimento de onda é um dos pontos chave para o bom funcionamento de uma rede óptica, pois influencia na forma como os recursos da rede serão gerenciados. Assim, o processo de roteamento e alocação de comprimentos de onda em redes ópticas, conhecido como RWA (Routing and Wavelength Assignment), necessita de soluções que busquem a sua otimização. Entretanto, a despeito dos inúmeros estudos com o objetivo de otimizar o processo RWA, observa-se que não há, a priori, nenhuma solução que possa levar a uma padronização do referido processo. Considerando que a padronização é desejável na consolidação do uso de qualquer tecnologia, a Tese descrita neste trabalho é uma Função de Objetivo Genérico (FOG) que trata do processo de roteamento e alocação de comprimentos de onda, visando estabelecer uma base a partir da qual seja possível desenvolver um padrão ou vários padrões para redes ópticas. A FOG foi testada, via simulação, no processo de alocação de comprimentos de onda do inglês, Wavelength Assignment e no processo RWA como um todo. Em ambos os casos, os testes foram realizados considerando redes opacas, trazendo resultados surpreendentes, considerando a simplicidade da solução para um problema não trivial.

Large fine mode-dominated aerosols (submicron radius) in size distributions retrieved from the Aerosol Robotic Network (AERONET) have been observed after fog or low-altitude cloud dissipation events. These column-integrated size distributions have been obtained at several sites in many regions of the world, typically after evaporation of low-altitude cloud such as stratocumulus or fog. Retrievals with cloud-processed aerosol are sometimes bimodal in the accumulation mode with the larger-size mode often similar to 0.4-0.5 mu m radius (volume distribution); the smaller mode, typically similar to 0.12 to similar to 0.20 mu m, may be interstitial aerosol that were not modified by incorporation in droplets and/or aerosol that are less hygroscopic in nature. Bimodal accumulation mode size distributions have often been observed from in situ measurements of aerosols that have interacted with clouds, and AERONET size distribution retrievals made after dissipation of cloud or fog are in good agreement with particle sizes measured by in situ techniques for cloud-processed aerosols. Aerosols of this type and large size range (in lower concentrations) may also be formed by cloud processing in partly cloudy conditions and may contribute to the "shoulder" of larger-size particles in the accumulation mode retrievals, especially in regions where sulfate and other soluble aerosol are a significant component of the total aerosol composition. Observed trends of increasing aerosol optical depth (AOD) as fine mode radius increased suggests higher AOD in the near-cloud environment and higher overall AOD than typically obtained from remote sensing owing to bias toward sampling at low cloud fraction.

Fog oases, locally named Lomas, are distributed in a fragmented way along the western coast of Chile and Peru (South America) between ~6°S and 30°S following an altitudinal gradient determined by a fog layer. This fragmentation has been attributed to the hyper aridity of the desert. However, periodically climatic events influence the ‘normal seasonality’ of this ecosystem through a higher than average water input that triggers plant responses (e.g. primary productivity and phenology). The impact of the climatic oscillation may vary according to the season (wet/dry). This thesis evaluates the potential effect of climate oscillations, such as El Niño Southern Oscillation (ENSO), through the analysis of vegetation of this ecosystem following different approaches: Chapters two and three show the analysis of fog oasis along the Peruvian and Chilean deserts. The objectives are: 1) to explain the floristic connection of fog oases analysing their taxa composition differences and the phylogenetic affinities among them, 2) to explore the climate variables related to ENSO which likely affect fog production, and the responses of Lomas vegetation (composition, productivity, distribution) to climate patterns during ENSO events. Chapters four and five describe a fog-oasis in southern Peru during the 2008-2010 period. The objectives are: 3) to describe and create a new vegetation map of the Lomas vegetation using remote sensing analysis supported by field survey data, and 4) to identify the vegetation change during the dry season. The first part of our results show that: 1) there are three significantly different groups of Lomas (Northern Peru, Southern Peru, and Chile) with a significant phylogenetic divergence among them. The species composition reveals a latitudinal gradient of plant assemblages. The species origin, growth-forms typologies, and geographic position also reinforce the differences among groups. 2) Contradictory results have emerged from studies of low-cloud anomalies and the fog-collection during El Niño (EN). EN increases water availability in fog oases when fog should be less frequent due to the reduction of low-clouds amount and stratocumulus. Because a minor role of fog during EN is expected, it is likely that measurements of fog-water collection during EN are considering drizzle and fog at the same time. Although recent studies on fog oases have shown some relationship with the ENSO, responses of vegetation have been largely based on descriptive data, the absence of large temporal records limit the establishment of a direct relationship with climatic oscillations. The second part of the results show that: 3) five different classes of different spectral values correspond to the main land cover of Lomas using a Vegetation Index (VI). The study case is characterised by shrubs and trees with variable cover (dense, semi-dense and open). A secondary area is covered by small shrubs where the dominant tree species is not present. The cacti area and the old terraces with open vegetation were not identified with the VI. Agriculture is present in the area. Finally, 4) contrary to the dry season of 2008 and 2009 years, a higher VI was obtained during the dry season of 2010. The VI increased up to three times their average value, showing a clear spectral signal change, which coincided with the ENSO event of that period.

Air quality represents a key issue in the so-called pollution “hot spots”: environments in which anthropogenic sources are concentrated and dispersion of pollutants is limited. One of these environments, the Po Valley, normally experiences exceedances of PM10 and PM2.5 concentration limits, especially in winter when the ventilation of the lower layers of the atmosphere is reduced. This thesis provides a highlight of the chemical properties of particulate matter and fog droplets in the Po Valley during the cold season, when fog occurrence is very frequent. Fog-particles interactions were investigated with the aim to determine their impact on the regional air quality. Size-segregated aerosol samples were collected in Bologna, urban site, and San Pietro Capofiume (SPC), rural site, during two campaigns (November 2011; February 2013) in the frame of Supersito project. The comparison between particles size-distribution and chemical composition in both sites showed the relevant contribution of the regional background and secondary processes in determining the Po Valley aerosol concentration. Occurrence of fog in November 2011 campaign in SPC allowed to investigate the role of fog formation and fog chemistry in the formation, processing and deposition of PM10. Nucleation scavenging was investigated with relation to the size and the chemical composition of particles. We found that PM1 concentration is reduced up to 60% because of fog scavenging. Furthermore, aqueous-phase secondary aerosol formation mechanisms were investigated through time-resolved measurements. In SPC fog samples have been systematically collected and analysed since the nineties; a 20 years long database has been assembled. This thesis reports for the first time the results of this long time series of measurements, showing a decrease of sulphate and nitrate concentration and an increase of pH that reached values close to neutrality. A detailed discussion about the occurred changes in fog water composition over two decades is presented.

In questa Tesi di laurea, si è affrontato il problema della mobilità veicolare in caso di nebbie. Si è quindi sviluppato un prototipo con architettura Client-Server, che si è soffermato maggiormente sull’analisi dei dati per la creazione di un percorso alternativo. Si è preso in considerazione il sistema operativo mobile di Apple, iOS7 che rappresenta uno dei Sistemi Operativi mobili maggiormente presenti sul mercato oggigiorno e che possiede un buon bacino di utenze. La parte Server è stata sviluppata secondo l’architettura REST; è presente un Server HTTP che riceve richieste e risponde in modo adeguato ai Client tramite lo scambio bidirezionale di dati in formato JSON. Nella parte Server è inclusa la base di dati: un componente molto importante poiché implementa al suo interno, parte della logica di Sistema tramite stored procedure. La parte Client è un’applicazione per dispositivi iPad e iPhone chiamata Fog Escaping; essa è stata sviluppata secondo il pattern MVC (Model- View-Controller). Fog Escaping implementa un algoritmo Greedy di ricerca del percorso alternativo, che può essere utilizzato per diverse tipologie di applicazioni.
