Usually, ancillary services are provided by large conventional generators; however, with the growing interest in distributed generation to satisfy energy and environmental requirements, it seems reasonable to assume that these services could also be provided by distributed generators in an economical and efficient way. In this paper, a proposal for enhancement of the capacity of active power reserve for frequency control using distributed generators is presented. The goal is to minimize the payments done by the transmission system operator to conventional and distributed generators for this ancillary service and for the energy needed to satisfy loads and system losses, subject to a set of constraints. In order to perform analysis, the proposal was implemented using data of the IEEE 30-bus transmission test system. Comparisons were performed considering conventional generators without and with distributed generators installed in the system.

In a smart grid environment, attention should be paid not only to the power supplied to satisfy loads and system losses but also to the services necessary to provide security and stability to the system: the so-called ancillary services. As they are well known the benefits that distributed generation can bring to electrical systems and to the environment, in this work the possibility that active power reserve for frequency control could be provided by distributed generators (DGs) in an efficient and economical way is explored. The proposed methodology was tested using the IEEE 34-bus distribution test system. The results show improvements in the capacity of the system for this ancillary service and decrease in system losses and payments of the distribution system operator to the DGs.

This project concentrates on the Low Voltage Ride Through (LVRT) capability of Doubly Fed Induction Generator (DFIG) wind turbine. The main attention in the project is, therefore, drawn to the control of the DFIG wind turbine and of its power converter and to the ability to protect itself without disconnection during grid faults. It provides also an overview on the interaction between variable speed DFIG wind turbines and the power system subjected to disturbances, such as short circuit faults. The dynamic model of DFIG wind turbine includes models for both mechanical components as well as for all electrical components, controllers and for the protection device of DFIG necessary during grid faults. The viewpoint of this project is to carry out different simulations to provide insight and understanding of the grid fault impact on both DFIG wind turbines and on the power system itself. The dynamic behavior of DFIG wind turbines during grid faults is simulated and assessed by using a transmission power system generic model developed and delivered by Transmission System Operator in the power system simulation toolbox Digsilent, Matlab/Simulink and PLECS.

Decomposition based approaches are recalled from primal and dual point of view. The possibility of building partially disaggregated reduced master problems is investigated. This extends the idea of aggregated-versus-disaggregated formulation to a gradual choice of alternative level of aggregation. Partial aggregation is applied to the linear multicommodity minimum cost flow problem. The possibility of having only partially aggregated bundles opens a wide range of alternatives with different trade-offs between the number of iterations and the required computation for solving it. This trade-off is explored for several sets of instances and the results are compared with the ones obtained by directly solving the natural node-arc formulation. An iterative solution process to the route assignment problem is proposed, based on the well-known Frank Wolfe algorithm. In order to provide a first feasible solution to the Frank Wolfe algorithm, a linear multicommodity min-cost flow problem is solved to optimality by using the decomposition techniques mentioned above. Solutions of this problem are useful for network orientation and design, especially in relation with public transportation systems as the Personal Rapid Transit. A single-commodity robust network design problem is addressed. In this, an undirected graph with edge costs is given together with a discrete set of balance matrices, representing different supply/demand scenarios. The goal is to determine the minimum cost installation of capacities on the edges such that the flow exchange is feasible for every scenario. A set of new instances that are computationally hard for the natural flow formulation are solved by means of a new heuristic algorithm. Finally, an efficient decomposition-based heuristic approach for a large scale stochastic unit commitment problem is presented. The addressed real-world stochastic problem employs at its core a deterministic unit commitment planning model developed by the California Independent System Operator (ISO).

In this paper, the dynamic response of a hydro power plant for providing secondary regulation reserve is studied in detail. Special emphasis is given to the elastic water column effects both in the penstock and the tailrace tunnel. For this purpose, a nonlinear model based on the analogy between mass and momentum conservation equations of a water conduit and those of wave propagation in transmission lines is used. The influence of the plant configuration and design parameters on the fulfilment of the Spanish Electrical System Operator requirements is analysed

The main objective of this paper is the development and application of multivariate time series models for forecasting aggregated wind power production in a country or region. Nowadays, in Spain, Denmark or Germany there is an increasing penetration of this kind of renewable energy, somehow to reduce energy dependence on the exterior, but always linked with the increaseand uncertainty affecting the prices of fossil fuels. The disposal of accurate predictions of wind power generation is a crucial task both for the System Operator as well as for all the agents of the Market. However, the vast majority of works rarely onsider forecasting horizons longer than 48 hours, although they are of interest for the system planning and operation. In this paper we use Dynamic Factor Analysis, adapting and modifying it conveniently, to reach our aim: the computation of accurate forecasts for the aggregated wind power production in a country for a forecasting horizon as long as possible, particularly up to 60 days (2 months). We illustrate this methodology and the results obtained for real data in the leading country in wind power production: Denmark

ABSTRACT In general, the distribution of a fleet of vehicles that travel fixed routes is not usually implemented on the basis of objective criteria, thus prioritizing on other features that are more difficult to quantify. The appropriate analysis should consider the existing variability amongst the different routes within the city in order to determine which technology adapts better to the peculiarities of each itinerary. This study proposes a methodology to optimize the allocation of a fleet of vehicles to the routes in order to reduce fuel consumption and pollutant emissions. The suggested method is structured in accordance with the following procedure: - Recording of the kinematic characteristics of the vehicles that travel a representative set of routes. - Grouping of the lines in clusters of similar routes by utilizing a hierarchical algorithm that optimizes the similarity index between routes, which has been previously obtained by means of hypothesis contrast based on a set of representative variables. - Construction of a specific kinematic cycle to represent each cluster of routes. - Designation of macroscopic variables that allow the classification of the remaining lines using a neural network trained with the information gathered from a sample of routes. - Identification and comprehension of the operational characteristics of the existing fleet. - Availability of a model that evaluates, in accordance with the technology of the vehicle, the fuel consumption and the emissions related with the kinematic variables of the cycles. - Development of an algorithm for the relocation of the vehicle fleet by optimizing an objective function which relies on the values of the pollutant emissions. Two scenarios having great relevance in environmental evaluation are assessed during the optimization process of the fleet, these consisting in minimizing carbon dioxide emissions due to its impact as greenhouse gas (GHG), and alternatively, the production of nitroxides for their influence on acid rain and in the formation of tropospheric ozone in urban areas. Furthermore, additional restrictions are introduced in both assumptions in order to prevent that emission levels for the remaining substances exceed the stipulated values for the actual fleet organization implemented by the system operator. The methodology has been applied in 160 bus lines of the EMT of Madrid, for which kinematic information is known for a sample consisting of 25 routes. The results show that, in both circumstances, it is feasible to obtain a redistribution of the fleet that significantly reduces the emissions for the majority of the pollutant substances, while preventing an alternative increase in the emission level of any other contaminant.

In this paper, a hydroelectric power plant with long tail-race tunnel has been modelled for assessing its contribution to secondary regulation reserve. Cavitation problems, caused by the discharge conduit length, are expected downstream the turbine where low pressure appears during regulation manoeuvres. Therefore, governor's gains should be selected taking into account these phenomena. On the other hand, regulation services bidden by the plant operator should fulfil TSO (Transmission System Operator) quality requirements. A methodology for tuning governor PI gains is proposed and applied to a Hydro power plant in pre-design phase in northwest area of Spain. The PI gains adjustment proposed provides a proper plant response, according to some established indexes, while avoiding cavitation phenomena.
