It has been suggested that although the most theorisation about globalisation has emerged from “western” contexts, the material implications of globalisation have been felt most strongly in non-western regions. With this in mind, we are undertaking a situated analysis of how two states, Singapore and Hong Kong, are interacting with the broader processes of globalisation through their educational policies. We apply Foucault's conceptual tool of governmentality to understand (i) the conduct of governing in the contemporary nation-state, and (ii) how the “right” rationalities are being inculcated by government to create “desiring subjects” who will play their part in ensuring national prosperity. We use the Asian Economic Crisis as a point of departure to show how global-local tensions are being managed by Singapore and Hong Kong. We conclude that both these global cities have adroitly managed the Asian economic crisis to steer their citizens away from pursuits of greater political freedom and towards concerns of material well being. They have done so through a selective interpretation of globalisation, by simultaneously resisting and embracing the contradictory strands of globalisation. Education has emerged as a critical space for this selective absorption of globalising trends.

A década de 1950 foi marcada por inúmeras transformações, sociais, políticas e econômicas, decorrentes da industrialização em curso no Brasil. Alguns setores da sociedade, como as elites políticas e um grupo de intelectuais, sentiram a necessidade de pensar as políticas educacionais entendendo o processo educacional como dimensão essencial da realidade brasileira por meio de publicações de numerosos trabalhos. Assim, foi criado no dia 14 de julho de 1955, o ISEB (Instituto Superior de Estudos Brasileiros), ainda no governo Café Filho, mas iniciou suas atividades no mandato de Juscelino Kubitschek. Era um instituto ligado ao Ministério da Educação e Cultura (MEC), porém gozava de autonomia administrativa e seus integrantes possuíam liberdade de pesquisa. Tinha como objetivo ser um local de estudos e debates para discutir o desenvolvimento do Brasil. Eram reflexões voltadas para o âmbito das Ciências Sociais como: Economia, Filosofia, Sociologia, História e Política, e a partir delas, buscava-se instaurar o debate, dialogar com a sociedade mediante palestras em institutos importantes na época e ainda, conferências em São Paulo, patrocinadas pelo Centro da Federação das Indústrias (FIESP). Seus trabalhos principais foram: a publicação de livros, artigos, jornais e a realização de conferências, além de São Paulo, em outras cidades, como Brasília e Rio de Janeiro. Por ser constituído de intelectuais de diferentes vertentes ideológicas, emergiam muitos atritos de ideias, o que, consequentemente, provocou várias crises dentro do instituto. Alguns, como Hélio Jaguaribe, defendiam que a instauração de um processo de desenvolvimento teria como direção a burguesia industrial. Em face do exposto, esta pesquisa investigou o papel pedagógico do ISEB, por meio da análise de suas publicações e dos cursos por ele ministrados. A proposta se deu no sentido de compreender seus dois momentos: o primeiro, durante o governo de Juscelino Kubitschek, e o segundo, no governo de João Goulart, buscando qualificar ideológica e pedagogicamente cada um deles. O estudo evidenciou que o ISEB possuía uma dimensão pedagógica, a qual, apesar de não estar descrita em seu estatuto, encontrava-se implícita em suas publicações, cursos e palestras.

Taiwan's technical vocational educational system includes three levels: (1) institutes of technology (two and four year programs), (2) junior colleges (two, three and five year programs), and (3) senior vocational schools. Two-year junior colleges enroll their students through two channels: (1) based on results of the Particular Screening Entrance Examination (PSEE), (2) based on the Joint College Entrance Examination (JCEE). The PSEE has two categories: Category I includes on-time graduates with excellent performance, which means that they are within the top ten of their classes; Category II students include award-winning students in talent contests who have achieved a minimum grade point average of 75%. The JCEE is a regular entrance examination given to any senior vocation school graduate.^ Basic courses have a great impact on the students' academic performance. The purpose of the study was to focus on the effectiveness of teaching mathematics in two-year junior colleges and to analyze and correlate the results of two-year junior college students' performance in calculus and on-time graduation. The target group consisted of 521 students enrolled at National Taipei Institute of Technology in 1993.^ Calculus is a very important course for engineering majors in two-year junior colleges and has a great impact on the students' academic performance. This retrospective study showed that there was a correlation between students' performance in calculus and on-time graduation after two years of study.^ The conclusions of the study urge the Ministry of Education to reform two-year junior college curriculum standards to emphasize basic rudimentary courses. It is recommended that engineering majors receive three hours of calculus per week as the current requirement of only two hours per week is inadequate. The future job market will require a technologically advanced labor force that can be trained in a higher education system. More channels of higher education for two-year junior college graduates should be made available for those wishing to pursue bachelor degrees. Additional work in calculus will not only enhance the opportunities for two-year junior college graduates to continue their pursuit of an advanced academic degree, but also serve them well as they seek career advancement. ^

The Ministry of Education (MOE) of the Republic of China in Taiwan considers English to be one of the keys to raising Taiwan's international competitiveness and requires students attending institutes of technology to receive instruction in English as a foreign language (EFL). This study focused on impacts of the use of cooperative learning as a teaching method on EFL learners. The setting was the English classes of Chung-Hwa Institute of Technology (CHIT). The subjects were 77 students from two classes, majoring in Business Administration. ^ The purpose of this study was to determine the differential effects (i.e., achievement in learning English, motivation orientation and intensity, and attitude concerning English language and culture) on students between the traditional Chinese teaching method and the Jigsaw cooperative learning method at CHIT. ^ The research design for the study was quasi-experimental and descriptive. This study utilized three survey instruments and final exam grades to investigate the effect of Jigsaw on the EFL students' competency in English, and on their attitudes about, and level of motivation toward learning English. The independent variable was the instructional method: one class utilized the Jigsaw approach to cooperative learning while the other utilized the traditional Chinese approach. The dependent variables were academic performance, motivation orientation toward English, motivation intensity toward learning English, and attitude toward learning of English and English culture as determined by final exam and questionnaire scores. The questionnaires and exam were administrated at the beginning and end of the semester. ^ Data analysis indicated that students learning cooperatively had higher final course grades and made more integrative statements on the measure of orientation toward learning English than students who learned using the traditional Chinese methods. Participants who learned using cooperative strategies had more positive attitudes about learning English connected with their desire to associate with English speakers and had more positive attitudes about the learning mechanism they experienced than those instructed though traditional Chinese learning strategies. There were no differences between the groups on the measure of motivation intensity. Recommendations were made to improve the use of the Jigsaw method of cooperative learning through both pedagogical and policy modifications. ^

Esta dissertação de mestrado busca analisar os fatores que influenciam os estudantes na seleção do Instituto de Ensino Superior no Estado do Rio Grande do Sul – Brasil. Como problemática, buscou-se analisar o que motiva os alunos do ensino superior na hora de definir a instituição de ensino? O estudo apresentou como objetivo conhecer os fatores influenciadores na região do estudo. Foi utilizado abordagem exploratória e descritiva na qual buscou-se conhecer o assunto e posterior geração de hipóteses. Já a pesquisa descritiva complementou o estudo pois tem o objetivo de descrever as características de uma população e estabelecer a relação entre as variáveis no objeto de estudo analisado. Estima-se uma população de aproximadamente 378.000 alunos matriculados divididos em 131 estabelecimentos de ensino superior, caracterizadas na categoria privada e pública, com organização acadêmica de faculdade, centro universitário, universidade e instituto federal de educação, ciência e tecnologia. Para a coleta de dados foi utilizado um instrumento de pesquisa disponível online, onde foi criado 15 questões de múltiplas escolhas, mais 4 blocos de questões para identificação dos fatores onde se abordou áreas como ensino, instalações, serviços e influências, totalizando 19 questões. Como técnica de estatística de amostragem, utilizou-se o modelo “bola de neve”, em que, após enviado o questionário para o responsável da instituição de ensino superior era repassado aos demais para participação. A população alcançada foi de 423 questionários respondidos por alunos residentes em 49 municípios do Estado. Constatou-se que fatores como qualidade do ensino, capacidade de transmissão do conhecimento por parte dos docentes, corpo docente qualificado, empregabilidade ou reconhecimento do diploma no mercado como também infraestrutura das salas de aulas, laboratórios e bibliotecas, conectividade, segurança física, limpeza e visita as instalações são fatores predominantemente importantes no momento da seleção da instituição de ensino.

The Library of the Institute of Alajuela made an induction experience and training of users and ventured into the information literacy and engaged in the work of the teaching-learning as an integral part of the curriculum. The actions of the library in developing search strategies, location, selection and use of information brought inthe health service, changes to the role of the library, the librarian, the book and the information in the educational environment.By sharing this experience is intended to provide information that can motivate staff of educational institutions that wish toenter the field of information literacy as a strategy to support the development oflifelong independent learning skills and meaningful learning. Currently, the library should be a proactive part in the education of students but also teachers, administrative and family.This will result in a benefit to Costa Rica: the development of youth and their proper integration into the workplace.

The 'blue copper' enzyme bilirubin oxidase from Myrothecium verrucaria shows significantly enhanced adsorption on a pyrolytic graphite 'edge' (PGE) electrode that has been covalently modified with naphthyl-2-carboxylate functionalities by diazonium coupling. Modified electrodes coated with bilirubin oxidase show electrocatalytic voltammograms for the direct, four-electron reduction of O(2) by bilirubin oxidase with up to four times the current density of an unmodified PGE electrode. Electrocatalytic voltammograms measured with a rapidly rotating electrode (to remove effects of O(2) diffusion limitation) have a complex shape (an almost linear dependence of current on potential below pH 6) that is similar regardless of how PGE is chemically modified. Importantly, the same waveform is observed if bilirubin oxidase is adsorbed on Au(111) or Pt(111) single-crystal electrodes (at which activity is short-lived). The electrocatalytic behavior of bilirubin oxidase, including its enhanced response on chemically-modified PGE, therefore reflects inherent properties that do not depend on the electrode material. The variation of voltammetric waveshapes and potential-dependent (O(2)) Michaelis constants with pH and analysis in terms of the dispersion model are consistent with a change in rate-determining step over the pH range 5-8: at pH 5, the high activity is limited by the rate of interfacial redox cycling of the Type 1 copper whereas at pH 8 activity is much lower and a sigmoidal shape is approached, showing that interfacial electron transfer is no longer a limiting factor. The electrocatalytic activity of bilirubin oxidase on Pt(111) appears as a prominent pre-wave to electrocatalysis by Pt surface atoms, thus substantiating in a single, direct experiment that the minimum overpotential required for O(2) reduction by the enzyme is substantially smaller than required at Pt. At pH 8, the onset of O(2) reduction lies within 0.14 V of the four-electron O(2)/2H(2)O potential.
