El estudio de las revistas especializadas permite comprender aspectos importantes de la dinámica de los campos científicos y académicos. Entre ellos, los grados de institucionalización, diferenciación y especialización o las redes de intercambio. La cantidad, la calidad y la difusión de las revistas expresa, en buena medida, el poder relativo de las diversas comunidades académicas y su influencia en el nivel nacional e internacional. Este estudio realiza un análisis descriptivo de las revistas académicas argentinas especializadas en educación durante la década de 1990, como parte de una investigación más amplia sobre la producción de conocimientos en educación, desarrollada en la FLACSO entre 2002 y 2004. Se presentan los datos y conclusiones del análisis de 17 revistas que refieren exclusivamente a temas de educación y que declaran contar con algún mecanismo de referato científico-académico. La descripción toma como punto de partida las siguientes dimensiones: a) las agencias productoras; b) las referencias temporales (fecha de aparición, frecuencia y regularidad de las revistas); c) la distribución regional; d) la estructura de las publicaciones; d) la pertenencia institucional de los autores y e) los temas abordados en las publicaciones. Al final del artículo, se discuten los avances alcanzados en materia de publicaciones en la década pasada y las dificultades que persisten para consolidar una cantidad y diversidad de instancias de comunicación especializada en el campo de la educación en la Argentina.

The aim of this study was to examine the effect of positioning on the correctness of decision making of top-class referees and assistant referees during international games. Match analyses were carried out during the Fe´de´ration Internationale de Football Association (FIFA) Confederations Cup 2009 and 380 foul play incidents and 165 offside situations were examined. The error percentage for the referees when indicating the incidents averaged 14%. The lowest error percentage occurred in the central area of the field, where the collaboration of the assistant referee is limited, and was achieved when indicating the incidents from a distance of 11–15 m, whereas this percentage peaked (23%) in the last 15-min match period. The error rate for the assistant referees was 13%. Distance of the assistant referee to the offside line did not have an impact on the quality of the offside decision. The risk of making incorrect decisions was reduced when the assistant referees viewed the offside situations from an angle between 46 and 608. Incorrect offside decisions occurred twice as often in the second as in the first half of the games. Perceptual-cognitive training sessions specific to the requirements of the game should be implemented in the weekly schedule of football officials to reduce the overall error rate.

Este trabalho tem o intuito de discutir como um imóvel tombado na cidade de Joinville/SC vem respondendo ao mundo das influências contemporâneas da espetacularização. A Casa Boehm, hoje uma loja de calçados no comércio, foi construída em 1927 e tombada em 2001, por meio do Processo de Tombamento PFCC n. 627/003, de 10 de abril de 2000, homologado pelo Decreto n. 3.461/2001, do Governador do Estado, na época, Esperidião Amin. O imóvel vem sofrendo alterações físicas, que afetam princípios de unidade, volumetria, padrões de estilo arquitetônico, o que faz com surjam debates a respeito dos seus valores estéticos. A depender do gosto dos locatários, especialmente no que se referee às cores externas, sem autorização, vislumbra-se a partir da opinião dos participantes do Conselho de Patrimônio da cidade - COMPHAAN, a espetacularização que este bem vem suportando em nome de uma sociedade de consumo, que apenas visa o lucro, apesar de inúmeros debates teóricos acerca da preservação. Desta forma, quando se pensa em restauração de um patrimônio cultural edificado, a preocupação imanente é com a sua imagem subjetiva/simbólica, e ainda, não menos importante, no que se refere às cores utilizadas nas pinturas das edificações. A metodologia utilizada é qualitativa, por meio de pesquisa bibliográfica, documentais no Arquivo Histórico de Joinville – AHJ e na Fundação Cultural de Joinville – FCJ e, etnográfica. A etnografia, com nuances interdisciplinares, foi realizada nestes mesmos Arquivos da cidade de Joinville, nos arredores do bem em questão e analisando algumas impressões obtidas nas reuniões do Conselho de Patrimônio da cidade – COMPHAAN. Este estudo é parte integrante da pesquisa para doutoramento em Ciências Humanas, na Universidade Federal de Santa Catarina – UFSC. Parte-se da hipótese inicial de que as discussões que envolvem as cores em bens tombados têm se relacionado com a autenticidade e a integridade dos conjuntos nos centros históricos. Porém, vai além, já que o espetáculo buscado pelos gestores públicos, com intento de valorizar suas cidades, acaba por homogeneizar esses territórios em torno de uma ideia de patrimônio que tem sido questionada por alguns teóricos.

The most straightforward European single energy market design would entail a European system operator regulated by a single European regulator. This would ensure the predictable development of rules for the entire EU, significantly reducing regulatory uncertainty for electricity sector investments. But such a first-best market design is unlikely to be politically realistic in the European context for three reasons. First, the necessary changes compared to the current situation are substantial and would produce significant redistributive effects. Second, a European solution would deprive member states of the ability to manage their energy systems nationally. And third, a single European solution might fall short of being well-tailored to consumers’ preferences, which differ substantially across the EU. To nevertheless reap significant benefits from an integrated European electricity market, we propose the following blueprint: First, we suggest adding a European system-management layer to complement national operation centres and help them to better exchange information about the status of the system, expected changes and planned modifications. The ultimate aim should be to transfer the day-to-day responsibility for the safe and economic operation of the system to the European control centre. To further increase efficiency, electricity prices should be allowed to differ between all network points between and within countries. This would enable throughput of electricity through national and international lines to be safely increased without any major investments in infrastructure. Second, to ensure the consistency of national network plans and to ensure that they contribute to providing the infrastructure for a functioning single market, the role of the European ten year network development plan (TYNDP) needs to be upgraded by obliging national regulators to only approve projects planned at European level unless they can prove that deviations are beneficial. This boosted role of the TYNDP would need to be underpinned by resolving the issues of conflicting interests and information asymmetry. Therefore, the network planning process should be opened to all affected stakeholders (generators, network owners and operators, consumers, residents and others) and enable the European Agency for the Cooperation of Energy Regulators (ACER) to act as a welfare-maximising referee. An ultimate political decision by the European Parliament on the entire plan will open a negotiation process around selecting alternatives and agreeing compensation. This ensures that all stakeholders have an interest in guaranteeing a certain degree of balance of interest in the earlier stages. In fact, transparent planning, early stakeholder involvement and democratic legitimisation are well suited for minimising as much as possible local opposition to new lines. Third, sharing the cost of network investments in Europe is a critical issue. One reason is that so far even the most sophisticated models have been unable to identify the individual long-term net benefit in an uncertain environment. A workable compromise to finance new network investments would consist of three components: (i) all easily attributable cost should be levied on the responsible party; (ii) all network users that sit at nodes that are expected to receive more imports through a line extension should be obliged to pay a share of the line extension cost through their network charges; (iii) the rest of the cost is socialised to all consumers. Such a cost-distribution scheme will involve some intra-European redistribution from the well-developed countries (infrastructure-wise) to those that are catching up. However, such a scheme would perform this redistribution in a much more efficient way than the Connecting Europe Facility’s ad-hoc disbursements to politically chosen projects, because it would provide the infrastructure that is really needed.

After its privatization in 1989, the water and sewerage industry of England and Wales faced a new regulatory régime and implemented a substantial capital investment program aimed at improving water and environmental standards. A new RPI + K regulatory pricing system was designed to compensate the industry for its increased capital costs, encourage increased efficiency, and maintain fair prices for customers. This paper evaluates how successful privatization and the resulting system of economic regulation has been. Estimates of productivity growth, derived with quality adjusted output indices, suggest that despite reductions in labor usage, total factor productivity growth has not improved since privatization. Moreover, total price performance indices reveal that increases in output prices have outstripped increases in input costs, a trend which is largely responsible for the increase in economic profits that has occurred since privatization. * We would like to thank Emmanuel Thanassoulis, Joshy Easaw, Jim Love, John Sawkins, and an anonymous referee for helpful comments on earlier drafts of this paper. Дадена е обосновка на една процедура за решаване на такива задачи, базирана на множители на Лагранж, коята често се употребява в икономическата литература. Извеждени са необходимите условия за оптималност на базата на уравнения на Белман и са приведени достатъчни условия за оптималност при допускания, които често се използват в икономиката.

This study is a variationist sociolinguistic analysis of two speech styles, performance and interview, of a dinner theatre troupe in Ferryland on the Southern Shore of Newfoundland. Five actors and ten of their characters are analyzed to test if their vowels change across styles. The study adopts a variationist framework with a Community of Practice model, drawing on Bell’s audience and referee design to argue that the performers’ stage conventions and identity construction are influenced by a third person referee: the Idealized Authentic Newfoundlander (IAN). Under this view the goal of the performer is to both communicate with and entertain the audience, which requires different tactics when speaking. These tactics manifest phonetically and are discussed in a quantitative, statistical analysis of the acoustic measurements of the vowel tokens [variables FACE, KIT, LOT/PALM and GOAT lexical sets with Newfoundland Irish English (NIE) variants] and a qualitative discussion.
