Walter D’Arcy Ryan was born in 1870 in Kentville, Nova Scotia. He became the chief of the department of illumination at the General Electric Company of Schenectady, New York. He was a founder in the field of electrical illumination. He built the electric steam scintillator which had numerous nozzles and valves. The operator would release steam through the valves. The nozzles all had names which included: Niagara, fan, snake, plume, column, pinwheel and sunburst. The steam scintillator was combined with projectors, prismatic reflectors, flashers and filters to produce the desired effects. In 1920 a group of businessmen from Niagara Falls, New York formed a group who called themselves the “generators’. They lobbied the American and Canadian governments to improve the illumination of the Falls. They were able to raise $58, 000 for the purchase and installation of 24 arc lights to illuminate the Falls. On February 24th, 1925 the Niagara Falls Illumination Board was formed. Initially, the board had a budget of $28,000 for management, operation and maintenance of the lights. The power was supplied free by the Ontario Power Company. They had 24 lights installed in a row on the Ontario Power Company surge tank which was next to the Refectory in Victoria Park on the Canadian side. The official opening ceremony took place on June 8th, 1925 and included a light parade in Niagara Falls, New York and an international ceremony held in the middle of the Upper Steel Arch Bridge. Niagara Falls State Park is the oldest state park in the United States. It is also referred to as the State Reservation (this title appears on page 2 of the program). Frederick Olmstead was the landscape architect of the park and he also designed Central Park in New York City. In July 1885, the state of New York passed laws to issue bonds for the establishment of the Niagara Reservation. This park is a National Historic Landmark and covers over 400 acres. Close to 140 acres of that land is under water. In attendance at the opening were: the Governor of the State of New York, the officers of the State, members of the Niagara Falls Association of New York City and civil and military personnel. The commissioners at the time of the opening were: William Dorsheimer, Andrew H. Green, Martin B. Anderson, T. Hampden Robb and Sherman S. Rogers.

Le succès électoral du Bloc québécois était prévisible. Il s'est également avéré significatif à court terme et aura des implications majeures dans les mois à venir. La première section de ce chapitre explique le caractère prévisible de la performance du Bloc, en montrant que le nouveau parti représentait une part importante et stable de l'électorat québécois. La deuxième partie traite du rôle du Bloc québécois à Ottawa et souligne, en particulier, la proximité idéologique du parti et de son électorat. Enfin, la troisième partie discute des possibilités qui s'offrent au Bloc et au Parti québécois dans la bataille référendaire qui s'amorce, insistant notamment sur les perceptions des électeurs moins décidés. En conclusion, une brève discussion suggère que le Bloc pourrait demeurer un acteur important dans les années à venir, même si les souverainistes perdaient leur référendum.

We examine the long-run relationship between the parallel and the official exchange rate in Colombia over two regimes; a crawling peg period and a more flexible crawling band one. The short-run adjustment process of the parallel rate is examined both in a linear and a nonlinear context. We find that the change from the crawling peg to the crawling band regime did not affect the long-run relationship between the official and parallel exchange rates, but altered the short-run dynamics. Non-linear adjustment seems appropriate for the first period, mainly due to strict foreign controls that cause distortions in the transition back to equilibrium once disequilibrium occurs
