Libya is experiencing its worst security crisis since the 2011 revolution, the intervention by NATO and the overthrow of Colonel Muammar Gaddafi. While the parliamentary elections of July 2012 provided “an opportunity to put the transition process back on track and overcome the recent political polarisation”, the country has instead descended into a deadly vortex of conflicting political groups, militias and tribes. Without the international political attention that is needed to save it from itself, Libya is now breaking up in at least two parts. Each faction is under pressure to declare its allegiance to the two biggest rival coalitions: either ‘Libyan Dignity’ or ‘Libyan Dawn’. The authors suggest that EU action take place on three levels.

On 2 February, the regional authorities in Gagauzia - an autonomous region of the Republic of Moldova - carried out two simultaneous referenda. In the first, local residents were asked to declare their support for the country’s integration either with the EU or with the Moscow-led Customs Union (CU); the second referendum sought their opinion on the draft law “On the deferred status of the Autonomous Region of Gagauzia”. Under the proposed legislation, if Moldova were to lose its sovereignty (for example, through the unification of Moldova and Romania, or even as some politicians have argued, through Moldova’s further integration with the EU), the autonomous region would automatically become the independent Republic of Gagauzia. As expected, the outcome of the vote has shown overwhelming support for both the CU and for the draft law. According to the figures released by Gagauzia’s Central Electoral Commission, 98.5% of the voters supported Moldova’s integration with the Customs Union, while 98% voted in favour of the ‘deferred independence’ bill. Support for closer integration with the EU was marginal, reaching just over 2%. Despite the one-sided outcome of the referendum, there is no reliable evidence to suggest that the ballot was rigged. It should also be noted that voter turnout was very high, reaching about 70%. Representatives of the Moldovan Central Electoral Commission, however, believe that the figure may have been artificially inflated by excluding many of the voters currently residing abroad from the count.

The European process is based on compromises; when it comes to selling them to national electorates, countries behave differently. France feels compelled to declare victory; Germany has more often chosen to stress the concessions that it made, adding that they were painful but necessary for the sake of ‘Europe’. The reality is very different. In this new EuropEos Commentary, Riccardo Perissich, Executive Vice-President of the Council for the United States and Italy, describes that European reality, in unambiguous terms.

Principal Topic - As argued by Acs and Phillips (2002) it is not only “the creation of wealth (entrepreneurship)” but also “the reconstitution of wealth (philanthropy)”, which has been essential for the inherent dynamism of the market economy (Ibid., p.201). However, we understand little about the entrepreneurship – philanthropy link in institutional contexts that differ from that of leading developed market economies. Accordingly our research agenda is to investigate the entrepreneurship-philanthropy nexus in a very different context of Lithuania, a country which shed a command economy system twenty years ago. In particular, we are interested to see if the cluster of attitudes and strategies of firms conducive to entrepreneurship, i.e. their entrepreneurial orientation (Covin & Slevin, 1989), is consistent or contradictory with philanthropy? In other words, is philanthropy strongly associated with some core components of entrepreneurship, or is it an entrepreneurial anomaly, relying on a minority of economic actors that provide important links with wider, non-economic communities. Method - The study draws on 270 randomly sampled, phone interviews with owners and ownermanagers of small and medium-sized enterprises (SMEs), i.e. firms with less than 250 employees. Interviews were conducted in Lithuania during January- March, 2008. Our results are based on confirmatory factor analysis combined with regression analysis. Results and Implications - Despite the legacy of informal institutions that is conducive neither to entrepreneurship nor to civic society, we found that by now, (i) the companies that score highest on entrepreneurial orientation construct, (ii) that perform best and those (iii) that have foreign owners are also most likely to declare their commitment to philanthropy. Our findings that most entrepreneurial firms are also involved in philanthropy are consistent with the perspective on the pattern of development in an entrepreneurial economy as outlined by Acs and Phillips (2002).

Death qualification is a part of voir dire that is unique to capital trials. Unlike all other litigation, capital jurors must affirm their willingness to impose both legal standards (either life in prison or the death penalty). Jurors who assert they are able to do so are deemed “death-qualified” and are eligible for capital jury service: jurors who assert that they are unable to do so are deemed “excludable” or “scrupled” and are barred from hearing a death penalty case. During the penalty phase in capital trials, death-qualified jurors weigh the aggravators (i.e., arguments for death) against the mitigators (i.e., arguments for life) in order to determine the sentence. If the aggravating circumstances outweigh the mitigating circumstances, then the jury is to recommend death; if the mitigating circumstances outweigh the aggravating circumstances, then the jury is to recommend life. The jury is free to weigh each aggravating and mitigating circumstance in any matter they see fit. Previous research has found that death qualification impacts jurors' receptiveness to aggravating and mitigating circumstances (e.g., Luginbuhl & Middendorf, 1988). However, these studies utilized the now-defunct Witherspoon rule and did not include a case scenario for participants to reference. The purpose of this study was to investigate whether death qualification affects jurors' endorsements of aggravating and mitigating circumstances when Witt, rather than Witherspoon, is the legal standard for death qualification. Four hundred and fifty venirepersons from the 11 th Judicial Circuit in Miami, Florida completed a booklet of stimulus materials that contained the following: two death qualification questions; a case scenario that included a summary of the guilt and penalty phases of a capital case; a 26-item measure that required participants to endorse aggravators, nonstatutory mitigators, and statutory mitigators on a 6-point Likert scale; and standard demographic questions. Results indicated that death-qualified venirepersons, when compared to excludables, were more likely to endorse aggravating circumstances. Excludable participants, when compared to death-qualified venirepersons, were more likely to endorse nonstatutory mitigators. There was no significant difference between death-qualified and excludable venirepersons with respect to their endorsement of 6 out of 7 statutory mitigators. It would appear that the Furman v. Georgia (1972) decision to declare the death penalty unconstitutional is frustrated by the Lockhart v. McCree (1986) affirmation of death qualification. ^

A presente investigação pretendeu avaliar a motivação para transferir os conteúdos adquiridos em formação para o local de trabalho. A formação nas empresas assume atualmente uma especial importância, cumprindo o duplo objetivo de contribuir para o desenvolvimento pessoal e profissional dos colaboradores e, consequentemente, contribuir para a melhoria do desempenho organizacional. Partindo da escolha de uma empresa nacional do setor privado, ligada ao ramo metalúrgico, e de uma amostra de 83 colaboradores, utilizou-se como instrumento um questionário de auto-resposta. O questionário aplicado permitiu avaliar a perceção de utilidade da formação, as crenças de auto eficácia dos colaboradores, a vinculação afetiva à empresa, e a motivação para transferir os conteúdos formativos. Os principais resultados indicaram que a motivação para transferir está relacionada com a perceção de utilidade e com a vinculação afetiva. Por outro lado, os resultados não permitem afirmar com convicção que uma das condições essenciais para se sentir motivado a transferir a formação, resida nas crenças de auto eficácia. A perceção de utilidade da formação surgiu como variável que mediou a relação entre a motivação para transferir e as crenças de auto eficácia, não se tendo verificado de forma clara, o mesmo resultado para a vinculação afetiva. Os resultados obtidos nesta investigação permitem desenvolver estratégias relevantes para os responsáveis da formação nas empresas que pretendam aumentar o grau de motivação para transferir a formação para o local de trabalho. / The present research was intended to evaluate the motivation to transfer the knowledge acquired in training to the workplace. The training in the companies takes nowadays a special importance, fulfilling the double goal of contributing to the collaborators personal and professional development and, consequently, of contributing to the improvement of the organizational performance. Starting from the choice of a national private company, from the metallurgic sector, and from a sample of 83 collaborators, a self-answer quiz was used. The applied quiz allowed to evaluate the perceived usefulness of the training, the beliefs of self-efficacy of the collaborators, the affective commitment with the company, and the motivation to transfer the training knowledge. The main results indicated that the motivation to transfer is related with the perceived usefulness and with the affective commitment. On the other side, the results do not allow to declare convincingly that one of the essential conditions to feel motivated to transfer the training is founded on the beliefs of self-efficacy. The perceived usefulness of the training surged as a variable that mediated the relation between motivation to transfer and the beliefs of self-efficacy, situation that was not verified in a clear way in the case of affective commitment. The results obtained on this research allow the development of relevant strategies for the responsible for the training on the companies that want to increase the motivation degree to transfer the training to the workplace.

El privilegio contra la auto incriminación es una garantía constitucional que protege a todo procesado de ser compelido a declarar en contra de sí mismo en una causa penal; la mencionada garantía hace necesario realizar un análisis en torno a los límites y alcances de dicho privilegio de cara a la posibilidad de que judicialmente se dé la autorización, previa solicitud motivada de la policía judicial o de la Fiscalía General de la Nación, de obtener muestras para cotejo que involucren al imputado aun cuando éste se niegue a dar su consentimiento para ello. Las posiciones respecto a los límites y alcances que pueda tener éste privilegio no son pacíficas y van desde considerar que únicamente aplica para el caso del testimonio del acusado o coacusado hasta afirmar que, además del testimonio o declaración, comprende la prohibición absoluta de usar el cuerpo humano como medio de obtención de evidencia probatoria que pueda llegar a desvirtuar la presunción de inocencia y causar que sea el mismo procesado quien se incrimine. Es por lo anterior que nuestra Corte Constitucional fincó su posición en considerar que el privilegio comprende únicamente la prohibición de obligar al procesado a declarar en su contra; dejando por fuera de su órbita de protección la posibilidad de suplir la voluntad del indiciado, imputado o acusado con una orden judicial dada por el Juez de Control de Garantías para la toma de muestras con fines de cotejo aun cuando dicha evidencia tienda a incriminarlo. O ser Humano, desde sempre tem tentado estabelecer relações entre si, o tempo e o clima, de modo a melhorar as suas condições de vida. Atualmente existem questões problema que ameaçam a humanidade, nomeadamente as alterações climáticas e o aquecimento global com vista à promoção de um Desenvolvimento Sustentável. À educação é atribuída extrema importância no desenvolvimento de uma adequada perceção da situação do planeta. Este facto levou as Nações Unidas a proclamarem, no início deste século (dezembro de 2002), a Década da Educação para o Desenvolvimento Sustentável. Um desafio internacional lançado aos países para que recorram à educação como ferramenta essencial na promoção do Desenvolvimento Sustentável. A vida nas sociedades contemporâneas é extremamente influenciada pelos desenvolvimentos científicos e tecnológicos, dependendo dos seus respetivos progressos. Como tal, a Educação Científica assume um papel fundamental na compreensão das problemáticas que o ser Humano enfrenta, assim como na sua própria consciencialização da responsabilidade na situação planetária atual. Devendo promover o desenvolvimento de cidadanias proactivas, fundamentadas e responsáveis, no sentido da mudança, numa perspetiva crítica global que garanta a sustentabilidade do planeta. Estes factos são alvo de reflexão por parte de diversas instâncias da sociedade tais como a UNESCO, comunidades nacionais e internacionais de investigação em Educação Científica, e o poder político que se espelham em propostas de reforma e de revisão curricular em diversos países. Neste contexto, a Escola, como instituição formal de Educação, toma o papel primordial de promover o Desenvolvimento Sustentável através da aquisição de conhecimentos, atitudes, valores e competências que permitam desenvolver nos alunos uma consciencialização ecológica e uma literacia científica. Com este propósito em mente surge a questão investigativa deste estudo “Como Abordar o Tempo Atmosférico numa Perspetiva CTS Através do Ensino Por Pesquisa?”. Assim, usando o laboratório mais acessível e gratuito, a Atmosfera, e recursos facilmente acessíveis para desenvolver atividades simples é apresentada uma proposta de abordagem em sala de aula para a temática “Tempo Atmosférico” em particular a “Previsão e Descrição do Tempo Atmosférico”. A Atmosfera é um fascinante laboratório de ensino, porque nela se podem estudar alguns processos físicos lecionados ao longo dos mais variados níveis de ensino nas disciplinas de Física, Química e Geografia. Na Atmosfera, podem realizar-se diversos estudos simples, que de uma forma fácil respondem a inquietantes questões relacionadas com a Previsão e Descrição do Tempo Atmosférico. Neste estudo foi desenvolvida e usada uma metodologia para construir e interpretar mapas de tempo permitindo a alunos do 3º Ciclo do Ensino Básico fazer a Previsão e Descrição do Tempo Atmosférico. Após a aplicação da estratégia para o desenvolvimento de capacidades, de criatividade, envolvimento, cidadania e de pensamento crítico, os alunos responderam a um questionário. Através do tratamento dos dados obtidos pode-se considerar que em média 97% dos alunos consideram importante ou muito importante o estudo desta temática e que tem influência no seu dia-a-dia. Verificou-se que em média, se passou de 26% de respostas cientificamente corretas ou parcialmente corretas para 83% de respostas cientificamente corretas ou parcialmente corretas, o que demostra que a estratégia proposta atingiu os seus propósitos que passavam por dinamizar e fomentar uma cultura meteorológica nas escolas e para as escolas. Salienta-se a importância da possibilidade do trabalho em rede e das suas potencialidades na motivação dos alunos dada a oportunidade de fazer diagnóstico do tempo atmosférico local e inter-regiões. Os alunos consultaram e interpretaram mapas de tempo atmosférico, usaram a Internet e compreendam a relação e a influência entre diferentes parâmetros meteorológicos. Os resultados obtidos neste estudo permitem afirmar que os alunos desenvolveram competências numa área que é uma preocupação de cada um, o diagnóstico do tempo atmosférico. Cresceu neles uma cultura meteorológica e as aprendizagens nesta temática podem transbordar para colegas, amigos, pais e toda a comunidade escolar. Assim pode considerar-se que a estratégia implementada foi promotora de mudança, de aquisição de conhecimentos e do desenvolvimento de competências numa temática tão aliciante que envolve o Desenvolvimento Sustentável. Considera-se ainda que a estratégia usada neste estudo é motivadora, aliada à dinâmica CTS e ao Ensino Por Pesquisa, com vista a ser utilizada em contexto de sala de aula. Este estudo é uma forte contribuição para o Ensino das Ciências em especial no ensino da temática Tempo Atmosférico e é uma ferramenta importante que pode e deve ser utilizada em contexto escolar pois está escrito de modo a ser consultado por profissionais de ensino, nomeadamente pelos professores de Física, Química e de Geografia de modo a promoverem o desenvolvimento de competências de literacia científica e de cidadania e contribuir para a formação de futuros cidadãos ativos e conscientes defensores da Sustentabilidade da Terra.

The climate crisis is the greatest challenge humanity has ever faced, and in 2023 the average global temperature reached new records, prompting the UN Secretary General to declare that 'the era of global warming is over, and the era of global boiling has arrived'. In this context, urban areas play a key role, and can be considered a bottleneck of the climate crisis. The European Commission is investing billions of euros in research and innovation projects in urban areas, while the European Green Deal strategy has the ambition of making Europe the first carbon-neutral continent on the planet by 2050. However, studies and research show that the causes of the climate crisis are rooted in an economic system that produces profound inequalities, and the very solutions to address the consequences of global warming risk deepening them. In this context, the role of cities is not only to decarbonise their urban fabric, but to build solutions to the social challenge posed by the climate crisis, promoting paradigm shifts capable of producing trajectories towards so-called 'climate justice'. This research analyses, through a holistic view, European policies in these fields, and delves into the actions and projects of four European cities - Amsterdam, Bilbao, Freiburg, and Lisbon - through a qualitative approach aimed at identifying strengths and contradictions of strategies to tackle the climate crisis. Delving into the collective dynamics and social impacts of the actions promoted, the research proposes a comprehensive view of the role that urban areas can play not only in decarbonising society, but in promoting a paradigm shift capable of addressing the economic causes and social consequences of the climate crisis.

The aim of this study was to investigate the histological and histomorphometrical bone response to three Biosilicates with different crystal phases comparing them to Bioglass®45S5 implants used as control. Ceramic glass Biosilicate and Bioglass®45S5 implants were bilaterally inserted in rabbit femurs and harvested after 8 and 12 weeks. Histological examination did not revealed persistent inflammation or foreign body reaction at implantation sites. Bone and a layer of soft tissue were observed in close contact with the implant surfaces in the medullary canal. The connective tissue presented few elongated cells and collagen fibers located parallel to implant surface. Cortical portion after 8 weeks was the only area that demonstrated significant difference between all tested materials, with Biosilicate 1F and Biosilicate 2F presenting higher bone formation than Bioglass®45S5 and Biosilicate® vitreo (p=0.02). All other areas and periods were statistically non-significant (p>0.05). In conclusion, all tested materials were considered biocompatible, demonstrating surface bone formation and a satisfactory behavior at biological environment.

Purpose. The purpose of this work was to evaluate the potential of a novel custom-designed rigid gas permeable (RGP) contact lens to modify the relative peripheral refractive error in a sample of myopic patients. Methods. Fifty-two right eyes of 52 myopic patients (mean [TSD] age, 21 [T2] years) with spherical refractive errors ranging from j0.75 to j8.00 diopters (D) and refractive astigmatism of 1.00 D or less were fitted with a novel experimental RGP (ExpRGP) lens designed to create myopic defocus in the peripheral retina. A standard RGP (StdRGP) lens was used as a control in the same eye. The relative peripheral refractive error was measured without the lens and with each of two lenses (StdRGP and ExpRGP) using an open-field autorefractometer from 30 degrees nasal to 30 degrees temporal, in 5-degree steps. The effectiveness of the lens design was evaluated as the amount of relative peripheral refractive error difference induced by the ExpRGP compared with no lens and with StdRGP conditions at 30 degrees in the nasal and temporal (averaged) peripheral visual fields. Results. Experimental RGP lens induced a significant change in relative peripheral refractive error compared with the nolens condition (baseline), beyond the 10 degrees of eccentricity to the nasal and temporal side of the visual field (p G 0.05). The maximum effect was achieved at 30 degrees. Wearing the ExpRGP lens, 60% of the eyes had peripheral myopia exceeding j1.00 D, whereas none of the eyes presented with this feature at baseline. There was no significant correlation (r = 0.04; p = 0.756) between the degree of myopia induced at 30 degrees of eccentricity of the visual field with the ExpRGP lens and the baseline refractive error. Conclusions. Custom-designed RGP contact lenses can generate a significant degree of relative peripheral myopia in myopic patients regardless of their baselin spherical equivalent refractive error.

This folder contains a single document describing the "rules and orders" of the Hollis Professor of Mathematics and Natural Philosophy. The document begins by defining the subjects to be taught by the Hollis Professor including natural and experimental philosophy, elements of geometry, and the principles of astronomy and geography. It then outlines the number of public and private lectures to be given to students, how much extra time the professor should spend with students reviewing any difficulties they may encounter understanding class subject matter discussed, and stipulates that the professor's duties shall be restricted solely to his teaching activities and not involve him in any religious activities at the College or oblige him to teach any additional studies other than those specified for the Hollis Professor of Mathematics and Natural Philosophy. Furthermore, the rules establish the professor's salary at £80 per year and allow the professor to receive from students, except those students studying theology under the Hollis Professor of Divinity, an additional fee as determined by the Corporation and Board of Overseers, to supplement his income. Moreover, the rules assert that all professorship candidates selected by the Harvard Corporation must be approved by Thomas Hollis during his lifetime or by his executor after his death. Finally, the rules state that the Hollis professor take an oath to the civil government and declare himself a member of the Protestant reformed religion. This document is signed by Thomas Hollis and four witnesses, John Hollis, Joshua Hollis, Richard Solly, and John Williams.
