Esta tese tem como proposta realizar um estudo da política pública do campo da saúde, conhecido no Brasil como Processo Transexualizador, baseado em uma análise bioética. Pode-se afirmar que o termo Processo começa a ser usado quando, em 2008, foi promulgada a Portaria 1707, pelo Ministério da Saúde (portaria mais tarde atualizada, e ainda em vigor, sob o numero 2803, de 2013). Inserida no âmbito do Sistema Único de Saúde (SUS), essa política tem como pilares a integralidade e a humanização da atenção a pessoas transexuais. O objetivo da tese é: identificar o conjunto de Funcionamentos considerados básicos, tanto pela ótica dos transexuais, quanto pela ótica dos profissionais de saúde. Simultaneamente, em diálogo paralelo, a tese busca cotejar a contribuição, através da perspectiva dos Funcionamentos, para a avaliação do próprio Processo Transexualizador e vice-versa. No plano teórico-conceitual, o trabalho se norteia pelo princípio bioético da justiça em saúde, tal como trabalhado por Sen, Nussbaum, Dias e Ribeiro, autores que abordaram a justiça, associando-a ao que eles próprios cunharam conceitualmente como Funcionamentos básicos. No plano metodológico, a forma monográfica de apresentação dos resultados valoriza tanto os dados primários coletados em entrevistas (gravadas, transcritas e sistematizadas em ferramenta de informática Programa NVIVO), quanto documentos oficiais e, ainda, a leitura crítica e discussão dos autores mencionados, acrescidos de outros como Cecilio, Buber, Bento e Arán. Com relação ao material primário, o campo de estudo foi um hospital universitário do município do Rio de Janeiro, que possui Unidade de Atenção Especializada a Transexuais, referência no Sistema Único de Saúde (SUS). O material empírico primário foi coletado por meio de técnica de entrevista semi aberta, orientada por roteiro. O universo de sujeitos de pesquisa é composto por dez mulheres transexuais e quatro profissionais da área de saúde que também participam da política. Os resultados apontam a necessidade do estabelecimento, por parte do Ministério da Saúde, de instrumentos avaliativos que tenham atuação para além dos trâmites burocráticos institucionais. Devem-se incluir, entre seus tópicos, a Rede de Atenção à saúde estabelecida, o atendimento das necessidades de saúde e a oferta da tecnologia em saúde, os quais comprometem a integralidade da atenção à saúde e, consequentemente, a realização do projeto de vida das mulheres transexuais por não possibilitarem o florescimento de seus Funcionamentos básicos.

A type of adaptive, closed-loop controllers known as self-tuning regulators present a robust method of eliminating thermoacoustic oscillations in modern gas turbines. These controllers are able to adapt to changes in operating conditions, and require very little pre-characterisation of the system. One piece of information that is required, however, is the sign of the system's high frequency gain (or its 'instantaneous gain'). This poses a problem: combustion systems are infinite-dimensional, and so this information is never known a priori. A possible solution is to use a Nussbaum gain, which guarantees closed-loop stability without knowledge of the sign of the high frequency gain. Despite the theory for such a controller having been developed in the 1980s, it has never, to the authors' knowledge, been demonstrated experimentally. In this paper, a Nussbaum gain is used to stabilise thermoacoustic instability in a Rijke tube. The sign of the high frequency gain of the system is not required, and the controller is robust to large changes in operating conditions - demonstrated by varying the length of the Rijke tube with time. Reducing Motor Vehicle Greenhouse Gas Emissions in a Non-California State: A Case Study of Minnesota

Generally it has not been recognized that salamanders of two distinctive color morphs currently are assigned to Tylototriton verrucosus Anderson. One form is uniformly dark brown dorsally, with bright orange coloration confined to the ventral edge of the tail; the other has a dark brown to black dorsal ground color with orange dorsolateral warts, an orange vertebral crest, and orange lateral and medial crests on the head. In addition, the limbs and ventrolateral surfaces of the second form have a variable pattern of orange coloration. The brown form occurs in northeastern India, Nepal, northern Burma, Bhutan, northern Thailand, the type locality in extreme western Yunnan, and perhaps in northern Vietnam. The orange-patterned form occurs only in western Yunnan Province, People's Republic of China. The two forms appear to be allopatric but occur close together in the area of the type locality near the Burma border in western Yunnan. There is no evidence of color intergradation in specimens from this region. Analyses of morphometric and meristic characters, however, suggest the possibility of limited genetic exchange between adjacent populations of brown and orange-patterned forms in western Yunnan. The genetic and taxonomic relationships between the two forms is not fully resolved. However, these two highly distinctive forms obviously have evolved along independent trajectories and merit taxonomic recognition. We therefore propose to restrict the concept of Tylototriton verrucosus to the brown form and designate a neotype for that purpose, and we describe a new species to receive the orange-patterned form.

The aim of this paper is to show that only in a society where human rights are honored and democracy is vigorous, the process of subjectivation be possible. It is a critical sociology research. The article is presented in two parts, the first, subject and subjectivity in contemporary times, analyze the obstacles that individuals have for subjective process, and the second, subject and human rights and subject and democracy we argue about the need for human rights and democracy for the process of subjectivation.

There is abundant empirical evidence on the negative relationship between welfare effort and poverty. However, poverty indicators traditionally used have been representative of the monetary approach, excluding its multidimensional reality from the analysis. Using three regression techniques for the period 1990-2010 and controlling for demographic and cyclical factors, this paper examines the relationship between social spending per capita —as the indicator of welfare effort— and poverty in up to 21 countries of the region. The proportion of the population with an income below its national basic basket of goods and services (PM1) and the proportion of population with an income below 50% of the median income per capita (PM2) were the two poverty indicators considered from the monetarist approach to measure poverty. From the capability approach the proportion of the population with food inadequacy (PC1) and the proportion of the population without access to improved water sources or sanitation facilities (PC2) were used. The fi ndings confi rm that social spending is actually useful to explain changes in poverty (PM1, PC1 and PC2), as there is a high negative and signifi cant correlation between the variables before and after controlling for demographic and cyclical factors. In two regression techniques, social spending per capita did not show a negative relationship with the PM2. Countries with greater welfare effort for the period 1990-2010 were not necessarily those with the lowest level of poverty. Ultimately social spending per capita was more useful to explain changes in poverty from the capability approach.

The present study aims to identify the framework of personal, organizational and technical variables that contribute to the viability and successful of innovative educational practices with video games within the school context to enhance the multiple intelligences. For this purpose, advantage was taken on the information previously collected through a questionnaire about the views, thoughts and experiences of a group of teachers of childhood and primary education (N=25) who voluntarily participated in a blended training activity from Center of Teachers (CEFIRE) of Valencia, around a community of practice aimed at promoting and advising projects for implementing educational video games in the classroom. The mixed methodology adopted has allowed the following: a) describe the relationship between their degree of development and daily use made of ICT in the classroom, their level of familiarity with video games, their previous experience to integrate them for educational purposes..., and their participation in projects that focus on game-based learning; b) conduct content analysis of the opinions and thoughts expressed in a forum for teachers on innovation on and methodological strategies adopted reflected in a virtual board; and c) develop a SWOT analysis: Strengths, Weaknesses, Opportunities and Threats inherent in the implementation of experience with video games in the classroom. Among the conclusions, it is highlighted that, even though most did not have specific training or enough technological resources and the planning and implementation of innovation required them a great investment of time, their personal interest, the support given by members of the online community of practice, helped to encourage their activity, along with receptivity, positive attitude and high motivation of students with the experience. These aspects have been crucial to promote successful innovative practices with video games.

This paper studies the influence of cynic philosophy in the construction of the myth of the good savage. In the first part it studies the importance of cynicism in the XVI century and how the cynic influence of Erasmus, More and Montaigne was fundamental to the way that Europe approached the American indigenous. In the second part it studies the cynic motives that could have influenced in the construction of the myth of the good savage.

En este artículo me propongo mostrar que lo que Sócrates hace con Fedro a lo largo de toda la obra no es otra cosa que utilizar la auténtica retórica (con su doble carga, dialéctica y psicológica) que es descrita en la segunda parte del diálogo. Las tensiones, rivalidades y celos de la situación inicial entre ellos expone un perfil representativo de relaciones entre interlocutores con perspectivas intelectuales opuestas. Es preciso disolver la resistencia emocional por medio de una serie de pasos graduales, estratégicos, y ‘engañosos’ (no se puede develar el propio juego desde el principio). Hay que partir de acuerdos, siquiera parciales, para continuar dialogando. Sin embargo, Sócrates también introduce nociones nuevas acerca del amor, pero éstas pasan desapercibidas a un Fedro obsesionado con la imitación de su enamorado Lisias. Hasta que Sócrates decide cortar el juego y cruzar el río. Este corte provoca un giro en ambos personajes: Fedro se dispone a escuchar lo que Sócrates quiere contarle (el mito del carro alado) y Sócrates se revela ante sí mismo como un personaje capaz de ‘encantar’ a Fedro con la belleza rapsódica del relato y superar su propio temor de convertirse en una bestia devoradora. Al final Sócrates muestra su juego a Fedro y le enseña cómo ha sido posible llegar a un auténtico diálogo filosófico, donde pueda tener lugar la enseñanza y el aprendizaje recíprocos.

Globally, priority areas for biodiversity are relatively well known, yet few detailed plans exist to direct conservation action within them, despite urgent need. Madagascar, like other globally recognized biodiversity hot spots, has complex spatial patterns of endemism that differ among taxonomic groups, creating challenges for the selection of within-country priorities. We show, in an analysis of wide taxonomic and geographic breadth and high spatial resolution, that multitaxonomic rather than single-taxon approaches are critical for identifying areas likely to promote the persistence of most species. Our conservation prioritization, facilitated by newly available techniques, identifies optimal expansion sites for the Madagascar government's current goal of tripling the land area under protection. Our findings further suggest that high-resolution multitaxonomic approaches to prioritization may be necessary to ensure protection for biodiversity in other global hot spots.

Dans le cadre de cet article, je veux démontrer la nécessité de développer et d’incorporer les perspectives féministes dans le champ de l’éthique des relations internationales à travers l’examen des contributions respectives de J. A. Tickner, C. MacKinnon, S. Ruddick et M. Nussbaum. Mon hypothèse générale consiste à arguer que la force critique des perspectives féministes en théorie politique représente non seulement une ouverture épistémologique incontournable, mais que celles-ci ouvrent la voie à des méthodes d’investigation et de conceptualisation que l’on doit explorer en vue d’enrichir les théories de justice globale d’une portée pratique plus grande.
