A Zona Franca de Manaus (ZFM) é a política de desenvolvimento regional da União para a Amazônia Ocidental baseada na concessão de incentivos fiscais ao capital produtivo, a qual tem no Polo Industrial de Manaus (PIM) o seu principal resultado. Partindo de referenciais teóricos sobre políticas públicas, processo de decisão política e do arcabouço do institucionalismo histórico, a tese analisa três decisões relevantes para a ZFM, para as quais se buscou identificar as agências públicas onde estas são tomadas, caracterizando os atores que nelas influenciam, ao passo que procurou compreender o fluxo de decisões públicas desses processos decisórios. A primeira delas refere-se aos dois momentos em que a decisão de prorrogar a vigência da ZFM estivera em discussão no Congresso Nacional, quando os grupos de interesse foram capazes de agregar força política para garantir o status constitucional da ZFM. A segunda refere-se à avaliação dos pleitos de implantação, atualização, diversificação ou ampliação de projetos industriais na ZFM, sobre a qual a pesquisa proporcionou o entendimento de que uma vez apresentado o projeto técnico-econômico de forma coerente, de acordo com o Processo Produtivo Básico (PPB) estabelecido, com a legislação e acompanhado da documentação necessária, os projetos de qualquer que seja o setor não enfrentam dificuldades de aprovação no CAS. A necessidade da existência prévia de PPBs torna o processo de estabelecimento destes uma decisão fundamental na política da ZFM. Esse é o terceiro processo. O PPB é a ferramenta que tem permitido a governança da política de incentivos fiscais da ZFM, através da regulação de processos e procedimentos cumpridos pelas empresas que usufruem dos benefícios. Os PPBs são estabelecidos após negociação entre produtores, fornecedores e o Estado brasileiro, sendo este representado pelo MDIC, MCTI e SUFRAMA, sob a gestão do GT-PPB, cujo funcionamento é regulamentado pela Portaria Interministerial MDIC/MCT n°170/2010. O PPB vem sendo utilizado pelo Estado para estabelecer contrapartidas às empresas beneficiárias dos incentivos fiscais da ZFM e para permitir instalação de setores produtivos naquela zona. Notou-se que o efetivamente valorado é o risco de o PPB, ao ser publicado, causar deslocamento de plantas produtivas de outras regiões do Brasil para a ZFM, situação que leva ao indeferimento. Contudo, em situações nas quais não é claro o prejuízo para outras unidades da federação, cidades ou microrregiões, pode haver conflitos de caráter político, alçando a decisão para níveis de negociação e de poder acima do GT-PPB. Destaca-se o entendimento dos membros do GT-PPB de que a ZFM é uma política pública da União para a Amazônia Ocidental e de reconhecerem o poder que, em conjunto, têm suas funções, por meio das quais, cada um com sua especialidade, limites e objetivos, pode influenciar por dentro do Estado brasileiro na elaboração e implementação da política industrial, de ciência e tecnologia e de desenvolvimento regional. Foi possível perceber o esforço dos participantes para, com as regras atuais, promoverem melhorias nessas políticas e como se reflete nessas equipes a falta de um efetivo projeto de desenvolvimento produtivo nacional.

A partir da importância que o tema pessoas portadoras de deficiência vem ganhando na agenda das políticas públicas brasileira nos últimos anos, a presente pesquisa teve como objetivo analisar as ações realizadas pela Finep no período de 2005 a 2008 cuja temática é a Tecnologia Assistiva (TA), para verificar se as ações geraram a introdução efetiva de produtos, serviços e processos inovadores no mercado consumidor de TA. A metodologia utilizada foi a Grounded Theory e a fonte primária de dados e de informações foi obtida na própria Finep. A pesquisa também apresenta exemplos de como as políticas públicas para TA vem sendo implementadas na União Europeia e Austrália. O estudo mapeou as principais dificuldades enfrentadas pelas instituições e empresas dedicadas aos projetos inovadores de TA para a introdução dos produtos assistivos nas linhas de produção e propiciou uma reflexão sobre as suas causas e sugestão sobre a participação mais efetiva e direta dos envolvidos e a continuidade das ações para alcance dos resultados almejados nas ações de TA apoiadas pela Finep. Há, no entanto, um hiato entre a pesquisa, o lote piloto ou prova de conceito e a efetiva produção dos bens e serviços assistivos e vários são os motivos identificados na pesquisa que concorrem para esse distanciamento como, por exemplo, o perfil das empresas e sua propensão ao risco, uma vez que o ciclo de execução do projeto de TA demanda várias fases e, portanto, tempo até se obter o protótipo e poder iniciar a comercialização.

The power-law size distributions obtained experimentally for neuronal avalanches are an important evidence of criticality in the brain. This evidence is supported by the fact that a critical branching process exhibits the same exponent t~3=2. Models at criticality have been employed to mimic avalanche propagation and explain the statistics observed experimentally. However, a crucial aspect of neuronal recordings has been almost completely neglected in the models: undersampling. While in a typical multielectrode array hundreds of neurons are recorded, in the same area of neuronal tissue tens of thousands of neurons can be found. Here we investigate the consequences of undersampling in models with three different topologies (two-dimensional, small-world and random network) and three different dynamical regimes (subcritical, critical and supercritical). We found that undersampling modifies avalanche size distributions, extinguishing the power laws observed in critical systems. Distributions from subcritical systems are also modified, but the shape of the undersampled distributions is more similar to that of a fully sampled system. Undersampled supercritical systems can recover the general characteristics of the fully sampled version, provided that enough neurons are measured. Undersampling in two-dimensional and small-world networks leads to similar effects, while the random network is insensitive to sampling density due to the lack of a well-defined neighborhood. We conjecture that neuronal avalanches recorded from local field potentials avoid undersampling effects due to the nature of this signal, but the same does not hold for spike avalanches. We conclude that undersampled branching-process-like models in these topologies fail to reproduce the statistics of spike avalanches.

Knowledge and innovation were seen as major forces, both for survival, as the acquisition of competitive advantages in the Brazilian economy, as well as adding value to the product as a market differentiator. The Triple Helix model is directed toward the knowledge-based economy. Over the past six years, the Federal Government through the Financier of Studies and Projects ( FINEP ) invested in technological innovation projects, economic subsidies, about U.S. $ 1 billion supporting more than 800 projects with these resources. According to the MCTI , the Northeast, over the years 2000 to 2010 increased spending on Science and Technology (considering the activities of research and development more scientific and related activities) of the State Government in relation to its total revenue In 2000, 0.51% of total revenues were invested in Science & Technology, while in 2010 this figure increased to 1.31%. Among the nine Northeast states, Paraíba is highlighted. In 2000, 0.33% of its total revenues were directed to innovation, reaching 2.04% in 2010, the largest increase in the region while the RN invested 0.24% in 2000 and in 2010 reached the level of 1.42 %. According to IBGE, in the period 2000-2011, the micro and small enterprises surpassed the barrier of 6 million establishments. In 2000, there were 4.2 million establishments while in 2011 were 6.3 million active establishments. Therefore, throughout the period, there was a creation of approximately 2.1 million new establishments. Between 2000 and 2011, micro and small businesses have created 7.0 million formal jobs, 8.6 million jobs in 2000 to 15.6 million in 2011. This scenario shows the importance of this study in relation to the investment of governments in RD & I in micro and small enterprises. This study aims to analyze the interaction Universities - Business - Government in the development of innovation in micro and small companies in Rio Grande do Norte participants of the edicts of Inova FAPERN. We chose to adopt as a research method case study concerning the procedure of the research, exploratory, descriptive, and on documents with engineers and researchers of innovation projects approved by PAPPE Subsidy (Inova -RN I, II and III). Data collection was done through the report made by FAPERN entitled: " Evaluation of companies financed and supported by the Grant Program for Technological Innovation for Micro and Small Enterprises RN - INOVA -RN " (2010) and a questionnaire with 40 closed questions and 1 opened to 30 affirmative composed based on a 5-point Likert scale. The analysis of data was qualitative and quantitative. The study provided to identify the importance and barriers arising from the relation between Government Enterprise (micro and small) and University as essential to the economic development of the region. It was also identified that, in the innovation projects, 70% of the goods or services originating from research were to market these, 50% resulted in a patent for the company and 80% publications of scientific articles

Sleep is beneficial to learning, but the underlying mechanisms remain controversial. The synaptic homeostasis hypothesis (SHY) proposes that the cognitive function of sleep is related to a generalized rescaling of synaptic weights to intermediate levels, due to a passive downregulation of plasticity mechanisms. A competing hypothesis proposes that the active upscaling and downscaling of synaptic weights during sleep embosses memories in circuits respectively activated or deactivated during prior waking experience, leading to memory changes beyond rescaling. Both theories have empirical support but the experimental designs underlying the conflicting studies are not congruent, therefore a consensus is yet to be reached. To advance this issue, we used real-time PCR and electrophysiological recordings to assess gene expression related to synaptic plasticity in the hippocampus and primary somatosensory cortex of rats exposed to novel objects, then kept awake (WK) for 60 min and finally killed after a 30 min period rich in WK, slow-wave sleep (SWS) or rapid-eye-movement sleep (REM). Animals similarly treated but not exposed to novel objects were used as controls. We found that the mRNA levels of Arc, Egr1, Fos, Ppp2ca and Ppp2r2d were significantly increased in the hippocampus of exposed animals allowed to enter REM, in comparison with control animals. Experience-dependent changes during sleep were not significant in the hippocampus for Bdnf, Camk4, Creb1, and Nr4a1, and no differences were detected between exposed and control SWS groups for any of the genes tested. No significant changes in gene expression were detected in the primary somatosensory cortex during sleep, in contrast with previous studies using longer post-stimulation intervals (>180 min). The experience-dependent induction of multiple plasticity-related genes in the hippocampus during early REM adds experimental support to the synaptic embossing theory.

Urban homegardens are green areas of households within the city limits and they have the potential to provide families with a cheap alternative for diet improvement, and to complement the income of the families who sell cultivated products. This research analyzes the contributions of old urban homegardens on food consumption and household economy. Data related to homegardens composition were collected by interviews and by collecting cultivated plants. Diets were assessed through a retrospective method (last 24 hours food recall) and administered every two months, during a year, to include seasonal variations. The diet of the sampled population was found to be dependent on certain foods, indicating a narrow food niche (Levins index = 25.9; Levins standardized index = 0.23). Variations in interviewees' diet are related to the consumption of fruits and vegetables, which are partly supplied by homegardens. Spices and teas consumed were obtained from homegardens, revealing its importance in food consumption and health. Among the 98 species found in homegardens, only 38% appeared in the interviewees' diet, indicating an under-exploitation of these homegardens. Our study found that the main role of homegardens is to supply variation in the diet, contributing to the consumption of different types of products.

Ornamental plants are important in the culture and welfare of city dwellers in the Amazon. This study aimed to perform a characterization of species of ornamental use in urban backyards of Rio Branco and relation with social aspects of the respondents. Semi-structured interviews featuring ornamental species along with analysis of social aspects of urban respondents of the 132 backyards in Rio Branco, Acre, Amazon between 2009 and 2011. Selected for this study were neighborhoods Aeroporto Velho, Placas and Novo Horizonte, located on the periphery of the municipality. Were detected 140 ornamental species belonging to 49 different botanical families, especially Euphorbiaceae (7%), Arecaceae (6.4%) and Araceae (5%). Ornamental species recorded, 57.5% are exotic, 16% have medicinal use and 44% herbaceous. Regression analysis of data across the diversity of species, area and social parameters of the respondents was not significant. The cultivation of ornamental plants in urban backyards Rio Branco assists in the ambience of the residence, landscape improvement, generates welfare for residents at leisure space beyond the conservation of genetic resources.

The text is the initial result of a project called Global iTV, Interactive and systems Hybrid TV: a new advanced scheme for future services and applications in a global environment, contemplated by Call MCTI / CNPq 13/2012 – EUBrazil Cooperation Program in the field of Information and Communication Technologies (ICT) which has as its central theme the development of a standard that enables interoperability between the various digital TV systems operating jointly, exchanging and using information. Thus, using bibliographical and documentary research, the article goes on to demonstrate how this perspective panorama is drawing from the advent of digital television and the use of technology in Latin America, seeking to identify similarities, differences, problems and solutions arising from the use and consumption of digitizing television signal in the region. The results demonstrate the importance of media convergence, but point out that there are still large sections of the population on the margin of the Digital Society and the benefits provided by digital networks and that poverty and poor education are important contributions to this scenario.

We study the spin Hall conductance fluctuations in ballistic mesoscopic systems. We obtain universal expressions for the spin and charge current fluctuations, cast in terms of current-current autocorrelation functions. We show that the latter are conveniently parametrized as deformed Lorentzian shape lines, functions of an external applied magnetic field and the Fermi energy. We find that the charge current fluctuations show quite unique statistical features at the symplectic-unitary crossover regime. Our findings are based on an evaluation of the generalized transmission coefficients correlation functions within the stub model and are amenable to experimental test. Abstract Background Bone fractures and loss represent significant costs for the public health system and often affect the patients quality of life, therefore, understanding the molecular basis for bone regeneration is essential. Cytokines, such as IL-6, IL-10 and TNFα, secreted by inflammatory cells at the lesion site, at the very beginning of the repair process, act as chemotactic factors for mesenchymal stem cells, which proliferate and differentiate into osteoblasts through the autocrine and paracrine action of bone morphogenetic proteins (BMPs), mainly BMP-2. Although it is known that BMP-2 binds to ActRI/BMPR and activates the SMAD 1/5/8 downstream effectors, little is known about the intracellular mechanisms participating in osteoblastic differentiation. We assessed differences in the phosphorylation status of different cellular proteins upon BMP-2 osteogenic induction of isolated murine skin mesenchymal stem cells using Triplex Stable Isotope Dimethyl Labeling coupled with LC/MS. Results From 150 μg of starting material, 2,264 proteins were identified and quantified at five different time points, 235 of which are differentially phosphorylated. Kinase motif analysis showed that several substrates display phosphorylation sites for Casein Kinase, p38, CDK and JNK. Gene ontology analysis showed an increase in biological processes related with signaling and differentiation at early time points after BMP2 induction. Moreover, proteins involved in cytoskeleton rearrangement, Wnt and Ras pathways were found to be differentially phosphorylated during all timepoints studied. Conclusions Taken together, these data, allow new insights on the intracellular substrates which are phosphorylated early on during differentiation to BMP2-driven osteoblastic differentiation of skin-derived mesenchymal stem cells.

Abstract Background Little is known about the diversity, phylogenetic relationships, and biogeography of trypanosomes infecting non-mammalian hosts. In this study, we investigated the influence of host species and biogeography on shaping the genetic diversity, phylogenetic relationship, and distribution of trypanosomes from South American alligatorids and African crocodilids. Methods Small Subunit rRNA (SSU rRNA) and glycosomal Glyceraldehyde Phosphate Dehydrogenase (gGAPDH) genes were employed for phylogenetic inferences. Trypanosomes from crocodilians were obtained by haemoculturing. Growth behaviour, morphology, and ultrastructural features complement the molecular description of two new species strongly supported by phylogenetic analyses. Results The inferred phylogenies disclosed a strongly supported crocodilian-restricted clade comprising three subclades. The subclade T. grayi comprised the African Trypanosoma grayi from Crocodylus niloticus and tsetse flies. The subclade T. ralphi comprised alligatorid trypanosomes represented by Trypanosoma ralphi n. sp. from Melanosuchus niger, Caiman crocodilus and Caiman yacare from Brazilian river basins. T. grayi and T. ralphi were sister subclades. The basal subclade T. terena comprised alligatorid trypanosomes represented by Trypanosoma terena n. sp. from Ca. yacare sharing hosts and basins with the distantly genetic related T. ralphi. This subclade also included the trypanosome from Ca. crocodilus from the Orinoco basin in Venezuela and, unexpectedly, a trypanosome from the African crocodilian Osteolaemus tetraspis. Conclusion The close relationship between South American and African trypanosomes is consistent with paleontological evidence of recent transoceanic dispersal of Crocodylus at the Miocene/Pliocene boundaries (4–5 mya), and host-switching of trypanosomes throughout the geological configuration of South American hydrographical basins shaping the evolutionary histories of the crocodilians and their trypanosomes.

Abstract Background Saliva is a key element of interaction between hematophagous mosquitoes and their vertebrate hosts. In addition to allowing a successful blood meal by neutralizing or delaying hemostatic responses, the salivary cocktail is also able to modulate the effector mechanisms of host immune responses facilitating, in turn, the transmission of several types of microorganisms. Understanding how the mosquito uses its salivary components to circumvent host immunity might help to clarify the mechanisms of transmission of such pathogens and disease establishment. Methods Flow cytometry was used to evaluate if increasing concentrations of A. aegypti salivary gland extract (SGE) affects bone marrow-derived DC differentiation and maturation. Lymphocyte proliferation in the presence of SGE was estimated by a colorimetric assay. Western blot and Annexin V staining assays were used to assess apoptosis in these cells. Naïve and memory cells from mosquito-bite exposed mice or OVA-immunized mice and their respective controls were analyzed by flow cytometry. Results Concentration-response curves were employed to evaluate A. aegypti SGE effects on DC and lymphocyte biology. DCs differentiation from bone marrow precursors, their maturation and function were not directly affected by A. aegypti SGE (concentrations ranging from 2.5 to 40 μg/mL). On the other hand, lymphocytes were very sensitive to the salivary components and died in the presence of A. aegypti SGE, even at concentrations as low as 0.1 μg/mL. In addition, A. aegypti SGE was shown to induce apoptosis in all lymphocyte populations evaluated (CD4+ and CD8+ T cells, and B cells) through a mechanism involving caspase-3 and caspase-8, but not Bim. By using different approaches to generate memory cells, we were able to verify that these cells are resistant to SGE effects. Conclusion Our results show that lymphocytes, and not DCs, are the primary target of A. aegypti salivary components. In the presence of A. aegypti SGE, naïve lymphocyte populations die by apoptosis in a caspase-3- and caspase-8-dependent pathway, while memory cells are selectively more resistant to its effects. The present work contributes to elucidate the activities of A. aegypti salivary molecules on the antigen presenting cell-lymphocyte axis and in the biology of these cells.
