The way of organization of the constitutional jurisdiction implies the possibility to extend the democratization of the same one in function of the popular participation in the active legitimacy to constitutional process (procedimentalist model) e, at the same time, to assure technical viable decisions fast and to the complex problems of the constitucional law (substancialist model). The comparison with the constitutional jurisdiction of U.S.A. becomes interesting from the knowledge of the wide power to decide experience of Supreme the Court that for a methodology of construction of rights and not simply of interpretation of the Constitution, brought up to date and reconstructed throughout its historical evolution the direction of the norms of basic rights and the North American principles constitutional. Construction while constitutional hermeneutic method of substancialist matrix works with techniques as the measurement of principles, the protection of interests of minorities and the entailing of the basic rights with values politicians, what it can be brought to evidence of the Brazilian constitutional jurisdiction in order to improve the construction of basic rights that comes being carried through for the judicial ativism in control of the diffuse and abstract constitutionality. To define the limits of construction is to search, on the other hand, a dialogue with the procedimentalists thesis, aiming at the widening of the participation of the citizen in the construction of the basic rights for the constitutional process and to argue forms of the society to evaluate the pronounced decisions activist in the controls diffuse and abstract of constitutionality

The progresses of the Internet and telecommunications have been changing the concepts of Information Technology IT, especially with regard to outsourcing services, where organizations seek cost-cutting and a better focus on the business. Along with the development of that outsourcing, a new model named Cloud Computing (CC) evolved. It proposes to migrate to the Internet both data processing and information storing. Among the key points of Cloud Computing are included cost-cutting, benefits, risks and the IT paradigms changes. Nonetheless, the adoption of that model brings forth some difficulties to decision-making, by IT managers, mainly with regard to which solutions may go to the cloud, and which service providers are more appropriate to the Organization s reality. The research has as its overall aim to apply the AHP Method (Analytic Hierarchic Process) to decision-making in Cloud Computing. There to, the utilized methodology was the exploratory kind and a study of case applied to a nationwide organization (Federation of Industries of RN). The data collection was performed through two structured questionnaires answered electronically by IT technicians, and the company s Board of Directors. The analysis of the data was carried out in a qualitative and comparative way, and we utilized the software to AHP method called Web-Hipre. The results we obtained found the importance of applying the AHP method in decision-making towards the adoption of Cloud Computing, mainly because on the occasion the research was carried out the studied company already showed interest and necessity in adopting CC, considering the internal problems with infrastructure and availability of information that the company faces nowadays. The organization sought to adopt CC, however, it had doubt regarding the cloud model and which service provider would better meet their real necessities. The application of the AHP, then, worked as a guiding tool to the choice of the best alternative, which points out the Hybrid Cloud as the ideal choice to start off in Cloud Computing. Considering the following aspects: the layer of Infrastructure as a Service IaaS (Processing and Storage) must stay partly on the Public Cloud and partly in the Private Cloud; the layer of Platform as a Service PaaS (Software Developing and Testing) had preference for the Private Cloud, and the layer of Software as a Service - SaaS (Emails/Applications) divided into emails to the Public Cloud and applications to the Private Cloud. This thesis carries through an application of Analysis of Multicriterion Decision with use of the method of Analytical Hierarchy Process (AHP) in the problematic one of taking of decision of the adoption of electronic collecting in the system of urban transport in the country, a subject that has been controversial. A modeling of criteria and alternatives is carried through and applied a questionnaire based on method AHP the excellent actors in the system of urban transport - Leading of the Managing Agency Public Municipal theatre of Urban Transports, Controller of Company of Bus, Controller of Labor union, Controller of Union of Companies, Communitarian Leader. The considered alternatives were: the maintenance of the current state with collectors, the implementation of electronic collection without collectors, and the implementation of electronic collection with collectors. The used criteria were: job, impact in the fare, control of the system, easiness of use, information. The study was carried through in the city of Natal, RN, where if the adoption of electronic collection argues and where this implementation in some bus lines between Natal and Parnamirim exists, city that integrates the region of the great Natal. The main results of the method evidence in a dimension, the viability of use of method AHP with questionnaire by means of validation of the judgments with analysis of variance beyond proper the normal mechanisms of analysis of consistency to the method, and in another one, the contribution of the analysis boarding multicriterion to become the judgments more clearly. The main results of the analysis help to show that although to models of criteria and distinct judgments of the actors, the method evidenced that it has inclination the adoption of the electronic collection on the current situation, even so with divergences between the maintenance or not of the collector. The research points to the possibility of accomplishment of the application of the AHP in successive rounds of judgments

This work proposes a method to determine the depth of objects in a scene using a combination between stereo vision and self-calibration techniques. Determining the rel- ative distance between visualized objects and a robot, with a stereo head, it is possible to navigate in unknown environments. Stereo vision techniques supply a depth measure by the combination of two or more images from the same scene. To achieve a depth estimates of the in scene objects a reconstruction of this scene geometry is necessary. For such reconstruction the relationship between the three-dimensional world coordi- nates and the two-dimensional images coordinates is necessary. Through the achievement of the cameras intrinsic parameters it is possible to make this coordinates systems relationship. These parameters can be gotten through geometric camera calibration, which, generally is made by a correlation between image characteristics of a calibration pattern with know dimensions. The cameras self-calibration allows the achievement of their intrinsic parameters without using a known calibration pattern, being possible their calculation and alteration during the displacement of the robot in an unknown environment. In this work a self-calibration method based in the three-dimensional polar coordinates to represent image features is presented. This representation is determined by the relationship between images features and horizontal and vertical opening cameras angles. Using the polar coordinates it is possible to geometrically reconstruct the scene. Through the proposed techniques combination it is possible to calculate a scene objects depth estimate, allowing the robot navigation in an unknown environment

Recently the planar antennas have been studied due to their characteristics as well as the advantages that they offers when compared with another types of antennas. In the mobile communications area, the need for this kind of antennas have became each time bigger due to the intense increase of the mobile communications that needs of antennas which operate in multifrequency and wide bandwidth. The microstrip antennas presents narrow bandwidth due the loss in the dielectric generated by radiation. Another limitation is the radiation pattern degradation due the generation of surface waves in the substrate. In this work some used techniques to minimize the disadvantages (previously mentioned) of the use of microstrip antennas are presented, those are: substrates with PBG material - Photonic Bandgap, multilayer antennas and with stacked patches. The developed analysis in this work used the TTL - Transverse Transmission Line method in the domain of Fourier transform, that uses a component of propagation in the y direction (transverse to the direction real of propagation z), treating the general equations of electric and magnetic field as functions of y and y . This work has as objective the application of the TTL method to microstrip structures with single and multilayers of rectangular and triangular patches, to obtaining the resonance frequency and radiation pattern of each structure. This method is applied for the treatment of the fields in stacked structures. The Homogenization theory will be applied to obtaining the effective permittivity for s and p polarizations of the substrate composed of PBG material. Numerical results for the triangular and rectangular antennas with single layer, multilayers resonators with triangular and rectangular patches are presented (in photonic and isotropic substrates). Conclusions and suggestions for continuity of this work are presented

The area of research and development involving the PID tune of controllers is an active area in the academic and industrial sectors yet. All this due to the wide use of PID controllers in the industry (96% of all controllers in the industry is still PID). Controllers well tuned and tools to monitor their performance over time with the possibility of selftuning, become an item almost obligatory to maintain processes with high productivity and low cost. In a globalized world, it is essential for their self survival. Although there are several new tools and techniques that make PID tune, in this paper will explore the PID tune using the relay method, due its good acceptance in the industrial environment. In addition, we will discuss some techniques for evaluation of control loops, as IAE, ISE, Goodhart, the variation of the control signal and index Harris, which are necessary to propose new tuning for control loops that have a low performance. Will be proposed in this paper a tool for tuning and self tuning PID. Will be proposed in this paper a PID auto-tuning software using a relay method. In particular, will be highlighted the relay method with hysteresis. This method has shown tunings with satisfactory performance when applied to the didactic, simulated and real plants

This work shows a project method proposed to design and build software components from the software functional m del up to assembly code level in a rigorous fashion. This method is based on the B method, which was developed with support and interest of British Petroleum (BP). One goal of this methodology is to contribute to solve an important problem, known as The Verifying Compiler. Besides, this work describes a formal model of Z80 microcontroller and a real system of petroleum area. To achieve this goal, the formal model of Z80 was developed and documented, as it is one key component for the verification upto the assembly level. In order to improve the mentioned methodology, it was applied on a petroleum production test system, which is presented in this work. Part of this technique is performed manually. However, almost of these activities can be automated by a specific compiler. To build such compiler, the formal modelling of microcontroller and modelling of production test system should provide relevant knowledge and experiences to the design of a new compiler. In ummary, this work should improve the viability of one of the most stringent criteria for formal verification: speeding up the verification process, reducing design time and increasing the quality and reliability of the product of the final software. All these qualities are very important for systems that involve serious risks or in need of a high confidence, which is very common in the petroleum industry

Os hidrocarbonetos policíclicos aromáticos (HPAs) estão associados ao aumento da incidência de diversos tipos de cânceres no homem. Essas moléculas são formadas principalmente na queima incompleta de matéria orgânica, sendo encontradas em todos os compartimentos ambientais. Órgãos regulamentadores das áreas ambiental e de saúde ocupacional consideram 17 HPAs como contaminantes atmosféricos prioritários. Este trabalho apresenta um método para análise simultânea destes HPAs utilizando-se a cromatografia a gás acoplada à espectrometria de massas operando no modo tandem (GC-MS/MS). Os limites de detecção e quantificação do método mostraram-se até 5 vezes inferiores aos obtidos no método GC-MS (SCAN). O método mostrou-se seletivo para análise de HPAs em extratos de amostras de material particulado atmosférico. Uma análise comparativa de dois sistemas de solventes (diclorometano/metanol 4:1 v/v e hexano/acetona 1:1 v/v) para a extração de HPAs, utilizando amostras de material particulado atmosférico, revelou que ambas as misturas de solventes possuem poder de extração semelhante. Os resultados sugerem que é possível realizar extração de HPAs de material particulado atmosférico em ultra-som com a mistura hexano/acetona (1:1), que é menos tóxica em relação à mistura diclorometano/metanol (4:1), bastante utilizada nestas análises, sem perdas significativas na exatidão do método.

O descarte indevido de resíduos industriais no solo tem causado danos ao meio ambiente e à saúde humana. A identificação e o diagnóstico de áreas contaminadas é um procedimento necessário afim de que seja possível tomar medidas de contenção da fonte poluidora e posterior remediação. As técnicas geofísicas podem auxiliar na caracterização do meio geológico, definição das dimensões da pluma de contaminação, seleção de pontos para locação de poços de monitoramento e de bombeamento. Este trabalho apresenta os resultados da aplicação do método Eletromagnético Indutivo em uma área industrial contaminada por benzeno, tolueno, xileno (BTX) e dicloroetano. Os resultados indicam dois padrões de migração dos contaminantes em subsuperfície. Uma tendência de migração no plano horizontal até o nível de 15 m de profundidade e uma tendência de migração no plano vertical entre 15 e 60 m de profundidade. As tendências de migração divergentes estão condicionadas a densidade dos compostos que constituem a pluma de contaminação, ou seja, um intervalo LNAPL sobrenadante (BTX), sobreposto a um intervalo DNAPL (1,2 dicloroetano).
Aplicação do método eletromagnético indutivo (EM) no monitoramento de contaminantes em subsuperfície

O uso combinado de poços de amostragem e técnicas geofísicas constitui a maneira mais adequada para identificação e o monitoramento de áreas contaminadas. Este procedimento permite a locação de poços de amostragem e de monitoramento em pontos estratégicos, otimizando resultados e minimizando gastos. O método geofísico Eletromagnético Indutivo (EM) apresenta amplas possibilidades de aplicação em estudos ambientais devido à facilidade na aquisição de dados, versatilidade do equipamento em campo e a possibilidade de varredura de grandes áreas num curto espaço de tempo. Este trabalho realiza uma análise comparativa de dados em obtidos no ano de 1992 e em 2003. O local estudado é uma área industrial que apresenta contaminação do solo e água subterrânea por Benzeno, Tolueno, Xileno, 1,2 dicloroetano, Sódio e Cloreto, produto da infiltração de efluentes químicos diretamente do solo. Os resultados indicam uma acentuada atenuação da pluma contaminante, com provável redução no grau de contaminação. Os compostos de fase leve (LNAPLs) apresentaram maior tendência de migração horizontal, concomitante ao movimento da água subterrânea. Os compostos de fase densa (DNAPLs) apresentaram uma tendência mais acentuada de migração no sentido vertical, possivelmente devido à ausência de superfícies impermeáveis. Os compostos inorgânicos acompanharam o fluxo dos compostos de fase líquida não aquosa (NAPLs), o que por sua vez permitiu a caracterização da pluma de contaminação como um corpo condutivo em relação às áreas adjacentes.
