El artículo tiene como propósito el estudio de las relaciones interinstitucionales presentes en los Sistemas Productivos Locales (SPL), poniendo especial atención a la forma en que son establecidas, su grado de consolidación interna, los efectos dinamizadores del desarrollo local por ellas generados y la forma en que se ven influenciadas o no por las cadenas de valor globales. Para ello, se utiliza como ejemplo el sistema productivo de Crespo y las aldeas aledañas, situado en la provincia de Entre Ríos. La metodología se enfoca en el análisis cuali-cuantitativo de información secundaria (estadísticas, censos, relevamientos etc.), y cualitativo de información primaria obtenida a través de la realización de entrevistas en profundidad a informantes calificados. Los resultados destacan la existencia de una experiencia de articulación interinstitucional, que nuclea a distintas entidades públicas y privadas asentadas en el territorio, orientada a la generación de estrategias de gestión de corto, mediano y largo plazo para mejorar el nivel de competitividad de la localidad, en el marco de un sistema productivo que apunta al desarrollo local sustentable

El trabajo analiza las posibilidades que tienen las estrategias de desarrollo local, inspiradas en realidades como la europea, de ser aplicadas del mismo modo en países de la periferia como la Argentina. En esta descripción se diferencian el contexto global-nacional y local. Se realiza el análisis a partir de los discursos geográficos y también sociológicos y económicos que, a partir de la experiencia italiana, francesa, etc., relativizan la escala nacional como eje del análisis y se enfocan en el surgimiento de lo local como escala de referencia. Se utiliza el ejemplo de las empresas de maquinaria agrícola de la ciudad argentina de Las Parejas, provincia de Santa Fe, para graficar cómo una ciudad intermedia puede generar proyectos asociativos que ayudan a los actores a enfrentar el contexto, pero que éste sigue siendo una variable determinante de la performance empresaria y de la vida de los tejidos productivos locales.

The way in which employed senior elites in English local government exercise their agency in the practice of local democracy and local governance is considered in this thesis. The research posits the notion that elite Officers act as Local Democracy Makers as they draw on their own traditions and ideologies in responding to the dilemmas of changing policy and politics in the public realm. The study is located in the latter part of New Labour?s term of office and applies an interpretive and reflexive approach to three studies of the exercise of well being powers. The approach is one of applied ethnography through the examination of literature reviews, interviews and observations of decisions taken in the exercise of the powers of economic, environmental and social well-being are used to examine how and why the Local Democracy Makers make sense of their world in the way that they do. The research suggests that, despite prevailing narratives, local governance arrangements depend on a system of hierarchy, employed elites and local politics. The challenges of re-configuring local democracy and attempts at "hollowing out" the state have secured an influential role for the non-elected official. How officials interpret, advise, mediate and manage the exercise of local governance and local democracy presents a challenge to assumptions that public services are governed beyond or without local government. New narratives and reflections on the role of the local government Officer and the marginalisation of the elected Councillor are presented in the research. In particular, how the senior elite occupy managerial, strategic and political roles as Local Democracy Makers, offers an insight into the agency of strategic actors in localities. Consequently, the success of changes in public policy is materially influenced by how the practitioner responds to such dilemmas. The thesis concludes by suggesting that integral to the design and success of public policy implementation is the role of the Officer, and especially those practitioners that advise governing arrangements and democratic practice.

This work is a study in the Local Productive Arrangement of confections from Agreste of Pernambuco, as a relevant sector in economic and social aspect. This research has as central aim to understand how the inter-organizational relations influence the collective efficiency of arrangement. The theoretical framework employed highlights the approaches that deal with the benefits of business agglomeration for the development of firms and regions. It has discussed the approach of small and medium enter prises and industrial districts (SCHMITZ, 1997), which introduce the concept of col lective efficiency, explaining that only those externalities explained by Marshall (1996) are not sufficient to explain the competitive advantage of enterprises, expanding the idea that organizations achieve competitive advantage not acting alone. To examine the influences of relations in the collective efficiency, it has been taken as analytical perspective theory of social networks (GRANOVETTER, 1973, 1985; BURT, 1992; UZZI, 1997) because it has believe that this approach provides subsi dies for a structural analysis of social relationships in face the behavior of human action. By examining the organizations in a social network, you should understand the reason of this establishment of the relationship, their benefits, and as the information flow takes place and density of links between the actors (Powell; SMITH-DOERR, 1994). As for the methods, this study is characterized as a case study, in according to the purposed objectives, in addition to qualitative method. Also, due to recovering of the historical milestones of the arrangement, it is used a sectional approach with longitudinal perspective (VIEIRA, 2004). The primary and secondary data were used in order to understand the evolutionary process of the sector and their inter-actors re lationships in the arrangement for the promotion of development, for both, was used the contend and documentary analysis technique, respectively (DELLAGNELO ; SILVA, 2005). The approach of social networks has permitted understand that social relationships may extend the collective efficiency of the arrangement, and therefore need to develop policies that encourage the legalization of informal companies in arrangement, by showing up themselves representative. Thus, the relations estab lished in LPA of confections from Agreste of Pernambuco need for more effective mechanisms to broaden the collective efficiency. Therefore, this way as take place has directly benefited only a group of companies that are linked in some way the supportive institutions. So we can conclude that the inter-actor relations have limited the collective efficiency of LPA, being stimulated by the institutions in support only to groups of entrepreneurs, even those that produce external relations for all clustered companies

We review accounting and finance research on corporate governance (CG). In the course of our review, we focus on a particularly vexing issue, namely endogeneity in the relationships between CG and other matters of concern to accounting and finance scholars, and suggest ways to deal with it. Given the advent of large commercial CG databases, we also stress the importance of how CG is measured and in particular, the construction of CG indices, which should be sensitive to local institutional arrangements, and the need to capture both internal and external aspects of governance. The ‘stickiness’ of CG characteristics provides an additional challenge to CG scholars. Better theory is required, for example, to explain whether various CG practices substitute for each other or are complements. While a multidisciplinary approach to developing better theory is never without its difficulties, it could enrich the current body of knowledge in CG. Despite the vastness of the existing CG literature, these issues do suggest a number of avenues for future research.

A presente pesquisa objetiva analisar a utilização da Lei n 11.195/05, a Lei do Bem, por micro e pequenas empresas de base tecnológica - EBTs incubadas localizadas no polo tecnológico de Santa Rita do Sapucaí (MG), considerando para isto a interação da hélice tríplice, ou seja, a interação entre universidade-empresa-governo. Com intuito específico, objetiva identificar os principais motivos para a utilização da Lei do Bem, assim como dos motivos determinantes para a utilização ou não dos benefícios fiscais por ela proporcionados. A referida Lei proporciona benefícios fiscais voltados para a inovação e desenvolvimento de tecnologia, incluindo vantagens para a contratação de pesquisadores e na aquisição de equipamentos e maquinário para essas finalidades, entre outros. A pesquisa foi realizada pelo intermédio de uma estudo de campo na cidade de Santa Rita do Sapucaí (MG), que possibilitou a coleta dos dados mediante entrevistas estruturadas de maneira semiaberta com os empresários e órgão e instituições de apoio da região, possibilitando assim uma maior liberdade aos entrevistados para responderem dentro do roteiro estabelecido. O roteiro abrangia, de forma resumida, perguntas referentes à inovação, estrutura da região e do conhecimento e utilização da Lei do Bem. A análise dos dados coletados nas entrevistas constatou que o Arranjo Produtivo Local (APL) em que as empresas se encontram possui estrutura para a inovação e o desenvolvimento de tecnologia, entretanto, a interação entre os atores da hélice tríplice apresentou restrições em relação à utilização de financiamentos, fomentos e da utilização dos benefícios fiscais, em específico na dificuldade da utilização da Lei do Bem pelas empresas da região. Constatou-se nas as empresas pesquisadas, dificuldade para utilização de fomentos específicos para a inovação. Os fatores determinantes da dificuldade do uso da Lei do Bem apontados pela pesquisa foram o desconhecimento da Lei pelos empresários, falta de informação sobre a Lei e, o regime tributário escolhido. Esse estudo pode contribuir para aumentar o alcance da Lei do Bem às Micro e Pequenas Empresas (MPEs), e pela análise da citada Lei ao longo dos seus oito anos de vigência, sendo sete deles já reportados pelo Ministério da Ciência, Tecnologia e Inovação (MCTI), que resultou em uma lista com 1456 empresas que já se utilizaram dos benefícios proporcionados pela Lei do Bem de 2006 a 2012.

Local Tourist Systems (LTS) can be analyzed according to an investigation structure that derives from industrial economics on industrial districts, local productive systems or learning regions. LTS concept is a useful analytical tool that can seize the resorts diversity and organization. Resorts can be conceived both as clusters or industrial districts, either with a perfect agreement between productive sphere and local community or a mere industrial juxtaposition without any economic or social connection. On the other hand tourist clusters analysis has cross referred almost exclusively to socio-economic criteria. Environmental issues were almost disregarded. Approaches swing from the “greening” of products and practices to initiatives focused on an integrated approach, linking environment and tourist development. This paper tries to discuss how to favor – inside a tourist destination - the creation of clusters grounded on sustainable tourism. FOREWORD Welcome to this West Africa Built Environment Research (WABER) conference taking place here in Ghana. Thank you for coming and welcome to Accra. The main aims of the WABER conference are: to help young researchers and early-career scholars in West Africa to develop their research work and skills through constructive face-to-face interaction with experienced academics; to provide a platform for networking and collaborative work among senior built environment academics in West Africa; and to serve as a vehicle for developing the field of construction management and economics in Africa. Waber 2009 The WABER event in 2009 was held at the British Council in Accra, Ghana on 2-3 June. The event was a resounding success. It attracted participation from 32 researchers, from 12 different institutions, who presented their work to an audience of approximately 100 people. Each presenter received immediate and constructive feedback from an international panel. The event was opened by Professor K.K. Adarkwa, Vice Chancellor of KNUST, Kumasi, Ghana, with several senior academics and researchers from universities, polytechnics, and other institutions in Ghana and Nigeria in attendance. There was also a significant level of attendance by senior construction practitioners in Ghana. Thank you to the School of Construction Management and Engineering, University of Reading, UK for funding the inaugural event in 2009. We are also grateful to all of you who helped to make the event a success and to those of you who have joined us here today to build upon the success and legacy of WABER 2009. Waber 2010 This year, we have 60+ peer-reviewed papers and presentations on topics relating to Building services and maintenance, Construction costs, Construction design and technology, Construction education, Construction finance, Construction procurement, Contract administration, Contract management, Contractor development, Decision support systems, Dispute resolution, Economic development, Energy efficiency, Environment and sustainability, Health and safety, Human resources, Information technology, Marketing, Materials science, Organisation strategy and business performance, Productivity, Project management, Quantity surveying, Real estate and planning, Solar energy systems, Supply chain management and Urban development. We hope that these papers will generate interest among delagates and stimulate discussion here and beyond the conference into the wider community of academia and industry. The delegates at this conference come from 10 different countries. This provides a rich international and multicultural blend and a perfect platform for networking and developing collaborations. This year we are blessed to have three high profile keynote speakers in the persons of Professor George Ofori (National University of Singapore), Dr Roine Leiringer (University of Reading, UK) and Professor Will Hughes (University of Reading, UK). Esse trabalho tem como objetivo mostrar que a formação de clusters de pequenas e médias empresas na área de móveis pode representar uma futura alternativa econômica para Colatina. o foco principal desse estudo visa, analisar o aglomerado de empresas moveleiras do município de Colatina, localizado no centro-oeste do Espírito Santo. Pretende-se identificar como estas empresas estão organizadas, quais barreiras são enfrentadas por elas ao buscar formas de garantir competitividade, e quais atividades poderiam ser alvos de estímulos por parte das instituições de fomento com vistas a transformar este pólo moveleiro em um cluster dinâmico e iniciar um processo de desenvolvimento local. Observamos que Colatina, constitui um caso interessante de estudo por se tratar de um aglomerado de PMEs que, mesmo tendo que enfrentar alguns obstáculos, está conseguindo dinamizar o sistema produtivo local e atrair investimentos.
