Discute o uso do destaque como instrumento processual e político da elaboração legislativa. Analisa a frequência de sua utilização nas deliberações plenárias da Câmara dos Deputados, nos anos seguintes à alteração regimental levada a efeito pela Resolução nº 5, de 1996, que estabeleceu nova disciplina para o Destaque para Votação em Separado (DVS) e introduziu o Destaque Proporcional de Bancada. Avalia, com base em dados empíricos, se o destaque é instrumento de minorias parlamentares.
