El presente trabajo se basa en la lectura y análisis de testamentos otorgados por la "gente de color" que habitaba la ciudad de Buenos Aires hacia fines de la época colonial y principios del lapso independiente; esta eficaz fuente, no siempre tenida en cuenta por los investigadores de la institución esclavista, nos ilustra sobre una variedad de aspectos (socio-económicos, demográficos, culturales, religiosos) atinentes al grupo, al punto de convertirse en un venero sumamente fecundo para intentar estudios como el que nos ocupa. A través del mismo se verá que los testadores morenos y pardos, aunque numéricamente representan sólo una parte de la comunidad afroporteña, son aquellos que lograron una mejor adaptación a la sociedad en la cual estaban inmersos, aunque tibiamente integrados, admitiendo sin renuencias las pautas culturales que la misma determinaba.

En este artículo se presentan algunos resultados de un trabajo de investigación más amplio, que tiene como objetivo analizar las relaciones existentes entre el desplazamiento forzado, la entrega de títulos mineros y permisos de explotación energética y la acumulación de tierras rurales productivas en Colombia entre los años 1997 y 2012. A partir de un ejercicio exploratorio de análisis espacial en el que se relacionan variables como el desplazamiento forzado, la concesión de títulos mineros y petroleros y el coeficiente de Gini de tierras rurales, se indagó sobre la existencia de una nueva geografía humana que configura regiones en las cuales la explotación minero-energética y las condiciones de violencia han consolidado la posición del país como exportador neto de materias primas, fortaleciendo la transnacionalización de la economía y, de esta manera, profundizando las condiciones de inequidad y pobreza que hacen de Colombia el segundo país más desigual de América Latina.

The member states of the European Union received 1.2 million first time asylum applications in 2015 (a doubling compared to 2014). Even if asylum will be granted for many of the refugees that made the journey to Europe, several obstacles for successful integration remain. This paper focuses on one of these obstacles, namely the problem of finding housing for refugees once they have been granted asylum. In particular, the focus is restricted to the situation in Sweden during 2015–2016 and it is demonstrated that market design can play an important role in a partial solution to the problem. More specifically, because almost all accommodation options are exhausted in Sweden, the paper investigates a matching system, closely related to the system adopted by the European NGO “Refugees Welcome”, and proposes an easy-to-implement algorithm that finds a stable maximum matching. Such matching guarantees that housing is provided to a maximum number of refugees and that no refugee prefers some landlord to their current match when, at the same time, that specific landlord prefers that refugee to his current match.

Il presente studio delinea alcuni degli effetti del cambiamento climatico sul diritto internazionale. Si concentra su due principali fenomeni, la scomparsa dello Stato e le migrazioni ambientali. Questa ricerca si pone l’obiettivo di dimostrare che, nonostante il cambiamento climatico abbia un forte impatto sulla vita di estese popolazioni e di molti Stati, il diritto internazionale attualmente non abbia ancora trovato gli strumenti adeguati per disciplinare le conseguenze di questi fenomeni. Per farlo ci si è basati sullo studio delle fonti del diritto internazionale, soprattutto di soft law, sugli studi della dottrina e su alcuni casi giurisprudenziali. L'elaborato è diviso in tre capitoli, un'introduzione e una conclusione. Il primo capitolo è dedicato al fenomeno dell'innalzamento del livello del mare e alle sue conseguenze sulla statualità, diritti umani e diritto del mare. Il secondo al fenomeno delle migrazioni ambientali e all’individuazione di una tutela per questa categoria. Il terzo si concentra sui tentativi volti alla previsione di una responsabilità degli Stati per mancata mitigazione degli effetti del cambiamento climatico andando ad analizzare due casi emblematici e le richieste pendenti di chiarimenti alle Corti in questo senso. Si indaga infine sulla possibilità e opportunità di investire un organo con potere coercitivo come il Consiglio di Sicurezza della responsabilità di far fronte all’inazione degli Stati rispetto alle minacce del cambiamento climatico, allo scopo di imporre il rispetto di determinati standard. Nonostante l’interesse della comunità internazionale rispetto a queste tematiche sia dimostrato dall’adozione di svariati strumenti di soft law volte all’inquadramento di questi fenomeni e alla tutela di Stati e individui, dal lavoro svolto emerge come ancora non sia matura la volontà di istituire un sistema adeguato ed effettivo.

The article attempt to demonstrate the evolution of international law in connected to the subject of the forced immigrants'. The author supported by several texts, cases and resolutions of the regional level, through interamerican court and European court, and the global level, through the international court. It's shown the evolution that occurred in international law in millennium turn over, which recognize the immigrants' rights. However, it's stressed the necessity of the development of those laws connected to the theme e the recognition, from the States; the importance of law's that effort to ensure the respect to human rights relative to the immigrants and their families.

The Republic of Haiti is the prime international remittances recipient country in the Latin American and Caribbean (LAC) region relative to its gross domestic product (GDP). The downside of this observation may be that this country is also the first exporter of skilled workers in the world by population size. The present research uses a zero-altered negative binomial (with logit inflation) to model households' international migration decision process, and endogenous regressors' Amemiya Generalized Least Squares method (instrumental variable Tobit, IV-Tobit) to account for selectivity and endogeneity issues in assessing the impact of remittances on labor market outcomes. Results are in line with what has been found so far in this literature in terms of a decline of labor supply in the presence of remittances. However, the impact of international remittances does not seem to be important in determining recipient households' labor participation behavior, particularly for women.

Human infection with the protozoa Trypanosoma cruzi extends through North, Central, and South America, affecting 21 countries. Most human infections in the Western Hemisphere occur through contact with infected bloodsucking insects of the triatomine species. As T. cruzi can be detected in the blood of untreated infected individuals, decades after infection took place; the infection can be also transmitted through blood transfusion and organ transplant, which is considered the second most common mode of transmission for T. cruzi. The third mode of transmission is congenital infection. Economic hardship, political problems, or both, have spurred migration from Chagas endemic countries to developed countries. The main destination of this immigration is Australia, Canada, Spain, and the United States. In fact, human infection through blood or organ transplantation, as well as confirmed or potential cases of congenital infections has been described in Spain and in the United States. Estimates reported here indicates that in Australia in 2005-2006, 1067 of the 65,255 Latin American immigrants (16 per 1000) may be infected with T. cruzi, and in Canada, in 2001, 1218 of the 131,135 immigrants (9 per 1000) whose country of origin was identified may have been also infected. In Spain, a magnet for Latin American immigrants since the 2000, 5125 of 241,866 legal immigrants in 2003 (25 per 1000), could be infected. In the United States, 56,028 to 357,205 of the 7,20 million, legal immigrants (8 to 50 per 1000), depending on the scenario, from the period 1981-2005 may be infected with T. cruzi. On the other hand, 33,193 to 336,097 of the estimated 5,6 million undocumented immigrants in 2000 (6 to 59 per 1000) could be infected. Non endemic countries receiving immigrants from the endemic ones should develop policies to protect organ recipients from T. cruzi infection, prevent tainting the blood supply with T. cruzi, and implement secondary prevention of congenital Chagas disease.

Aquest document de treball mira d'establir un nou camp d'investigació a la cruïlla entre els fluxos de migració i d'informació i comunicació. Hi ha diversos factors que fan que valgui la pena adoptar aquesta perspectiva. El punt central és que la migració internacional contemporània és incrustada en la dinàmica de la societat de la informació, seguint models comuns i dinàmiques interconnectades. Per consegüent, s'està començant a identificar els fluxos d'informació com a qüestions clau en les polítiques de migració. A més, hi ha una manca de coneixement empíric en el disseny de xarxes d'informació i l'ús de les tecnologies d'informació i comunicació en contextos migratoris. Aquest document de treball també mira de ser una font d'hipòtesis per a investigacions posteriors.

Migration-related issues have, since approximately 2000, been the object of increased attention at the international level. This has led, among other things, to the production of international narratives, which aim both at understanding migration and at proposing policy recommendations on how to address it, with the objective of improving the governance of migration at the global level. But this implies overcoming dilemmas stemming from the diverging interests of states and other actors (like NGOs and the private sector). This article examines the way in which international migration narratives address skilled migration, which is characterised by some of the clearest political trade-offs between stakeholders. It argues that these narratives attempt to speak to all parties and conciliate contradictory arguments about what should be done, in order to discursively overcome policy dilemmas and create a consensus. While this is line with the mandate of international organizations, it depoliticises migration issues.

Partnerships in international migration governance promise a cooperative approach between countries of origin, transit and destination. The literature has generally conceptualised migration partnerships as a policy instrument. This article suggests that understanding the broader transformations taking place in international migration governance under the rubric of partnership demands a novel analysis. Using a governmentality perspective, I interpret migration partnerships as an instance of neoliberal rule. Focusing on the convergence of international migration governance between the international realm and the European and North American region in particular, I demonstrate that the partnership approach frames international migration governance so as to enlist governments, migrants and particular experts in governing international migration, and invokes specific technologies of neoliberal governing which contribute to producing responsible, self-disciplined partners who can be trusted to govern themselves according to the norms established by the partnership discourse. The partnership approach is not a mere policy instrument; it goes beyond the European region and has become an essential element of the governance of international migration.
