Urban planning policies in Australia presuppose apartments as the new dominant housing type, but much of what the market has delivered is criticised as over-development, and as being generic, poorly-designed, environmentally unsustainable and unaffordable. Policy responses to this problem typically focus on planning regulation and construction costs as the primary issues needing to be addressed in order to increase the supply of quality, affordable apartment housing. In contrast, this paper uses Ball’s (1983) ‘structures of provision’ approach to outline the key processes informing apartment development and identifies a substantial gap in critical understanding of how apartments are developed in Australia. This reveals economic problems not typically considered by policymakers. Using mainstream economic analysis to review the market itself, the authors found high search costs, demand risk, problems with exchange, and lack of competition present key barriers to achieving greater affordability and limit the extent to which ‘speculative’ developers can respond to the preferences of would be owner-occupiers of apartments. The existing development model, which is reliant on capturing uplift in site value, suits investors seeking rental yields in the first instance and capital gains in the second instance, and actively encourages housing price inflation. This is exacerbated by lack of density restrictions, such as have existed in inner Melbourne for many years, which permits greater yields on redevelopment sites. The price of land in the vicinity of such redevelopment sites is pushed up as landholders' expectation of future yield is raised. All too frequently existing redevelopment sites go back onto the market as vendors seek to capture the uplift in site value and exit the project in a risk free manner...

The aim of this thesis is to develop a fully automatic lameness detection system that operates in a milking robot. The instrumentation, measurement software, algorithms for data analysis and a neural network model for lameness detection were developed. Automatic milking has become a common practice in dairy husbandry, and in the year 2006 about 4000 farms worldwide used over 6000 milking robots. There is a worldwide movement with the objective of fully automating every process from feeding to milking. Increase in automation is a consequence of increasing farm sizes, the demand for more efficient production and the growth of labour costs. As the level of automation increases, the time that the cattle keeper uses for monitoring animals often decreases. This has created a need for systems for automatically monitoring the health of farm animals. The popularity of milking robots also offers a new and unique possibility to monitor animals in a single confined space up to four times daily. Lameness is a crucial welfare issue in the modern dairy industry. Limb disorders cause serious welfare, health and economic problems especially in loose housing of cattle. Lameness causes losses in milk production and leads to early culling of animals. These costs could be reduced with early identification and treatment. At present, only a few methods for automatically detecting lameness have been developed, and the most common methods used for lameness detection and assessment are various visual locomotion scoring systems. The problem with locomotion scoring is that it needs experience to be conducted properly, it is labour intensive as an on-farm method and the results are subjective. A four balance system for measuring the leg load distribution of dairy cows during milking in order to detect lameness was developed and set up in the University of Helsinki Research farm Suitia. The leg weights of 73 cows were successfully recorded during almost 10,000 robotic milkings over a period of 5 months. The cows were locomotion scored weekly, and the lame cows were inspected clinically for hoof lesions. Unsuccessful measurements, caused by cows standing outside the balances, were removed from the data with a special algorithm, and the mean leg loads and the number of kicks during milking was calculated. In order to develop an expert system to automatically detect lameness cases, a model was needed. A probabilistic neural network (PNN) classifier model was chosen for the task. The data was divided in two parts and 5,074 measurements from 37 cows were used to train the model. The operation of the model was evaluated for its ability to detect lameness in the validating dataset, which had 4,868 measurements from 36 cows. The model was able to classify 96% of the measurements correctly as sound or lame cows, and 100% of the lameness cases in the validation data were identified. The number of measurements causing false alarms was 1.1%. The developed model has the potential to be used for on-farm decision support and can be used in a real-time lameness monitoring system.

This issue marks the beginning of a new editorial cycle. In the seventh volume of the journal the editorial team will continue collating novel scientific and social developments in the broader field of ‘knowledge-based development’ to report to our readers. In this perspective, the first issue of the volume focuses on different dimensions of knowledge-based urban development. As Gabe et al. (2012, p.1179) indicate, “[i]t would be an understatement to suggest that knowledge plays a key role in today’s economy; for much of the developed world, it might be more accurate to assert that knowledge is today’s economy”. Thus, knowledge generation has been a priority for global city administrations, and there is a growing consensus amongst scholars, planners, politicians and industrialists in identifying knowledge-based urban development as a panacea to the burgeoning economic problems (Knight, 1995; Kunzmann, 2009; Yigitcanlar, 2010, 2011; Huggins and Strakova, 2012; Lönnqvist et al., 2014). Although, in the era of global knowledge economy, knowledge-based urban development is a critical factor for economic success (Pratt, 2000; Sheppard, 2002), it is not solely an economic policy. For many, knowledge-based urban development is a policy that targets building an urban setting to form perfect climates for business, people, and governance in an environmentally friendly atmosphere (Carrillo, 2006; Ergazakis et al., 2006; Angelidou et al., 2012). Each of these climates correspond to a dimension or domain of knowledge-based urban development – namely, economy, society, space, and governance (Carrillo et al., 2014). Each paper of this issue corresponds to at least one of these domains, or policy areas.

Knowledge generation and innovation have been a priority for global city administrators particularly during the last couple of decades. This is mainly due to the growing consensus in identifying knowledge-based urban development as a panacea to the burgeoning economic problems. Place making has become a critical element for success in knowledge-based urban development as planning and branding places is claimed to be an effective marketing tool for attracting investment and talent. This paper aims to investigate the role of planning and branding in place making by assessing the effectiveness of planning and branding strategies in the development of knowledge and innovation milieus. The methodology of the study comprises reviewing the literature thoroughly, developing an analysis framework, and utilizing this framework in analyzing Brisbane’s knowledge community precincts—namely Boggo Road Knowledge Precinct, Kelvin Grove Urban Knowledge Village, and Sippy Downs Knowledge Town. The analysis findings generate invaluable insights in Brisbane’s journey in place making for knowledge and innovation milieus and communities. The results suggest as much as good planning, branding strategies and practice, the requirements of external and internal conditions also need to be met for successful place making in knowledge community precincts.

Muuttaessaan maasta toiseen ihminen kohtaa useita rajoja. Ylittäessään kohdemaan valtion rajan hän kulkee läpi ensimmäisestä maahanmuuton portista. Toinen raja erottaa tilapäiset asukkaat pysyvistä: tämän maahanmuuton toisen portin läpikulkemisen myötä yksilö pääsee osalliseksi sosiaalisista oikeuksista. Maahanmuuton viimeisestä portista kuljettuaan yksilö saavuttaa kyseisen valtion kansalaisuuden. (Hammar 1990, 21.) Tässä pro gradu -tutkielmassa tarkastelen toisen maahanmuuton portin aukeamista ja sosiaaliturvan piiriin pääsyä odottavien maahan-muuttajien kokemuksia. Käytän tarkastelussa sosiaalisen kansalaisuuden ja marginaalisuuden käsitteitä. Tutkielmassa selvitän, miten sosiaali- ja terveyspalveluiden sekä toimeentuloturvan ulkopuolelle jääminen vaikuttaa maahanmuuttajien arkeen ja miten he kokevat osallisuutensa ja jäsenyytensä yhteiskunnassa. Tutkimus on lähtökohdiltaan fenomenologis-hermeneuttinen ja sovellan lähestymistapana ko-kemuksiin keskittyvän narratiivista tutkimusta. Tutkimusaineisto on koottu kevään 2011 aikana ja se koostuu 10 teemahaastattelusta. Haastateltavien maahanmuuton keinot ja syyt vaihtelivat: he olivat saapuneet Suomeen perhesyistä, työn vuoksi tai hakeakseen turvaa. Haastateltavat tavoitettiin Helsingin Diakoniaopiston, Pro-tukipisteen, Kansainvälisen seurakunnan ja tuttava-verkostojen kautta. Aineiston analyysi toteutettiin sisällönanalyysillä Atlas-ohjelman avulla syksyn 2011 aikana. Toisen maahanmuuton portin aukeamisen odottaminen oli raskaaksi: tuota aikaa leimasi epä-varmuus, tyhjyys ja yksinäisyys. Sosiaaliturvan ulkopuolella jääminen aiheutti osalle haastatel-tavista taloudellisia vaikeuksia sekä ongelmia terveydenhuollon palveluiden piiriin pääsemisessä. Toisaalta apua hakeneet haastateltavat olivat sitä lopulta saaneet. Auttamistyön ammattilaiset ja maistraatti saivat haastateltavien kertomuksissa portinvartijan aseman. Kaikille sosiaaliturvan ulkopuolelle jääminen ei ollut ongelma vaan he kokivat sosiaaliturvan puutetta suuremmaksi ongelmaksi työnteko-oikeuden puuttumisen. Kuulumisen ja ulkopuolisuuden kokemus voivat olla läsnä samanaikaisesti, ja kuulumisesta neuvotellaan jatkuvasti esimerkiksi sosiaalisessa kanssakäymisessä tai palveluita hakiessa. Insti-tutionaaliset käytännöt ja poiskäännyttämisen kokemukset tuottavat marginaalisia identiteettejä. Tasavertainen oikeus sosiaaliturvaan vahvistaa kokemusta kuulumisesta ja kodista. Sosiaaliturva ei kuitenkaan yksin määritä kuulumisen ja kodin kokemusta vaan siihen vaikuttavat myös muut tekijät. Näistä tärkeimmät ovat kehon fyysinen sijoittuminen Suomeen, perhe- ja ystä-vyyssuhteet, työ, asunto ja rasismin kokemukset.

This work presents the basic elements for the analysis of decision under uncertainty: Expected Utility Theory and its citicisms and risk aversion and its measurement. The concepts of certainty equivalent, risk premium, absolute risk aversion and relative risk aversion, and the "more risk averse than" relation are discussed. The work is completed with several applications of decision making under uncertainty to different economic problems: investment in risky assets and portfolio selection, risk sharing, investment to reduce risk, insurance, taxes and income underreporting, deposit insurance and the value of information.

Brown shrimp is a fastgrowing, shortlived species, and all attempts to use stock assessment methodologies typically applied to other fisheries are usually unsuccessful. Here landings per unit effort data (LPUE) for the German fleet based on a number of effort metrics are used as indices of stock size. Their utility in relation to describing stock development and fisheries management is discussed. LPUE estimates indicate that stock sizes between 1976 and 1989 were relatively stable. In 1990, the lowest reported landings of brown shrimps in Germany coincided with severe economic problems for the shrimp fisheries. From 1990 to 2010 standardised annual indices show that both landings and LPUE estimates have increased at variable rates suggesting large stocks of brown shrimps in recent years. This is discussed in relation to the positive effects of reduced predator abundance and favourable climatic factors.

O turismo vem sendo considerado como solução de problemas econômicos em muitas comunidades de baixa renda, mas também pode ser causador de impactos negativos. O condicionamento de animais selvagens através da alimentação artificial facilita o trabalho dos operadores de turismo de natureza ao criar mais situações de encontro e diminuir as distâncias entre os turistas e esses animais, mas casos ao redor do mundo demonstram numerosos impactos negativos resultantes de tais atividades. No estado do Amazonas, Brasil, cinco casos de atividade turística onde botos-da-Amazônia (Inia geoffrensis) foram condicionados ao contato humano através da alimentação articial vêm ocorrendo, sendo o caso do Parque Nacional de Anavilhanas (PNA), em Novo Airão (NA), o precursor. Assim, os objetivos da presente tese são: descrever os casos de condicionamento de botos como atração turística no estado do Amazonas, avaliar se as atividades turísticas de alimentação artificial influenciam a agressividade e o comportamento social dos botos condicionados do PNA, produzir uma avaliação acurada da percepção da comunidade local de NA com relação aos possíveis impactos socioeconômicos desta atividade turística, acessar a percepção dos pescadores locais quanto às interações entre cetáceos (incluindo o tucuxi, Sotalia fluviatilis) e atividades de pesca e os impactos do condicionamento de botos nessas interações, na região de NA e conduzir uma análise das expectativas prévias e experiências realizadas pelos turistas participantes das atividades de interação com os botos em NA, avaliando também sua percepção geral sobre este tipo de turismo, em especial com relação à sua proximidade com os animais. Os métodos utilizados para a coleta dos dados foram: entrevistas etnográficas semi-estruturadas, observação participante, questionários auto-aplicáveis e métodos de amostragem comportamental. Os resultados demonstraram que as atividades baseadas no condicionamento geram vários impactos negativos. Pode-se concluir que a atividade turística baseada no condicionamento de botos através da alimentação artificial: tem se dispersado pelo estado do Amazonas ao longo dos últimos anos, altera o comportamento social e causa o aumento da competição entre os botos condicionados em NA, apesar de gerar empatia pelo boto em parte da população de Novo Airão, é percebida pelos moradores como gerando poucos benefícios econômicos, sendo que a maioria se sente excluída do compartilhamento de benefícios gerados pela mesma, aparentemente não resulta em uma grande mudança na percepção negativa dos botos por parte dos pescadores, que também se percebem como estando excluídos do compartilhamento de benefícios gerados pela atividade e geram um alto grau de satisfação nos turistas participantes e atendem às atuais expectativas dos turistas, mas através de atividades invasivas que provavelmente disseminam a ideia de que condicionar animais silvestres ao contato humano através da alimentação artificial é correto. Assim, possivelmente a atividade em questão não está em completo acordo com as leis brasileiras, conceitos de ecoturismo e funções das unidades de conservação. Propostas de manejo para superar a controversa questão relacionada à alimentação artificial como prática turística e fortalecimento de práticas menos negativamente impactantes de caráter participativo para NA são sugeridas.

O objetivo central desta tese foi analisar em que medida, no contexto das décadas de 1990 e 2000, o agronegócio, ao mitigar desajustes nas contas externas e contribuir para o esforço de estabilização dos preços, recebeu incentivos públicos e também benefícios privados, para isso valendo-se da intermediação política de seus representantes em atividade no Congresso Nacional. Inspirada em trabalhos dedicados ao estudo da distribuição de recursos necessários à modernização da produção agrícola, a análise explora explicações possíveis para dados recentes da distribuição do crédito rural subsidiado com base em variáveis de concentração da propriedade de terras e outras, com destaque para aquelas referentes à localização geográfica das propriedades rurais, ao nível educacional dos seus gestores e ao grau de organização dos mesmos. São ainda analisados debates no Congresso que revelam como a escassez de recursos fiscais pode ter acirrado disputas que trouxeram à tona a preocupação diferenciada dos chamados deputados ruralistas com o apoio governamental de que a agricultura empresarial ainda se faz dependente. As mudanças observadas no crédito rural brasileiro desde os anos 1980 revelam uma semitransição no sentido da maior participação de recursos privados e de uma concentração menor de recursos controlados entre grandes produtores. Porém, o processo não eliminou efeitos da capacidade de captação de recursos financeiros de grandes proprietários, que nela parecem ter encontrado compensações em um ambiente hostil criado por políticas de ajuste macroeconômico. Em perspectiva mais ampla, o arcabouço institucional da economia política do agronegócio constitui uma das variáveis básicas para uma caracterização do modus operandi do capitalismo brasileiro. A dependência do setor em relação a recursos controlados e subsidiados pelo Sistema Nacional de Crédito Rural põe em questão a retórica que outrora associava ao Estado apenas as mazelas do da economia e nenhuma de suas virtudes. sendo paradigmático o caso do agronegócio no Brasil, tratado muitas vezes como exemplo de sucesso exclusivo da aliança entre o espírito de empresa do setor privado e as vantagens comparativas do País em termos de recursos naturais. Ao mesmo tempo, a centralidade da intervenção do Estado no desenvolvimento econômico observado no Brasil é o elemento que mais fortemente questiona tentativas de detectar correspondências dominantes com economias liberais tipicamente anglo-saxônicas ou economias tipicamente eurocontinentais.

The catches of three longliners, including two recently converted small artisanal vessels and one large leased foreign longliner, were compared to provide some indication of the feasibility of transferring new longline technology to small vessels in the northeastern Brazilian pelagic longline fishery. Comparisons of catches between the two recently converted vessels operating across the same spatial and temporal scales showed no significant differences for the main target species, providing evidence to suggest that adoption of the technology was rapid and straightforward. A comparison of relative catch rates between one of the recently converted small longliners and the leased longliner across the same temporal scale, but in different areas, showed that while there were significant differences detected for some species, contributing to a significant reduction in total CPUE, the relative abundance of commercially important species within the operational range of the smaller vessels was sufficient for economically viable catches. The results showed that the net financial profit from the artisanal longliner was almost 10 times greater than that derived from existing fishing methods. There is now, more than ever before, a growing demand in this country for research to be directed towards the development programmes of the country. Researchers have come under increasing pressure to relate their work to specific development problems and design their investigations to produce results which will be applicable in addressing these problems. The Fish Commodity Systems Economics (U) Project is an attempt to strengthen the focus of studies at UFFRO and elsewhere within the fish system towards the problems of the fish commodity sub-sector in Uganda in order to formulate measures which will improve the performance of the sub-sector in alleviating some of the nation's socio-economic problems

Previous research evidence appears to suggest that while they suffer from similiar socio-economic problems to the wider nationalist community, the problems for republican ex-prisoners seem to be on a greater scale. The primary objective of this research was to investigate the current obstacles facing republication ex-prisoners in training and employment and to make proposals for change.

During the sixteenth century hundreds of treatises, position papers and memoranda were composed on the political state of Ireland and how best to ‘reform’, ‘conquer’ or otherwise incorporate that island into the wider Tudor kingdom. These ‘reform’ treatises attempted to identify and analyse the prevailing political, social, cultural and economic problems found in the Irish polity before positing how government policy could be altered to ameliorate these same problems. Written by a broad array of New English, Old English and Gaelic Irish authors, often serving within Irish officialdom, the military, or the Church of Ireland, these papers were generally circulated amongst senior ministers and political figures throughout the Tudor dominions. As such they were written with the express purpose of influencing the direction of government policy for Ireland. Collectively these documents are one of the most significant body of sources, not just for the study of government activity in the second Tudor kingdom, but indeed for the broader history of sixteenth century Ireland. This thesis offers the first systematic study of these texts. It does so by exploring the content of the hundreds of such works and the ‘reform’ treatise as a type of text, while the interrelationship of these documents with government policy in Tudor Ireland, and their effect thereon, is also explored. In so doing it charts the developments from origin to implementation of the principal strategies employed by Tudor Englishmen to enforce English control over the whole of Ireland. Finally, it clearly demonstrates that the ‘reform’ treatises were both central to government activity in sixteenth century Ireland and to the historical developments which occurred in that time and place.

Demand Side Management (DSM) plays an important role in Smart Grid. It has large scale access points, massive users, heterogeneous infrastructure and dispersive participants. Moreover, cloud computing which is a service model is characterized by resource on-demand, high reliability and large scale integration and so on and the game theory is a useful tool to the dynamic economic phenomena. In this study, a scheme design of cloud + end technology is proposed to solve technical and economic problems of the DSM. The architecture of cloud + end is designed to solve technical problems in the DSM. In particular, a construct model of cloud + end is presented to solve economic problems in the DSM based on game theories. The proposed method is tested on a DSM cloud + end public service system construction in a city of southern China. The results demonstrate the feasibility of these integrated solutions which can provide a reference for the popularization and application of the DSM in china.
