Este trabalho tem por finalidade apresentar uma visão sobre a viabilidade da metropolização do Agreste Central de Pernambuco. Para tanto, trata-se aqui de apresentar uma análise inicial sobre o atual estágio da globalização os seus efeitos e formas de sobrevivência dos pequenos centros produtivos neste constante e metamórfico processo. Trata ainda dos processos de regionalização, passando-se pela sua conceituação até as formas mais recentes desse fenômeno, alcançando-se a metropolização como alternativa de centros urbanos para atingir um novo patamar social, político, econômico e cosmopolita, que melhor se adéqua à sua realidade. É apresentada neste trabalho, a situação atual do Agreste Central de Pernambuco, sob diversos aspectos, especialmente quanto à economia local, que é a mola propulsora da região, e o principal argumento daqueles que defendem a sua metropolização. Para tanto, fazse necessário analisar, também, o recente processo de interiorização do desenvolvimento por que passa o Brasil, e, em especial, o Estado de Pernambuco. É feita, ainda, uma avaliação histórica, sócio-econômica e política das principais cidades desta região, que são Santa Cruz do Capibaribe, Toritama e Caruaru, com foco nesta última, que, por vocação, seria a cidade sede da pretensa Região Metropolitana do Agreste Central de Pernambuco. Em seguida, é feita uma análise de interação das cidades envolvidas, e os dados são comparados com as três principais regiões metropolitanas do interior do País. É traçado um paralelo entre o atual pólo de desenvolvimento e os prováveis benefícios da pretensa região metropolitana, c, por fim, analisada a percepção dos Agentes Políticos, sobre o tema, para se apresentar a visão deste trabalho sobre a viabilidade da metropolização da região estudada, c as propostas altcmativas.

Este estudo analisa como a moradia em condomínios horizontais fechados modifica a relação dos seus moradores com a cidade onde residem, isto é, de que modo o “estilo de vida condomínios horizontais fechados” altera a maneria como os seus residentes vivenciam a cidade. O exame da dimensão simbólica das relações dos condôminos com a cidade e com o próprio espaço onde vivem foi realizado através de entrevistas com residentes de condomínios horizontais fechados da cidade de Piracicaba. Além disso, foi realizada a análise da publicidade desse tipo de residência privada, para investigar como esses locais estavam sendo vendidos à população. Outra fonte de pesquisa que contribuiu para esta análise foi notícias de jornais que divulgaram as transformações urbanas de Piracicaba ocorridas entre os anos 50 e 90 do século XX. O estudo das transformações urbanas piracicabanas é base para compreender o modelo urbanístico desenvolvido na cidade a partir da segunda metade do século passado, e para entender a alta procura efetuada pelas classes mais abastadas da cidade pelos condomínios horizontais fechados e as implicações desse modelo de moradia urbana na relação entre habitante e cidade.

A captação de mais valias urbanas criadas pelo desenvolvimento intenso das cidades brasileiras nas últimas décadas é um processo cada vez mais importante para o financiamento da implantação de infra-estrutura e urbanização de favelas com o objetivo de construir uma cidade equilibrada não só do ponto de vista econômico mas também do social e ambiental. A mais valia urbana é em geral resultante do próprio processo de crescimento urbano sendo que a demanda por mais espaço de construção e o caráter não reprodutível do solo resultam numa elevação dos respectivos preços. O fenômeno está intimamente ligado à expansão da demanda que encontra relativa rigidez da oferta. Mas na medida em que a demanda por mais solo para construção depende de acessibilidade ao mesmo, o problema que se coloca é: quem proporciona os meios de acesso e utilização do solo como espaço de construção?. Geralmente o custeio desta expansão (estradas, ruas, avenidas, túneis, pontes, rede de esgotos, iluminação, abastecimento de água etc.) tem sido realizada com recursos públicos. No entanto, a valorização que os terrenos - agora dotados de infra-estrutura – obtém vinha sendo no passado apropriado pelos proprietários destes terrenos, exceto nos raros casos em que se aplicava o dispositivo da contribuição de melhoria.

O abastecimento de água está diretamente ligado ao planejamento das grandes cidades. A população urbana no mundo cresce bem mais do que a população rural. Tal fato faz com que nossas cidades cresçam em um ritmo acelerado se tornando um grande desafio para os gestores públicos. Os efeitos desse crescimento urbano podem ser verificados tanto na alteração da paisagem como na crescente demanda por infraestrutura e serviços como os de abastecimento de água e energia.

Brazilian Housing policy has always promoted homeownership. In 1999, a new form of housing promotion was set up in the country with the PAR (Programa de Arrendamento Residencial, or residential rental programme). This is a sort of leasing, in which a right to buy is granted at the end of contract. Again, with this, the final objective is homeownership. This dissertation aims at further understanding the role of PAR in the wake of the country s housing policies of the post-BNH period, analysing the case of João Pessoa, capital city of Paraíba state. By focusing in the city, it has been possible to analyse also the impact of the programme in the dynamics of the city s urban development. Accordingly, the analysis of PAR seeks to understand the programme s operational aspects as well as its location, urban and architectural aspects. The operational aspects refer to how the programme is operated, considering the differences to the other housing programmes in the country. The urban and architectural aspects refer to location, typology and construction characteristics of housing estates produced under the scheme. This study gives a general view of the country s recent housing policy and programmes and the specific characteristics of PAR, observing also its impacts in the city development

The urban growth without the prior infrastructure has caused many environmental impacts such as the damage to quality of the water resources in the cities. Along with natural scarcity in some regions, this is one of the factors that limit the availability of drinking water. As a result, the conservation of drinking water is becoming one of the major concerns in sustainable architectural projects. Within this context, this dissertation proposes to develop the design of an educational building focusing on water consumption rationalization. The proposed project is located in UFRN Campus at Currais Novos, an area of warm and dry climate and low rainfall. The proposal seeks to integrate ways to reduce water consumption o to architecture, in order to exploit the advantages and savings. After quantifying the benefits achieved, it was concluded that it is possible to reduce significantly the drinking water consumption in educational buildings in universities using three principles: reduction the water consumption at the point of use, replacement of the water source and internal recycling. Calculations and simulations indicated that the proposed building may have water consumption up to 56% lower than if it would be provided by conventional facilities. Rationalization of water consumption brings direct and indirect benefits, with influences on the environmental, social and economic fields

In Natal s urban growth process it is given that the performance period of the National Housing Bank (BNH, 1964-1986) was marked by the intense expansion of the urban grid and configuration of outskirts, through the construction of social housing developments. Implanted in segregated areas of the existing formal city, the population installed in these complexes was also excluded from their rights, considering that the housing defines itself not only by the physical dwelling, but also by its access to urban infrastructure, facilities, services, and others. From this reality and the verification of the city s exclusion and sociospatial segregation processes, we aimed to quantitatively demonstrate levels of social exclusion in Natal, based on the methodology developed by Sposati (2000) and adapted by Genovez (2002), which relates IBGE s (Brazilian Institute of Geography and Statistics) database underlying variables such as income, schooling and dwelling s quality. The research unveiled some spatial patterns promoted by the social housings: in these areas islands were developed with higher indicators than surrounding areas, revealing internal hierarchies in the city s outskirts

The present work analyses and discusses the sociability in the culture of contemporary cities focusing on the theme of fear and violence in the daily life of squares in the city of João Pessoa-PB. We analyse the relations between places in town and make correlations of history and setting of neighborhoods with the process of urban growth, including recent interventions of public authorities in their public spaces. We observed in this dynamics social attitudes and actions that range from a desired peaceful coexistence to social exclusion. Thus, we discuss, based upon the imaginary vision, that the squares exist as a locus of equality, citizenship and political, and, also, as a space for everyone, despite the existence of symbolic forces working towards segregation and privatization, ruled in fear and violence. We aimed to investigate the different symbolic logics from the issue of fear and violence that allows the exclusion and the inclusion of groups and individuals in the quotidian use of public spaces of contemporary cities. We believe that the social action is demarcated by violence ant its corollary, the social fear, and operates based on the logic of a relational game always confrontational but experienced in different forms according to the social segment or group under study. We used a qualitative and quantitative methodology relating data and statistical analysis with categories created for the understanding of subjective factors. Our analyses combined ethnographic elements, periodics research and images of the city and its spaces, with the contribution of a survey that allowed comparisions of five squares of neighborhood based on the daily life under investigation. Our proposal was to deepen the investigations related to the public space of contemporary cities, expanding the look on João Pessoa and its cultural dynamics with an analysis of discourses, images, the collective imaginary and the social appropriation of the spaces based on fear and violence. The research accomplished in different areas and the analysis of images and speeches published in newspapers reports, books, advertising etc. allowed the approach of differentiated patterns of sociability in the same urban process. The neighborhoods in study are indeed spatially and economically distanced and the process of creation and construction of squares occurred in very different ways in the respective location. We defend the thesis that neighborhood community squares provide reinvigorated spaces and public spheres in the urban process and in the dynamics of sociability in the cities. These squares are also social spaces par excellence for the perception of the logic of individualism and segregation so marked by fear and violence in contemporary cities

Industrial development experienced by Brazil from the 1950s, changed the concentration of population in the country. The process of development of domestic industry, concentrated in urban areas, crowded growing portion of the population.The Southeast region during the first stage of industrialization driven by the state, with the implementation of Plan goals, captained the major industrial projects implemented in the period and became the main industrial center of the country.In the decade from 1960 to 1980 the state action was marked by numerous regional development projects, softening the industrial concentration and Brazilian investment redirected to the Northeast.The second National Development Plan implemented in the 1970s led to major investments Northeast.This period marked the widespread urban growth and institutionalization of the first metropolitan areas in Brazil.The change of this developmental process is altered with the fiscal and financial crisis of the state in the 1980s and 1990s and spending cuts aimed at national development, reorienting the economy to liberal policies of economic liberalization and reduction of activity in the economy.Industrial policy was relegated to local development plans from the 1990s to the federating units fitting the wide use of tax incentives, the "war tax" to the continued industrialization process.In this context of the national economy work seeks to analyze the industrial setting in the metropolitan areas of Fortaleza, Recife and Salvador between 1995 and 2010.Although the metropolitan areas of Fortaleza, Recife and Salvador are the main urban centers of the Northeast, responsible for the advancement of industrial development, reconfigurations occurred between 1995 and 2010 by changing the level of industrial specialization built by regional division of labor in these regions.The work will be carried out by the method of descriptive analysis of the literature review on regional and urban development.Constitute quantitative method as the secondary data analysis of formal employment from the Annual Social Information (RAIS) Ministry of Labour and Employment (MTE).Using data RAIS / MTE analyzes the industrial specialization index using the Locational Quotient (LQ).Thus, it is assumed as a parameter analysis QL> 1, when the region has become specialized in a particular sector or QL <1, when the region does not have expertise in industrial sector analyzed.The conclusion of study indicates that there was in these metropolitan areas maintained the same bias hub.Fiscal policies, the states, was not successful in diversifying the productive structure and the Northeast region itself.This result is demonstrated by the need and dependence on state investments in the region to promote development.Industrial policies of recent years have been positive to meet the objectives of employment generation, but there must be specific policies for better diversification of production, in addition to integrating the economy of the Northeast sector and regionally

The Pitimbu River Basin is concern reason, therefore this is one of the mains freshwater sources for the Natal city supplying. The Pitimbu waters river flow into Jiqui pond, as the main supplier of this, that supplies 16% of Natal population and there is a bigger importance despite the supplying of a parcel of Natal city made joining underground waters with the water proceeding from the Jiqui pond, being used for dilution waters of contaminated wells with nitrate. Even with the importance of the Pitimbu, there is a strong pressure of occupation of its edge according to a critical urban growth, becoming the situation worse and increasing the necessity of management of the use and occupation of the ground and keeping the control of the prompt pollution, as punctual as diffuse. There are many studies about Pitimbu River Basin, however they summarize themselves to some months or even in a few years. This work, that gathers these information, increasing the amplitude and making possible an evaluation of the attitude of the water in a period extended for an evaluation of values of variable quality of water referring to the standards, that usually happens about the variable frequency distribution, central tendency and measures of dispersion, as the coefficient of variation, coefficient of skewness and the coefficient of determination of certain variable on another one. This work to evaluates the quality conditions of the Pitimbu river waters by analyzing thirty five (35) variables Physical, chemical and biological in eight (8) points of water course since 1993 to 2007. Given this situation, all knowledge about the waters quality conditions obtained in this work, is a strong subsidy for management of use and ground occupation, considering the river basin as territorial unit of management, and as the water is public good domain, being a priority human use, It is necessary to guarantee to current and the future generations available water resources in appropriate standards of quality as the established standard and identifying possible reasons of pollution through statistics analysis

The urban growth of Rio Grande do Norte capital gave his boldest step in the three earlier decades of the twentieth century seeking to catch up with foreign metropolis and also most developed Brazilian cities, for example, Rio de Janeiro. Novelties were such bulky that we can notice the rise of a new city which in many aspects superseded that one considered provincial by local intelligentsia. These urban interferences scratched city ground leaving indelible marks until the present day. The exacerbated growth of the city related to the 1940s, when Natal begins hosting the largest allied military base outside United States in the advent of World War II is important at a time when the city´s population doubled. The emergence of new leisure institutions, amidst already existing ones, continued marking the places as sociabilities and leisure permeated with meanings and representations are revealed. This work sought to know the sociability of Tirol and Petrópolis neighborhoods in Natal, in the period from 1945 to 1960, when the city witnesses the consolidation of a market increasingly focused on leisure and young people start to have a special participation in this process.

The existence of several negative indicators such as deforestation, pollution of rivers and urban growth disorderly suggest a scenario of serious environmental degradation in Brazil, allowing that the model of public management of the environment here is not practiced efficiently, despite to be a recognition-of environmental legislation as one of the best and most comprehensive in the world. One of the main causes of this problem is the low social participation in environmental management that often exists only in the formal plan. Thus, although defined as Democratic State, in practice, it is only a Figurative State. Based on the study of the origin of the state and social participation in the Brazilian State, in general scope, and some environment committees and public hearings in Rio Grande do Norte, as instruments of social control, in particular scope, it is possible to build a real Democratic State in environmental management, a Participative State, in which all players are aware of the responsibility and committed to the duty assigned to them by the constitutional text with the present and future generations

The Apodi river basin, particularly within the snippet that crosses Pau dos Ferros - RN city, place anthropogenic actions that interfere in the dynamic environment by modifying the local landscape. The reflection of these actions can be seen in the floods that occur in rainy periods (February to may) virtually every year in the city. It is important to stress that the project of integration of the waters of the San Francisco basin with the northern basin of Northeastern will perennial the main channel of the river basin, and generate greater impacts in the region. This work sought to define a methodology able to delimit areas susceptible to flooding in cities of semiarid Northeast based on the Pau dos Ferros RN city. The dissertation is divided into two chapters and introduction. The introduction presents a theoretical frame based on discussion of the concept of risk, their main characteristics and subdivisions; floods; geotecnologies; Apodi River basin; municipal data Pau dos Ferros RN and design integration of Francisco basin with the northern basins Northeast. The first chapter evaluates the urban expansion process between 1987 and 2008, delimiting the flood areas and analyzes the relationship between urban growth and retention areas. The second chapter identifies the flood risk areas in the Pau dos Ferros city. The methodology used was based on tools of geographic information system GIS from software SPRING/INPE 5.1, as well as bibliographical, satellite images, aerial photographs and field activities. The results obtained enabled view the rapid expansion of the urban area of Pau dos Ferros, which has doubled in a period of 22 years. The population density checks with greater intensity in South-central portion of the city, in flood areas and not flood (Cap. 01). It was noted also that some neighborhoods along the River Apodi are susceptible to more instances of flooding ranging from minimum to maximum, while in neighborhoods near the Riacho Cajazeiras floods occur to a lesser extent because of altimetry higher and lower water volume. (Cap. 02). It is expected that this work will help in the preparation of flood risk municipal map subsidising managers in implementing public policies targeted to the softening of urban flood-related issues in Pau dos Ferros RN and serve as a model for mapping of other cities with similar characteristics analyzed in this work

Natal é uma cidade bastante antiga, data desde o ano de 1599. Durante seus três primeiros séculos de existência ela praticamente não cresceu, porém teve um significativo aumento populacional e crescimento urbano na década de 1940, a partir da Segunda Guerra Mundial. Nos últimos anos, Natal tem passado por um intenso processo de urbanização, que exigiu da cidade um acompanhamento na sua infraestrutura, principalmente por ser uma cidade turística; o que aumenta bastante a sua demanda. O esgotamento sanitário entra como um dos problemas que Natal tem que resolver. A cidade possui apenas cerca de 32% do seu território servido por um sistema de coleta de esgotos. O serviço de esgotamento sanitário é de extrema importância para a manutenção da saúde e da qualidade de vida da população, assim como os demais serviços que compõem o saneamento básico. Tal serviço tem sido um grande desafio para a população e para os administradores públicos. Este trabalho tem como principal objetivo analisar os impactos socioespaciais causados pelas diferentes formas de esgotamento sanitário existentes em Natal. Durante a elaboração deste trabalho, foram realizadas pesquisas bibliográfica e de campo através de estudos documentais, visitas aos órgãos públicos, entrevistas, aplicação de formulários junto à população e observação direta. O embasamento teórico parte dos estudos de Milton Santos sobre território usado, adotando também, ao longo do desenvolvimento do trabalho, as contribuições de outros autores. O território usado foi escolhido como categoria de análise deste trabalho, por entendermos que as questões do esgotamento sanitário passam pelo uso do território, e este se dá pela sociedade como um todo
