William Frederick Haile was born in Putney, Windham County, Vermont on November 4th, 1791. He was raised in Fairfield, Herkimer County, New York. At the age of 21 he entered the United States Army. He served in the War of 1812 as a lieutenant in the 11th United States Infantry. He was severely wounded in the Battle of Lundy’s Lane [not mentioned in this memoir]. After the war he settled in Plattsburgh, New York and became a lawyer. He was a judge from April 1837 to March of 1843. He was also the fifth collector of customs for the District of Champlain. He died on October 1861 at the age of 69. This document was written for the children of William Frederick Haile in January of 1859 [as noted on p.23]. The memoir ends in July of 1814 before the Battle of Lundy’s Lane. Haile’s memoir is laced with names of military personnel and he expresses his opinions freely.

El estudio se realizó en 2014 para establecer la prevalencia de los factores de riesgo psicosocial en el personal civil y militar en una unidad militar de Bogotá D.C. De una población universo de 632 funcionarios, se tomó por muestreo probabilístico aleatorio a 264 funcionarios a quienes se les aplicó los cuestionarios para la evaluación de Factores de Riesgo Psicosocial Intralaboral, extralaboral, síntomas de estrés y la ficha de datos sociodemográficos y ocupacionales, de la Batería de Instrumentos del Ministerio de Trabajo Colombia [1]. El estudio permitió establecer que los niveles de riesgo con síntomas de estrés son altos; el 61,74% presenta riesgo Muy alto y Alto, el 15,53% riesgo medio y 22.73% riesgo Bajo y Muy bajo. El riesgo más alto lo presentan los oficiales, seguido del personal civil y suboficiales. De mantenerse las condiciones actuales sin intervención fácilmente podrían incrementarse y de acuerdo con el modelo sistémico expuesto por Villalobos 2005, se podrían asociar a respuestas de estrés [2], por tanto se recomienda implementar un Sistema de Vigilancia Epidemiológica para riesgo psicosocial con base en los diagnósticos y sistema de gestión en seguridad y salud en el trabajo, donde se involucre personal con diagnóstico de patología mental.

A partir de 2008, o Brasil empreendeu um conjunto de ações na área de defesa nacional sem precedentes desde a redemocratização do país. A publicação da Estratégia Nacional de Defesa foi um marco nesse processo. O documento viabilizou reformas no Ministério da Defesa e a expansão de projetos estratégicos para reaparelhar as Forças Armadas. Pela primeira vez, os investimentos chegaram a superar os gastos com custeio no orçamento destinado à defesa. Além disso, os militares ampliaram os serviços sociais na Amazônia e participaram mais ativamente de ações de segurança pública nas metrópoles brasileiras. O objetivo deste estudo é avaliar como essa nova conjuntura impactou nas atividades parlamentares relacionadas à defesa nacional e aos assuntos militares. Para isso, foi feito um levantamento de todas as proposições de deputados federais e de senadores relacionadas ao tema desde 1999, ano de criação do Ministério da Defesa. Os resultados demonstram que a defesa nacional continua tendo um papel secundário no Congresso Nacional. Apesar da instalação de frentes parlamentares, subcomissões e o uso de outros instrumentos inéditos que conferiram visibilidade ao tema nas casas legislativas, a quantidade de iniciativas diminuiu nos últimos anos. Em contrapartida, instituições de controle, fiscalização e investigação, como o Ministério Público e o TCU, têm sido mais atuantes. No mais, observamos que os deputados mais ativos vêm de estados com maior quantidade de militares em proporção ao número de habitantes. Isso sugere uma conexão eleitoral na atuação nas questões de defesa.

Introduction: Otoacoustic emissions can be an alternative for cochlear evaluation in noise induced hearing loss (NIHL). Objective: To investigate the correlation between the findings of audiometry results and distortion product otoacoustic emissions (DPOAE) in the military police. Method: from cross-sectional and retrospective study, 200 military police officers were submitted to audiological evaluation - pure tone audiometry and DPOAE. Results: considering the provisions of Ordinance 19 of the Labour Department, the results were suggestive of induced hearing loss by high sound pressure levels in 58 individuals, distributed as follows: 28 (48.3%) bilateral cases and 30 (51.7%) unilateral cases, and 15 (25.85%) in each ear. The correlation between the audiometric and DPOAE showed statistical significance in most of the frequencies tested in both ears, confirming that the greater the degree of hearing loss, the smaller the DPOAE amplitudes. In addition, there was observed significant difference between the DPOAEs amplitudes of normal subjects and listeners with hearing loss, confirming the lowering of responses in the group with hearing loss. Conclusion: considering that the correlation between pure tone audiometry and DPOAE, we conclude that otoacoustic emissions can be a complementary tool for the detection and control of NIHL in military police.

Este estudo discute as percepções da população belenense sobre o período do Regime Militar de 1964, centrando a análise no segmento militar: Militares Graduados da Aeronáutica. Buscamos compreender a vivência destes no cotidiano da capital paraense no período de 1964-1985. Tal se manifesta para além da política e da economia, retratando aspectos da sociedade relativos ao trabalho, ao lazer e à vida privada, na qual as diferentes realidades e instâncias são vivenciadas e adquirem variados sentidos e significados no dia-a-dia. Temos o intuito de compreender os sentidos atribuídos pelos militares a suas atividades diárias, seja no âmbito institucional, seja no meio civil. Utilizamos para esta percepção a documentação (registros fotográficos, jornais internos, cartazes) do Primeiro Comando Aéreo Regional sediado em Belém (I COMAR), além de entrevistas sistematizadas de militares e seus familiares. Essas duas esferas – Civil-Militar – são cruzadas enfocando suas vivências no âmbito civil e podem ter uma relação direta ou indireta com as esferas políticas, econômicas e sociais do Regime Militar.

This essay aims to grasp the historical and contemporary issues related to the military personnel who were persecuted, their struggles and motivations over the period 1946-1988. Advocates as hypothesis that its political intervention is a legitimate expression of a presence in the defense of democracy in Brazil. But not only: the militant intervention of this group for national causes also refers to a diagnosis, which represents a challenge to many working groups of the Comissão Nacional da Verdade, especially when taking into account the number of military personnel persecuted or the selective specifi city of the repression that fell on them.

Trauma deaths are a result of hemorrhage in 37% of civilians and 47% military personnel and are the primary cause of death for individuals under 44 years of age. Current techniques used to treat hemorrhage are inadequate for severe bleeding. Preliminary research indicates that fibrin sealants (FS) alone or in combination with a dressing may be more effective; however, it has not been economically feasible for widespread use because of prohibitive costs related to procuring the proteins. To meet future demands for hemostatic therapies, FS will likely include recombinant human fibrinogen (rFI) and recombinant human Factor XIII (rFXIII). The underlying hypothesis of the research presented in this dissertation is that a liquid fibrin sealant (LFS) composed of recombinant FI, FXIII and FIIa in optimized proportions can assist hemostasis in the presence and absence of a bioresorbable bandage while using considerably fewer biologics than commercial products currently available. This dissertation characterized rFI produced in the milk of transgenic cows, plasma-derived thrombin (pdFIIa) activated by sodium citrate and rFXIIIa expressed in genetically engineered Pichia pastoris with respect to their capacity to serve as components in a LFS. The ratios of these factors were optimized to yield a LFS with a rapid clot formation rate and high viscoelastic strength. This optimized LFS was preliminarily tested ex vivo and in vivo. The clotting kinetics and viscoelastic strength of our optimized LFS was equivalent to those of a commercially available LFS; however, it uses approximately 75% less fibrinogen and thrombin. Our optimal LFS successfully achieved hemostasis in a significant number of the wounds that included extensive tissue and vascular damage. LFS applied without the assistance of a dressing was able to stop bleeding of oozing wounds or those with small vessels; however, a scaffold was needed when wounds contained large vasculature.

This study focus on pathologies - caused by impoverished uranium and other heavy-metals’ nanoparticles environmental pollution - developed in international military personnel deployed in critical areas; the pathologies are then placed in a general and chronological schema. This study shows an impressive collection of data on impoverished uranium characteristics and its employment in civil and military context and a map of impoverished uranium most polluted areas. The studies on this subject commissioned by two Italian Parliamentary Court of Inquiry and by other nations are then analyzed. Further etiopathogenetic hypothesis are assessed – as multivaccination – comparing vaccination protocols adopted by different NATO nations and their possible effects. Finally the study defines the objectives and the operational protocols of an ongoing epidemiological serial prospective study (time-frame scheduled of 30 years) on military personnel deployed in critical areas for the possible presence of genotoxic agents.

Major objectives within Healthy People 2010 include improving hypertension and mental health management of the American population. Both mental health issues and hypertension exist in the military which may decrease the health status of military personnel and diminish the ability to complete assigned missions. Some cases may be incompatible with military service even with optimum treatment. In the interest of maintaining a fit fighting force, the Department of Defense regularly conducts a survey of health related behaviors among active duty military personnel. The 2005 DoD Survey was conducted to obtain information regarding health and behavioral readiness among active duty military personnel to assess progress toward selected Healthy People 2010 objectives. ^ This study is a cross-sectional prevalence design looking at the association of hypertension treatment with mental health issues (either treatment or perceived need for treatment) within the military population sampled in the 2005 DoD Survey. There were 16,946 military personnel in the final cross-sectional sample representing 1.3 million active duty service members. The question is whether there is a significant association between the self-reported occurrence of hypertension and the self-reported occurrence of mental health issues in the 2005 DoD Survey. In addition to these variables, this survey examined the contribution of various sociodemographic, occupational, and behavioral covariates. An analysis of the demographic composition of the study variables was followed by logistic analysis, comparing outcome variables with each of the independent variables. Following univariate regression analysis, multivariate regression was performed with adjustment (for those variables with an unadjusted alpha level less than or equal to 0.25). ^ All the mental health related indicators were associated with hypertension treatment. The same relationship was maintained after multivariate adjustment. The covariates remaining as significant (p < 0.05) in the final model included gender, age, race/ethnicity and obesity. There is a need to recognize and treat co-morbid medical diagnoses among mental health patients and to improve quality of life outcomes, whether in the military population or the general population. Optimum health of the individual can be facilitated through discovery of treatable cases, to minimize disruptions of military missions, and even allow for continued military service. ^

Objective. The purpose of this study was to examine the association of perceived stress and passing the fitness test in a cohort of Department of Defense active duty members. Reports of this association have been suggested in numerous articles. Methods. The 2005 DoD Survey of Health Related Behaviors Among Active Duty Military Personnel was used to examine the association between the participants’ perceived levels of stress from family and/or work related sources and the respondents’ last required fitness test taking into account potential confounder of the association. Measures of association were obtained from logistic regression models. Results. Participants who experienced “some” or “a lot” of stress either from work sources (OR 0.69, 95% CI: 0.58-0.87) or from personal/family sources (OR 0.70, 95% CI: 0.57-0.86) were less likely to pass the fitness test when compared to their counterparts who experienced “none” or “a little” stress. Additionally, those who reported “some” or “a lot” of stress either from work sources (OR 0.54, 95% CI: 0.41-0.70) or from personal/family sources (OR 0.54, 95% CI: 0.44-0.67) that interfered with their military duties were also less likely to pass the fitness test. The multivariate adjustment only slightly reduced the unadjusted association. Conclusions . An association exists between perceived stress levels and outcome of fitness testing. The higher the level of stress perceived, the less likely the person will be to pass the fitness test. Stress-related intervention might be useful to help the military members to achieve the level of fitness needed to perform their duties.^

A chronic debilitating parasitic infection, viscerotropic leishmaniasis (VTL), has been described in Operation Desert Storm veterans. Diagnosis of this disease, caused by Leishmania tropica, has been difficult due to low or absent specific immune responses in traditional assays. We report the cloning and characterization of two genomic fragments encoding portions of a single 210-kDa L. tropica protein useful for the diagnosis of VTL in U.S. military personnel. The recombinant proteins encoded by these fragments, recombinant (r) Lt-1 and rLt-2, contain a 33-amino acid repeat that reacts with sera from Desert Storm VTL patients and with sera from L. tropica-infected patients with cutaneous leishmaniasis. Antibody reactivities to rLt-1 indicated a bias toward IgG2 in VTL patient sera. Peripheral blood mononuclear cells from VTL patients produced interferon gamma, but not interleukin 4 or 10, in response to rLt-1. No cytokine production was observed in response to parasite lysate. The results indicate that specific leishmanial antigens may be used to detect immune responses in VTL patients with chronic infections.

In the past ten plus years, several million national guard and reserve component military personnel have been deployed in support of the global war on terrorism. Tens of thousands of those personnel also serve as full-time law enforcement officers in police and sheriff's offices around the country. Life as a law enforcement officer is tough enough, but when combined with the psychological baggage brought on by months of war, reintegrating into civilian life and the role of a law enforcement officer can be extremely difficult. This article discusses a reintegration program specifically for law enforcement agencies that is designed to promote long-term psychological and social health in combat veteran officers. The program's costs are offset by the many assets (leadership, tactical training, etc.) these men and women bring to the department. By committing to the long-term successful reintegration of these individuals, departments enhance their own forces and improve community safety.
