Citizen participation, enabled by electronic means, grows, in parallel with government's apparent failure to promote it. Organisations such as Getup and Moveon flourish; the BBC announced in 2003 that 'Internet-based political activism is happening...The BBC wants to help a wider audience find their voice by tackling obstacles to greater participation' (http://www.opendemocracy.net). (Kevill, 2003). Such actions echo, perhaps, the enthusiastic adoption of the Internet by activist media groups, particularly Indymedia. This paper presents a response to this situation. It provides a richer account of the contradictory rise of e-government without e-governance, and examines the potential for media-based participatory engagement to complement e-government. It presents two models of the future of electronically mediated citizen engagement: the first involving agonistic relations between government and citizenry, with civic participation occurring outside of government-approved forums; the second involving the intimate linking of governmental transactions to participation by those citizens engaged in them. Finally it will outline mechanisms for researching the capacity of either or both models to sustain effective participation.

The media in a number of Western countries, including Australia, could be forgiven for envying the growth of the Indian media in recent decades. In contrast to more mature media markets in Australia and elsewhere, the Indian media is surviving the onslaught of new media technologies including social media platforms available to news audiences as an alternative to traditional news media. However, despite the omnipresence and diversity of over 800 television channels, over 94,000 publications and hundreds of radio stations, the ‘commercial’ imperative of Indian news media has raised doubts about their capacity to meet the ‘ideals’ of the public sphere. This paper examines the Indian public sphere in terms of citizens’ increasing use of various social media platforms to express their anger, frustration and protest against the system of governance and corruption. It analyses the use of social media platforms by mainstream media, socio-political organisations and audiences alike during recent events such as the Mumbai terror attack in 2008; the anti-corruption movement in 2011; protests against a lack of safety for women in 2012–13; and the federal elections in 2014; to understand the implications for the public sphere in India. The paper outlines interplay between the mainstream media’s coverage of some of these significant events, and the audience conversations pertaining to these news events on various social media platforms. It explores the increased utilisation of social media platforms by youth and the middle class, who have often remained disengaged with governance in the country, as a sign of deepening democracy and widening public sphere in India, despite the ‘digital divide’ that still exists in the country.

As the emergence of a global public sphere becomes a possibility, growing out of denser economic, political and communicative networks as well as demanded by increasingly complex international problems, questions arise about the capacity and willingness of various national publics to engage in the global debate. This paper shows the results of a news reception analysis with the public of the city of São Paulo, Brazil during the months of July-November 2006, when the Lebanon conflict was broadly covered by the Brazilian media. The paper identifies the modes of engagement with the news about the international conflict, the types of reasoning used by these publics in interpreting the news, and the types of debates and conversations they have or don't have about the conflict. Special attention is given to the personal experience of learning about conflicts abroad and to the relationship between this experience and the construction of a new civic identity where participation in global affairs is an important element. The research shows that São Paulo residents are informed and care about international events, but to a large extent lack the resources and the spaces where they could reflect upon them. It also shows that young people tend to experience global events more intensely as part of their world than the general population. © 2008 Springer Science+Business Media, LLC.

The current context is unique in relation to the teaching of evolution in Brazil and the population's perception of evolution. On the one hand, it is said often about Darwinism in various media, especially due to the relatively recent commemoration of the two hundred years of the birth of Charles Darwin and one hundred and fifty years of the launch of the book The Origin of Species. On the other hand, it is clear, in recent years, a timid movement, more worryingly, in favor of equitable approach of creationist and evolutionist theories in the classroom. This article is a part of a research whose goal is to raise the design that Brazilian respondents have about the Darwinian view (which disregards the divine influence in the evolution of the species). The instrument used for data collection is a questionnaire, type Likert scale, which consists of a series of statements in which respondents must express their degree of agreement or disagreement with each statement. In this study, we present the results of the statement. "The thought of Darwin, which does not consider God as a participant in the process of evolution, is...". Analysis correlated with data on religion and education of the respondents are also held. The results point to a tendency of respondents not to accept the Darwinian view that disregards God's interference in the evolutionary process. The data also show that respondents' choices are influenced by religion and education. The frequency of responses that tend to accept the Darwinian view (which disregards the divine participation in the evolution of the species) is higher among respondents with higher levels of education. Adherents to religions "evangelical" tend to deny this view more often than followers of other religions. Given the potential risks of inserting creationist approaches in school education, it is necessary a discussion of the possible impacts of this rejection of Darwin's thinking (which does not consider God as a participant in the evolutionary process), indicated here, in the teaching of evolution. Loaded with 16% of the world’s population, India is a challenged country. More than a third of its citizens live below the poverty line - on less than a dollar a day. These people have no proper electricity, no proper drinking water supply, no proper sanitary facilities and well over 40% are illiterates. More than 65% live in rural areas and 60% earn their livelihood from agriculture. Only a meagre 3.63% have access to telephone and less than 1% have access to a computer. Therefore, providing access to timely information on agriculture, weather, social, health care, employment, fishing, is of utmost importance to improve the conditions of rural poor. After some introductive chapters, whose function is to provide a comprehensive framework – both theoretical and practical – of the current rural development policies and of the media situation in India and Uttar Pradesh, my dissertation presents the findings of the pilot project entitled “Enhancing development support to rural masses through community media activity”, launched in 2005 by the Department of Mass Communication and Journalism of the Faculty of Arts of the University of Lucknow (U.P.) and by the local NGO Bharosa. The project scope was to involve rural people and farmers from two villages of the district of Lucknow (namely Kumhrava and Barhi Gaghi) in a three-year participatory community media project, based on the creation, implementation and use of a rural community newspaper and a rural community internet centre. Community media projects like this one have been rarely carried out in India because the country has no proper community media tradition: therefore the development of the project has been a challenge for the all stakeholders involved.

From several researchers it appears that Italian adolescents and young people are grown up with commercial television which is accused to contain too much violence, sex, reality shows, advertising, cartoons which are watched from 1 to 4 hours daily. Adolescents are also great users of mobile phones and spend a lot of time to use it. Their academic results are below the average of Ocse States. However the widespread use of communication technology and social networks display also another side of adolescents who engage in media activism and political movement such as Ammazzateci tutti!, Indymedia, Movimento 5 Stelle, Movimento No Tav. In which way does the world economic crisis -with the specific problems of Italy as the cutting founds for school, academic research and welfare, the corruption of political class, mafia and camorra organisation induce a reaction in our adolescents and young people? Several researches inform us about their use of internet in terms of spending time but, more important, how internet, and the web 2.0, could be an instrument for their reaction? What do they do online? How they do it? Which is the meaning of their presence online? And, has their online activity a continuity offline? The research aims are: 1. Trough a participant observation of Social Network profiles opened by 10 young active citizens, I would seek to understand which kind of social or political activities they engage in online as individuals and which is the meaning of their presence online. 2. To observe and understand if adolescents and young people have a continuity of their socio-political engagement online in offline activities and which kind of experiences it is. 3. Try to comprehend which was (or which were) the significant, learning experiences that convinced them about the potential of the web as tool for their activism.

Information is one of the important assets in today's society. Information and communication technologies (ICT) may be particular important for students as one of the tools to become global citizens. The objective of this study was to investigate use of ICT by high school students (n=122) from Ukraine, a developing country. The analysis indicates that majority of students from Ukraine have computer at home and more than half of students have the Internet access at home. In addition, gender differences in the use of computer and the Internet were identified. Educational implications and future directions are discussed.

La razón de estudio del proyecto que continúa es comprobar el nivel de interacción presente entre las Administraciones Públicas y los Medios Sociales en la actualidad. El estudio se realiza desde dos perspectivas distintas: la interacción actual entre ambos y cómo puede ir más allá para conseguir la gestión electrónica de la Administración Pública (el e-Gobierno. En la interacción actual, el estudio se realiza en distintos niveles, partiendo desde la Administración Pública de la Unión Europea para, posteriormente, entrar en la española. En esta última se comprueba a distintos niveles: o Administración Central o Administración Autonómica o Administración Provincial o Administración Municipal Este estudio se realiza desde dos perspectivas. Por un lado desde el papel como regulador que toma la Administración Pública en los contenidos publicas en los Medios Sociales y cómo actúa en caso de que no sean adecuados o violen leyes. La otra perspectiva es cómo, la Administración Pública, ejerce de usuario tradicional de los Medios Sociales. Los datos presentados van desde qué plataformas son las más utilizadas, cuál es la temática de los mensajes o cómo influyen estos dos elementos en los propios mensajes. Acercando el concepto de e-Gobierno al lector se presenta una serie de pautas para usar de manera más ventajosa los Medios Sociales. Para finalizar el proyecto y hacer uso de lo analizado con anterioridad se presenta la idea de implantación de un e-Gobierno en el Ministerio de Alimentación, Agricultura y Medio Ambiente (MAGRAMA) de España. Esta idea abarca el uso de Medios Sociales, ya sean propietarios o los ya creados, tanto de cara al interior del Ministerio como hacia el exterior. De esta forma se analiza las conexiones que tiene el Ministerio con otras entidades de la Administración Pública,con empresas o ciudadanos. ABSTRACT: The reason for the study of this project is to test the level of interaction between government and Social Media today. The study was carried out from two different perspectives: the current interaction between the two and how can go further to get the electronic management of the Public Administration (e-Government.In the current interaction, the study is performed at various levels, starting from the Public Administration of the European Union. Later the study continues in the Public Administration of Spain, in different levels. o Central Administration o Regional Administration o Provincial Administration o Municipal Administration This study is conducted from two perspectives. On the one hand from the role as a regulator that takes the government as public content on Social Media and how it works if not suitable or violate laws. The other perspective is how, Public Administration, holds traditional user of SocialMedia. The data presented are from what platforms are the most used, what is the theme of the messages or how to influence these two elements in the messages.Bringing the concept of e-government presents to the reader a series of guidelines to use more advantageously Social Media. To finish the project and use the analyzed previously presented, the idea of implementing an e-Government in the Ministerio de Alimentación, Agricultura y Medio Ambiente (MAGRAMA) of Spain. This idea embraces the use of social media, whether owners or those already created,both within the Ministry face as outward. This analyzes the connections it has with other entities of Public Administration, companies or citizens.

This paper provides an analysis of the relationships existing between citizen participation and satisfaction levels within the framework of Spanish local administrations, additionally paying attention to the links between organisational size and the said participation and satisfaction levels. The results of a survey questionnaire answered by 388 Human Resources (HR) managers from the largest Spanish Town Halls were examined for these purposes. A claim is made both to increase the degree of citizen participation in public decision-making and to ensure the delivery of efficient and effective public services that can really meet citizens’ needs in Spanish town Halls.

En los países democráticos, conocer la intención de voto de los ciudadanos y las valoraciones de los principales partidos y líderes políticos es de gran interés tanto para los propios partidos como para los medios de comunicación y el público en general. Para ello se han utilizado tradicionalmente costosas encuestas personales. El auge de las redes sociales, principalmente Twitter, permite pensar en ellas como una alternativa barata a las encuestas. En este trabajo, revisamos la bibliografía científica más relevante en este ámbito, poniendo especial énfasis en el caso español.

Criticisms are often voiced at the fact that there is no well-informed European public. However, as the process of European integration has advanced, the media have been devoting more resources and space to the coverage of European affairs. At the same time, the national media have gone from being mere transmitters of information to having their own voice on European issues. In this respect, the media have emerged as actors capable of influencing the opinions of citizens, thereby contributing to the emergence of a European public sphere. The present study analyzes whether a Europeanization of the national media has taken place by studying how national newspapers provide information in Europe and whether a European public sphere is emerging. The results reveal that some European topics have experienced a certain Europeanization, but there is still an absence of European debate in the respective national public spheres.

Eleven commercial nuclear reactors used to generate electricity are currently operating at six sites in Illinois; no other state has as many nuclear reactors. In addition, there are two major research facilities in Illinois operated by the US Department of Energy (Argonne National Laboratory and FermiLab), uranium processing facilities at Metropolis and in nearby Paducah, Kentucky, several manufacturers of radiopharmaceuticals and other radioactive materials, thousands of radiation-producing machines used in medicine and industry, and a network of major arterial highways and rail lines over which radioactive material shipments move on a regular basis. Protecting the health and safety of Illinois citizens and the environment from the potentially harmful effects of ionizing radiation is a key function of IEMA'S Division of Nuclear Safety (DNS). That role is fulfilled through programs that monitor nuclear facilities around the clock, ensure the proper operation of radiation-producing equipment and the use of radioactive materials, and measure radioactivity in the environment to ensure no threats to public health exist.

This millennium the number of mobile phones has exponentially grown in Western nations, however China is now the biggest mobile phone market. The present study contains questions about the sustainability aspects of purchasing mobile phones: both of the mobile phones purchase itself, and how mobile phones are used to gather environmental and health information for consumption. The results of the present study suggest, that mobile phones became an important source of information about environmental protection issues, but the specific applications do not play an important role as a source of information about environmental conscious consumption yet.
