No âmbito do conceito de sustentabilidade dos recursos hídricos, foi realizado um estudo para avaliar o estado qualitativo das águas superficiais e subterrâneas de uma área em particular, mais concretamente o concelho do Funchal. Inicialmente, fez-se uma caracterização da região hidrográfica em estudo onde se incluem aspetos geográficos, climáticos, hidrológicos, geomorfológicos e socioecónomicos. Posteriormente, realizou-se uma apresentação gráfica de análises temporais efetuadas a parâmetros biológicos, físico-químicos e microbiológicos às águas superficiais e subterrâneas da região em estudo. Por fim, apresenta-se e propõe-se uma vasta lista de objetivos a manter ou alcançar nos próximos anos, onde se incluem ações prioritárias e recomendações visando, não só a melhoria qualitativa e quantitativa global dos recursos hídricos no concelho mas também a proteção contra poluição e riscos naturais.

A partir da metade da década de 1980, no Brasil, aconteceram uma série de mudanças, entre elas o ressurgimento da sociedade civil, a retomada da democracia, a aplicação de políticas neoliberais com a conseqüente minimização do Estado, a descentralização das políticas públicas e o surgimento da questão ambiental. Ao mesmo tempo em que o Estado perdeu poder no âmbito econômico, conservou boa parte da sua capacidade reguladora, convertendo-se num Estado “atuante”. Neste contexto de mudanças, se implementaram no Brasil projetos centrados no manejo e conservação dos recursos naturais, financiados, executados e avaliados pela articulação entre o Banco Mundial e os governos estaduais e federal. Entre eles, dois projetos destacam-se por terem alcançado as suas metas programadas, o “Paraná Rural” e o “Microbacias” implementados respectivamente nos Estados do Paraná (1989-1997) e Santa Catarina (1991-1999). Estes começaram como projetos “agronômicos”, característicos dos anos setenta e oitenta, mas se transformaram em projetos tipicamente sócio-ambientais com a idéia de sustentabilidade em seu cerne operativo, incorporando a microbacia hidrográfica como unidade operacional. Além disso, se destacaram pela “descentralização” das ações, deslocando responsabilidades aos diferentes atores, estimulando uma crescente “participação” dos beneficiários e incorporam a dimensão ambiental nos seus componentes Este trabalho analisa comparativamente as características originais dos projetos, a sua evolução experimentada, os principais resultados, as mudanças introduzidas, os limites encontrados e o aprendizado de sua implementação. Além disso, se examinam aspectos como o papel da sociedade civil, descentralização, políticas de redes e capital social, noções teóricas que ajudam à interpretação das políticas públicas atuais. Finalmente, se analisa a influência da discussão em relação à questão ambiental e à utilização da noção de microbacia hidrográfica como unidade de planejamento e ação. Nas avaliações constatou-se que os projetos lograram superar suas metas programadas, mesmo com diferentes graus nas distintas regiões, obtendo-se um adequado controle da erosão dos solos, aumento da produtividade, diminuição da poluição das águas e melhoramento da infra-estrutura de estradas, entre outros. Ao mesmo tempo, geraram-se condições, em virtude da dinâmica ocorrida, que criaram situações novas de cooperação social e que ampliaram as possibilidades de construir novas iniciativas econômicas e sociais Além disso constatou-se um alto envolvimento das entidades públicas e privadas e dos agentes locais na participação dos projetos, maior participação da assistência técnica, e um significativo comprometimento das prefeituras. Os resultados alcançados estiveram relacionados com as estratégias operacionais implementadas, que tinham os pressupostos básicos das políticas de redes. Os trabalhos nas microbacias hidrográficas foram pautados em arranjos ou acordos institucionais que permitiram a descentralização das decisões e das ações, e, junto à participação dos beneficiários, permitiram congregar e estimular o capital social comunitário.

Atualmente, a consciência de que os recursos naturais são esgotáveis e que a geração de poluentes deve ser evitada para impedir um sério problema ambiental, são aspectos que já estão sendo considerados na indústria química. Isto se reflete em uma das principais preocupações enfrentadas por este setor: a minimização de efluentes. O presente trabalho tem por objetivo desenvolver um problema padrão na área de integração mássica para recuperação de água de processos, sugerindo uma metodologia que ajude a solucionar esta grande preocupação. O problema padrão proposto é suficientemente simples para sua rápida compreensão, e complexo o suficiente para representar uma típica situação industrial. Na metodologia empregada, técnicas de integração mássica como: reuso, reciclo e regeneração são utilizadas, alternativamente ao tratamento de final de tubulação, a fim de reduzir a demanda de água consumida e minimizar a quantidade de efluente líquido tratado e descartado. A síntese da rede de integração mássica foi feita através da construção de uma superestrutura, contendo todas as possíveis configurações em potencial para o sistema proposto. A solução do problema foi obtida via programação não linear mista inteira (MINLP). Um estudo comparativo entre as diversas configurações obtidas foi realizado. Uma análise da operabilidade das principais configurações da rede de integração mássica foi feita para garantir que a rede sintetizada seja operável.

The incidence of toxic cyanobacterial blooms is one of the important consequences of eutrophication in aquatic ecosystems. It is a very common phenomenon in reservoirs and shrimp ponds in the State of Rio Grande do Norte (RN), Brazil. Cyanobacterias produce toxins which can affect aquatic organisms and men trough the food chain. Aiming to contribute to the studies of cyanobacterias in RN, we propose: a) to evaluate the toxicity of isolated cyanobacterias in important fresh-water environments; and b) to verify the effects of both natural and cultured blooms occurred in reservoirs for human supply and in the cladoceran Ceriodaphnia silvestrii. This study was carried out using samples of natural blooms occurred between March and October of 2004 in Gargalheiras Dam (08º L e 39º W), in July of 2004 in Armando Ribeiro Gonçalves Dam (06o S e 37o W) and in commercial shrimp ponds (Litopenaeus vannamei) located in fresh-water environments. The samples were collected with plankton net (20µm.) for identification, isolation and obtaining of phytoplanktonic biomass for liophilization and later toxicity bioassays. The toxicity of cultured samples and natural blooms was investigated through bioassays in Swiss mice. Quantification of cyanobacteria in samples was conducted following the Ütermol method, with 300mL samples fixed with lugol. The toxicity test with Ceriodaphnia silvestrii followed ABNT, 2001 recommendations, and were accomplished with natural hepatotoxic bloom s samples and cultured samples of both non-toxic and neurotoxic C. raciborskii. In this test, five newborns, aged between 6 and 24 hours, were exposed to different concentrations (0 a 800 mg.L-1) of crude cyanobacterial extracts during 24 and 48 hours. Three replicates were used per treatment. The pH, temperature and dissolved oxygen at the beginning and after 24 and 48hours from the test were measured. We estimated the CL50 through the Trimmed Spearman-Karber method. The blooms were constituted by Microcystis panniformis, M. aeruginosa, Anabaena circinalis, Cylindrospermopsis raciborskii and Planktothrix agardhii, producers of mycrocistin-LR confirmed with HPLC analysis. Samples of hepatotoxic blooms registered toxinogenic potential for C. silvestrii, with CL50-24h value of 47.48 mg.L-1 and CL5048h of 38.15 mg.L-1 for GARG samples in march/2005; CL50-24h of 113,13 mg.L-1 and CL5048h of 88,24 mg.L-1 for ARG July/2004; CL50-24h of 300.39 mg.L-1 and CL50-48h of 149.89 mg.L-1 for GARG October/2005. For cultured samples, values of CL50-24h and CL50-48h for C. raciborskii toxic strains were 228.05 and 120.28 mg.L-1, respectively. There was no mortality of C. silvestrii during the tests with non-toxic C. raciborskii strain. The toxicity test with C. silvestrii presented good sensitivity degree to cyanotoxins. The toxicity of natural hepatotoxic blooms samples (microcystins) and cultured neurotoxic saxitoxins producer samples analyzed in this study give us strong indications of that toxin s influence on the zooplanktonic community structure in tropical aquatic environments. Eleven cyanobacteria strains were isolated, representing 6 species: Anabaenopsis sp., Cylindrospermopsis raciborskii, Chroococcus sp., Microcystis panniformis, Geitlerinema unigranulatum e Planktothrix agardhii. None presented toxicity in Swiss mice. The strains were catalogued and deposited in the Laboratório de Ecologia e Toxicologia de Organismos Aquáticos (LETMA), in UFRN, and will be utilized in ecotoxicológical and ecophysiological studies, aiming to clarify the causes and control of cyanobacterial blooms in aquatic environments in RN. This state s reservoirs must receive broader attention from the authorities, considering the constant blooms occurring in waters used for human consumption

The demands brought by a society doomed to the constant production of global risks, which whose effects are not immediately noticed effects are not perceived immediately, claim from the Law a new Theory about the Risk, that would offer a broad environmental protection, at the same time it would still be compatible with the idea of economic efficiency, required by the Modern Industry. The expansion of the methods and technologies regarding the exploitation and production of oil causes the constant expansion of the exploitable boundaries, especially in ultra-deep waters with the Pre-salt layer, in Brazil, or the still incipient research about the polymetallic nodules and other mineral sources in international waters, like the Atlântico Sudoeste, by the Programme on Ocean Science in Relation do Non Living Resources (OSNLR), a global study performed in partnership with the Intergovernmental Oceanographic Commission, from UNESCO (IOC UNESCO) and also with the Division of Ocean Affairs and Law of the Sea (UNDOALOS). Thus, we aim to analyze the correlation, and possible collisions between the right to a balanced environment and the free exercise of economic activity and the occurrence of environmental damages from the perspective of the exploitation activities of oil and other natural resources in international waters, specifically in the Area, from the constitutional principle of sustainable development and its legitimacy by the environmental international protection. Therefore, this study also aims to evaluate the legal framework for exploration and production of oil in international waters, particularly in the Area, and appraise how the constitutional instruments and mechanisms for environmental protection can impact on the international environmental protection system in order to ensure the present and future generations an ecologically balanced environment, laid down in Article 225 of the Brazilian Constitution, even with so many risks posed by the activities of exploitation and production of oil in international waters. In the meantime, we intend to also intend to investigate the possibility of future liability for environmental damage in order to ensure that constitutional principle and, consequently, and try to define the concept of environmental damage and its implications on the constitutional principle of environmental protection. Given all that was in summary, this work aims to contribute to the evolution of the new Theory of Environmental Risk, turning the law into something more than a punitive or corrective element in this society, but into a legal risk management, that may be triggered even before the consolidation of the damage

Urban stormwater can be considered as potential water resources as well as problems for the proper functioning of the manifold activities of the city, resulting from inappropriate use and occupation of the soil, usually due to poor planning of the occupation of the development areas, with little care for the environmental aspects of the drainage of surface runoff. As a basic premise, we must seek mechanisms to preserve the natural flow in all stages of development of an urban area, preserving the soil infiltration capacity in the scale of the urban area, comprising the mechanisms of natural drainage, and noting preserving natural areas of dynamic water courses, both in the main channel and in the secondary. They are challenges for a sustainable urban development in a harmonious coexistence of modern developmental, which are consistent with the authoritative economic environmental and social quality. Integrated studies involving the quantity and quality of rainwater are absolutely necessary to achieve understanding and obtaining appropriate technologies, involving both aspects of the drainage problems and aspects of use of water when subjected to an adequate management of surface runoff , for example, the accumulation of these reservoirs in detention with the possibility of use for other purposes. The purpose of this study aims to develop a computer model, adjusted to prevailing conditions of an experimental urban watershed in order to enable the implementation of management practices for water resources, hydrological simulations of quantity and, in a preliminary way, the quality of stormwater that flow to a pond located at the downstream end of the basin. To this end, we used in parallel with the distributed model SWMM data raised the basin with the highest possible resolution to allow the simulation of diffuse loads, heterogeneous characteristics of the basin both in terms of hydrological and hydraulic parameters on the use and occupation soil. The parallel work should improve the degree of understanding of the phenomena simulated in the basin as well as the activity of the calibration models, and this is supported by monitoring data acquired during the duration of the project MAPLU (Urban Stormwater Management) belonging to the network PROSAB (Research Program in Basic Sanitation) in the years 2006 to 2008

The groundwater represents the most important freshwater supply of planet. Dailly, in all world a great amount of toxic and genotoxic material reaches the aquatic systems, mainly the aquifers. The Barreiras aquifer through of five water wells is responsible for the supplying of Universidade Federal do Rio Grande do Norte (UFRN). All water wells are polluted with nitrate and some heavy metals, two of them were disabled. The genotoxicity of groundwater samples from Barreiras Aquifer in UFRN was assessed using the Allium cepa test, the Ames test and the Salmonella typhymurium microsuspension test (Kado test). For the Allium cepa test the influence of the groundwater samples collected on macroscopic (root length, colour and form) and microscopic (root tip mitotic index, chromosome aberrations and micronucleus) parameters was examined. All water samples caused a significant increase of the chromosome and mitotic aberration frequency and reduction on the rooth growth compared to negative control. Bridges and chromosome stickness were the most frequent kind of aberration in dividing cells. Furthermore, breaks were also observed. No significant increase in the number of micronuclei was found in relation to the negative controls. For Ames test were used the Salmonella typhymurium strains TA98 and TA100 without metabolic activation, applying the direct method. Prior to the Kado test, organic fractions from the water samples were obtained through XAD resin concentration. The mutagenicity organic extracts were evaluated by Kado test using TA98 and TA100 strains, in the absence and presence of S9 mix (metabolic activation). The concentrations of seven heavy metal ions were measured in water samples, but only Ni, Cu and Cr levels exceeded the permissible maximum concentration for the natural reservoirs. The results obtained for mutagenic activity using the Ames test were negative in all raw water samples analyzed. Positive results in XAD4 extracts of water samples were obtained for TA98 in the presence of S9 mix for two stations. Concentrations of heavy metals and nitrate can be correlated with the toxicity and genotoxicity of water analyzed. The mutagenic effect detected with TA98 strain suggested that organic compounds (after metabolization) are involved with the mutagenicity detected in the samples analyzed. The data set obtained in this work indicated the presence of at least two classes of mutagens: organic and inorganic compounds

This study aimed to analyze the phytoremediation potential of Eichhornia crassipes in natural environments, optimize the extraction process of crude protein from plant tissue and, obtain and characterize this process in order to determine its viability of use instead of the protein sources of animal and/or human feed. For this, it has been determined in Apodi/Mossoró river water the concentration of ammonium ions, nitrite, nitrate, calcium, magnesium, potassium, iron, copper, manganese, zinc, nickel, cobalt, sodium, aluminum, cádmium, lead, and total chromium; It was determined in plant tissue of aquatic macrophytes of Eichhornia crassipes species present in Apodi/Mossoró River the moisture content, ash, calcium, magnesium, potassium, iron, copper, manganese, zinc, nickel, cobalt, sodium, aluminum, cadmium, lead, total chromium, total nitrogen and crude protein. It was also determined the translocation factor and bioaccumulation of all the quantified elements; It was developed and optimized the extraction procedure of crude protein based on the isoelectric method and a factorial design 24 with repetition; It was extracted and characterized the extract obtained by determining the moisture content, ash, magnesium, potassium, iron, copper, manganese, zinc, nickel, cobalt, sodium, cadmium, total nitrogen and crude protein. And finally, it was also characterized the protein extract using Thermogravimetric Analysis (TG), Derived Thermogravimetric (DTG), Differential Scanning Calorimetry (DSC), Infrared Spectroscopy (FT-IR) and jelly-like electrophoresis of polyacrylamide (SDS -PAGE) to assess the their molecular weights/mass. Thus, from the results obtained for the translocation and bioaccumulation factors was found that the same can be used as phytoremediation agent in natural environments of all quantified elements. It was also found that the developed method of extraction and protein precipitation was satisfactory for the purpose of the work, which gave the best conditions of extraction and precipitation of proteins as: pH extraction equal to 13.0, extraction temperature equals 60 ° C, reaction time equals to 30 minutes, and pH precipitation equals to 4.0. As for the extract obtained, the total nitrogen and crude protein were quantified higher than those found in the plant, increasing the crude protein content approximately 116.88% in relation to the quantified contente in the vegetal tissue of macrophyte. The levels of nickel and cadmium were the unique that were found below the detection limit of used the equipment. The electrophoretic analysis allowed us to observe that the protein extract obtained is composed of low polypeptide chains by the molecular and phytochelatins, with 6 and 15 kDa bands. Analysis of TG, DTG, DSC and FT-IR showed similarities in protein content of the obtained extracts based on different collection points and 9 parts of the plant under study, as well as commercial soy protein and casein. Finally, based on all these findings, it was concluded that the obtained extract in this work can be used instead of the protein sources of animal feed should, before that, test its digestibility. As human supplementation, it is necessary to conduct more tests associated with the optimization process in the sense of removing undesirable components and constant monitoring of the water body and the raw material used

Agriculture is an activity in which there is the possibility of using lower quality water and reuse appears as an alternative for irrigation. However, the negative environmental effects of reuse must be understood. The objective of the present work was to verify the potential of groundwater contamination by nitrogen duo to drip irrigation with effluent from domestic wastewater treatment. Three crop cycles of lettuce cv. Raider were conducted, the first between October and November 2009, the second in April and May 2010 and the third one in June and July 2010. The use of effluents was compared with potable water at accumulated water depths of 98.8 mm for the first, 98.4 mm for the second and 119 mm for the third cycle. Soil percolate concentrations of nitrate, nitrite and ammonia were studied at 0.25 m and 0.50 m depths in a completely randomized design. Percolate concentrations of nitrite and ammonia in soil irrigated with effluents showed no groundwater contamination risk. Nitrate however, caused concern, albeit with similar concentrations for both effluent and potable water.
