A simple yet efficient method for the minimization of incompletely specified sequential machines (ISSMs) is proposed. Precise theorems are developed, as a consequence of which several compatibles can be deleted from consideration at the very first stage in the search for a minimal closed cover. Thus, the computational work is significantly reduced. Initial cardinality of the minimal closed cover is further reduced by a consideration of the maximal compatibles (MC's) only; as a result the method converges to the solution faster than the existing procedures. "Rank" of a compatible is defined. It is shown that ordering the compatibles, in accordance with their rank, reduces the number of comparisons to be made in the search for exclusion of compatibles. The new method is simple, systematic, and programmable. It does not involve any heuristics or intuitive procedures. For small- and medium-sized machines, it canle used for hand computation as well. For one of the illustrative examples used in this paper, 30 out of 40 compatibles can be ignored in accordance with the proposed rules and the remaining 10 compatibles only need be considered for obtaining a minimal solution.

Cerebral Autosomal Dominant Arteriopathy with Subcortical Infarcts and Leukoencephalopathy (CADASIL) is the most common hereditary vascular dementia. CADASIL is a systemic disease of small and medium-sized arteries although the symptoms are almost exclusively neurological, including migraineous headache, recurrent ischemic episodes, cognitive impairment and, finally, subcortical dementia. CADASIL is caused by over 170 different mutations in the NOTCH3 gene, which encodes a receptor expressed in adults predominantly in the vascular smooth muscle cells. The function of NOTCH3 is not crucial for embryonic development but is needed after birth. NOTCH3 directs postnatal arterial maturation and helps to maintain arterial integrity. It is involved in regulation of vascular tone and in the wound healing of a vascular injury. In addition, NOTCH3 promotes cell survival by inducing expression of anti-apoptotic proteins. NOTCH3 is a membrane-spanning protein with a large extracellular domain (N3ECD) containing 34 epidermal growth factor-like (EGF) repeats and a smaller intracellular domain with six ankyrin repeats. All CADASIL mutations are located in the EGF repeats and the majority of the mutations cause gain or loss of one cysteine residue in one of these repeats leading to an odd number of cysteine residues, which in turn leads to misfolding of N3ECD. This misfolding most likely alters the maturation, targetting, degradation and/or function of the NOTCH3 receptor. CADASIL mutations do not seem to affect the canonical NOTCH3 signalling pathway. The main pathological findings are the accumulation of the NOTCH3 extracellular domain on degenerating vascular smooth muscle cells (VSMCs), accumulation of granular osmiophilic material (GOM) in the close vicinity of VSMCs as well as fibrosis and thickening of arterial walls. Narrowing of the arterial lumen and local thrombosis cause insufficient blood flow, mainly in small arteries of the cerebral white matter, resulting in tissue damage and lacunar infarcts. CADASIL is suspected in patients with a suggestive family history and clinical picture as well as characteristic white matter alterations in magnetic resonance imaging. A definitive verification of the diagnosis can be achieved by identifying a pathogenic mutation in the NOTCH3 gene or through the detection of GOM by electron microscopy. To understand the pathology underlying CADASIL, we have generated a unique set of cultured vascular smooth muscle cell (VSMC) lines from umbilical cord, placental, systemic and cerebral arteries of CADASIL patients and controls. Analyses of these VSMCs suggest that mutated NOTCH3 is misfolded, thus causing endoplasmic reticulum stress, activation of the unfolded protein response and increased production of reactive oxygen species. In addition, mutation in NOTCH3 causes alterations in actin cytoskeletal structures and protein expression, increased branching and abnormal node formation. These changes correlate with NOTCH3 expression levels within different VSMCs lines, suggesting that the phenotypic differences of SMCs may affect the vulnerability of the VSMCs and, therefore, the pathogenic impact of mutated NOTCH3 appears to vary in the arteries of different locations. Furthermore, we identified PDGFR- as an immediate downstream target gene of NOTCH3 signalling. Activation of NOTCH induces up-regulation of the PDGFR- expression in control VSMCs, whereas this up-regulation is impaired in CADASIL VSMCs and might thus serve as an alternative molecular mechanism that contributes to CADASIL pathology. In addition, we have established the congruence between NOTCH3 mutations and electron microscopic detection of GOM with a view to constructing a strategy for CADASIL diagnostics. In cases where the genetic analysis is not available or the mutation is difficult to identify, a skin biopsy is an easy-to-perform and highly reliable diagnostic method. Importantly, it is invaluable in setting guidelines concerning how far one should proceed with the genetic analyses.

O turismo na natureza é uma das modalidades de turismo que mais tem crescido no Brasil, sendo visto como alternativa econômica para municípios de médio e pequeno porte que possuem Unidades de Conservação em seus territórios ou áreas com remanescentes florestais ou ainda áreas de interesse geológico, geomorfológico, concentração hídrica que possam atrair o turista. A preocupação quanto ao sustento da atividade turística desta categoria ocorre, quando o ambiente natural na qual se pretende instalar os empreendimentos turísticos não possui estudos pretéritos sobre o meio físico e nem instrumento legal de planejamento ambiental que apoie a tomada de decisão. Neste contexto, esta dissertação versa sobre o estudo da fragilidade turística do município de Duas Barras Rio de Janeiro com objetivos de balizar os resultados obtidos, com estudos pretéritos sobre potencialidades turísticas da região, assim como os empreendimentos turísticos já instalados e verificando se há conformidade entre o ambiente explorado e a atividade turística em curso. Como metodologia, a presente pesquisa utilizou técnicas de fragilidade ambiental desenvolvida de Ross (2010), a análise da fragilidade turística teve adaptações com base em Costa (2009), o modelo de indicadores turísticos de Barbosa (2009) e os dados sobre a potencialidade turística local foram extraídos de Goes (2007). Utilização de técnicas de geoprocessamento foram fundamentais para desenvolvimento de análises espaciais, geográficas e a visão integrada dos dados. Como resultados, foram gerados mapas temáticos do meio físico, socioeconomia e a avaliação das atuais instalações turísticas na região.

The electricity sectors of many developing countries underwent substantial reforms during the 1980s and 1990s, driven by global agendas of privatization and liberalization. However, rural electrification offered little by way of market incentives for profit-seeking private companies and was often neglected. As a consequence, delivery models for rural electrification need to change. This paper will review the experiences of various rural electrification delivery models that have been established in developing countries, including concessionary models, dealership approaches and the strengthening of small and medium-sized energy businesses. It will use examples from the USA, Bangladesh and Nepal, together with a detailed case study of a Nepali rural electric cooperative, to explore the role that local cooperatives can play in extending electricity access. It is shown that although there is no magic bullet solution to deliver rural electrification, if offered appropriate financial and institutional support, socially orientated cooperative businesses can be a willing, efficient and effective means of extending and managing rural electricity services. It is expected that this paper will be of particular value to policy-makers, donors, project planners and implementers currently working in the field of rural electrification. © 2010 Elsevier Ltd.

An affirmative action programme, established by the Fair Employment (Northern Ireland) Act 1989, has been an important attempt to ensure ‘fair participation’ in employment for both Catholics and Protestants in Northern Ireland since 1990. The programme includes detailed monitoring of the community background of employees and requires employers to undertake remedial action where fair participation is not evident. Agreements were concluded between the regulatory agency and many employers specifying what affirmative action measures were required. Based on the annual monitoring returns submitted between 1990 and 2005, this article evaluates the effectiveness of the affirmative action programme in promoting fair employment participation using fixed effects models. The analysis shows that there has been a general shift towards workforce integration in Northern Ireland but the increase of under-represented groups in agreement concerns is greater than in concerns with no agreement. The success of agreements, however, is limited to certain industrial sectors and medium-sized enterprises.

The historically-reactive approach to identifying safety problems and mitigating them involves selecting black spots or hot spots by ranking locations based on crash frequency and severity. The approach focuses mainly on the corridor level without taking the exposure rate (vehicle miles traveled) and socio-demographics information of the study area, which are very important in the transportation planning process, into consideration. A larger study analysis unit at the Transportation Analysis Zone (TAZ) level or the network planning level should be used to address the needs of development of the community in the future and incorporate safety into the long-range transportation planning process. In this study, existing planning tools (such as the PLANSAFE models presented in NCHRP Report 546) were evaluated for forecasting safety in small and medium-sized communities, particularly as related to changes in socio-demographics characteristics, traffic demand, road network, and countermeasures. The research also evaluated the applicability of the Empirical Bayes (EB) method to network-level analysis. In addition, application of the United States Road Assessment Program (usRAP) protocols at the local urban road network level was investigated. This research evaluated the applicability of these three methods for the City of Ames, Iowa. The outcome of this research is a systematic process and framework for considering road safety issues explicitly in the small and medium-sized community transportation planning process and for quantifying the safety impacts of new developments and policy programs. More specifically, quantitative safety may be incorporated into the planning process, through effective visualization and increased awareness of safety issues (usRAP), the identification of high-risk locations with potential for improvement, (usRAP maps and EB), countermeasures for high-risk locations (EB before and after study and PLANSAFE), and socio-economic and demographic induced changes at the planning-level (PLANSAFE).

Brown sediment with clasts ranging from small to medium in size. Clast shape ranges from sub-angular to rounded. Two mains domains can be observed; one mainly contains small clasts, and the other is a mix of small and medium sized clasts. The finer grained domain contains some organic material and is abundant in lineations. The coarser domain is also abundant in lineations but also contains crushed grains and comet structures.

Dark brown sediment with clasts ranging from small to large in size. Clast shape ranges from angular to sub-rounded. The main domain mainly contains larger aggregates. There is one domain inclusion in this sample. It mainly contains small and medium sized clasts, and contains many lineations. Necking structures can be commonly seen in the main domain between larger aggregates. This sample also contains many elongated clasts and inclusions of clay material.

El desarrollo del presente documento constituye una investigación sobre las actitudes de los directivos frente a la adopción del e-learning como herramienta de trabajo en las organizaciones de Bogotá. Para ello se realizó una encuesta a 101 directivos, tomando como base el tipo de muestreo de conveniencia; esto con el objetivo de identificar sus actitudes frente al uso del e-learning y su influencia dentro de la organización. Como resultado se obtuvo que las actitudes de los directivos influencian en el uso de herramientas e-learning, así como también en las acciones que promueven su uso y en las actitudes de los empleados; por otro lado se identificó que las creencias relacionadas con la apropiación de herramientas e-learning y los factores facilitadores del uso de estas, influencian en las actitudes de los directivos. Lo anterior, corresponde a los análisis llevados a cabo a partir de los resultados contrastados con los estudios empíricos hallados y el marco teórico desarrollado.

El presente trabajo de investigación tuvo como propósito identificar las potencialidades de exportación de los productos agrícolas orgánicos hacia la Unión Europea, dentro del marco del Tratado de Libre Comercio entre Colombia, Perú y la UE. Esto con el fin de que tanto los pequeños y medianos productores como los exportadores colombianos pudieran identificar las oportunidades de negocio que tiene este subsector. A través de la consulta en sitios web oficiales de los diferentes países y de entrevistas con expertos sobre el tema objeto de estudio, se logró recolectar la información pertinente para el desarrollo de los objetivos planteados. Se tomaron como muestra tres países miembros de la Unión Europea, por ser parte del grupo de los principales consumidores de productos orgánicos, estos fueron: Alemania, Francia e Italia. De esta manera, se profundizó en las características de mercado de los países mencionados anteriormente, lo que permitió una aproximación al entendimiento de sus tendencias de consumo. Esta investigación expone en su contenido los aspectos más relevantes sobre la exportación de productos agrícolas orgánicos, así como también analiza la oferta y situación actual en Colombia y en los países europeos de este tipo de bienes y del desarrollo del subsector.

This study examines ICT adoption among 3,759 Colombian manufacturing firms, and attempts to identify the factors that are conducive to the adoption and usage of ICT at the firm level. Our major findings are (i) that the adoption of a given information and communication technology is better facilitated when a firm is relatively large, has large human capital, engages in more innovative activities, and when a firm’s organizational structure is better aligned with the given technology; (ii) that positive associations between the key determinants and ICT adoptions are more pronounced for small and medium-sized firms than for large ones, and (iii) that information spillovers within industries is also a determinant of ICT adoptions by the firms.
