El desarrollo de competencias en la Universidad a través del Aprendizaje y Servicio Solidario

El artículo que a continuación se presenta describe un estudio de casos evaluativo realizado en un proyecto de Aprendizaje y Servicio Solidario (APS) que se desarrolla en la villa marginada Los Piletones, de la ciudad de Buenos Aires, Argentina. En concreto, con el estudio, se identifican y analizan nueve competencias transversales o generales (responsabilidad social y compromiso ciudadano, capacidad de aplicar los conocimientos en la práctica, capacidad de comunicarse con personas no expertas en la materia, etc.) que el proyecto logra desarrollar en los estudiantes universitarios de veterinaria que participan y se implican en él.

La participación en sociedades multiculturales, elaboración y evaluación de un programa de participación activa

The article begins with the theoretical bases for developing a training programme to foment the exercise of an active participation. The designed program is applied in a group of women with different cultural backgrounds that live in the city of L'Hospitalet and it is evaluated following the methodological characteristics of an investigation evaluation of participatory character. From the collection and analysis of the information, we present the results obtained that turn around the investigation objectives: the validation of the program design, the investigation on the exercise of active participation, the formation of the work team and the creation of a meeting point for women. El artículo se inicia con las bases teóricas para elaborar un programa de formación para fomentar el ejercicio de una participación activa. El programa diseñado se aplica en un grupo de mujeres con diferentes orígenes culturales que viven en la ciudad de L¿Hospitalet, y se evalúa siguiendo las características metodológicas de una investigación evaluativa de carácter participativo. A partir de la recogida y análisis de la información, se presentan los resultados que giran en torno a los objetivos de la investigación: la validación del programa, la investigación sobre el ejercicio de la participación, la formación del equipo de trabajo y la creación de un espacio de encuentro de mujeres.

Elaboració d'un programa de formació per promoure la participació activa en societats multiculturals

Aquest article exposa les bases teòriques i l'estudi diagnòstic que fonamenten l'elaboració i l'aplicació d¿un programa de formació, específicament dissenyat per a dones, per promoure una participació activa. El programa, que inclou vint-i-dues activitats organitzades en cinc blocs temàtics, busca crear i promoure espais de participació on es fomenti el dret i la responsabilitat de participar, s'adquireixin les competències ciutadanes necessàries per tenir presència activa a l'espai públic, i es promogui un tipus d'identitat cívica a partir del diàleg i les relacions que es generen entre les persones participants.

La participació ciutadana: dimensió clau de l'educació per a la ciutadania

Aquest article té l'objectiu d'exposar les bases pedagògiques que fonamenten l'educació per a la ciutadania. Es parteix d'un model ampli de ciutadania proposat des del Grup de Recerca en Educació Intercultural (GREDI) que inclou el sentiment de pertinença a una comunitat, les competències ciutadanes i la participació activa. Partint d'aquests elements es plantegen propostes educatives (programes d'activitats i l'estratègia pedagògica d'aprenentatge-servei). L'article acaba amb una reflexió entorn de la formació per a una ciutadania paritària a les escoles, el nucli central formatiu de la qual al·ludeix a l'element de la participació de les dones en igualtat de condicions.

Metric Training for the Transportation Industry Module I - Basic Introduction to the Use of International Units of Measure, HR-376

"Metric Training For The Highway Industry", HR-376 was designed to produce training materials for the various divisions of the Iowa DOT, local government and the highway construction industry. The project materials were to be used to introduce the highway industry in Iowa to metric measurements in their daily activities. Five modules were developed and used in training over 1,000 DOT, county, city, consultant and contractor staff in the use of metric measurements. The training modules developed deal with the planning through operation areas of highway transportation. The materials and selection of modules were developed with the aid of an advisory personnel from the highway industry. Each module is design as a four hour block of instruction and a stand along module for specific types of personnel. Each module is subdivided into four chapters with chapter one and four covering general topics common to all subjects. Chapters two and three are aimed at hands on experience for a specific group and subject. This module includes: Module 1 - Basic Introduction to the Use of International Units of Measurement. This module is designed for use by all levels of personnel, primarily office staff, and provides a basic background in the use of metric measurements in both written and oral communications.

The project materials were to be used to introduce the highway industry in Iowa to metric measurements in their daily activities. Five modules were developed and used in training over 1,000 DOT, county, city, consultant and contractor staff in the use of metric measurements. The training modules developed deal with the planning through operation areas of highway transportation. The materials and selection of modules were developed with the aid of an advisory personnel from the highway industry. Each module is design as a four hour block of instruction and a stand along module for specific types of personnel. Each module is subdivided into four chapters with chapter one and four covering general topics common to all subjects. Chapters two and three are aimed at hands on experience for a specific group and subject. This module includes: Module 2 - Construction and Maintenance Operations and Reporting. This module provides hands on examples of applications of metric measurements in the construction and maintenance field operations.

"Metric Training For The Highway Industry", HR-376 was designed to produce training materials for the various divisions of the Iowa DOT, local government and the highway construction industry. The project materials were to be used to introduce the highway industry in Iowa to metric measurements in their daily activities. Five modules were developed and used in training over 1,000 DOT, county, city, consultant and contractor staff in the use of metric measurements. The training modules developed deal with the planning through operation areas of highway transportation. The materials and selection of modules were developed with the aid of an advisory personnel from the highway industry. Each module is design as a four hour block of instruction and a stand along module for specific types of personnel. Each module is subdivided into four chapters with chapter one and four covering general topics common to all subjects. Chapters two and three are aimed at hands on experience for a specific group and subject. This module includes: Module 3 - Road and Bridge Design. This module provides hands on examples of how to use metric measurements in the design of roads and structures.

"Metric Training For The Highway Industry", HR-376 was designed to produce training materials for the various divisions of the Iowa DOT, local government and the highway construction industry. The project materials were to be used to introduce the highway industry in Iowa to metric measurements in their daily activities. Five modules were developed and used in training over 1,000 DOT, county, city, consultant and contractor staff in the use of metric measurements. The training modules developed deal with the planning through operation areas of highway transportation. The materials and selection of modules were developed with the aid of an advisory personnel from the highway industry. Each module is design as a four hour block of instruction and a stand along module for specific types of personnel. Each module is subdivided into four chapters with chapter one and four covering general topics common to all subjects. Chapters two and three are aimed at hands on experience for a specific group and subject. This module includes: Module 4 - Transportation Planning and Traffic Monitoring. Hands on examples of applications of metric measurements in the development of planning reports and traffic data collection are included in this module.

"Metric Training For The Highway Industry", HR-376 was designed to produce training materials for the various divisions of the Iowa DOT, local government and the highway construction industry. The project materials were to be used to introduce the highway industry in Iowa to metric measurements in their daily activities. Five modules were developed and used in training over 1,000 DOT, county, city, consultant and contractor staff in the use of metric measurements. The training modules developed deal with the planning through operation areas of highway transportation. The materials and selection of modules were developed with the aid of an advisory personnel from the highway industry. Each module is design as a four hour block of instruction and a stand along module for specific types of personnel. Each module is subdivided into four chapters with chapter one and four covering general topics common to all subjects. Chapters two and three are aimed at hands on experience for a specific group and subject. This module includes: Module 5 - Motor Vehicle Enforcement. Examples from Iowa and Federal Motor Vehicle Codes are used as examples for hands on training for the vehicle enforcement type personnel using this module.

DCI Voter Fraud Investigations Report, May 8, 2014.

In March of 2012, the Iowa Secretary of State’s office compared Iowa’s voter registration records with the driver’s license record s of individuals that identified themselves as non-citizens with the Iowa Department of Transportation. After comparing those records, the Iowa Secretary of State’s office found that more than 3,000 individuals registered to vote that had previously identified themselves as non-citizens. More than 1,000 of these individuals had also cast a ballot. The Iowa Secretary of State’s office was not given timely access to the federal Systematic Alien Verification for Entitlements (SAVE)database, and therefore was unable to determine if any of these individuals had become citizens before they registered to vote or cast a ballot. On June 21, 2012, the Iowa Secretary of State’s office entered into an agreement with the Iowa Department of Public Safety’s Division of Criminal Investigation (DCI) to review potential election misconduct crimes and improve the administration of federal elections. Over the last two years,DCI agents have reviewed thousands of instances of possible election misconduct. DCI’s review included cases referred by the Iowa Secretary of State’s office as well as by other state and local government agencies.

Electronic Bulletin Board System, HR-345, 1998

The primary objectives of the Electronic Bulletin Board System (BBS) project were to: (1) Provide an electronic communication tool which would link city and county engineering offices to each other and to other governmental agencies for messaging and data sharing; (2) Provide a dial-up site for reference information or files accessible on-demand; and (3) Provide a "stepping stone" to the world of electronic data transfer, recognizing that most local government employees face a huge complex of technology with limited knowledge of computers and communications tools. The system was designed to be as simple as possible, and to require minimal equipment and software cost to the users. The original system was an Apex 386/25 computer with MS-DOS 5.0 software and the final configuration was an HP Vectra XM Pentium 90 with MS-NT 3.51 and Mustang - Wildcat 5.0 software. The users of the BBS were county engineers and their staff, offices in the central office of the Iowa Department of Transportation (DOT) and Resident Construction Engineers at the Iowa DOT. Much of the activity was between the county engineers, and their staffs, and the Iowa DOT offices with which they have ongoing business activities. The BBS contained files for mapping, Internet e-mail service, Accident Location Analysis System (ALAS) data, Iowa DOT bid lettings, and Autocad and Intergraph maps and standards. The 800 line calls were recorded and gave the best indication of the usage and the trends that were being followed. The usage tended to be higher in the winter months when design activities are occurring and lower in the summer months when the construction is in progress. The project was judged a success. The BBS did provide a "stepping stone" to the world of electronic data transfer.
